Appendix
I
1. The
dignitaries Visiting this State are grouped under three categories viz (1)
State Guests, (2) Non-paying Guests (3) Paying Guests.
State Guests
2. The following
dignitaries will be treated as State Guests whenever they visit this State on
official duty:-
(i)
President of India
(ii)
Vice-President of India
(iii)
Prime Minister of India
(iv)
Governors of States
(v)
Speaker of the Lok Sabha
(vi)
Ministers, Ministers of State and
Deputy Ministers of the Government of India
(vii)
Deputy Chairman and Members of the
Planning Commission
(viii)
Ministers and Deputy Ministers of
State Governments - on a reciprocal basis
(ix)
Speakers and Deputy Speakers of the
Legislative Assemblies and Chair - men of the Legislative Councils of States -
on a reciprocal basis
(x)
Lt. Governors and Ministers of the
Union Territories - on a reciprocal basis
(xi)
All Heads of Foreign Diplomatic
Missions in India during their first Official Visit to the State
(xii)
Foreign dignitaries recommended by the
Government of India and the expenditure on whose visits is not debitable to the
Hospitality Grant of the Government of India
(xiii)
Members of the families of the
dignitaries mentioned under (i) to (xii) - the cases of those mentioned under
(viii), (ix) and (x) will be - on a reciprocal basis
(xiv) Parliamentary Secretaries to Union Government (G.O. (MS)
No. 449/66/ P&M dated 19-11-1966]
(xv)
Government Deputy Chief Whips at the
Centre [G.O. (MS) No. 93 dated 17-3-1967]:
Provided that any person other than those mentioned under
(i) to (xv) above can be treated as a State Guest on the specific orders of the
Government.
3. The following
facilities will be provided to State Guest.
(a)
All dignitaries who are treated as
State Guests will be provided with free accommodation and free board (including
items such as fruits drinks, extra dishes, etc.) in the Guest Houses and
Tourist Bungalows under the control of the Tourist Department. At places where
there are no Guest Houses or Tourist Bungalows such facilities will be provided
in the Rest Houses or Camp sheds under the P.W.D.
(b)
Free transport will also be provided
to the dignitaries who are treated as State Guests for their use within the
State. If State car is not available a hired car (Tourist Taxi) will be engaged
and given.
Note:- Though under the above rules free transport will be
provided to State Guests only for use within the State, if any State Guest
desires to visit Cape Comorin, which is situated outside the State, State car
will be given free of charges. If State cars have to be taken outside the State
except Cape Comorin, such use outside the State will be permitted only on the
specific orders of Government.
(c)
The expenditure on account of the
following items in respect of the State Guests will normally be borne by the
Government:-
(i)
Entertainments made by State Guests
during a press conference or interview.
(ii)
Supply of newspapers.
(iii)
Presentation of garlands and bouquets.
(iv)
Medical attendance.
(v)
Labor charges for loading and
unloading luggage, etc.
(vi)
Accommodation, board and transport for
the members of personal staff of State Guests. Any other items should be
covered by specific orders of Government.
Note to (c) (vi) above:- In the case of members of personal
staff of the Chief Ministers, Ministers and Deputy Ministers, Speakers of
Legislative Assemblies and Chairmen of Legislative Councils of the State
Governments and Chief Ministers and Ministers of Union Territories, such
facilities will be extended on reciprocal basis.
(d)
All expenditure connected with the
arrangements made for accommodation, board and transport in respect of State
Guests will be debited to "339 Tourism (a) Direction and Administration -
other charges" or the corresponding head that may be provided for the
purpose from time to time.
(e)
The expenditure on account of dinner
and lunch on parties and "At Homes" given by the Chief Minister or
any other Ministers in honor of State Guests will be debited to the Hospitality
charges provided for the Ministers.
(f)
In lunch/dinner parties hosted by
Chief Minister and other Ministers, Chief Secretary and other Secretaries to
Government and Heads of Departments, liquor will be served only when it is
given in honor of foreign dignitaries". [G.O. (MS) No. 220/74/PD, dated

Non-Paying Guests
4. Apart from the
dignitaries specified as State Guests there will be other guests of lesser
importance and rank such as cultural delegations, press parties, official study
teams etc, who may not be of such status as to be treated as State Guests but at
the same time they have to be given the courtesies as to Guests on the ground
that their visit will be beneficial to a particular Department or Departments
of Government or to the Government in general and in such cases it will not be
fair to treat them as paying guests. Such category of visitors will be treated
as "Non-paying Guests". The question whether a particular guest
should be treated as State Guest or Non-paying Guest will be decided by
Government on merits in individual cases and cm the recommendation of the
Secretary to Government concerned and/or the Secretary in the Public
Department.
5. Security
arrangements are not required for Non-paying Guests Facilities provided to
Non-paying Guest
6. The following
facilities will be provided to all those who are treated as "Nonpaying
Guests".
(a)
Free accommodation and free board.
(b)
Free transport. If a State car is not
available a Tourist Taxi will be given.
Note:- Though under the above rules free transport will be
provided to Non-paying Guests only for use within the State, if any Non-paying
Guest desires to visit Cape Comorin, which is situated outside the State, State
car will be given free of charges. If State cars have to be taken outside the
State except Cape Comorin, such use outside the State will be permitted only on
the specific orders of Government.
(c)
The expenditure on account of the
following items in respect of Nonpaying Guests will normally be borne by the
Government.
(i)
Supply of newspapers
(ii)
Labor charges for loading and
unloading luggage etc.
Any other items of expenditure will be met only under
specific orders of Government.
Note:- The members of their families and other personal
staff, if any, accompanying Non-paying Guests need be treated as Non-paying
Guests, only on specific orders of Government.
(d)
All expenditure connected with the
visits of Non-paying Guests will be debited to "339 Tourism (a) Direction
and Administration - other charges" or the corresponding head that may be
provided for the purpose from time to time. [G.O. (MS.) No. III/75/PD. dated

Paying Guests
7. Visitors not
coming under the categories of State Guests and Non-paying Guests and persons
of known status may be treated as Paying Guests under specific orders of
Government.
8. The following
facilities will be provided to Paying Guests.
(a)
Persons who are treated as Paying
Guests will be provided with accommodation and board in the Guest Houses and
Tourist Bungalows under the Tourist Department and at places where there are no
Guest Houses or Tourist Bungalows such facilities will be provided in the Rest
Houses or Camp Sheds under the P.W.D. on payment of charges at the rates fixed
by Government from time to time. The accommodation and board that will be
provided to Paying Guests will be subject to the "Kerala State Guest House
and Tourist Bungalow Rules" given in Appendix II. The rates of accommodation
and board now fixed in the Guest House, Tourist Bungalows and Hotels are given
in Appendix III. Requisitions for reservation in the Tourist Bungalows and
Hotels have to be addressed to the Managers or Stewards as the case may be, in
charge of these Bungalows. Reservations in Guest Houses will be made by the
Director, Tourist Department under the specific orders of Government.
(b)
All visitors who are treated as Paying
Guests will be provided with transport - both cars and launches - if required
by them, on payment of hire charges at the rates specified in Appendix V or
that may fixed by Government from time to time.
Appendix
II
1. These
rules may be cited as the Guest House and Tourist Bungalow Rules and will apply
to the accommodation of visitors at the following Guest Houses and Tourist
Bungalows in the State and at other Guest Houses/Tourist Bungalows to be
opened:-

Bolghatty palace, Ernakulam

Guest House, Calicut

Tourist Bungalow, Ponmudi
(8)
Tourist Bungalow, Varkala
(9)
Tourist Bungalow, Quilon
(10)
Tourist Bungalow, Kottayam
(11)
Tourist Bungalow, Munnar
(12)
Tourist Bungalow, Peermade
(13)
Tourist Bungalow, Alwaye
(14)
Tourist Bungalow. Trichur
(15)
Tourist Bungalow, Malampuzha

2. Booking of rooms.
All rooms booked are subject to the Guest House and Tourist
Bungalow Rules. Rooms booked in advance will be charged for in full from the
date of reservation.
3. Arrival.
The date of arrival will be charged for as a full day at
whatever hour the arrival takes places.
4. Departure.
On the date of departure no charge will be made for room
rent if departure is before the hour of arrival on the day of arrival.
5. Register of Arrivals.
All residents of and visitors to the Guest Houses and
Tourist Bungalows must sign the Register of Arrivals (Visitors' Book), as an
indication to the management that they are willing to abide by the Guest House
and Tourist Bungalow Rules.
6. Accounts.
The Guest House and Tourist Bungalow bills must be paid on
presentation. Under no circumstances, may visitors leave or cause their luggage
to be moved from the Guest House/Tourist Bungalow before all accounts are
finally settled.
7. Cheques.
Cheques will be accepted only at the discretion of the
management.
8. Meals served in Apartments.
If meals (breakfast, luncheon and dinner) are served by
residents' servants, Re. 0.75 per person for each meal will be charged extra
and if served by the Tourist Bungalow staff, Re. l extra per head for each
meal. This service cannot be provided during meal hours. It can only be
provided either half an hour before or after the Table d' Hote meal hours.
9. Holding of
Conferences, Seminars, Meetings etc. In Guest Houses and Tourist Bungalows will
not be permitted.
10. The rates now
in force in the various Guest Houses and Tourist Bungalows are given in
Appendix III. These rates are subject to revision from time to time as may be
decided by Government.
11. Occupation of
bedrooms on rent without table charges is permitted in all Tourist Bungalows.
12. Picnic and special dinners.
Picnic Hampers or any meals which are taken out of the Guest
Houses/Tourist Bungalows will be charged for in accordance with the order.
Rates for special luncheons, dinners and suppers will be fixed by the
management in accordance with the order placed.
13. Special diet
for invalids or children can be ordered through the Steward at short notice,
but at an extra charge where necessary.
14. Private
servants are not admitted into the Dining Room without special permission from
the management.
15. No dealers or
their representatives are allowed to peedle their ware or enter any residential
or public rooms of the Guest Houses/Tourist Bungalows. Residents or their
agents allowing such admission do so at their own risk and responsibility.
16. Electric lights and fans.
Residents, will switch off their lights and fans when not
required or when absent from their rooms and should also instruct their
servants to adhere to this direction.
17. Electric gadgets or contrivances.
No electric appliances other than those supplied (i.e.,
table fans and table lamps) may be fitted for operation in the rooms without
first informing the Manager in writing and obtaining his permission. Additional
use of electric power will be charged for as extra in accordance with the
estimated consumption of electric energy.
18. Radios and Gramophones.
These or any other musical or noisy instruments should not
be played after 10 O'clock at night.
19. Residents
should hand over all the Bungalow linen, to the A.N.T. Service and crockery,
glass, etc., in their service to the management, before leaving the Guest House
/ Tourist Bungalow.
20. Infectious diseases.
Visitors who are suffering from infectious disease will not
be given accommodation or served meals in the Guest House/Tourist Bungalow. If
any resident gets an attack of any infectious disease, he will inform the
management of the Guest House/Tourist Bungalow, so that necessary steps for
assistance may be taken immediately.
21. Damage.
All losses, breakages, damages or injuries to the Tourist
Bungalow property by either Guest House/Tourist Bungalow residents or their
agents or servants will be charged to their account.
22. Safety of valuable articles and money.
Residents are requested not to leave any article of value
or money about their rooms, but keep all such articles or money secured under
lock and key. The management will not be responsible for any loss in case of
theft, or damage done to the residents' property in case of accidents, fire or
through any other cause. Money or valuables may be deposited in the Guest
Houses/Tourist Bungalow office, if desired. A receipt will be issued for
articles, money, etc., so deposited.
23. (a) Servants
quarters will be provided if available. Such accommodation will be on the
premises and will be free. Servants are expected to share quarters. Servants
are not allowed to sleep in the rooms or verandahs.
(b) Servants meals.- Servants accompanying a resident will
be charged at the rate of Rs. 4.00 per head per day, in case they are catered
for and the charges will be allowed in full to the caterers.
24. (a) Dogs brought on
to the premises will be charged for at the prescribed rate i.e., Re. 1 per dog
per day.
(b) Dog's food.- Visitors must make arrangements either
with their own servants or with the Hotel Kitchen Matey for their dog's food.
(c) Owners of dogs will be held responsible for any damage
done by their dogs whether in a resident's room or in any part of the Guest
House/ Tourist Bungalow compound. On no account and under no circumstances will
dogs be allowed to run freely about in the Guest House/ Tourist Bungalow
building or premises. It will be appreciated if they are taken about in loads.
Residents and visitors will be held responsible for any damage done by their
dogs to Guest House/Tourist Bungalow property.
25. No requisition
from the residents or visitors for the rearrangement of furniture, carpets,
etc., in rooms will be entertained.
26. Garage.
The rent for use of the garage, if provided, will be Re. 1
per car per day.
27. Complaints.
The residents having complaints of incivility in attention
or apathy on the part of any employee are requested to record it in the
Testimonials and Complaints Book kept for the purpose in the Guest House/
Tourist Bungalow or to communicate in writing to the Director, Tourist
Department, Trivandrum.
28. Gratuities.
Servants are forbidden from asking for tips from residents.
Visitors are requested not to tip the servants.
29. Application
for accommodation in the Guest House/Tourist Bungalow may not be made more than
one month before the date on which it is required. The management will allot
accommodation according to priority or receipt of application on the 1st come
1st served basis. This rule will be relaxed in the case of annual bookings by
recognized Travel Agents for foreign tourists on organized tours.
30. The Officer-in-charge
of the Guest House Tourist Bungalow reserves to himself the right to ask any
resident to leave the Guest House/Tourist Bungalow without giving any reason
for so doing.
31. Reservation of
accommodation made may however, be cancelled for State reasons and such
cancellation shall be ordered by Government or the Director, Tourist Department
only.
32. The list of
Guest Houses and Tourist Bungalows given in rule (1) may be altered by
Government from time to time, adding more bungalows or deleting any of them.
Appendix III
Rates of rent in Guest Houses and
Tourist Bungalows
1. Rs. 10 per head per day.
Every additional person occupying the room will be charged
Rs. 5 per day subject to a maximum of 2 persons in a single room and 4 persons
in a double room.
2. In the Annexes
to the Tourist Bungalows the room rent will be Rs. 10 per day. Every additional
persons occupying the room will be charged Rs. 3 per day subject to a maximum
of 2 persons in a single room and 4 persons in a double room.
3. Room rent of
the Bolghatty Palace, Ernakulam.- Rs. 20 per head per day. Every additional
person occupying the room will be charged Rs. 10 per day subject to a maximum
of 2 persons in a single room and 4 persons in a double room.

(A)
There will be a standard menu for the
separate meals served in these bungalows as specified below.

In respect of catering to State Guests, Non-Paying guests,
Paying Guests and Tourists, the sum of Rs. 18.00 will be fixed as catering
charges per head per day under Western Style and Rs. 8.00 per head per day
under Indian Style. The caterers will be paid a sum of Rs. 15.00 per head per
day under western style and Rs. 6.75 per head per day under Indian Style and
the balance will be credited to Government.
(B)
With a view to give the guests a wider
choice of dishes according to liking and to satisfy a larger circle of the
guests, special dishes at ala carte rates will also be made available, besides
the standard menu, subject to the conditions that the materials for preparing
the dishes are. readily available and advance notice for its preparation is
given by the guests. The rates for the ala carte dishes will be realized
according to the prices noted against each item plus twenty per cent charges
for Government. The caterers will be entitled to the actual cost of dishes and
the balance should be credited to Government,
(C)
Non-residents who are supplied with
chance meals from the Guest Houses and Tourist Bungalows will be charged an
extra 10% on the tariff rates to cover service charges. The caterers will be
paid the actual cost of the meals according to tariff rates and the balance
should be credited to Government.
(D)
For Lunch and Dinner Parties catered
for by the Guest Houses and Tourist Bungalows, full charges as for the separate
meals fixed, plus an additional 10% as service charges will be realized from
the hosts. The caterers will be paid the amount admissible to them and the
balance should be credited to Government.
(E)
There will be two standard menus and
two separate rates for the Tea Parties arranged by the Tourist Bungalows as
specified below: -
(I)
Sandwiches (Veg.), Biscuits, Cake,
Tea/Coffee- Rs. 1.20 per head
(II)
When the following items are served in
addition:- Indian sweet, Savory, Ice cream or Fruit salad, Fruits-
Rs. 2.40 per head
Full charges as above plus 30% charges for the Government
should be realized from the persons arranging the parties. The caterers will be
paid the full charges and the balance should be credited to Government. But
menus in addition to those specified above will not be served for tea parties
on any occasion.
The charges specified in the order will be applicable only
for the items actually prepared and supplied by the caterers. The caterers will
charge only the actuals for the dishes and other extra items purchased from
outside and supplied to the guests. All supplies made by the caterers should be
properly billed and full accounts maintained for audit. Printed copies of the
menu and the ala carte dishes and the tariff rates will be prominently
exhibited in all the rooms of the Bungalows for the information and guidance of
the guests.

Launches:
(i)
For ferry crossing between Ernakulam
and Bolghatty occupants of Bolghatty Palace will be allowed two to and fro
trips (four trips in all) free of charge and the occupants of the Guest House,
Ernakulam one to and fro trip free of charge.
Additional trips will be charged Re. 0.50 per head per trip
either way.

(ii)
Charges for Cruising:
(a)
Kaliyodam (Capacity 42 persons)
Rs. 60 per hour will be charged for a party not exceeding
25 persons. Additional persons in the party will be charged Re. 1 per head per

(b)
M.B. Lakshmi and Sagar (Capacity 10
persons)
Rs. 10 will be charged per hour.

(c)
M.B. Bolghatty (Capacity 20 persons)
Hire charges at a flat rate of Rs.25 per hour. For all the
boats hours will be calculated on jetty to jetty basis. The reservation fee is
Rs. 5 (Non-refundable).
(iii)
For journeys to Alleppey, Kottay am,
etc. the charges will Re. 1 per mile plus reservation fee of Rs.5 plus Rs. 5
per night if taken outside.
