THE MAHARASHTRA POLICE CONSTABLES [RECRUITMENT] RULES, 2006

PREAMBLE

In exercise of the powers conferred by clause (b) of section 5 of the Bombay Police Act, 1951 (Bom. XXII of 1951), and of all other powers enabling it in this behalf, and in supersession of the Police Constables (Recruitment) Rules, 2000, the Government of Maharashtra hereby makes the following rules regulating recruitment to the post of Police Constable in the Police Force under the Home Department of the Government of Maharashtra, namely :-

Rule 1.

 

These rules may be called the Maharashtra Police Constables (Recruitment) Rules, 2006.

Rule 2. In these rules, unless the context requires otherwise :-

 

(a)      "Department" means the Home Department of the Government;

 

(b)      "Director General" means the Director General and Inspector General of Police, Maharashtra State, Mumbal;

 

(c)      "Government" means the Government of Maharashtra;

 

(d)      "Police Force" means the Police Force constituted under section 3 of the Bombay Police Act, 1951 (Bom. XXII of 1951).

Rule 3.

 

(1)     A candidate for selection to the post of Police Constable in the Police Force shall be required to possess qualifications as follows, namely:-

 

(A)      Age.- Minimum 18 years, maximum 25 years. (Maximum age limit in respect of Backward Class candidates shall be relaxable as per Government Policy in this regard laid down from time to time.)

 

(B)      Educational qualification.- Should have passed the Higher Secondary School Certificate Examination (XIIth Standard) conducted by a Divisional Board under the Maharashtra Secondary and Higher Secondary Education Boards Act, 1965 (Mah. XLI of 1965), including any other examinations declared by Government to be equivalent thereto.

 

(C)      Physical qualification :-

 

(i)       Height Female Male Shall not be less than 155 Shall not be less than 165 centimetres.

 

(ii)      Chest centimetres.

Shall not be less than 79 centimetres deflated and the difference between deflated chest and expanded chest shall not be less than 5 centimetres.

(2)     Relaxations in educational and physical qualifications.

 

(A)      Special Provisions for Naxal-affected areas

 

(a)      Educational qualification.- Candidates belonging to the Scheduled Tribes category, children of Police Informants, Police Patils and Policemen who are killed or seriously injured in Naxalite attacks or operations against Naxalites and have passed VIIth standard examination and are residing in areas notified by the Government as Naxalite areas shall also be eligible for recruitment on the condition that such a candidate shall not be entitled to transfer outside the said Naxalite areas.

 

(b)      Physical qualifications.- Relaxations for candidates belonging to the Scheduled Tribes category, children of Police Informants, Police Patils and Policemen who are killed or seriously injured in Naxalites attacks or operations against Naxalites and who are residing in the areas notified by the Government as Naxalite areas are enumerated to the extent as set out below :-

 

(1)     Height : 2.5 centimetres for male and female candidates.

 

(2)     Chest : Measurement not required.

 

(c)      The powers of relaxation in educational and physical qualifications prescribed in sub-clauses (a) and (b) above in respect of candidates residing in the Naxalite areas notified by the Government shall lie with the Director General.

 

(d)      In the Naxalite areas notified by the Government, preference, will be given to the candidates having knowledge of one of the local tribal dialects.

 

(B)      Police Band

 

(a)      Educational qualification.- Candidates who have passed Secondary School Certificate Examination (Xth Standard) conducted by a Divisional Board under the Maharashtra Secondary and Higher Secondary Education Boards Act, 1965 (Mah. XLI of 1965) shall be eligible for recruitment.

 

(b)      Physical qualifications.- The Director General may relax the physical qualifications prescribed in sub-clauses (i) and (ii) of clause (C) of sub-rule (1) of this rule in favour of candidates who appear for recruitment in the Police Band to the extent as set out below.:-

 

(i)       Height : 2.5 centimetres

 

(ii)      Chest : 2 centimetres deflated and 1.5 centimetres expanded.

 

(c)      (i) Knowledge of instruments of brass band and experience in playing of musical instruments is necessary for recruitment in the Police Band.

(ii) ? Wherever feasible, an officer from Defence Service Bands may be included in the Selection Committee exclusively for recruitment in the Police Band.

(iii) ? Police personnel recruited in the Police Band will also have to perform other police duties at the Police Headquarters.

(iv) ? Police personnal recruited in the Police Band will not be eligible for transfer to executive duties but will be eligible for inter-district transfer in the same cadre i.e. in a Band unit.

(C)      Sports category Relaxation in the required height by 2.5 centimetres shall be given to the sports persons who fulfill the required eligibility criteria.

 

(D)     Recruitment on compassionate ground One son or daughter of a policeman who has been missing or has been retired on compassionate ground on the basis of medical certificate due to ill health or has died while in service may be called for the police recruitment and he or she may get the following relaxations in respect of physical qualifications, namely :-

 

(a)      Height : 2.5 centimetres for male and female candidates.

 

(b)      Chest : 2 centimetres deflated and 1.5 centimetres expanded for male candidates.

 

(3)     Medical Fitness The Medical Fitness shall be certified by a Government Medical Officer authorized in this behalf. The Medical Test shall consist of tests for squint-eye. colour blindness, knock-knees, flat-foot and skin and chest diseases and any other Medical Tests prescribed by the Director General from time to time.

Rule 4.

 

(1)     Physical Test (100 Marks) - The candidates who fulfill the physical and educational qualifications shall be required to appear for a Physical Fitness Test. The Physical Test will be of a total 100 marks as follows, namely :-

 

(A)      Male candidates

 

(a)      100 metres running .. ., 25 marks

 

(b)      800 metres running .. .. 25 marks

 

(c)      10 Pull-ups .. .. 10 marks

 

(d)      Long Jump 20 marks

 

(e)      Shot put .. 20 marks Total .. 100 marks

 

(B)      Female candidates

 

(a)      200 metres running .. 25 marks

 

(b)      3 km. metres walkiing .. 25 marks

 

(c)      Long Jump 25 marks

 

(d)      Shot put (4 kg.) .. 25 marks Total 100 marks

 

(2)     Written Test (75 Marks).-

 

(A)      Candidates securing a minimum of 50% marks in the Physical Fitness Test shall be eligible to be called to appear for a-Written Test of 75 marks in the ratio of 1:15 of vacancies advertised in the respective categories.

 

(B)      The Written Test will include the following subjects, namely:-

 

(i)       arithmetic;

 

(ii)      general knowledge and current affairs; (iii) essay writing.

 

(3)     Interview (25 Marks).-

 

(A)      Candidates securing a minimum of 50% marks in the Written Test shall be eligible to be called to appear for Interview in the ratio of 1:8 of vacancies advertised in the respective categories.

 

(B)      The Interview shall be conducted by an Interview Board set up at each Unit by the Director General.

 

(C)      After amalgamating the marks of Physical Fitness Test and Written Test, as per the merit, the candidates will be called for Interview in the ratio of 1:8 of vacancies advertised. All candidates who have secured the same marks as those of the lowest eligible candidate in each category as per the set ratio after amalgamating the Physical Fitness Test and Written Test marks shall be called for the Interview. Explanation.- After the Written Test, the marks of the Physical and Written Tests will be amalgamated and candidates will be called for Interview in the ratio of 1:8 in every category. If, for example, there are 10 vacancies in the S.C. category and 5 vacancies in the S.T. category, then 80 (8 x 10) candidates will be listed on merit of the amalgamated marks in the S.C. category and 40 (8 x 5) candidates will be listed in the S.T. category. However, all candidates in the S.C, category who have secured the same marks as the S.C. candidate at the 80th rank shall be eligible for Interview. Similarly, all S.T. category candidates who have secured the same marks as the S.T. candidate ranking 40th will be eligible for Interview under the S.T. category.

 

(D)     The subjects for the Interview will include the following, namely :-

 

(i)       general personality of the candidate;

 

(ii)      sports, N.C.C. or equivalent activities;

 

(iii)     other special interests, e.g. motor driving, knowledge of computer operating or equivalent technical training or higher education. (4) The Interview Board shall prepare a merit list from amongst the candidates based on the results of the three criteria enumerated at sub-rules (1), (2) and (3) of this rule.

Rule 5.

 

Recruitment to the post of Police Constable in the Police Force shall be made by intimating and calling for names from the Employment Exchange or Social Welfare Officer/District Military Board and Training Centers conducted by the Tribal Development Department and Inviting applications after giving advertisement thereof in Marathi, Hindi, Urdu and English language local newspapers having wide circulation and giving wide publicity through media as per the directions given by the General Administration Department from time to time. In addition, information pertaining to the recruitment shall be posted on the police website and displayed on office notice boards or announced on radio, television and employment bulletins. There shall be simultaneous recruitment in all Police Units in the State. The date shall be finalised by Director General. Application forms for this purpose shall be made available at the offices of the Commissioner of Police/District Superintendent of Police/Commandant, State Reserve Police Force/Taluka Police Stations.

Rule 6. Reservation.?

 

(1)     Sports Category :-

 

(A)     (i) Out of the total posts available for recruitment of Police Con-stables, 5% posts shall be reserved for sportspersons.

(ii) ? It shall be mandatory for all the sports category candidates to fulfill the standard requirements of physical, educational and other prescribed norms as laid down by Government from time to time subject to the relaxation as mentioned in rule 3(2)(C).

 

(B)     Eligibility :-

 

(i)       Participation at International/National All-India Inter-University levels in any of the sports disciplines listed below. Participation at National level will include School Nationals, Sub-Junior Nationals (Under-17 years), Junior Nationals (Under-19 years), Youth Nationals (Under-21 years) and Senior Nationals.

 

(ii)      Medal winner at State level (Inter-District) Sports Tournaments in any of the sports disciplines listed below. Sports disciplines

 

(1)     Archery

 

(2)     Athletics and Cross Country

 

(3)     Aquaties

 

(4)     Badminton

 

(5)     Boxing

 

(6)     Basketball

 

(7)     Gymnastics

 

(8)     Handball

 

(9)     Kho-Kho

 

(10)   Judo

 

(11)   Kabbadi

 

(12)   Rowing

 

(13)   Lawn Tennis

 

(14)   Shooting

 

(15)   Weight Lifting (16)' Table Tennis

 

(16)   Volleyball

 

(17)   Taekwondo

 

(18)   Wrestling

 

(19)   Hockey

 

(20)   Billiards and Snooker

 

(21)   Football

 

(22)   Karate

(C)     All certificates issued by recognized Sports Associations or Federations for competitions at State/All-India Inter-University/National/ International levels should be duly got verified from the Director, Sports and Youth Services, Maharashtra State, Pune or his representative in the district.

 

(2)     Women,- 30% of the total posts available for recruitment of Police Constables shall be reserved for women. The terms and conditions governing this reservation shall be in consonance with the G.R. No. 82/2001/ MSA-2000/CR-415/Desk-2, dated 25th May, 2001 and any subsequent orders issued by Government from time to time.

 

(3)     Home Guards.- Out of the total posts available for recruitment to the post of Police Constable in the Police Force, 5% posts shall be filled in from amongst the members of Home Guards who have completed minimum three years service as Home Guards and possess the requisite educational and physical qualifications and age limit as per these rules.

 

(4)     Ex-servicemen, project-affected persons and any other categories eligible as per the guidelines issued by the Government from time to time.

 

(5)     All the categories enumerated in this rule shall be required to pass the eligibility criteria and obtain the requisite marks in the physical, written and interview tests prescribed for the post.

Rule 7.

 

A person appointed to the post shall be required to pass examinations in Hindi and Marathi according to the rules made in that behalf, unless he has already passed, or has been exempted from passing, those examinations.

Rule 8.

 

Subject to sub-clause (a) of clause (A) of sub-rule (2) of rule 3, a person appointed to the post shall be liable for transfer anywhere in the State of Maharashtra.

Rule 9.

 

A candidate appointed to the post shall be required to complete the training prescribed for the post and have to pass concerned examinations within four chances, failing which his or her services would stand terminated. During this period, annual increments due shall be forfeited.

Rule 10.

 

A psychological test to ascertain suitability and fitness for serving in the Police Force shall be conducted at the Police Training Schools. Candidates found unsuitable in the above test shall have their services terminated.

Rule 11.

 

The candidates appointed to the post of Police Constable shall be governed by Bombay Police Manual, 1959, Bombay Police (Dicipline and Appeal} Rules, 1956 and similar other rules prescribed by the Government from time to time.
