UTTAR PRADESH DEPARTMENT OF EMPOWERMENT OF PERSONS WITH DISABILITIES TEACHERS SERVICE (FOURTH AMENDMENT) RULES, 2022

PREAMBLE

In exercise of the powers conferred by the proviso to Article 309 of the Constitution, the Governor is pleased to make the following rules with a view to amending the Uttar Pradesh Handicapped Welfare Department Teachers Service Rules, 2000.

PART 1

GENERAL

Rule - 1. Short title and commencement.

(1)     These rules may be called the Uttar Pradesh Department of Empowerment of Persons with Disabilities Teachers Service (Fourth Amendment) Rules, 2022.

(2)     They shall come into force at once.

Rule - 2. General Amendment.

In the Uttar Pradesh Handicapped Welfare Department Teachers Service Rules, 2000 (as amended, including the present amendment), hereinafter referred to as the said rule, for the words "Handicapped", "Handicapped welfare" and "Viklang Jan Vikas Vibhag or Department of Empowerment of Persons with Disabilities" where ever occurring including the preamble, the long title, the words "Divyangjan", "Divyangjan Sashaktikaran and "Divyangjan Sashaktikaran Vibhag or Department of Empowerment of Persons with Disabilities" shall be substituted respectively.

Rule - 3. Amendment of Rule-3.

In the said rules, for existing sub rule (b) of rule 3 as set out in Column-1 below, the rule as set out in Column-2 shall be substituted, namely:-

3(b)-'Appointing Authority' in respect of the post of Principal, Government Inter College for visually handicapped means the Governor; in respect of the posts of Principal, Schools for Deaf and Dumb High School, Principal High School Physically handicapped means the Secretary to the Government in the Viklang Jan Vikas Vibhag and in respect of other posts in the Service means, the Director, Viklang Jan Vikas Vibhag Uttar Pradesh.

 

3(b)-'Appointing Authority' in respect of the post of Principal Sparsh Government Inter College for visually handicapped/Principal Samekit Vishesh Madhyamik Vidiyalaya, Principal, Sanket Schools for Deaf and Dumb High School and Principal Prayas High School for Physically handicapped and Principal Sparsh High School for visually handicapped means the Governor; and in respect of other posts in the Service means, the Director, Department of Empowerment of Persons with Disabilities Uttar Pradesh.

Rule - 4. Insertion of New Sub-rule.

In the said rule, after existing sub-rule (K) of rule 3, the following sub-rule (L) shall be inserted, namely:-

(L)   'Subordinate Commission' means the Uttar Pradesh Subordinate Services Selection Commission.

Rule - 5. Substitution of rule 5.

In the said rules, for existing sub rules 1, 2, 3, 4, 5, 6, 7, 8, 9, 10, 11, 12, 13 and 14 of rule 5 as set out in Column-1 below, the rule as set out in Column-2 shall be substituted, namely:-

5. Source of recruitment-Recruitment to the various categories of posts in the service shall be made from following sources-

(1) Principal, Government Inter College for Visually Handicapped-

 

(1) Principal Sparsh Government Inter College for visually handicapped/Principal Samekit Vishesh Madhyamik Vidiyalaya-

(i) Ten Percent, by promotion through the Selection Committee from amongst substantively appointed Principal high schools for Visually Handicapped, who have completed fifteen years service as such on the first day of the year of recruitment and who possess a post graduate degree from a University Established by law in India.

 

(i) Ten Percent by promotion through the Selection Committee from amongst substantively appointed Principal Sparsh high schools for Visually Handicapped, Principal Sanket Schools for Deaf and Dumb High School and Principal Prayas High School for Physically handicapped who have completed twelve years service as such on the first day of the year of recruitment and who possess a Post Graduate degree from a University established by law in India and for Principal Sparsh Government Inter College for visually handicapped who possess the knowledge of Braille with a degree/diploma in special education (Visually Impaired) from an institution recognised by Government.

(ii) Ninety Percent, by the Promotion through the Selection Committee from amongst substantively appointed Lecturer Government Inter college Visually Handicapped, who have completed fifteen years service as such on the first day of the year of recruitment:

 

(ii) Ninety Percent, by the Promotion through the Selection Committee from amongst substantively appointed Lecturer Sparsh Government Inter College for visually handicapped/Lecturer Samekit Vishesh Madhyamik Vidiyalaya who have completed sixteen years service as such on the first day of the year of recruitment:

Provided that in case of non-availability of eligible/suitable candidates for promotion, the post may be filled by direct recruitment through the commission.

(2) Principal, High School for Visually Handicapped-by promotion through the Selection Committee from amongst substantively appointed Trained Graduate Teacher (L.T. Grade) of Schools for Visually Handicapped who have completed Fourteen years of service as such on first day of the year of recruitment.

 

(2) Principal, Sparsh High School for Visually Handicapped-by promotion through the Selection Committee from amongst substantively appointed Trained Graduate Teacher (L.T. Grade) Sparsh School for Visually Handicapped/Samekit vishesh madhyamik schools/Trained Graduate Teacher (L.T. Grade)/Special Teachers (Sanket Deaf and Dumb School)/Trained Graduate Teacher (L.T. Grade) Prayas Schools of Physically handicapped who have completed Fourteen years of service as such on first day of the year of recruitment and who possess Diploma in special education (Visually Impaired) from an Institution recognised by the Rehabilitation Council of India (R.C.I., Government of India).

(3) Principal, School for Deaf and Dumb (High School)-

by promotion through the Selection Committee from amongst substantively appointed Principal of Junior High School for Deaf and Dumb who have completed Fourteen years of service as such on first day of the year of recruitment.

 

(3) Principal, Sanket School for Deaf and Dumb (High School)-

(i) Fifty Percent by promotion through the Selection Committee from amongst substantively appointed Principal of Junior High School for Deaf and Dumb who have completed Ten years of service as such on first day of the year of recruitment.

 

 

(ii) Fifty Percent by promotion through the Selection Committee from amongst substantively appointed Trained Graduate Teacher (L.T. Grade)/Special Teachers (Sanket Deaf and Dumb School)/Trained Graduate Teacher (L.T. Grade) Prayas Schools of Physically handicapped/Trained Graduate Teacher (L.T. Grade) Sparsh School for Visually Handicapped/Samekit vishesh madhyamik schools who have completed ten years of service as such on first day of the year of recruitment and who possess Diploma in special education (Hearing Impaired) from an Institution recognised by the Rehabilitation Council of India (R.C.I., Government of India).

(4) Principal, School for Deaf and Dumb (Junior High School)- by promotion through the Selection Committee from amongst substantively appointed Trained Graduate Teacher (L.T. Grade) of Schools for Deaf and Dumb who have completed Fourteen years of service as such on first day of the year of recruitment.

 

(4) Principal, Sanket School for Deaf and Dumb (Junior High School)- by promotion through the Selection Committee from amongst substantively appointed Trained Graduate Teacher (L.T. Grade)/Special Teachers (Sanket Deaf and Dumb School)/Trained Graduate Teacher (L.T. Grade) Prayas Schools of Physically handicapped/Trained Graduate Teacher (L.T. Grade) Sparsh School for Visually Handi-capped/Samekit vishesh madhyamik schools who have completed ten years of service as such on first day of the year of recruitment and who possess Diploma in special education (Hearing Impaired) from an Institution recognised by the Rehabilitation Council of India (R.C.I., Government of India).

(5) Principal, High School for Physically Handicapped-by promotion through the Selection Committee from amongst substantively appointed Trained Graduate Teacher (L.T. Grade) of Schools for Physically Handicapped and Mentally Retarded who have completed Fourteen years of service as such on first day of the year of recruitment.

 

(5) Principal, Prayas High School for Physically Handicapped-by promotion through the Selection Committee from amongst substantively appointed Trained Graduate Teacher (L.T. Grade) Prayas Schools of Physically handicapped/Trained Graduate Teacher (L.T. Grade)/Special Teachers (Sanket Deaf and Dumb School)/Trained Graduate Teacher (L.T. Grade) Sparsh School for Visually Handicapped/Samekit vishesh madhyamik schools who have completed ten years of service as such on first day of the year of recruitment and who possess Diploma in special education (Locomotor Disability/Cerebral Palsy) from an Institution recognised by the Rehabilitation Council of India (R.C.I., Government of India).

(6) Lecturer, Government Inter College for Visually Handicapped-

 

(6) Lecturer, Sparsh Government Inter College for Visually Handicapped/Samekit Vishesh Madhyamik School-

(i) Fifty Percent by the direct recruitment.

 

(i) Fifty Percent by the direct recruitment through the commission.

(ii) Fifty percent by promotion through the Selection Committee from amongst substantively appointed Trained Graduate Teachers (L.T. Grade) of schools for Visually Handicapped who have completed five years of service as such on the first day of the year of recruitment and who possess a Postgraduate degree in the concerned subject from a university established by law in India:

 

(ii) Fifty percent by promotion through the consultation with the Commission from amongst substantively appointed Trained Graduate Teacher (L.T. Grade)/Special Teachers (Sparsh School for Visually/Samekit vishesh madhyamik schools) who have completed five years of service as such on the first day of the year of recruitment:

Provided that if sufficient number of eligible or suitable candidates are not available for promotion, the field of eligibility may be extended to include substantively appointed Trained Graduate Teacher of schools for Deaf and Dumb and Trained Graduate Teachers of schools for Physically Handicapped and Mentally Retarded who have completed five years service as such on the first day of the year of recruitment and who possess the knowledge of Braille with a Diploma or Certificate from an Institute recognised by the Government and a Post-graduate degree in the concerned subject from a University established by law in India:

 

Provided further that if the sufficient number of eligible or suitable candidates are still not available for promotion under the first proviso, the post may be filled by the direct recruitment.

(7) Trained Graduate Teacher of Schools for Visually Handicapped (L.T. Grade)-

 

(7) Trained Graduate Teacher (L.T. Grade)/Special Teachers (Sparsh School for Visually/Samekit vishesh madhyamik schools)-

(i) Ninety Percent by direct recruitment.

 

(i) Fifty Percent by direct recruitment through the commission.

(ii) Ten Percent by promotion through the selection committee from amongst such substantively appointed Trained Graduate Teacher J.T.C. (Junior Grade) Teachers of schools for Visually Impaired who possess a Bachelor's degree and have completed ten years service as such on the first day of the year of recruitment and who possess the knowledge of Braille will be essential for such promotion:

 

(ii) Fifty percent by promotion through the consultation with Commission from amongst such substantively appointed Trained Under Graduate Teacher J.T.C. (Junior Grade)/Craft Teacher (Music) J.T.C. of Sparsh School for Visually Impaired/Sanket School for Deaf and Dumb/Prayas School For Physically Handicapped who possess a Bachelor's degree and have completed Five years service as such on the first day of the year of recruitment and who possess the Diploma in special education (Visually Impaired) from an Institution recognised by the Rehabilitation Council of India (R.C.I., Government of India):

Provided that in case of non-availability of eligible/suitable candidates for promotion, the post may be filled by direct recruitment.

(8) Trained Graduate Teachers (L.T. Grade) Of Schools for Deaf and Dumb- By direct recruitment.

 

(8) Trained Graduate Teachers (L.T. Grade)/Special Teachers (Sanket School for Deaf and Dum/Samekit vishesh madhyamik schools)

 

 

(i) Fifty Percent by direct recruitment through the commission.

 

 

(ii) Fifty percent by promotion through the consultation with the Commission from amongst such substantively appointed Trained Under Graduate Teacher J.T.C. (Junior Grade)/Craft Teacher (Music) J.T.C. of Sanket School for Deaf and Dumb/Sparsh School for Visually Impaired/Prayas School For Physically Handicapped who possess a Bachelor's degree and have completed Five years service as such on the first day of the year of recruitment and who possess the Diploma in special education (Hearing Impaired)/(Visually Impaired) from an Institution recognised by the Rehabilitation Council of India (R.C.I., Government of India).

(9) Trained Graduate Teachers Of Schools for Physically Handicapped (L.T. Grade)-

 

(9) Trained Graduate Teachers (L.T. Grade)/Special Teachers (Prayas School For Physically Handicapped/Samekit vishesh madhyamik schools)-

 

(i) Fifty percent by direct recruitment.

 

(i) Fifty Percent by direct recruitment through the commission.

 

(ii) Fifty percent by promotion through the Selection Committee from amongst substantively appointed HTC/JTC Teachers of Schools for Physically Handicapped, who possess Bachelor's degree in the concerned subject and have completed ten years service as such on the first day of the year of recruitment.

 

(ii) Fifty percent by promotion through the consultation with the Commission from amongst such substantively appointed Teacher H.T.C. Grade Prayas School For Physically Handicapped, Trained Under Graduate Teacher J.T.C. of Sanket School for Deaf and Dumb/Sparsh School for Visually Impaired/Prayas School For Physically Handicapped who possess a Bachelor's degree and have completed Five years service as such on the first day of the year of recruitment and who possess the Diploma in special education (Locomotor Disability/Cerebral Palsy) from an Institution recognised by the Rehabilitation Council of India (R.C.I., Government of India).

(10) Trained Graduate Teachers of Schools for Mentally Retarded (L.T. Grade)- By direct recruitment.

 

(10) Trained Graduate Teachers (L.T. Grade)/Special Teachers (Mamta School for Mentally Retarded/Samekit vishesh madhyamik schools).

 

 

(i) Fifty Percent by the direct recruitment through the commission.

 

 

(ii) Fifty percent by promotion through the consultation with the Commission from amongst such substantively appointed Trained Under Graduate Teacher J.T.C. (Junior Grade) of Mamta School for Mentally Retarded/Sanket School for Deaf and Dumb/Sparsh School for Visually Impaired/Prayas School For Physically Handicapped who possess a Bachelor's degree and have completed Five years service as such on the first day of the year of recruitment and who possess the Diploma in special education (Mental Retardation) from an Institution recognised by the Rehabilitation Council of India (R.C.I., Government of India).

(11) Trained Under Graduate (J.T.C.) Teachers of Schools for Visually Handicapped (Junior Scale) -By direct recruitment.

 

(11) Trained Under Graduate (J.T.C.) Teachers of Sparsh Schools for Visually Handicapped (Junior Scale) - By direct recruitment through the subordinate commission.

(12) Trained Under Graduate (J.T.C.) Teachers of Government School for Physically Handicapped and Mentally Retarted (Junior Scale)- By direct recruitment.

 

(12) Trained Under Graduate (J.T.C.) Teachers of Prayas Government School for Physically Handicapped and Trained Under Graduate (J.T.C.) Teachers of Mamta Government School for Mentally Retarded - By direct recruitment through the subordinate commission.

(13) Trained Craft Teacher (Music) of Schools For Visually Handicapped (J.T.C. Grade) (Junior Scale)-By direct recruitment.

 

(13) Trained Craft Teacher (Music) of Sparsh Schools For Visually Handicapped (J.T.C. Grade) (Junior Scale)- By direct recruitment through the subordinate commission.

(14) Trained Under Graduate Teachers of Government School for Physically Handicapped (H.T.C. Grade) (Primary Scale)- By direct recruitment.

 

(14) Trained Under Graduate Teachers of Government Prayas School for Physically Handicapped (H.T.C. Grade) (Primary Scale)-By direct recruitment through the subordinate commission.

Rule - 6. Insertion of new sub-rule 15.

In the said rules, after existing sub rule 14 of rule 5, the following new sub rule 15 shall be inserted, namely:-

15.   Trained Under Graduate Teacher of Sanket School for Deaf and Dumb (J.T.C. Grade)-By direct recruitment through the subordinate commission.

Rule - 7. Substitution of Rule 8.

In the said rules, for existing rule 8 as set out in Column-1 below, the rule as set out in Column-2 shall be substituted, namely:-

8. Academic Qualification-A candidate for direct recruitment to the various posts in the service must possess the following qualifications:-

(1) Lecturer (Sparsh Inter College For Visually Handicapped/Samekit vishesh madhyamik schools)-

(i) A Post-Graduate Degree in concerned subject from a University established by law in India.

 

(i) A Post-Graduate Degree in concerned subject from a University established by law in India.

(ii) Diploma in special education (Visually Impaired) from an Institution recognised by the Rehabilitation Council of India (R.C.I.) Government of India or Special B.Ed. or M.Ed. degree Visually Impaired recognised by R.C.I. from a university established by law in India.

 

(ii) Degree in B.Ed with Special B.Ed. or M.Ed. degree in Visually Impaired/Hearing Impaired, recognised by R.C.I. from a university established by law in India.

(iii) Knowledge of reading and writing in Hindi/English in Braille.

 

(iii) Knowledge of reading and writing in Hindi/English in Braille/Sign Language.

(iv) Registration in Rehabilitation Council of India (R.C.I.) as a special educator for teaching Visually impaired.

 

(iv) Registration in Rehabilitation Council of India (R.C.I.) as a special educator for Teaching Visually impaired/Hearing Impaired.

Preferential:

 

 

At least one year's practical experience of teaching the visually impaired.

 

 

(2) Trained Under Graduate Teacher of School for Visually Handicapped (L.T. Grade)-

 

(2) Trained Graduate Teacher (L.T. Grade)/Special Teachers (Sparsh School for Visually/Samekit vishesh madhyamik schools).

Essential:-

 

 

(i) Bachelor's Degree in concerned subject from a University established by law in India.

 

(i) Bachelor's Degree in concerned subject from a University established by law in India.

(ii) Diploma in special education (Visually Impaired) from an Institution recognised by Rehabilitation Council of India (R.C.I.) Government of India or Special B.Ed. degree in Visually Impaired Teaching recognised by R.C.I. from a university established by law in India.

 

(ii) Diploma in special education (Visually Impaired) from an Institution recognised by Rehabilitation Council of India (R.C.I.) Government of India or Special B.Ed. degree in Visually Impaired Teaching recognised by R.C.I. from a university established by law in India.

(iii) Knowledge of reading and writing in Hindi/English in Braille.

 

(iii) Knowledge of reading and writing in Hindi/English in Braille.

(iv) Registration in the Rehabilitation Council of India (R.C.I.) as a special educator for teaching Visually impaired.

 

(iv) Registration in the Rehabilitation Council of India (R.C.I.) as a special educator for teaching Visually impaired.

Preferential :-

 

 

(i) A Post-Graduate Degree in concerned subject from a University established by law in India.

 

 

(ii) At least one year's practical experience of teaching the visually impaired.

 

 

(3) Trained Graduate Teachers of Schools for Deaf and Dumb (L.T. Grade)-

 

(3) Trained Graduate Teachers (L.T. Grade)/Special Teachers (Sanket School for Deaf and Dumb/Samekit vishesh madhyamik schools)-

Essential:-

 

 

(i) Bachelor's Degree in concerned subject from a University established by law in India.

 

(i) Bachelor's Degree in concerned subject from a University established by law in India.

(ii) Diploma in special education (Visually Impaired) from an Institution recognised by the Rehabilitation Council of India (R.C.I.) Government of India or Special B.Ed. degree in Hearing Impaired Teaching recognised by R.C.I. from a university established by law in India.

 

(ii) Diploma in special education (Visually Impaired) from an Institution recognised by the Rehabilitation Council of India (R.C.I.) Government of India or Special B.Ed. degree in Hearing Impaired Teaching recognised by R.C.I. from a university established by law in India.

(iii) Knowledge of reading and writing in Hindi/English in Sign Language.

 

(iii) Knowledge of reading and writing in Hindi/English in Sign Language.

(iv) Registration in the Rehabilitation Council of India (R.C.I.) as a special educator for teaching Hearing impaired.

 

(iv) Registration in the Rehabilitation Council of India (R.C.I.) as a special educator for teaching Hearing impaired.

Preferential:-

 

 

(i) Post-graduate degree in concerned subject from a University established by law in India.

 

 

(ii) At least one year's practical experience of teaching the Hearing impaired.

 

 

(4) Trained Graduate Teachers Of Schools for Physically Handicapped (L.T. Grade)-

 

(4) Trained Graduate Teachers (L.T. Grade)/Special Teachers (Prayas School For Physically Handicapped/Samekit vishesh madhyamik schools)-

(i) Bachelor's Degree in concerned subject from a University established by law in India.

 

(i) Bachelor's Degree in concerned subject from a University established by law in India.

(ii) Diploma in special education (Locomotor Disability/Cerebral Palsy) from an Institution recognised by the Rehabilitation Council of India (R.C.I.) Government of India or Special B.Ed. degree in Locomotor Disability/Cerebral Palsy recognised by R.C.I. from a university established by law in India.

 

(ii) Diploma in special education (Locomotor Disability/Cerebral Palsy) from an Institution recognised by the Rehabilitation Council of India (R.C.I.) Government of India or Special B.Ed. degree in Locomotor Disability/Cerebral Palsy recognised by R.C.I. from a university established by law in India.

(iii) Registration in the Rehabilitation Council of India (R.C.I.) as a special educator in Locomotor Disability/Cerebral Palsy

 

(iii) Registration in the Rehabilitation Council of India (R.C.I.) as a special educator in Locomotor Disability/Cerebral Palsy.

Preferential:-

 

 

(i) Post-graduate degree in concerned subject from a University established by law in India.

 

 

(ii) At least one year's practical experience of teaching the student suffering from Locomotor Disability/Cerebral Palsy.

 

 

(5) Trained Graduate Teachers of Schools for Mentally Retarded (L.T. Grade)-

 

(5) Trained Graduate Teachers (L.T. Grade)/Special Teachers (Mamta School for Mentally Retarded/Samekit vishesh madhyamik schools)-

(i) Bachelor's Degree in concerned subject from a University established by law in India.

 

(i) Bachelor's Degree in concerned subject from a University established by law in India.

(ii) Diploma in special education (Mental Retardation) from an Institution recognised by the Rehabilitation Council of India (R.C.I.) Government of India or Special B.Ed. degree in Mental Retardation recognised by R.C.I. from a university established by law in India.

11.   Trained Graduate Teacher of School for Mamta Mentally Retarded (J.T.C. Grade)

(1)     Must have passed the Intermediate Examination of the Board of High School and intermediate education, Uttar Pradesh or an examination recognised by the Government as equivalent thereto.

(2)     Diploma in special education (Mentally Retarded) from an institution recognized by the Rehabilitation Council of India (R.C.I.)

(3)     Registration in the Rehabilitation Council of India (R.C.I.) as a special educator for teaching Mentally Retarded.

Rule - 9. Substitution of Rule 10.

Direct recruitment to the various categories of posts in the service shall be made in accordance with the provisions of the Uttar Pradesh Procedure of Direct recruitment for Group "C" Posts (Outside the purview of the Uttar Pradesh Public Service Commission) Rules, 2002 as amended from time to time.

    

15-Procedure for direct recruitment by the subordinate commission

    

Direct recruitment to the various categories of posts in the service shall be made in accordance with the provisions of the Uttar Pradesh Direct recruitment to Group "C" Posts (mode and Procedure) Rule, 2015 as amended from time to time.

 

Rule - 12. Substitution of rule 15-A.

(1) Application for being considered for selection shall be called by commission in the Performa published in the advertisement issued by commission.

 

 

 

(1) Application for permission to appear in the competitive examination shall be invited by the Commission in the form published in the advertisement issued by the commission.

(2) The commission shall, having regard to the need for securing due representation of the candidates belonging to the scheduled castes, scheduled tribes and other categories in accordance with rules 6 call for interview such number of candidates who fulfill the requisite qualification as they consider proper.

 

 

 

(2) No candidate shall be admitted to the examination unless he holds a certificate of admission, issued by the commission.

(3) The commission shall prepare a list of candidates in order of their proficiency disclosed by the marks obtain by each candidate in the interview, if two or more candidates obtained equal marks the name of the candidates shall be arranged in accordance with the general policy of the commission. The commission shall forward the list to the appointing authority

 

 

 

(3) After the result of the written examination have been received and tabulated, the commission shall, having regard to the need for securing due representation of the candidates belonging to the Scheduled Castes, Scheduled Tribes and other categories in accordance with rule 6, prepare a list of Candidates who are in accordance with the standards disclosed by Commission.

 

 

 

 

(4) The commission shall prepare a list of candidates in order of their proficiency as disclosed by the marks obtained by each candidate at the written examination and interview. If two or more candidates obtain equal marks, the candidate senior in age shall be placed higher in the list. The commission shall forward the list to the appointing authority.

 

 

 

 

Note:- The syllabus and rule for competitive examination shall be such as may be prescribed by the commission with the concurrence of the government from time to time.

 

Rule - 13. Substitution of rule 16.

Recruitment by promotion shall be made on the basis of seniority to the subject to the rejection of the unfit in through the Selection Committee constituted in accordance with the provisions of the Uttar Pradesh Constitution of Departmental Promotion Committee (for posts outside the purview of the Service Commission) Rules, 1992 as amended from time to time.

 

Recruitment by promotion shall be made on the basis of merit/seniority to the subject to the rejection of the unfit in accordance with the Uttar Pradesh Promotion by Selection in Consultation with Public Service (Procedure) Rule, 1970 as amended from time to time.
