Regulation - 1. Short title.--
These regulations may be called the Punjab School Education Board (Middle
Standard Examination) Regulations, 1979.
Regulation - 2. Commencement.--
These regulations shall govern the examination held in 1979 and to be held
thereafter.
Regulation - 3. Definitions.--
In these regulations, unless there is anything repugnant in the subject or
context :-
(a)
'Application for admission'
means an application submitted by a candidate for admission to the examination.
(b)
'Examination' means the
Middle Standard Examination held by the Board under these regulations.
(c)
'Private candidate' means a
candidate allowed to appeared in the examination as a private candidate under
regulation (7).
(d)
'School Candidate' means
candidate admitted to the examination as a pupil of a recognised institution.
(e)
'Pass formula* means the
standard fixed by the Board for a candidate being declared successful in each
subject of examination and the examination on a whole.
(f)
AH other terms and expressions used in these
regulations shall have the meaning respectively
assigned to them in the Punjab School Education Board Act, 1969.
Regulation - 4. Time and places of the Examination.--
The examination shall ordinarily be held in the month of February every
year or at such other time and places as may be fixed in the Chairman.
Regulation - 5. Eligibility for appearing in the examination.--
The examination shall be compulsory for the pupils of recognized
institutions and is also open to private candidates who fulfill the conditions
laid down in these regulations.
Regulation - 6. Conditions for eligibility of school candidates.--
(a)
No school candidate shall be
eligible to appear in the examination unless he has completed 75 per cent (in
case of boys) and 66 per cent (in case of girls) of the total attendances that
a student could have earned had he attended the school for all the working days
of the school.
(b)
Attendances shall be counted
from the date of opening of classes to the 14th day preceding the date of the
commencement of the examination.
(c)
In the, case of candidates
who rejoin the 8th class after having failed in. the examination, the
attendance shall be counted from the 15th day after the declaration of the
result.
(d)
Deficiency of not more than
10 attendances may be condoned by the Head of the institution concerned.
Deficiency exceeding 10 but not exceeding 25 may be condoned by the Chairman
online recommendation of the Head of the institution concerned, on sufficient
grounds.
(e)
If a candidate's attendances
up to the date of submission of the application for admission fall short of
required percentage the Head of the institution shall send his application for
admission provisionally.
(f)
If any candidate falls short
of the required percentage of attendances before the 14th day preceding the
first day of the commencement of the examination, the Head of the institution
should report to the Board with a view to disallowing his admission. The
admission fee received will be refunded only if the letter of withdrawal from
the Head of the Institution is received in the office of the Board at least one
week before the commencement of the examination irrespective of the fact
whether the application for admission and fee were submitted provisionally or
not.
(g)
For calculating the number
of attendances, a candidate who is deputed by his institution for a contest or
competition of any type outside the institution shall be treated to have been present
on the days he is so deputed.
(h)
A candidate whose name is
struck off the rolls of a recognised institution after the submission of his
application for admission shall cease to be eligible to appear in the
examination. If, however, he is readmitted at least 14 days before the
commencement of the examination he will again become eligible provided he
fulfills the other conditions required for the purpose.
Regulation - 7. Conditions for eligibility of private candidates.--
No person shall appear in the examination as a private candidate, if his
name was on the rolls of a recognised institution at any time after the 31st of
July, preceding the commencement of the examination.
Regulation - 8. In-eligibility of expelled or rusticated persons.--
No person who has been expelled or rusticated from a recognised institution
shall be eligible to appear in the examination as a private candidate during
the period of expulsion or rustication as the case may be.
Note. ?
(a)
The Head of Institution
shall notify to the Secretary the names of students who are expelled or
rusticated to enable the Board to ensure that no such student appears in the
examination as private candidate or otherwise.
(b)
A private candidate shall
make a declaration to the effect that he is not debarred from appearing in the
examination on account of rustication or expulsion.
Regulation - 9. Admission application.--
(1)
Candidate shall submit their application for
admission to the examination on the form laid down by the Board to the
Secretary with the required
certificates, countersigned by the authorities as mentioned below :-
(i)
School candidates by the
Head of the Institution concerned.
(ii)
Private candidates residing
in Punjab -
(a)
by the Headmistress/Headmaster/Principal
of a recognised high/higher secondary school in Punjab or any officer of the
Punjab Education Department at the District, Circle or State Level, not below
the rank of a Deputy District Education Officer, orby the Principal of an
affiliated college in Punjab; or
(b)
be a member of the Board; or
(c)
by an officer of the Board
not below the rank of Assistant Secretary.
(iii)
Private candidates residing
outside Punjab -
(a)
by any authority mentioned
in (ii) above; or
(b)
by any officer of the
Education Department of the State concerned but not below the rank of District
Education Officer; or
(c)
by a stipendiary magistrate
first class.
(iv)
Candidates residing in Union
Territory. Chandigarh may also get their admission forms attested by the Headmaster/Headmistress/Principal
of any local recognized high/higher secondary school.
(v)
By the commanding officers
of their units in case of military personnel.
(2)
Male private candidate shall submit three
copies of their latest passport size photo- graphs attested by the same authority as attested the
certificates on the application for admission.
Regulation - 10. Fees.--
The admission fee to be paid by the pupils of recognized institutions and
private candidates shall be Rs. 30 and Rs. 35, respectively. This amount
includes the sum of Rs. 5 meant as fee for issue of detailed marks sheet.
Regulation - 11. Date of submission of applications and payment of fee.--
The last date by which the application form for admission and the admission
fee for Middle Standard Examination should be sent, shall be as follows :-

(1)
For failed candidates/result
later categories, the Chairman shall fix the Schedule for the receipt of
admission forms and admission fees.
(2)
The above dates may be changed
by the Chairman in exceptional circumstances. He may also allow days of grace
for the remittance of admission fee and the application for admission as he may
deem fit.
(3)
The Chairman, in very
exceptional circumstances, may condone the delay in the submission of
application for admission and admission fee thereon in cases of individual
candidates/institution.
Regulation - 12. Rejection of incomplete applications.--
The Board reserves the right to reject any application for admission which is found to be incomplete
for want of -
(i)
full particulars;
(ii)
proper attestation;
(iii)
attested copies of
photographs (where necessary);
(iv)
correct combination of
subjects; or
(v)
full or partial payment from
the candidate.
Regulation - 13. Allotment and change of examination center.--
Except with the special permission of the Secretary or an
officer authorised by him in this behalf, candidates shall be required to appear at the center nearest to the place
where they have been studying. Applications for the change of center will not
be entertained unless they are supported by good reasons and reach the Secretary not later than 30
days prior to the commencement of the examination. Fee for the change of center
will be Rs. 50 per candidate. But where the request for change of center is
under extraordinary circumstances, such as transfer of a Government servant,
request for change of center will be entertained up to 15 days prior to
commencement of the examination. In very rare emergent cases the period of 15
days may be relaxed by the Secretary.
Regulation - 14. Medium of examination.--
(1)
The medium of examination shall be as laid
down in this regulation.
(2)
(a) in the language paper the question paper
shall be set in the language concerned and in
its recognized script.
(b) in other subjects the question papers shall be set in Punjabi and
Hindi.
(3)
(a) The candidates shall write their answer
in the language paper in the language concerned
and in its recognised script.
(b) In other subjects the candidates shall write their answers as follows

Note. - Candidates of Schools for which the Government has made any special
provisions may take the medium of examination accordingly.
(4)
The Board may, for reasons to be recorded in
writing, in individual cases or gener- ally
for a category of candidates permit the use of a language other than Punjabi as
a medium of Examination for a
specified period and the question paper will be made available in the language
so permitted.
Note. - To avail themselves of the special facilities provided in the
sub-regulation (4), the candidates shall have to seek permission of the
competent authority, specified in these regulations by applying one month
before the date fixed for submission of the application forms for admission
without late fee.

No private candidate shall
be permitted to offer the subject of vocation.
Regulation - 16. Syllabus.--
The syllabus and courses of study for the examination shall be such as may
be laid down by the Board from time to time.
Regulation - 17. Pass formula.--
The pass formula shall be as prescribed by the Board from time to time.
Regulation - 18. Division.--
The successful candidates shall. be classified into three divisions. Those
who get 60% or more as the total number of marks shall be placed in the first
division, those who get 45% marks or more but less than 60% shall be placed in
the second division and others in the third division. For the purpose of
determining the division, marks obtained by a candidate in a subject in which
he has failed shall be ignored.
Regulation - 19.
The Secretary shall publish the result of examination as soon as possible
but normally not later than eight weeks from the last day of the examination.
In case of exceptional circumstances prior permission of the Government will be
necessary for extending the period fixed for the declaration of result. Each
successful candidate shall be granted a certificate showing the division in
which he has been placed and detail of marks obtained by him. The unsuccessful
candidates will be supplied with the detail marks sheet only.
Regulation - 20. Unfair means cases.--
The regulations governing the use of unfair means and misconduct
applicable" to other examination of the Board shall apply to such cases of
the Middle Standard Examination also.
Regulation - 21.
If there is arty thing which is not covered by the above regulations,
the Board may take the decision in good faith and implement it in anticipation
of the approval of the Government.
Regulation - 22. Interpretation of the rules.--
If any question arises as to the interpretation of the regulation the
Government shall decide the same.
