Rule - 1. Constitution.

The Service shall consist of the following classes and categories of officers, namely: -

Class I (Port Conservancy Staff)

Rule - 2. Appointment.

Appointment to the various categories and classes shall be made as follows:

 

Class I (Port Conservancy Staff)

Category 1.

Port Conservator, Pier Master and Reserve Port Conservator

(1) By promotion from among Assistant Port Conservators, Wharf Supervisors. Assistant Pier Masters and Cargo Supervisors.

(2) By transfer from upper Division Clerks in the Kerala Ministers service employed in the Port Department.

Note:- Appointments by promotion and by transfer shall be made in the ratio of 1:2

Category 2.

Assistant Port Conservator, Wharf Supervisor, Cargo Supervisor and Assistant Pier Master

Note:- Where no ratio has been prescribed among different methods of appointments, appointments by direct recruitment and by transfer shall be resorted to only in the absence of qualified candidates for promotion.

Rule - 3. Appointing Authority.

The appointing authority for all classes and categories shall be the [15][Director of Ports.]

Rule - 4. Reservation of appointments.

The rules regarding reservation of appointments (General Rules 14-17) shall apply to all appointments by direct recruitment.

Rule - 5. Qualifications.

Age.

No person shall be eligible for appointment by recruitment to any of the posts specified in column (1) of the Table below, if he has not completed or will not complete the age of 19 years or if he has completed or will complete on the 1st day of January of the year in which applications for appointment are invited, the age mentioned in column (2) thereof.

[17][Provided that the age limit for the post of Tug Master, Assistant Tug Master Driver Grade I and Master Grade I shall be between 21 and 50 years and for the post of Operator-cum Mechanic, Cutter Suction Dredger.

Rule - 6. Other Qualifications.

No person shall be eligible for appointment to the class category or grade specified in column (1) of the Annexure, by the method specified in column (2) unless he possesses the Qualifications prescribed in the corresponding entry in col. (3) thereof.

Rule - [6A.

The qualification of experience prescribed by rule 6 shall not applying in the case of Scheduled caste and Scheduled Tribe candidates for direct recruitment. The candidate so recruited shall acquire the experience qualification after recruitment.][18]

Rule - 7. Visual standard.

No person shall be eligible for appointment to the service.

(i)       In any category, unless he is certified to possess the visual standard specified below:

Squint or any morbid condition of the eyes or eyelids (e.g. trachoma shall be deemed to be disqualification: and

(d)      Flag Lascars,

Unless he is certified to possess ability to distinguish the principal colours.

Rule - 8. Security.

No person shall be eligible for appointment as port Conservator or while serving as Port Conservator to be posted as Head Accountant, Leave Reserve Port Conservator or Pier Master; or for appointment as Assistant Port Conservator, Wharf Supervisor. Cargo Supervisor or Assistant Pier Master, unless he is able and willing to deposit cash security as noted below. Failure to deposit such security within a month from the date of such appointment or posting shall render him liable to be reverted to his permanent post or discharge as the case may be.

Rule - 9. Training.

A person appointed as [19][Signaller/Assistant Light Keeper and Signaller or Flag Lascar] Shall undergo a course of training in Morse Signalling, international code of Signals and upkeep of Aga acetylene lights during the period of their probation.

Rule - 10. Probation.

Every person appointed to a category shall, from the date on which he joins duty, be on probation as follows;

(i)       if recruited direct or by transfer from any other service, for a total period of 2 years on duty within a continuous period of three years; and

(ii)      if appointed by promotion, for a period of one year on duty within a continuous period of two years.

Rule - 11. [Tests.

(a)      The Officers allotted from Cochin or Madras and appointed to category 1 under Class I of rule 1 shall pass the Kerala Port Department Test during the period of probation if they have not already passed the test subject to the conditions stipulated in G.O. (P) 105/Public (services D) Department dated 16-3-1966.][20]

(b)      persons appointed to category 2 under Class I shall pass the Kerala Port Department Test during the period of probation subject to the condition specified in G.O. MS. 73/67/PW dated 24-4-1967.

(ii) Must have passed the Kerala [22][Port] Department Test and Account Test for Subordinate Officers Part for the Account Test (Lower); and

(iii) Must have had training under a Port Officer in out-door duties for a period of not less than 3 months.

2. Assistant Port Conservator, Wharf Supervisor. Cargo Supervisor And Assistant Pier Master

By transfer from L. D. Clerks or by promotion from Class II

Must possess the minimum general educational qualification of the S.S.L.C. Standard.

Note:-

(1) In the case of ex-servicemen, ability to read and write English will be considered sufficient. In such cases the selecting authority should certify that they possess the requisite knowledge in English for carrying out the duties of the post. Such candidate will, however be ineligible for transfer and promotion to posts involving administrative responsibilities such as the post of Port Conservator and higher posts.

 

 

(2) Candidates selected to the posts of Assistant Conservator, Wharf Supervisor, Cargo Supervisor and Assistant Pier Master will be giving training in Port work under a Port Officer and Port Conservator for a period of not less than three months.

[24][(3) In the case of ex-servicemen recruited direct to the posts of Signaller/Assistant Light Keeper and signaller ability to read and write English shall be considered sufficient. In such cases the selecting authority shall certify that they possess the requisite knowledge in English for carrying out the duties of the post. (b) For a period of not less than six weeks thereafter in the duties of Assistant Light Keeper and Signaller; and

(c) For a period of not less than six weeks in the upkeep of ‘Aga’ Acetylene light at the Government of India Light House workshop.

 

Class III

4. Master Grade I

Must possess a certificate of competency as Master issued under the Kerala State Ports Harbor Crafts Rules, 1970.

Must posses a certificate of competency as Home Trade Mate issued under the Merchant Shipping Act, 1958.

Or

Must possess a certificate of competency as Is1 Class Master issued under the Inland Steam Vessels Act, 1917.

Note:- Retired Chief Petty Officers/Petty Officers in the Indian Navy in the executive (Seamen) Branch shall be eligible for appointment by direct recruitment even if they do not possess the educational qualifications mentioned above.]

5. Master Grade 11/ Tug Master

Must possess Master’s License under the Travancore Public Canals and Public Ferries Act; or Certificate of competency as Master issued under the Minor Ports Harbour Craft Rules.

6. Driver Grade 11/ Tug Driver

Direct recruitment or promotion

(1) Must possess a certificate of competency as Engine Driver, granted under the Monitor ports Harbour Craft Rules or Driving License under the Travancore Public Canals and Public Ferried Act or such other certificate of competency as Driver recognized by Govt.

(2) Must have two years experience in handling Marine Diesel Engines; and

(3) Must be able to read and write English.

7. Operator – cum-Mechanic

Must possess-

(1) All India Trade Certificate in Motor Mechanic Trade.

(2) Experience in a Workshop engaged in repairs of Diesel Engines for a period of not less than two years: and

(3) Experience in a working as a mobile crane driver for a period of not less than two years.

8. Master Grade III/ Assistant Tug Master.

Any method

Must possess Master’s License under the Travancore Public Canals and Ferries Act; or certificate of competency as Serang under the Minor or Ports Harbour Craft Rules.

9. Assistant Tug Driver

Any method

Must possess a Driving License under the Travancore Public Canals and Public Ferries act; or a certificate of competency as Engine Driver under the Minor Ports Harbour Craft Rules or such other certificate of competency as Driver recognized by Government.

10. Tug Clerk.

Direct recruitment or transfer

Must possess the minimum general educational qualification of the S.S.L.C. standard.

11. Oilman

Direct recruitment or transfer from any other service.

Must have experience in the handling of Engines for a minimum period of one year].

Direct recruitment or transfer from any other

category or service.

[31][Must have studied upto standard VIII. Proficiency in boat pulling, knots, splices and rigging, handling single cylinder motor boats. Anchor work and swimming. The proficiency in above items of work shall be assessed in a practical test at the time of selection.

Note:- In making selection preferences as coming with in the meaning of G.O. (MS) 50/70/PD dt. 12-2-70, shall be given to candidates who had undergone “Seaman Training” successfully in the Kerala institute of Nautical Studies Vizhijam or similar other training institutions. (1) A degree in Mechanical Engineering of a recognized University: or

(2) Associate membership Diploma of the Institute of Engineers (India) in Mechanical Engineering, or

(3) A diploma in Mechanical Engineering of the Government of Kerala or any diploma declared equivalent thereto by the Government; or

(4) L.M.E. Diploma issued by the Technological Diploma Examination Board; or

(5) .A pass in sections A and B of the A.M.I.E (Ind).

2. Overseer (Electrical)

Direct recruitment

1. (a) Diploma in Electrical Engineering of a recognized institution obtained after under going a course of study of three years, or

(b) Diploma of a Technical School after 3 year's course of study and five years experience in Electrical Engineering; or

(c) Minimum general Educational qualification of the S.S.L.C. standard and a certificate from a recognized Technical School with ten years' experience in Electrical Engineering; or

(d) The final or inter-grade examination of the City and Guilds' Institute, London with five years' experience in Electrical undertakings; and

2. At least one year's experience in a workshop or in the operation and working of cranes.

2. Draftsmen, Grade II (Mechanical)

Must possess:-

(1) Diploma in Mechanical Engineering; or

(2) Draftsman course (Mechanical) of I.T.C. or M.T.I; or

(3) Grade II Certificate (Mechanical) secured by Draftsman under Technical Training Scheme, College of Engineering or any other certificate declared equivalent thereto by the Government.

4. Crane Operator (Electrical)

Direct

recruitment

1. Literacy in Malayalam.

2. (a) Training in Electrical Engineering Theory

and Practice in a recognized Technical school;

or

(b) Three years experience as Lineman, Wireman or Assistant Lineman, in an Electric Supply undertaking; or

(c) Grade III certificate issued by any of the War Technical Training Centres as Line man or Electrician (Preference will be given to those who have passed in Grade I or II); or

(d) A second class Lineman's certificate of the Indian Army; or

(e) Must be in possession of a current License for heavy Motor vehicles.

 

By promotion

(1) Experience as Assistant Crane Driver or in the operation and working of electric cranes in any Government or concern for not less than three years.

(2) Must be able to maintain and keep properly all moving parts of crane with proper lubricants etc.

(3) Must be conversant with the general working and operation of cranes.

(4) Must be able to Judge the approximate weight of load to be handled.

(5) Must be able to carry out simple repairs and routine maintenance.

5. Assistant Crane Driver (Electrical)

Practical experience for a period of not less than 6 months as a Fitter or Mechanic in a Mechanical Workshop

Preference will be given to those who possess a Boiler Attendant Certificate (Second class)

Note:- Selected candidates should undergo training under Steam Crane Drivers for a period of not less than one month.

6. Crane Driver (Steam)

Direct recruitment or promotion

1. Must be able to read and write English

2. Must possess a certificate of competency (2nd class) issued under the Boiler

Attendant's Rules.

7. Assistant Crane Steam Driver

Direct recruitment

Must have undergone training under a steam crane driver, for a period of not less than one month.

8. Mechanic

Direct recruitment or promotion

1. Must be able to read and write English

2. Must possess a certificate in General Mechanics from the Government Trades School or Practical Experience for two years in Welding in a structural workshop doing structural: and miscellaneous work.

3. Must have experience of one year as Fitter.

9. Mechanical Carpenter

Direct

recruitment

Certificate in Carpentry from the Industrial Training Institute or equivalent qualification.

10. Winchman

Direct

recruitment

Must have had experience in operating winches for not less than one month.

11. Fireman

1. A pass in standard VII or equivalent qualification.

2. A second class certificate issued under- (a) The Kerala Boiler Attendants Rule 1957

or

(b) Travancore-Cochin [32][Boiler] Attendants Rules, 1054, or

(c) Cochin [33][Boiler] Attendants' Rules 1115 M.E. or

(d) Madras Boiler Rules 1924, or

1. Must be able to read and write English.

2. Must possess practical experience for a period of not less than 4 years as a [35][machine] fitter in a big workshop and be good at bracing and case hardening all metals.

13. Blacksmith

Must have experience in a Government recognized workshop dealing with Blacksmith work for a minimum period of 2 years and been declared as competent in all duties as a blacksmith by the head of the Institution.

14. Pier Tindal

Direct recruitment or transfer from any service

Must have experience in maintenance work connected with the piers and handling of connected labor for a minimum period of 5 years.
