In exercise of the powers
conferred by proviso to Article 309 of the Constitution, the Governor is
pleased to make the following rules with a view to amending the Uttar Pradesh
Advocate General and Law Officers Establishment Service Rules, 2009. (1)
These rules may be called the Uttar Pradesh
Advocate General and Law Officers Establishment Service (Fourth Amendment)
Rules, 2022. (2)
They shall come into force at once. In the Uttar Pradesh
Advocate General and Law Officers Establishment Service Rules 2009, here in
after referred to as the said rules after existing sub-rule of (l) of rule 3
the following sub-rule (m) and (n) shall be inserted namely :- (m) 'Commission' means the Uttar Pradesh Public
Service Commission; (n) 'Subordinated Commission' means the Uttar
Pradesh Subordinate Services Selection Commission. Source of recruitment- In the said Rules, for
existing rule 5 as set out in Column-1 below, the rule set out in Column-2
shall be substituted and in the said Rules, sub- rule (u) shall be added as

substantively appointed Assistant Review Officers/Assistant Review Officers
(Records) who have completed five years' service as such on the first day of
the year of recruitment. (e) Assistant Review Officer/Assistant Review Officer
(Records) (i) fifty per cent by direct recruitment (ii) by promotion from amongst substantively appointed
Routine Grade Clerks who have completed two years' service as such on the
first day of the year of recruitment. (e) Assistant Review Officer/ Assistant Review Officer (Records) (i) fifty per cent by direct recruitment through the
Commission. (ii) by promotion from amongst substantively appointed
Computer Assistants who have completed five years' service as such on the
first day of the recruitment. (f) Routine Grade Clerk (i) 80 per cent by direct recruitment. (ii) 20 per cent by promotion of the posts of
substantively appointed Group 'D' employees, appointed under U.P. Subordinate
Offices Ministerial Group 'C' Posts of the Lowest Grade (Recruitment by
Promotion) Rules, 2001. (f) Computer Assistant (i) 80 per cent posts of computer assistant will be
filled by direct recruitment through the Subordinate Commission. (ii) Out of
the remaining 20 per cent of the posts of Computer Assistant, 15 per cent of
the posts of such Group 'D' employees who have completed five years of
service in this form on the first day of the year of recruitment and have
passed high school examination and 25 words per minute in Hindi typing
Knowledge of one computer application and 5% of the post for Group 'D'
employees who have completed five years' service in this form on the first
day of the year of recruitment, passed Intermediate examination and 25 words

first day of the year of recruitment. (l) Computer Operator, Category-A (i) ninety per cent by direct recruitment. (ii) by
promotion of ten per cent substantively appointed Assistant Computer Operators
who have completed two years' service as such on the first day of the year of
recruitment. (l) Computer Operator, Category-A (i) ninety per cent by direct recruitment through the
Subordinate Commission. (ii) by promotion of ten per cent substantively appointed
Assistant Computer Operators who have completed seven years' service as such

office of State Law Officers/Government Advocate Office, Allahabad/Lucknow,
havebeen merged in the posts of Assistant Review Officer (Accounts), vide
Office Memorandum No. C.M.-137/Saat-Nyay-1-2013-90/2011 dated 20.10.2013,
issued by Nyay Anubhag-1 (Uchch Nyayalay). (v) Data Base Administrator By direct recruitment through the Commission. Remark For structural and innovative improvement of office of
Advocate General and State Law Officers, Allahabad/Lucknow, alongwith
different category of posts, 02 posts of Date Base Administrator
(Allahabad-01 post and Lucknow-01 post), have been created vide Government
Order No. Sa.-702/Saat-Nyay-1-19-20/2018 dated 02.08.2019, issued by Nyay

Rules, for existing rule 6 as set out in Column-1 below, the rule as set out in

Other Backward Classes will be given according to the provisions of the Uttar
Pradesh Public Service (Reservation for Physically Handicapped, Dependents of
Freedom Fighters and Ex-Servicemen) Act, 1993, amendments made from time to
time in the above Acts and the Government Orders issued by the Government of
Uttar Pradesh shall be applicable. Reservation to Scheduled Castes, Scheduled Tribes and
Other Backward Classes will be given as per the arrangements mentioned in the
Reservation Act and reservation to the economically weaker sections
candidates will be given under the provisions mentioned in the Uttar Pradesh
Public Service (Reservation for Economically Weaker Sections) Act, 2020,
however, reservation to disabled, dependents of freedom fighters and
ex-servicemen shall be given according to the provisions of the Uttar Pradesh
Public Service (Reservation for Physically Handicapped, Dependents of Freedom
Fighters and Ex-Servicemen) Act, 1993 and for commencement of posts of Public
Services under the State Government, the provisions relating to reservation
as contained in Government Order dated 26.02.1996 shall be applicable for
female candidates. In the above reservation, amendments made from time to
time in the above Acts and the Government Orders issued by the Government of
Uttar Pradesh shall be applicable. Educational qualification-In
the said rules, for existing rule 8 set out in Column-1 below, the rule as set
out in Column-2 shall be substituted and in the said Rules, sub- rules (m), (n)
and (o) shall be added as follows:- Column-1 Column-2 Existing rules Rule as hereby substituted (a) Routine Grade Clerk The candidate must possess Intermediate qualification
from U.P. Board Allahabad or any qualification recognized by the Government
as equivalent thereto and having a minimum speed of 30 words per minute in (a) Computer Assistant (1) The candidate must possess Intermediate examination
of the board of High School and Intermediate Education, Uttar Pradesh or any
qualification recognized by the Government as equivalent thereto. English typing and 25 words per minute in Hindi typing. Good knowledge of computer applications shall be given
preference. (2) 'O' level certificate from N.I.E.L.I.T (erstwhile
D.O.E.A.C.C.) or qualification equivalent thereto. (3) Having a minimum speed of 25 words per minute in
Hindi typing on Computer. (b) Assistant Review Officer/ Assistant Review Officer (Records) Bachelor's degree of a University established by law in
India or any qualification recognized by the Government as equivalent thereto
and having a minimum speed of 30 words per minute in English typing and 25
words per minute in Hindi typing. Good knowledge of computer applications is a must. (b) Assistant Review Officer/ Assistant Review Officer (Records) (1) Bachelor's degree of a University established by
law in India or any qualification recognized by the Government as equivalent
thereto. (2) 'O' level certificate from N.I.E.L.I.T (erstwhile
D.O.E.A.C.C.) or qualification equivalent thereto. (3) Having a minimum speed of 25 words per minute in
Hindi typing on Computer. Preference will be given to such candidates who are
having good knowledge of English Typing too. (c) Stenographer Bachelor's degree of a University established by law in
India or any qualification recognized by the State Government as equivalent
thereto and 100 words per minute in English Shorthand and 30 words per minute
in English Typing or 80 words per minute in Hindi shorthand and 25 words per
minute in Hindi typing. Good knowledge of computer applications is a must. (c) Additional Private Secretary (1) Bachelor's degree of a University established by
law in India or any qualification recognized by the State Government as
equivalent thereto. (2) The candidate must have the speed of 100 words per
minute in English Shorthand and 30 words per minute in English Typing.
Preference will be given to such candidates who, in addition to the above
qualification, possess 80 words per minute in Hindi shorthand and 25 words
per minute in Hindi typing. (3) The candidate must have possess the following
knowledge of computer:-(I) Certificate Course in computing (C.C.C.) from
N.I.E.L.I.T (erstwhile D.O.E.A.C.C.) OR (II) Course conducted by Board of
Secondary Education, Uttar Pradesh or any qualification recognized by the
Government as equivalent thereto. (d) Cataloguer Bachelor's Degree from a University established by law
in India and Diploma in Library Science. (d) Cataloguer Bachelor's Degree of a University established by law in

Government as equivalent thereto. (2) "O" Level Certificate in Computer
Application from any Institute recognized by the State Government. (3) Knowledge of written Hindi in Devanagri Lipi. (f) Computer Operator, Category-A Bachelor's degree from a University established by law
in India or any qualification recognized by the Government as equivalent
thereto and Diploma in Computer Science from a recognized Institute/'O' level
certificate from DOEACC. (f) Computer Operator, Category-A Bachelor's degree of a University established by law in
India or any qualification recognized by the Government as equivalent thereto
and Diploma in Computer Science from a recognized Institute/'O' level
certificate from NIELIT. Three years experience in the field of computer

India or any qualification recognized by the State Government as equivalent

for existing sub rule (i) of rule-22 set out in Column-1 below, the sub rule

the service shall placed on probation for a period of two years. 22 (i) A person on substantive appointment to a post in
the service shall be placed on probation in accordance with the Uttar Pradesh
Government Servant's Probation Rule 2013 as amended from time to time. In the rule, for existing
appendix appended with rules 3 (b), 4 (2) and 25 (2) set out in Column-1 below,
