PREAMBLE

In exercise of the powers conferred by sub-section (1) of section 2 of the Kerala Public Services Act, 1968 (19 of 1968), the Government of Kerala hereby make the following Special Rules for the Kerala State Planning Service.

Rule - 1. Constitution.

The service shall consist of the following categories of officers, namely:

Rule - 2. Appointment and qualifications.

The method of appointment to and qualifications for the above categories shall be as follows:-

1. Doctorate in Economics or Statistics of a recognised University or Institution; and Five years experience in Economics or Statistical Work (theoretical or applied) either in Government Institutions, recognised Universities or other recognised Institutions;

A First Class or High Second Class Master's Degree [14][xxx] in Economics or Statistics of a recognised University or Institution, and Ten years' experience in Economics or Statistical Work (theoretical or applied) either in Government Departments, recognised Universities or other recognised Institutions. Publications of a standard quality will be considered as an additional qualification.

2. Must not have completed 50 years of age and must have completed 35 years of age on the 1st day of July of the year in which applications for appointment are invited.

[15][2. (a) Chief (Economic Division)]

By direct recruitment

1. A Doctorate in Economics or Statistics of a recognised University or Institution; and Four years' experience in Economics or Statistical Work (theoretical or applied) either in Government Institutions, recognised Universities or other recognised Institutions;

 

or

(a) A Second Class Master's Degree [16][x x x]in Economics or Statistics of a recognised University or Institution;

or

A Second Class Master's Degree [17][x x x] in Mathematics or Commerce [18][x x x] of a recognised University or Institutions; and

(b) Seven years' experience in Economics or Statistical Work (theoretical or applied) either in Government Departments, recognised Universities or other recognised Institutions.

2. Must not have completed 45 years of age and must have completed 35 years of age on the 1st day of July of the year in which applications for appointment are invited.

[19][(b) Chief (Transport Division)

By direct recruitment

1 A first or high second class Master's degree [20][xxx] in Statistics of a recognised University or Institution.

(a) Doctorate in operations research of a recognised University or Institution, and

2 years' experience in working on projects involving application of quantitative method system analysis and simulation.

or

(b) A Master's degree in operations research of recognised University or Institution, and 5 years' experience in working on projects involving application of quantitative method, system analysis and simulation.

3. Must not have completed 45 years of age and must have completed 35 years of age on the 1st day of July of the year in which applications for appointment are invited.

(c) Chief (Agriculture Division)

By direct recruitment

1. A degree in Agricultural Science of a recognised University or Institution.

2. (a) A Doctorate in Agricultural Economics of a recognised University or Institution, and 2 years" experience in Agricultural Planning, Project Formulation, Appraisal and Evaluation,

or

(b) A second class Master's degree [21][xxx] in Agricultural Economics of a recognised University or Institution, and 5 years' experience in Agricultural Planning, Project Formulation, Appraisal and Evaluation.

3. Must not have completed 45 years of age and must have completed 35 years of age on the 1st day of July of the year in which applications for appointment are invited.

(d) Chief (Project Division)

By direct recruitment

1. A first or high second class degree in Engineering (Civil or Mechanical) of a recognised University or Institution,

or

2. A Post-graduate Degree or Diploma in Management of a recognised University or Management Institute with specialisation in (a) Project Evaluation and Management, (b) Operations Research.

3. Five years' experience in Project Planning.

4. Must not have completed 45 years of age and must have completed 35 years of age on the 1st day of July of the year in which applications for appointment are invited.]

[22][(e)Chief (Evaluation Division)

By direct recruitment

1. (a) Doctorate in Economics of a recognised University or Institution; and two years' experience in research work (theoretical or applied) either in Government Institutions, or in recognised Universities or other recognised Institutions: or

(b) First or Second Class Master's Degree [23][xxx] in Economics of a recognised University or Institution; and five years' experience

 

 

in Research Work (theoretical or applied) either in Government Departments or recognised Universities or other recognised Institutions.

Desirable:- Experience in working on techniques or project evaluation and appraisal either in Government Institutions, or in recognised Universities or other Institutions.

2. Must not have completed 45 years of age and must have completed 30 years of age on the 1st day of January of the year in which applications for appointment are invited.

(f) Chief (District Planning Division)

By direct recruitment

1. (a) Doctorate in Economics or Statistics of recognised University or Institution;

or

(b) First or Second Class Master's Degree [24][xxx| in Economics, Statistics, Mathematics or Commerce of a recognised University or Institution;

and

2. Experience in Economics or Statistical work (theoretical or applied) preferably in the field of Industrial Economics or Agricultural Economics either in Government Departments, recognised Universities or other recognised Institutions for a period of four years in the case of persons with Doctorate Degree and seven years in the case of others.

3. Must not have completed 45 years of age and must have completed 30 years [25][of age on the 1st day of January of the year in which applications for appointment are invited.]

[26][(g) Chief (Perspective Planning Division)

By direct recruitment

1. (a) Doctorate in Economics or Econometrics with a basic Degree/Diploma/Training in Mathematics/Statistics/Economics from a recognised University or Institution; and four years' experience in Economic Planning and Models and in the application of Econometric methods in macro and micro level planning.

 

 

(b) A First Class or High Second Class Master's Degree in Econometric Statistics with specialisation in Econometrics and Economic forecasting from a recognised University or Institution and seven years' experience in Economic Planning and Models and in the application of Econometric methods in macro and micro planning.

or

(c) A First Class or High Second Class Master's Degree in Economics/Mathematics with Diploma or Training in Statistics with specialisation in Econometrics and Economic forecasting from a recognised University or Institution and seven years' experience in Economic Planning and Models and in the application of Economic methods in macro and micro level planning.

Desirable :-

(a) Experience in the application of Econometric methods to Planning problems either in Government Institutions or in recognised Universities or other Institution:

(b) Published work in Economic Planning involving the use of quantitative methods.

2. Must not have completed 45 years of age and must have completed 35 years of age on the first day of January of the year in which applications for appointment are invited.

(h) Chief (Industry Division)

By direct recruitment

1. (a) Doctorate in Economics preferably in Industrial Economics or Industrial Engineering from a recognised University or Institution, and four years' experience in Corporate Planning/Economic Analysis in Business Environment or in a multi-disciplinary planning groups dealing with planning and reviewing industrial project

or

(b) A First Class or High Second Class Master's Degree in Business Management (MBA) or

 

 

Economics or Industrial Engineering from a recognised University or Institution with specialisation in Industrial Economics/Project Planning/Corporate Planning and seven years' experience in Corporate planning/Project Planning Economic Analysis in Business Environment or in a multi-disciplinary planning group dealing with planning and reviewing industrial projects.

Desirable :-

(a) Experience in analysis and appraisal of industrial development plans and project either in Government Institutions or recognised Universities or other Institutions;

(b) Published work in Industrial Planning and Development.

2. Must not have completed 45 years of age and must have completed 35 years of age on the 1st day of January of the year in which applications for appointment are invited.

(i) Chief (Social Services Division)

By direct recruitment

1. (a) Doctorate in Economics/Sociology of a recognised University or Institution; and four years experience in analysis of Socio Economic Planning problems preferably in the fields of Social Welfare/Education/Health either in Government Institution or in recognised Universities.

or

(b) A first class or high second class Master's Degree in Economics/Sociology from a recognised University or Institution and seven years' experience in analysis of Socio economic planning problems preferably in the fields of Social Welfare/Education/Health, either in a Government Institution or in recognised Universities or Institutions,

Desirable :-

(a) Experience in application of research techniques to Socio-Economic problems either in Government Institutions or recognised Universities or other Institutions;

 

 

(b) Published work in the field of Socio-economic problems preferably with reference to Kerala.

2. Must not have completed 45 years of age and must have completed 35 years of age on the 1st day of January of the year in which applications for appointment are invited.]

 

[27][Note- 1 For recruitment to the several posts specified under category 2 the candidates belonging to Scheduled Castes/Scheduled Tribes, Other Backward Classes and not already in the service of Government shall be eligible for relaxation of age limit as provided in sub-rule (c) of rule 10 of Part II of the Kerala State and Subordinate Service Rules, 1958 subject to the specific condition that the upper age limit shall in no case exceed 50 years.

Note. 2. The upper age limit for recruitment to the various posts specified under category 2 shall, in the case of any candidate already in the Department including the candidates belonging to the Scheduled Castes/Scheduled Tribes/Other Backward Classes, be 50 years.

Note. 3. Only a pass in Master's Degree in the concerned subject is necessary in the case of candidates already in the Department]

Programmer By direct recruitment

1. (a) First or Second Class Master's Degree in Statistics or Mathematics and Diploma in Computer Science; or

(b) M. Stat Degree with specialisation in Computer Science.

2. Five years' experience in Computer Programming.

3. Must not have completed 45 years of age and must have completed 25 years of age on the 1st day of January of the year in which applications for appointment are invited].

[29][4.(a)] Joint Director

By promotion from category 5 viz., Deputy Director. In the absence of suitable candidates for promotion, by direct recruitment.

For Direct Recruitment:

Doctorate in Economics or Statistics of a recognised University or Institution; and two years' experience in Economics or Statistical Works (theoretical or applied) in Government Departments or recognised Universities or other recognised Institutions.

or

 

 

A Second Class Master's Degree [30][xxx] in Economics or Statistics [31][or Agricultural Statistics] of a recognised University or Institution;

or

A Second Class Master's Degree [32][xxx] in Mathematics or Commerce [33][xxx] of a recognised University or Institution; and Five years' experience in Economics or Statistical Works (theoretical or applied) in Government Departments, or recognised Universities or other recognised Institutions.

2. Must not have completed 40 years of age and must have completed 25 year's of age on the 1st day of July of the year in which applications for appointment are invited.

[34][(b) Market Analyst

By direct recruitment

[35][(1) (a)First or Second Class Degree in Engineering; or

(b) First or Second Class Master's Degree in Economics, Statistics or Commerce;

or

(c) First or Second Class Master's Degree in Business Management with specialisation in Marketing Research in Agricultural or Manufactured Products from the Indian Institute of Management or from any other recognised University or Institution;

or

(d) First or Second Class Master's Degree in Master of Agriculture Marketing Management of any recognised University

(2) [36][Two years' experience] in Market Analysis and in formulation and appraisal of projects in Engineering and Consumer Products Industries in the case of those qualified under

 

 

items (a) and (b) above, and [37][two years' experience] in the above subjects in the case of those qualified under item (c) above. In respect of the qualification in item (d) above, [38][two years' experience] in Market Analysis. The experience shall be one acquired from any Government Departments, Government Undertakings, Quasi Government Institutions and Private In situations of repute.

(3) Must not have completed 40 years of age and must have completed 25 years of age on the 1st day of January of the year in which applications for appointment are invited.]

(c) Cost Analyst

By direct recruitment

1. First or Second Class Masters' Degree in Commerce;

2. Three years experience in costing and financial analysis of projects.

Desirable:- Associated Membership of the Institute of Costs & Works Accounts or Diploma in Business Management from a recognised University or from the Indian Institutes of Management.

3. Must not have completed 40 years of age and must have completed 25 years of age on the 1 st day of January of the year in which applications for appointment are invited.

(d) Agricultural Engineer

[39][4A. Agronomist

By direct recruitment 1. By promotion from the category

1. First or Second Class Master's Degree in Agricultural Engineering.

2. Three years' experience in Technical Analysis for formulation and appraisal of agro-based projects.

3. Must not have completed 40 years of age and must have completed 25 years of age on the 1st day of January of the year in which applications for appointment are invited. 1

1. (a) A First Class or Second Class Master's Degree in Agronomy, (b) 5 years' experience in Agricultural Planning at the State level.

 

Deputy Director (Agriculture) in the Kerala State Planning Service,

or

2. By transfer from any other service.

or

3. In the absence of for appointment under (1) and (2) above, by direct recruitment.

2. Must not have completed 50 years of age (in the case of direct recruits alone) on the 1st day of January of the year in which applications for appointment are invited.]

[40][5. (a)] Deputy Director

By promotion from category 6 viz., Assistant Director. In the absence of suitable candidates for promotion, by direct recruitment

For direct recruitment:-

1. AM aster's Degree [41][xxx) in Mathematics or Statistics [42][or Agricultural Statistics] of a recognised Indian University or equivalent degree of a recognised Foreign University.

2. A Diploma in Econometrics (Economic Statistics) of any recognised Indian or Foreign University/Professional Institute:

or

A Degree in Econometrics of a recognised Indian or Foreign University/Professional Institution.

or

A diploma or Certificate of Advanced Statistician's Course of the Indian Statistical Institute with special paper on Econometrics (Economic Statistics),

or

Master of Statistics Degree of the Indian Statistical Institute with Econometrics and Planning as optional subjects (theory and practical); and

 

 

3. Must not have completed 40 years of age and must have completed 25 years of age on the first day of July of the year in which applications for appointment are invited.

[43][(b) Deputy Director (plan Co-ordination)

(1) By promotion from the category of Assistant Director

(2) In the absence of suitable candidates for promotion, by direct recruitment.

For direct recruitment:

1. First or Second Class Master's Degree in Statistics, Mathematics or Economics of a recognised University or Institution.

2. Must not have completed 40 years of age and must have completed 30 years of age on the 1st day of January of the year in which applications for appointment are invited. 1

[44][(c) Plan Publicity Officer

[45][(i) By promotion from the category Publication Officer (Category 7); or

(ii) By transfer from the category of Administrative Assistant in the office of the State Planning Board; or

(iii) In the absence of suitable candidates for appointment by promotion/transfer, by direct recruitment.

For direct recruitment:

1. A degree of a recognised University or Institution.

2. Five years' experience in a Government Publicity Organisation or Publicity Department of a private organisation or Firm or Editorial Section of a daily news paper or News Agency, [46][ or Post Graduate Diploma in Communication awarded by any recognised University in India with three years' experience in a Government Publicity Organisation or Publicity Department of a private Organisation or Firm or Editorial Section of a Daily News Paper or News Agency.

3. Experience in the preparation of press releases and hand outs and for translation from English to Malayalam and vice-versa.

4. Must not have completed 40 years of age and must have completed 25 years of age on the first day of January of the year in which applications for appointment are invited].

Note. Seniority based on the length of service of the persons in the feeder category shall be the basis for appointment to the post by promotion/transfer: subject to selection based on merit]

[47][(d) Deputy Director (Agriculture)

1. By transfer from the category of Assistant Director/District Agricultural Officer or Deputy Director in the Kerala State Agriculture Service.

or

2. In the absence of suitable candidates for appointment under (1) above, by direct recruitment

Essential

1. (i) A 1st Class or 2nd Class Master's Degree in Agricultural with specialisation in Agronomy or Agricultural Economics at the Post Graduate level and field experience for at least 5 years' as Officer-in-charge of Agricultural Farm, or as Extension Officer or in a post having duties of like nature.

(ii)Desirable:.

(a) Training in Agriculture Development and Planning.

(b) Desk experience in Planning and Monitoring Agricultural Programme and Projects.

2. Must not have completed 45 years of age (in the case of direct recruits alone) on the 1st day of January of the year in which applications for appointment are invited.]

[48][(e) Senior Grade Librarian

By direct recruitment

(1) A Master's Degree in Library Science of a recognised University or Institution and 3 years' experience in a General or Technical Library of a Government/Autonomous Body in a responsible supervisory position.

or

Master's Degree with Bachelor of Library Science and 3 years' experience in a General or Technical Library of a Government/Autonomous Body in a responsible supervisory position.

Note. Preference within the meaning of G.O.(Ms) No. 50/70/PD dated the 12th February, 1970 shall be given to those having a Master's Degree in Economics/Statistics/Commerce/Econometrics/Mathematics.

(2) Must not have completed 40 years of age and must have completed 26 years of age on the first day of January of the year in which applications are invited.]

[50][(b) Statistician

By promotion from category 9 viz., Research Officer. In the absence of suitable candidates for promotion, by direct i recruitment

For direct recruitment :-

A Second Class Master's Degree [51][x x x] in Economics/Econometrics/Economic Statistics or Commerce [52][or Agricultural Statistics] [53][x x x] of a recognised University or Institution.

or

A Second Class Master's Degree [54][x x x] in Statistics or Mathematics [55][x x x] of a recognised University or Institution.

Note:-

1. The class specification will be waived in the case of candidates with at least four years' service in the Department, and

2. Three years' experience in Economics or Statistical work (theoretical or applied) either in Government Departments or recognised Universities or other recognised Institutions.

3. Must not have completed 40 years and must have completed 25 years on the first day of July of the year in which applications for appointment are invited.

7. Publication Officer

By transfer from the category of Senior Superintendent employed in the office of the State Planning Board. In the absence of suitable candidates, by transfer from any other service or by direct recruitment.

For transfer from other service:-

1. A Bachelors' Degree of a recognised University; and

2. At least 10 years' experience in office work.

For direct recruitment:-

1. [58][A Master's Degree] in Economics or Statistics or Mathematics or Commerce [59][x x x] of recognised University or Institution.

2. Must not have completed 35 years of age but must have completed 25 years of age on the first day of July of the year in which applications for appointment are invited.

8. Indexing Officer

1. By transfer from any other service or

2. By direct recruitment.

For transfer and direct recruitment:-

1. Degree or Diploma in Library Science.

2. Experience as Librarian for five years

Note:-

Persons possessing diploma in documentation issued by the I.S.I., or D.R.T.C. Bangalore will be preferred. .

For direct recruitment the candidate must have completed 30 years but not completed 45 years of age as on 1st July of the year in which applications for appointment are invited.

9. Research Officer

By transfer from the category of Research Assistants

For transfer from the category of Research Assistants in the State Planning Board

[65][Note. The combined seniority list of candidates for appointment shall be drawn up by placing candidates alternately from Economics Group and Statistics/Mathematics Group without disturbing their inter-se-seniority with reference to the rank assigned to each candidate in the ranked list published by the Commission for the different Groups with due regard to the date of advice also. In drawing up the list, the older will become the senior if the rank numbers of the candidates advised on the same day from the different ranked lists prepared by the Commission for the various groups are the same. In case the dates of birth of the candidate advised on the same day from different ranked lists of various groups happened to be the same, their seniority will be fixed in the alphabetical order of their names.

2. Two years' experience in Economics or Statistical Works (theoretical or applied) either in Government Departments or recognised Universities or other recognized

Institutions. For direct recruitment the candidate must have completed 25 years but not completed 35 years of age as on 1st July of the year in which application for appointment to the post is invited.

 

 

 

Rule - [2A.

(1)     Rule regarding experience qualification.

The qualification of experience prescribed for the various categories of posts in rule 2 shall be one acquired after the acquisition of the academic qualifications prescribed for those posts][72].

[73][(2) Notwithstanding anything contained in rule 2, a candidate belonging to any of the Scheduled Castes or Scheduled Tribes need not possess the qualification of experience prescribed for a post at the time of recruitment to that post]

Rule - 3. Appointments.

Appointments by promotion and transfer shall be made from select lists of eligible officers prepared on the basis of merit and ability, seniority being considered only where merit and ability are approximately equal. Persons included in a select list shall be ranked in the order of their seniority.

Rule - 4. Appointing Authority.

The appointing authority in respect of categories 1 to 8 shall be the Government. The appointing authority for the category of Research Officer shall be the Member-Secretary, State Planning Board.

Rule - 5. Probation.

Every person appointed to any of the categories shall from the date on which he joins duty be on probation:-

(i)       if recruited direct or by transfer, for a total period of 2 years on duty within a continuous period of 3 years; and

(ii)      if appointed by promotion, for a total period of one year on duty within a continuous period of 2 years.

Rule - 6. Test.

Every probationer in categories [74][xxx] 4, 5, 6, 8 and 9 shall, within the period of probation pass the simplified test for Executive Officers and every probationer in category 7 shall within the period of probation pass the Account Test (Lower) or the Account Test for Subordinate Officers Part I (Madras) unless he has passed the test already.

Rule - 7. Reservation of appointments.

The rules relating to reservation of appointments (General Rules 14 to 17) shall apply to appointments by direct recruitments to categories 4, 5, 6, 7, 8 and 9.
