The Governor has been pleased to approve the following rules in
connection with the grant of State subsidy to the breeders for the selection
and maintenance of bull calves under the scheme "Rehabilitation of Nomadic
Breeders" of the Animal Husbandly Sector of the Second Five Year Plan. Preamble. - Whereas there is a great deficiency of good bulls in the country
and whereas it is deemed expedient to conserve, improve and encourage the
livestock wealth by granting subsidy to the livestock breeders and public
institutions the Rajasthan Rules for the State Subsidy to Bull calves under the
Scheme of Rehabilitation of Nomadic Breeders, 1957, are hereby framed. CHAPTER I (i)
These
rules will be called "The Rajasthan Rules for the State Subsidy to Bull
calves under the Scheme of Rehabilitation of Nomadic Breeders. 1957". (ii)
These
rules shall extend to the whole of Rajasthan. (iii)
These
rules shall come into force from the date of their publication in the Rajasthan
Rajpatra. In these rules unless there is anything repugnant in the subject or
context:- (i)
"Rules" means
the Rajasthan Rules for the State Subsidy to Bull calves under the Scheme of
Rehabilitation of Nomadic Breeders, 1957; (ii)
"Director"
means the Director of Veterinary and Animal Husbandry Department, Rajasthan; (iii)
"Deputy
Director" means the Dy. Director of Veterinary and Animal Husbandry of the
region concerned; (iv)
"Rehabilitation
Officer" means the officer in charge of the Scheme of Rehabilitation of
Nomadic Breeders; (v)
"District
Veterinary Officer" means the District Veterinary Officer of the district
concerned; (vi)
"Veterinary
Assistant Surgeon" means the Veterinary Assistant Surgeon Class II of the
district concerned; (vii)
"Livestock
Inspector" and "stockman" mean the Livestock Inspector and
stockman of the Veterinary and Animal Husbandry Department; (viii)
"Block Development
Officer" mean the Officer in charge of a particulars Block sanctioned by
the Development Department: (ix)
"Tehsildar"
means the Revenue Officer of the Revenue Department designated as such by the
Revenue Department for a particular Tehsil; (x)
"Panchayat"
means the Panchayat as defined by the Rajasthan Panchayat Act; (xi)
"Committee"
means the committee nominated under these rules for selection of a bull calf or
bull-calves and for sanction of subsidy: (xii)
"Bull-calf or
Bull-calves" means the entire male calf or calves possessing full
reproductive power: (xiii)
"Agreement"
means an agreement entered into by a party and the Rehabilitation Officer on
behalf of the Governor of Rajasthan in the prescribed form; (xiv) "Subsidy"
means a sum of Rs. 10/-p.m. or any amount fixed by Director with the prior
approval of Government for maintenance of the bull calf or calves till the age
of 2 ? years; (xv)
"Maturity"
means the age at which a bull can serve a cow i.e., the attainment of the age 2
? years; (xvi) "Brand"
means the official mark of 'RA' branded on the left thigh of the bull calf or
tatooed on the left ear when the bull is purchased; (xvii) "Owner"
means any person who has a bull calf suitable for breeding purposes which could
be selected for grant of subsidy. CHAPTER 2 Subsidy (i)
The
Rehabilitation Officer will notify to all the nomadic cattle breeders through
the District Veterinary Officer, Panchayats, Municipalities, District Boards,
Livestock Inspector and other employees of the Veterinary and Animal Husbandry
Department inviting applications for sanction of subsidy in form A. (ii)
On
receipt of application or applications the Rehabilitation Officer will direct
the Livestock Inspector or stockman of the area concerned to submit a
preliminary report in form B regarding suitability of the Bull calf. The
Rehabilitation Officer will then scrutinise such report and fix a date for the
selection of the bull-calf or calves by the Committee. The Committee will consist of (a) Rehabilitation Officer: (b) District
Veterinary Officer of the district concerned and (c) the Sub Divisional Officer
or the Tehsildar or the Block Development Officer as may be nominated by the
Collector of the District. The Committee will inspect the calf or calves
proposed by the Rehabilitation Officer and select suitable bull calf or calves
and sanction subsidy at the rate of Rs. 10/- per head per month or any amount
fixed by the Director with the prior approval of the Government from time to time. The bull calves should be of the breed specified for that area by the
Director true to type, conformation, ancestry breed characteristics and free
from any disease and of an age not below six months. The subsidy will be payable to the owner from the date of selection of
the bull calf at the rate specified in rule 4 for a period of 24 months only or
up to the attainment of the age of 2 ? years by the bull calf as illustrated
below: - Illustrations. - (1) If a Bull calf of the age of six months is selected the
subsidy will be given till the Bull calf attains the age of 2 ? years i.e.,
subsidy for 24 months. (2) If
a bull calf of the age of one year is selected, the subsidy will be given for
18 months i.e. upto the age of 2 ? years.
It means a bull calf of the age of exceeding six months is selected the amount
of subsidy will be correspondingly decreased: Provided that when the Director or any other officer authorised in this
behalf is at any time satisfied that the Bull has not been breed properly, or
has become unfit or will not mature into good bull, the subsidy shall be
stopped forthwith. After the selection of a Bull calf by the Committee an agreement will be
executed between the owner and the Rehabilitation Officer on behalf of the
Governor of Rajasthan which will be signed by them in the presence of two
witnesses and will be kept by the latter in his safe custody. The Rehabilitation Officer will pay the subsidy from the date of
selection after the execution of an agreement in Form C. The subsidy will be paid after obtaining legal quittance on six monthly
instalment basis on the first day of the month of February and August on
production of a certificate of the Veterinary Assistant Surgeon of the region,
verifying that Bull calf is alive, is in good health and condition. The selected bull calves will be branded on the left thigh or tatooed on
the left ear with mark 'RA' by the District Veterinary Officer. This will be a
charge on the Department of Veterinary and Animal Husbandry. CHAPTER 3 General The Rehabilitation Officer will direct the Livestock Inspector or the
Stockman to inspect the bull calves, at least twice in a year, and submit a
report (in form 'D') to the Rehabilitation Officer and he will himself inspect
the bull calves at least once in a year. He will forward a copy of his
inspection report to the Director of Veterinary and Animal Husbandry.
Rajasthan, Jaipur. Other touring Officers of the Veterinary and Animal
Husbandry Department shall at the time of their visit record their inspection
notes about the bull calf in the visitors book to be maintained in form
"E". On the payment of last subsidy or the attainment of maturity i.e. the
age of 2 ? years by the calves, whichever is earlier, the Rehabilitation
Officer will call a Committee as defined in Chapter II. Item 4 above, for the
purchase of these bulls. The Committee will fix up their prices at market rates
which will not in any case exceed Rs. 600/- per head. After the purchase these
bulls will be distributed free of cost, to those Nomadic Breeders who are in
need of bulls on distinct understanding that these will be exclusively used for
breeding purposes in their trace. In case of failure to abide by the condition
the bull or bulls will be taken back and redistributed to other Nomadic
Breeders whom the Rehabilitation Officer considers in need of bull or bulls. The owner is bound:- 1.
To arrange proper
treatment in case of illness of the calf and to report to the nearest
Veterinary Hospital or dispensary the sickness of the bull calf and outbreak of
an epidemic. The Officer incharge will take immediate steps for curative and
preventive measures. 2.
Not to transfer the Bull
calf to any other village or area or a person without the specific sanction of
the Rehabilitation Officer. 3.
To house the bull calf
in a sanitary, neat and airy shed. 4.
To give proper exercise
and groom the bull calf regularly. 5.
To allow no service till
the bull calf reaches the age of maturity i.e., the age of 2 ? years. 6.
To feed the bull calf
properly so as to maintain it in good health and condition. 7.
On the demise of the
bull calf to send information of the same to the nearest Veterinary Hospital or
dispensary, and 8.
Not to cause or allow to
be caused any harm or injury to the reproductive organs of the bull nor to have
the same castrated. 9.
Not to enter into any agreement
for the sale of the selected bull calf/calves before the expiry of a period of
three months after the final payment of the subsidy within which the Animal
Husbandry Department would have the right to purchase the bull calf/calves in
accordance with rule 11. The contravention of any of these rules authorise the Rehabilitation
Officer to stop the subsidy and to recover the amount of subsidy paid to the
owner of the calf, up-to-date in accordance with the provisions of Rajasthan
Public Demands Recovery act. The Government reserves the powers to amend these rules in part or whole
as and when deemed necessary by publishing them in the Rajasthan Rajpatra. (See
