Pradesh Government Departments (Direct Recruitment Of Outstanding Sportsperson
To Group C Posts) Rules, 2022

IN
exercise of the powers conferred by the proviso to Article 309 of the
Constitution, the Governor is pleased to make the following rules with a view
to ensuring recruitment of Outstanding Sportsperson on Group 'C' Posts in the
services and posts of the Various Government Departments:
Rule - 1. Short title, commencement and applicability.
(1)
These rules may
be called Uttar Pradesh Government Departments (Direct Recruitment Of
Outstanding Sportsperson To Group C Posts) Rules, 2022.
(2)
They shall come
into force at once and shall be applicable to the vacancies to be advertised
after the notification of these Rules.
(3)
The provisions of
these rules shall not be applicable on the Recruitments made by Uttar Pradesh
Police Recruitment and Promotion Board.
Rule - 2. Definitions.
In these
rules, unless there is anything repugnant in the subject or context-
(a)
"appointing
authority" means an appointing authority as defined in concern service
rules of the posts or executive instructions for concern posts.
(b)
"Constitution"
means the Constitution of India;
(c)
"Government"
means the State Government of Uttar Pradesh;
(d)
"Governor"
means the Governor of Uttar Pradesh;
(e)
"State"
means the State of Uttar Pradesh.
Rule - 3. Source of Recruitment.
(1)
Two percent of
the total number of vacancies shall be reserved to be filled by outstanding
sportspersons by direct recruitment under Group C Posts in various Government
Departments of State.
(2)
The reservation
shall be horizontal in nature.
(3)
If the eligible
candidates are not available in accordance with sub rule (1), such unfilled
vacancies will not be carried forward.
Rule - 4. Educational and Other Qualifications.
(1)
It will be
mandatory for the candidate to possess the prescribed minimum educational
qualification of the concerned post under the relevant service rules.
(2)
If in addition to
the minimum educational qualification prescribed for a post, typing or any
other technical qualification is prescribed and any sportsperson does not
possess the said qualification, he/she will be appointed with the condition
that he/she has to acquire the said qualification within the period of maximum
five years from the date of his initial appointment.
Rule - 5. Qualifications for Outstanding sportspersons for Recruitment.

who has won a medal or participated in the following international/national
sports can apply for the Recruitment:-

can considered for adding the sports recognized and affiliated from the State
Government and Sports Departments from time to time.

Recruitment
norms for outstanding sportspersons:-
Participated
in Category-A or achieved any medal in Category-B or at least 2nd position in
Category-C OR First position in Category- D (Team/Individual). In addition to
the above, a sportspersons participating in International One Day /Test match
in cricket will also be eligible to apply for recruitment. Similarly, a player
having a Grand Masters title in Chess will also be eligible to apply for the
recruitment.
(4)
Period
of Sports Achievements- The Sports achievement must not prior to 05 financial
years from the financial year in which vacancies are advertised i.e. if the
vacancies are advertised in the financial year 2020-21, the sports achievement
must not be prior than the financial year 2015-16. 6. Age Limit :-
The
age limit for recruitment to each post will be same as prescribed by the State
Government in the concerned service rule for the post.
Rule - 7. Recruitment Process.
The procedure of the recruitment shall be the same as prescribed by the State
Government in the service rules for the post concerned. Provided that number of
posts reserved for the sportsperson, name of the posts, pay level, minimum
sports standards for recruitment, minimum educational qualification, period of
sports achievements and sports discipline will be clearly mentioned in advertisement
by the respective selection body/ board/commission for recruitment :
Provided
that the respective selecting body can prescribe any other norms regarding
selection process with prior approval of the Government.
Rule - 8. Appointment and Service Conditions.
(1)
In
the order to recommendation of the concerned selection body/board/ commission,
after the medical examination and police verification report of the selected
candidates the appointment letter shall be issued by the appointing authority.
(2)
The
conditions of appointment and service conditions will be same as prescribed in
the concerned service rules of the post in question.
Rule - 9. Canvassing of the Party.
Recommendations, whether written or oral, other than those required under the
rules in force in relation to the post or service, shall not be considered. Any
attempt on the part of a candidate to obtain support, directly or indirectly,
for his candidature will disqualify him for appointment.
Rule - 10. Regulation of other Matters.
In respect of matters not specifically covered by these rules or special
orders, persons appointed to the Establishment shall be governed by the rules,
regulations and orders generally applicable to Government servants serving in
connection with the affairs of the State.
Rule - 11. Relaxation of rules.
Where the State Government is satisfied that it is necessary or expedient to do
so, it may notwithstanding contained in the rules, by order dispense with or
relax any of the provisions of these rules.
