UTTAR PRADESH RANI LAKSHMI BAI MAHILA SAMMAN KOSH RULES, 2015

 

PREAMBLE

In exercise of the powers conferred by the proviso to Article 154 of the Constitution the Governor is pleased to make the following rules for its application in the State of Uttar Pradesh.

PART I

Rule - 1. Short title and commencement.

(1)     These rules may be called the Uttar Pradesh Rani Lakshmi Bai Mahila Samman Kosh Rules, 2015.

(2)     They shall come into force at once.

Rule - 2. Definition.

(i)       "Mission" means Uttar Pradesh State Women's Empowerment Mission, as in G.O. No. 02/sixty-3-15-13(11)/14, dated January 7, 2015.

(ii)      'State Monitoring Committee' means the Monitoring Committee chaired by the Chief Secretary under the Mission as in G.O. No. 21/sixty-3-15-13(11)/14, dated January 7, 2015.

(iii)     'Constitution' means the Constitution of India.

(iv)    'District Steering Committee' means the Committee under the Chairmanship of the District Magistrate, established under the Mission as in G.O. No. 82/sixty-3-15-13(5)/15, dated January 16, 2015.

(v)      'Fund' means Uttar Pradesh Rani Lakshmi Bai Mahila Samman Kosh.

(vi)    'Government' means the State Government of Uttar Pradesh.

(vii)   'District' means the District of Permanent or Temporary residence or place of occurrence.

(viii)  'Secretariat' means office established to support the State Monitoring Committee in carrying out activities of the Mission as in G.O. No. 82/sixty-3-15-13(5)/15, dated January 16, 2015.

(ix)    'Fund Management Unit (FMU)' means the division of the Secretariat of the State Monitoring Committee of the Mission, supported from the State Budget, set up for operation and maintenance of the Fund and monitoring of activities therein.

(x)      'Competent Authority' means the State Monitoring Committee chaired by Chief Secretary under the Mission.

PART 2

Rule - 3. Fund.

(a)      Fund includes the amount received from State/Central Government, Government undertakings, individuals and other organisations as Grant-in-aid/donations.

(b)      The Fund, in principle, will operate with State Government contribution of Rs. 100 crores through budgetary support, which shall be maintained at that level and increased, as and when required, in a financial year.

Rule - 4. Fund Utilisation.

The Fund shall be utilised for the following objectives:

(a)      It will ensure monetary and medical relief to women/girl child who are victims of heinous crime, and therefore require immediate relief. This Fund is also to be used for the maintenance, education and reconstructive health of such victims as well as well as maintenance and education of minor children of such victims, if the situation warrants. The list of instances where monetary compensations and other reliefs will be available and procedures therein, is at Annexure 1.

(b)      To provide assistance for women/girl child who may not be direct victims of violence but require critical medical and educational assistance because of their vulnerable economic situation. The eligibility category for such assistance and procedures therein, are in Annexure 2.

(c)      Public contributions to the Fund can either be utilised towards a specific activity in a specific district, as desired by the contributor, or as a general contribution to the Fund. Projects related to the welfare of women and girl child, for which specific/targeted contributions can be made by the Public, are listed at Annexure 3. Activities for which specific contributions have been made, will be monitored activity wise.

(d)      State Government contributions as well as any other contributions made to the Fund would be utilised for the activities listed in Annexures 1, 2 and 3.

Rule - 5. Contribution to the Fund.

(a)      Government contributions to the Fund will be provided by the Government under Head of Account"2235-02-103-10-Uttar Pradesh Mahila Samman Kosh-42-Anya Vyay", which is a non-interest bearing Head.

(b)      Public contributions will be kept in the Government Account of State Bank of India, Jawahar Bhawan Branch, Lucknow. Public Contributions can be made online, in the name of Uttar Pradesh Rani Lakshmi Bai Mahila Samman Kosh, through Net Banking/Credit Card/Debit Card. It can also be made through Demand Draft/Cheque drawn in the name of Uttar Pradesh Rani Lakshmi Bai Mahila Samman Kosh, payable at State Bank of India, Jawahar Bhawan Branch, Lucknow. Demand Draft/Cheque can be deposited in any branch of State Bank of India, for onward transfer to the said account.

(c)      Public contributions would be eligible for Income Tax Exemption under relevant provisions of Income Tax Act after due approval as per procedures.

(d)      Fund accounts will be maintained as per prescribed State Government rules.

PART 3 ROLE AND RESPONSIBILITIES OF DIFFERENT STAKEHOLDERS

Rule - 6. Role of the State Monitoring Committee.

(a)      The State Monitoring Committee chaired by Chief Secretary, will be the Competent Authority at the State Level to supervise, manage the Fund and monitor the activities therein. It will report the same to the State Women's Empowerment Mission headed by the Chief Minister.

(b)      State Monitoring Committee will be empowered to take policy level decisions, including the amendment of existing rules with the approval of the Mission and to give specific directions to the District Steering Committees, on sanctioning of monetary, medical and other reliefs from the Fund, and approval of projects based on the recommendations received from the District Monitoring Committees, as is required.

(c)      The State Monitoring Committee is authorised to receive and consider the audited statement of accounts of the Fund and place it before the Mission for consideration and approval.

Rule - 7. Establishment of Fund Management Unit (FMU).

Structure and functions:

(a)      The Fund Management Unit (FMU) at Lucknow, under supervision of Principal Secretary, Department of Woman's Welfare, will be a Division of the Secretariat of the State Monitoring Committee chaired by Chief Secretary and will function under the Chief Secretary on all matters related to the operation of the Fund.

(b)      FMU will include the following:

(i)           Special Secretary/Joint Secretary from Department of Women's Welfare or on transfer of service basis.

(ii)         One senior Finance Advisor on transfer of service basis (from Finance Department not less than the rank of Additional Director Treasuries/Pension/Internal Audit/Group Insurances), persons who have experience in budgeting and accounting.

(iii)       Two Reviewing Officers on transfer of service basis (Cash/Accounts/IRLA Section of Secretariat) to maintain the permanent records of accounts and audit.

(iv)       Two Programmers, on contractual basis.

(v)        Two Assistant Programmers on contractual basis.

(vi)       Two Data Entry Operators on contractual basis.

(vii)     Three Supporting Staff (Group 'D') to be provided by service provider agency.

(viii)   Two drivers to be provided by service provider agency.

(ix)       The technical support for the FMU, as in (iv), (v) and (vi) above, and training thereon, will be provided by NIC for computer based 'online working', Networking and Security of Data.

(x)        Hiring of contractual staff, for the FMU, as in (iv), (v) and (vi) above, will be through UPDESCO, of Department of IT. This would be done in consultation with NIC, to ensure quality of manpower.

(xi)       The supporting staff mentioned in (vii) and (viii) above will be provided by any service provider agency.

(xii)     The Servers of the Fund would be deployed in the State Data Centre/NIC Data Centre, depending on availability.

(xiii)   The Hardware for the FMU and the Data Centre, Lucknow would be procured by UPDESCO in consultation with NIC for specifications.

(c)      The online system of contributions to the Fund and payments thereof, would be monitored by the FMU and operated through a designated signatory authorised by the Competent Authority.

(d)      The District Steering Committee will raise digitally signed demand, through the designated signatory, with the FMU, along with the details like name of beneficiary, purpose of fund release, bank account of the beneficiary along with IFSC Code of the Bank etc.

(e)      On receipt of demand, the authorised DDO of the FMU, after due approval, will prepare a Treasury Bill and submit to the Nodal Treasury for payment into the beneficiary's account/hospital's account/educational institution's account as is required. Jawahar Bhawan, Lucknow Treasury will be the Nodal Treasury for the Fund.

(f)       District Technical Units (DTUs), consisting of two Computer Operator each, will be established in each district, to assist the District Steering Committee, in running the online portal of the Fund and coordinating with all related Departments in the field like Police, Medical Health, Medical Education, Social Welfare and the District Probation Office.

(g)      The District Magistrate, as Chairman of the District Steering Committee, is authorised to procure hardware for the DTU, on the given specifications of NIC.

(h)     Hiring of contractual staff, for the DTU, as in 'f' above, will be through UPDESCO, Department of IT. This would be done in consultation with NIC, to ensure quality of manpower. NIC would also impart training to the hired personnel from time to time, to ensure smooth and efficient running of the portal.

(i)       Budgetary support for the FMU (including servers in the Data Centre at Lucknow) and the District Technical Units in all the districts, including initial establishment cost and annual recurring cost for the same (office expenditure and salaries), would be provided by the State Government.

Rule - 8. Role of NIC.

(a)      NIC will develop and maintain a comprehensive web based user-friendly Software for facilitating and monitoring receipts and expenditure as well as other related activities under the Fund through this system, integrating it with the Raj Kosh E-Portal System of the Finance Department and the Public Finance Management System (PFMS) at the back office. The online portal of the Fund would be linked to the Database of all related departments.

(b)      The web based system will ensure enhanced transparency in the working and flow of the Fund. NIC would ensure that the front office portal of the website would be accessible to the public, to access the status of activities of the Fund for which they have made contributions. The web portal will provide effective and seamless interface for the public through Internet, on 24x7 basis to access the status of funds transferred/utilised.

(c)      The Software will also have features to generate utility and Audit Reports of all the transactions of funds under this Fund in an effective and transparent manner.

(d)      Nodal Officers shall be nominated from each concerned department who will coordinate with the NIC in functioning of the web portal.

Rule - 9. Role of District Steering Committee.

(a)      Sanctioning and monitoring of reliefs to beneficiaries from the Fund, as in Annexures 1 and 2 and seeking approval of the State Monitoring Committee wherever required.

(b)      A hard copy of all proposals received by the District Steering Committee will be downloaded from the portal and, after approval, signed by the concerned Departmental Head and the District Magistrate and only thereafter the designated signatory, on behalf of the District Steering Committee, will digitally sign the proposals received for granting reliefs, for onward submission to FMU.

(c)      With approval of State Monitoring Committee, undertaking execution of projects, as required, under Annexure 3, including preparation of project reports, through concerned departments as well as ensuring timely completion of projects without cost over runs.

Rule - 10. Sanctioning Authority.

(a)      The District Steering Committee is the sanctioning authority for reliefs from the Fund which are mentioned in Annexures 1 and 2, up to a limit of Rs. 10 lakhs only. For reliefs amounting to more than Rs. 10 lakhs, the recommendations would be submitted online, for approval of the State Monitoring Committee.

(b)      The Sanctioning Authority for projects listed in Annexure 3 is the State Monitoring Committee.

PART 4 INTERFACES ON THE PORTAL FOR DIFFERENT FUNCTIONS AS DEFINED IN ANNEXURES 1, 2 AND 3 OF FUND RULES

Rule - 11.

(1)     Digital signatures are mandatory for authentication of documents being processed.

(2)     The District Probation Officers, being the Member Secretary of the District Steering Committee, or any Officer not less than the rank of Deputy Collector whom the District Magistrate authorises for the purpose, would be the Designated Signatory of the District Steering Committee, to digitally sign the records for online submission to the FMU.

(3)     To perform various activities as defined in Fund Rules, Authorised Officers of Police, Medical Department and authorised members of State and District Committees will be assigned login and password to access the Web Portal through internet.

(4)     Data entry of the details of the beneficiary/victim, contributions made to the Fund, and expenditure therein, will be done through the Web Portal. The Department of Medical Health and Medical Education will assign a computer operator exclusively for the purpose of assistance to the Authorised Medical Officer, who will be trained by the NIC to operate the Web Portal.

(5)     The web portal will provide interface for each stakeholder as well as for the general public.

(6)     The FMU and DTUs will assist the State Monitoring Committee and the District Steering Committees respectively in operating the online Web Portal and processing of recommendations received.

Rule - 12. Process flow with respect to cases defined in Annexure 1.

For funding under Annexure 1, no application is required to be made.

(a)      Process for payment of compensation:

(1)     Authorised District Police Officer will feed online the FIR and other details of the Victim and digitally sign the record.

(2)     Such signed record will then be automatically displayed, both in the inbox of the Designated Signatory of the District Steering Committee, as well as in the inbox of the Authorised Medical Officer.

(3)     The Authorised Medical Officer will then feed the medical report online and digitally sign the record. Such completed record will be forwarded online to the District Steering Committee for approval.

(4)     The Designated Signatory will obtain the approval of the Chairman of the District Steering Committee in the prescribed format, downloadable from the website, along with signatures of the District Superintendent of Police.

(5)     The same would be scanned, uploaded on the website and forwarded with the recommendation for payment, under the digital signatures of the Designated Signatory, to the FMU.

(6)     On the basis of records recommended by the District Steering Committee, the demand will be generated through web portal by FMU. Accordingly, the fund will be transferred through PFMS system directly to the account of the beneficiaries, information of which would also be given to the District Steering Committee and S.P. of the district.

(b)      Process for availing of medical facilities:

(1)     Victims of violence (as per Part A list in Annexure 1) may approach any Government Hospital/Government Medical College/State Medical Autonomous bodies/State Medical Universities for initial treatment. To facilitate such treatment, wherever investigations are not available in the Government Hospitals/Government Medical Colleges but available in the Private Sector, procedures laid down in Annexure 1 will be followed.

(2)     Referral medical treatment, if required, can only be availed on specific recommendation of treating Doctor, certified by Chief Medical Superintendent of District Hospital/Medical Superintendent of Government Medical College/Institution.

(3)     If a beneficiary is required to be treated at any identified Government Referral Hospital (as in Annexure 1)/accredited Private Hospital under these rules, then the details of the Referral Form, containing clear recommendation regarding requirement of such treatment, will be entered in the Web Portal by the Authorised Medical Officer of the District Hospital/District Medical College (format of Referral Form for Annexure 1, will be issued by the Department of Medical Health/Medical Education). A copy of Referral Form will be given to the beneficiary to facilitate identification.

(4)     The digitally signed medical report along with the Referral Form, will be displayed in the inbox of the Referral Hospital/Institution, along with details of the beneficiary.

(5)     When the beneficiary approaches the Referral Centre, the copy of Referral Form should be produced for easy identification.

(6)     To ensure cashless treatment to the beneficiary, the Referral Centre would raise a bill in her name for those medical treatments which are not available free in the Centre, on the basis of the treatment given to her.

(7)     The Authorised Medical Officer of the Referral Centre will digitally sign the medical reports of the beneficiary and forward it online to the FMU.

(8)     On receipt of records from Referral Hospital, the demand will be generated through Web Portal by FMU. Accordingly, the fund will be transferred through PFMS system directly to the account of the Referral Hospitals.

(9)     Alternatively, as cashless treatment is to be provided to the beneficiaries, Imprest Money, if required, would be provided, on the basis of specific requirement raised by the Department of Medical Health and Department of Medical Education.

(10)   In such case, the details of beneficiaries treated and the expenditure against treatment of each would be mandatorily displayed in the Fund Web Portal, by the Referral Centre.

(11)   Detailed procedures for payment would be drawn up by Department of Women's Welfare, in consultation with Department of Medical Health and Department of Medical Education.

(12)   The responsibility of submitting the names of Authorised Medical Officers, for each identified Referral Medical Institution/Hospital/Medical College, as well as the District Government Hospitals and their contact details will lie with the Department of Medical Health and the Department of Medical Education. This information is essential to provide login and digital signatures for Authorised Medical Officers to enable their access to the Web Portal of the Fund.

(c)      Process for availing of educational facilities:

(1)     In case the victims/minor children of victims require educational assistance, which is not available free under any Government programme, online application would be made to the District Steering Committee, which upon satisfaction of the genuineness of the case, will recommend the case to the FMU, in prescribed format, for payment of the required assistance. Accordingly, the demand will be generated through Web Portal by FMU and the fund will be transferred through PFMS system directly to the account of the Educational Institutions.

Rule - 13. Process flow with respect to cases defined in Annexure 2.

For funding related to Annexure 2, eligible persons under this category may avail of Medical/Educational Assistance from the Fund with ID proof, bearing photograph, of being a social pensioner/any other approved category.

(a)      Process for availing of medical facilities the process: To avail of the facilities, the beneficiary would first show the ID proof, bearing photograph, of being a social pensioner/any other approved category, at the time of registration in the registration counter of the hospital. The rest of the process would be the same as in 12-b above.

(b)      Process for availing of educational facilities: Applications will be made online in prescribed format in instances where beneficiaries require educational assistance, which is not available free under any Government programme. Process will be the same as in '12-c' above.

Rule - 14. Process flow with respect to cases defined in Annexure 3.

Under Annexure 3, Process Flow for facilitating public contributions is as in Para 5(b) above. Public contributions made to the Fund can be spent only with the authorization of the State Monitoring Committee and Procedures drawn by it.

Rule - 15.

The State Monitoring Committee is authorised to review and amend the procedures in 11 to 14 above.

PART 5

Rule - 16. Fund for innovations in the field of social, economic and educational women empowerment.

Three per cent of the Fund would be reserved for funding innovative activities/projects in the field of social, economic and educational empowerment of women/ girl child. State Monitoring Committee would be the Sanctioning Authority for the purpose.

Rule - 17. State Level Awards.

(a)      State Level awards would be given to selected individuals, governmental and non-governmental stakeholders for their extraordinary support and efforts towards the empowerment of women and girl child. The criteria for conferring of State Level awards would be drawn up by the State Monitoring Committee with the approval of the Chairman of the Mission.

(b)      Half per cent of the Fund would be reserved for IEC activities related to the Fund.

Rule - 18. Administration.

(a)      The ownership of movable and immovable properties of the Fund will vest in the State Government.

(b)      The Chairman of the State Monitoring Committee shall approve the nomination of the person, as the Drawing and Disbursing Officer (DDO) who would be authorised to operate the Fund and maintain the account on behalf of the Committee.

(c)      The Fund will be audited annually by the Office of Accountant General, Allahabad. Directorate of Internal Audit under Finance Department would also facilitate the Audit. The Audit Report will be submitted to the Mission.

(d)      The Audit Report will be placed on the designated website for public scrutiny, to ensure transparency.

Rule - 19. Dissolution and Vesting of property.

(a)      The Fund shall be dissolved at any special meeting of the State Monitoring Committee, convened for the purpose, with the approval of the Mission.

(b)      On dissolution of the Fund, the allocation of balances in Fund will be decided to clear the liabilities first and if any balance is left in the account; it will be deposited in Government treasury as miscellaneous receipts.

Rule - 20. Miscellaneous.

(a)      The details of funds and its documents will be fully computerized and made available for public scrutiny on the designated portal to ensure complete transparency.

(b)      All the details of the Fund may be obtained as per provisions of Right to Information Act, 2005.

(c)      The above rules can be modified/altered, as and when required with the approval of Chief Minister.

Monetary compensation, interim or final, given under SC/ST Act, or POCSO Act or any other law/rules for time being in force, by order of the court or any commission, for cases registered, as in Serial Nos. 1 to 9 above, shall be adjustable with the compensation payable under these rules. Information on monetary compensation, paid under these rules, would be mandatorily given to the District Legal Service Authority, State Legal Service Authority and the same shall be mandatorily intimated to the concerned court by the District Police.

Every district would designate an Additional SP Rank Officer as the authorised designated officer for the Fund.

The centralised Police web server would be linked to the online tracking system of Fund web portal.

B.        Provision of medical facilities for victims.

(1)     To provide cashless emergency, follow-up and other such essential treatment (including reconstructive procedures) for victims at all State Government Health Care Institutions and Hospitals including autonomous bodies in the State of Uttar Pradesh. These arc as under:

First level treatment:

(i)           State Government Hospitals, CHCs/PHCs, and other medical units under Provincial Medical Health Services.

(ii)         Government Medical Colleges in Uttar Pradesh (Agra, Allahabad, Azamgarh, Gorakhpur, Kanpur, Kannauj, Jalaun, Jhansi, Meerut, Saharanpur).

Referral Medical Institutions:

(i)           Autonomous bodies/university of the State of Uttar Pradesh: JK Cancer Institute Kanpur, LPS Cardiology Institute Kanpur, SGPGIMS Lucknow, RMLIMS Lucknow, UPRIMS & R Saifai, and KGMU Lucknow.

(ii)         Other centres: AMU Aligarh, BHU Varanasi (after accreditation of these institutions by the Department of Medical Education).

(2)     To provide monetary support for such treatment (as is essential for the full and complete recovery of the victim) that is not available in the institutes in the state sector but may be available in other Government Institutes or leading duly accredited private sector hospitals anywhere in the country.

(3)     Services covered under the Fund: All types of investigations (including imaging and laboratory diagnostic procedures), and emergency follow-up and other essential treatment procedures (including reconstructive procedures undertaken at subsequent dates and psychological treatment), and referral treatment as is required for the victim, which is not available free of cost in the Government Institutions, will be covered under this Fund.

Investigations not available in the Government Hospitals/Institutions but available in the private sector will be covered, subject to the certification by the concerned CMO/CMS that these investigation(s) arc essential for the immediate or complete treatment of the victim and are not available in the District Government Hospital/Government Medical College.

The District Steering Committee would accredite not more than two Diagnostic Centres in the district, as per the quality norms of the Department of Medical Health for the purpose of these rules. Such accredited centres would maintain a register (whose format would be prescribed by Department of Medical Health) containing information regarding names of beneficiaries who undergo tests/investigations, as prescribed by the CMO/CMS, in the Centre and other necessary details. The Centre would submit bills in prescribed format, to the Authorised Medical Officer, for online submission to District Steering Committee. On recommendation of the same to the FMU, online payment would be done, directly into the account of the concerned Diagnostic Centre. Pay-out rates for such investigations will not exceed SGPGIMS/CGHS rates.

Referral treatment would cover cost of actual medical treatment, cost of investigations and medication, if not available free of cost in the Referral Centre.

(4)     Procedures: Procedures would be as laid down in the rules.

All District Medical hospitals/Medical Colleges and identified Referral Medical Institutions would be linked to the online tracking system of the web portal of the Fund. The Medical Health and Medical Education Department would ensure availability of Data Entry Operators, Computer Hardware/Consumables, Internet connections and providing the necessary budgetary support, for the same.

Every Government Sector Hospitals/Medical Colleges/Referral Institution shall designate an Authorized Medical Officer who would be in charge of uploading of data/medical reports, as is required under the rules.

Preferably treatment packages and protocols should be well defined, in order to facilitate quick treatment, avoiding the necessity of having to certify each treatment/test carried out.

For accreditation of private Hospitals/Institutions into the scheme, including mode of payment of treatment cost from the Fund, procedures would be drawn up by the Medical Health and Medical Education Department Pay-out rates for such treatment will not exceed SGPGIMS/CGHS rates.

ANNEXURE 2

(A)     Eligibility: All women pensioners covered under Social Pension Schemes sponsored by Government of India and/or State Government (all social pension beneficiary accounts arc already computerised).

Minor girl child/children of above category of beneficiaries.

Women residing in Government homes, who arc not pension holders, neither BPL Card holders, but who are "Niraashrith". For this category the District Probation Officer of the Department of Women's Welfare would issue a certificate in prescribed format (procedure for this would be issued by WCD).

Girl child inmates of Government/Non-Government run children homes/special homes/after care homes/ observation homes established under the JJ Act. For this category the District Probation Officer of the Department of Women's Welfare would issue a certificate in prescribed format. (Procedure for this would be issued by the Department of Women's Welfare).

Any other category as decided by the State Monitoring Committee.

(B)     Provision of Medical facilities for above category of beneficiaries:

(1)     To provide cashless treatment (including reconstructive procedures), as is necessary, for beneficiaries of above categories, addressing healthcare issues which adversely impact their socioeconomic empowerment. Such issues include, but arc not limited to:

·                      Reproductive and sexual disorders.

·                      Sexually transmitted infections.

·                      Malignancies commonly seen in women.

·                      Geriatric care.

·                      Psychological counselling and psychiatric disorders.

·                      Congenital birth defects causing disfigurement.

·                      Eye care.

(2)     Treatment to be provided at all State Government Health Care Institutions and Hospitals including autonomous bodies in the State, as under:

First level treatment:

(a)      State Government Hospitals, CHCs/PHCs, and other medical units under Provincial Medical Health Services.

(b)      Government Medical Colleges in Uttar Pradesh (Agra, Allahabad, Azamgarh, Gorakhpur, Kanpur, Kannauj, Jalaun, Jhansi, Meerut, Saharanpur).

Referral Medical Institutions:

(a)      Autonomous bodies/University of the State of Uttar Pradesh: JK Cancer Institute Kanpur, LPS Cardiology Institute Kanpur, SGPGIMS, Lucknow, RMLIMS, Lucknow, UPRIMS & R, Saifai, and KGMU Lucknow.

(b)      Other centres: AMU Aligarh, BHU Varanasi. (after accreditation of these institutions by the Department of Medical Education).

(3)     To provide monetary support for such treatment (as is essential for the full and complete recovery of the victim) that is not available in the institutes in the state sector but may be available in other Government Institutes or leading duly accredited Private Sector Hospitals anywhere in the country.

(4)     Services covered under the Fund and procedures are as in Annexure 1.

ANNEXURE 3

(1)     Public Contribution to the Fund: Contributions can be made by any member of the Public, Government/non-Governmental institutions to the Fund, either as a general contribution, or towards any specific project of their choice, indicating any place/district where they want it executed.

Projects can be in form of building infrastructure, providing services to specific beneficiary groups, sponsorships for individuals in the field of Education/Sports/Skill Development/Vocational Training, in institutions other than Government Contributions can also be made for purchase of equipments.

(2)     Projects, related to the welfare of women and girl child, for which contributions can be made by the public to the Fund: Promoting education, including special education for differently abled, sports education, employment enhancing vocation skills, including building of infrastructure in these areas.

Special focus on livelihood enhancement projects of differently abled women/girl child.

Sponsoring education of individual beneficiaries (women/girl child) including Higher Education, Vocational Training/Skills Development in Institutions other than Government.

Setting up of small scale units for generating employment for women.

Special focus on livelihood enhancement projects of elderly women, setting up old age homes, day care centres and such other facilities for Senior Citizens.

Sanitation and making available safe drinking water.

Promoting health care and preventive health care.

Projects related to gender sensitization, promoting gender equality and empowerment of women.

Setting up homes and hostels for women and orphans.

Building Mahila Thanas, projects related to enhancing efficiency of women police.

Any other area as decided by the Mission.
