WARDER, RECRUITMENT RULES, 2018
PREAMBLE
In
exercise of the powers conferred by proviso to article 309 of the Constitution
read with the Government of India, Ministry of Home Affairs notification No.
F.27/59-Min(H) dated the 13th July, 1959 and in supersession of Delhi
Administration, Delhi, recruitment rules relating to the post of Warder,
published vide notification No. F.9/10/2010/Home(G)/1706-1712 dated the 26th
April, 2012, except respects things done or omitted to be done before such
supersession, the Lt. Governor of the National Capital Territory of Delhi,
hereby makes following rules regarding the method of recruitment to the post of
WARDER in the Delhi Prisons Department, Government of National Capital
Territory of Delhi, namely:-
Rule 1. Short title and commencement.
(1)
These rules may be called the, Warder, Recruitment Rules, 2018.
(2)
They shall come into force on the date of their publication in the
Delhi Gazette.
Rule 2. Number of post, its classification and level in the pay matrix.
The number of said posts, their
classification and level in the pay matrix attached thereto shall be as
specified in column 2 to 4 to the Schedule annexed to these rules.
Rule 3. Method of recruitment, age limit, qualification etc.
The method of recruitment, age
limit, qualifications and other matters relating to the said posts, shall be
specified in the column 5 to 13 of the said Schedule.
Rule 4. Disqualifications.
No Person-
(a)
Who has entered into or contracted a marriage with a person having
a spouse living; or
(b)
Who, having a spouse living, has entered into or contracted a
marriage with any person, shall be eligible for the appointment to the said
post:
Provided that the Government may,
if satisfied that such marriage is permissible under the personal law
applicable to such person and the other party to the marriage and that there
are other grounds for so doing, exempt any person from the operation of this
rule.
Rule 5. Power to relax.
Where the Government is of
opinion that if necessary or expedient so to do, it may, by order, for reasons
to be recorded in writing, may relax any of the provisions of these rules with
respect to any class or category of person .
Rule 6. Saving.
Nothing in these rules shall
effect reservations, relaxations of age limit and other concessions required to
be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen,
Other Backward Classes and other special categories of person in a accordance
with the orders issued by the Central Government from time to time in this
regard.

Note: The crucial date
for determining the age limit shall be the closing date for receipt of
applications from candidates except for the closing date prescribed for those
in Assam, Meghalaya, Arunachal Pradesh, Mizoram, Manipur, Nagaland, Tripura,
Sikkim, Ladakh Division of J&K State, Lahaul & Spiti Distt. And Pangi
Sub Division of Himachal Pradesh, Andaman Nicobar Islands and Lakshadweep).

Educational and other
qualifications:-
I. Educational
Qualification:-Essential:-10+2 (Senior Secondary) pass from a recognized
Board/institutions.
II. Standard of Physical
Measurement:-Height: 170 cms. (relaxable by 5 cms. for candidates belonging
to Gorkhas/Garhwali/Dogras and Scheduled Tribe candidates).
Chest: Normal 81-85 cms.
and expandable by 5 cms. (relaxable by 5 cms. for candidates belonging to
Gorkhas/Garhwali/Dogras and Scheduled Tribe candidates).
Note 1: No relaxation
permissible for Physical standard.
III. Medical Standard:-
a. vision 6/6 without
glass both eyes, free from colour blindness.
b. The candidates must
not have bow-legged, knock-knees, flat-feet varicose vein or squint in eyes
and they should possess high colour vision.
c. They must be in good
mental and bodily health and free from any physical defect which is likely to
interfere with the efficient performance of the duties.
IV. (A.)Physical
Endurance Test (PET):-
a. 1600 meters Race in
06(six) Minutes.
Note 2: Those who qualify
in the race shall be further eligible to appear in the following tests:
b. 13(thirteen) feet Long
Jump (qualifying in 3 chances).
c. 3',9"(three feet
nine inches) High Jump (qualifying in 3 chances).
Note 3: There would be no
appeal against the PET.(B.) Physical Endurance Test PET) for Ex-Servicemen:-
a. Race of 1600 Meters:-
Age wise -
Time Up to 31 years - 6 Minutes From 31 to 40 years-7 Minutes From
40 and above- 8 Minutes.
b. Long Jump:-
Age wise (qualifying in 3
chances) Up to 31 years - 13 feet From 31 to 40 years-12 feet From 40 and
above- 11 feet.
c. High Jump:-
Age wise (qualifying in 3
chances)
Up to 31 years -
3'9"
From 31 to 40
years-3'6"
From 40 and
above-3'3"
Note 4: There would be no
appeal against the PET.
