Rule - 1. Constitution.

The service shall consist of the following Branches and categories of Officers, namely:-

Rule - 2. Appointment.

(a)      Appointment to the various branches and categories be made as follows:-

In the absence of qualified hands for direct recruitment from among eminent sportsmen, such vacancies shall also be filled up by appointment by transfer under item (I) above.]

[18][5. Reserve Inspector, Mounted Police Unit.

Recruitment by transfer from among Reserve Sub Inspectors, Mounted Police Unit in the Kerala Police Subordinate Service having a minimum period of two years service as Reserve Sub Inspector in the Mounted Police Unit;

or.

In the absence of suitable candidates for transfer, by appointment from among the Reserve Inspectors or by transfer from Reserve Sub-Inspectors who are willing to be absorbed in the Mounted Police Unit permanently from District Armed Reserve in the State. Such persons will forfeit their claims for promotion in the regular Armed Reserve. In such cases a practical test in riding shall be conducted to determine the suitability of such candidates.]

[24][(ii) In the absence of suitable candidates for recruitment by transfer, by direct recruitment]

4. Armourer Inspectors

Recruitment by transfer from among Armourer Sub Inspectors of the Kerala Police Subordinate Service.

[25][5. Tester Inspectors

By transfer from among Finger Print Experts in the Kerala General Subordinate Service.)

[26][6. Inspector of Police (Explosives)

By appointment from the Circle Inspectors of the General Executive Cadre) under Branch 1-General]

[27][7. Motor Transport Inspector

(i) Recruitment by transfer from among Reserve Sub Inspectors/Armed Police Sub Inspectors in the Motor Transport Unit of the Police Department;

(ii) In the absence of qualified hands under item (i) above, by direct recruitment]

(b)      Promotions and appointments by transfer shall be made from select lists prepared on the basis of merit and ability, seniority being considered only where merit and ability are approximately equal. Persons included in a select list shall be ranked in the order of their seniority:

[28][Provided that selection for appointment by transfer to the post of [29][Inspector of Police (Explosives)] shall be made by a Board constituted for the purpose, consisting of the Inspector General of Police as Chairman,

Deputy Inspector General of Police (Criminal Investigation Department & Railways) as Convener, Superintendent of Police, Special Branch Criminal Investigation Department and Superintendent of Police, Crime Branch Criminal Investigation Department (I) as members.]

Rule - 3. Reservation of appointment.

The rules relating to reservation of appointments (General Rules 14 to 17) shall apply to the appointments by direct recruitment to all categories except category 2 of Branch II.

Rule - 4. [Appointing Authority.

The appointing authority for category 2 of Branch I, [30][categories 2, 4 and 5 of Branch II] and [31][categories 2, 3,4,5,6 and 7 of Branch III] shall be the Inspector General of Police.][32]

Rule - 5. Qualifications.

(a)      No person shall be eligible for appointment to the categories specified in column (1) of the Annexure to these rules by the method specified in column (2) unless he possesses the qualifications specified in the corresponding entry in column (3) thereof.

(b)      No person with a past history of insanity shall be eligible for appointment to any of the categories of this service.

Rule - 6. Probation.

Every person appointed to any Branch or Category shall from the date on which he joins duty, be on probation:

(1)     if recruited direct or by transfer from another service, for a total period of two years on duty within a continuous period of three years;

(2)     if appointed by promotion for a total period of one year on duty within a continuous period of two years.

Rule - 7. Training.

A probationer recruited direct to [33][ category [A] Branch I, shall undergo training in the Police Training College. A probationer recruited to category 2. Branch II shall undergo such preliminary training in the Police Training College and in the Malabar Special Police or Special Armed Police Battalions as may be directed by the Inspector General of Police, taking into account his previous training and experience. [34][A probationer recruited to category 5, Branch II by appointment or transfer from Armed Reserve shall undergo a training riding in the Mounted Police at Trivandrum for six weeks. If found necessary they shall be sent for training at Army Remount Centre. Meerut after the successful completion of the training at Trivandrum.]

Rule - 8. Test.

(a)      A person appointed by direct recruitment as Deputy Superintendent of Police [35][category 1A,] Branch I, shall pass at or before the fifth examinations held after such appointments, an examination in the following subjects:

Note. The examinations will generally be conducted half yearly by the Kerala Public Service Commission.

(b)      No person shall be eligible for increments in his time-scale of pay or for appointment as a full member of the service unless and until he has passed the examination in all the subjects specified in sub-rule (a):

(c)      If any person has satisfactorily completed the prescribed period of probation and has passed the examination in all the said subjects within the period prescribed by sub-rule (a) he shall count his service for increments and be deemed to have become a full member of the service on and from the date on which he has completed the period of probation or passed the said examination, whichever is later: and

(d)      If any person fails to pass the examination in any of the said subject within the period prescribed by sub-rule (a), he shall, by order, be discharged from the service.

(e)      Every person appointed to [36][category 1A] [37][xxx] of Branch I shall, within the prescribed period of probation, pass the Account Test for the Executive Officers of Kerala, if he has not already passed the Test or Account Test (Lower).

Rule - 9. Uniforms Grants.

A member of the service shall be paid such initial and recurring uniform grant as may be prescribed by the State Government from time to time.

Rule - 10. Quarters.

Where a member of the Service is provided with quarters by Government, he shall pay house rent at such rate as may be prescribed by Government from time to time.

Rule - 11. Transfer.

(a)      A person holding a post in any of the categories in this service may, in the interest of discipline and in public interest, be transferred either temporarily or permanently, to a corresponding post in another category in the same or in another branch in consultation with the Public Service Commission:

Provided that for transfer of an Armed Police Inspector of the Armed Police Unit as Reserve Inspector or Circle Inspector or vice versa upto a period of one year, the Public Service Commission need not be consulted if the appointment is expressed to be temporary and is made in the interest of discipline and/or public interest.

(b)      In determining the seniority of a person in the category to which he has been permanently transferred under sub-rule (a) the service rendered by him in the category from which he was transferred shall be deemed to be service rendered in the category to which he has been transferred.

Rule - 12. Area of service.

A member of the service shall be liable to serve in any part of the State of Kerala, or when so ordered by the State Government, in any part of India outside the State.

Rule - 13. Attack of insanity while in service.

A member of this service who get an attack of insanity shall be liable to compulsory retirement from the service.

Note 1. The total amount of Myopia (including the Cylinder) shall not exceed 1-4.00 D, Total amount of Hypermetropia (including the cylinder) shall not exceed +4.00 D.

Note 2. Wherever possible Fundus examination should be carried out and results recorded. The necessity for carrying out such examination is left to the discretion of the medical authority.

Note 3. Color Vision:- The following grade of color perception is essential.

(1)     Distance between the lamp and candidate 487.68 cm.

(2)     Size of apperture 1.3 mm.

(3)     Time of exposure 5 sec.

Satisfactory color vision constitutes recognition with case and without hesitation of signal red, signal green and transparent colors.

Note 4. Field of vision:- The field of vision shall be tested by the confrontation method. Where such test gives unsatisfactory or doubtful results, the field of vision should be determined on the perimeter.

Note 5. Night Blindness:- Night blindness need not be tested as a routine, but only in special cases. No standard test or testing of night blindness or dark adaptation is prescribed. The medical authority should be given the discretion to improvise such rough tests ego recording of visual acuity with reduced illumination or by making the candidate recognize various objects in a darkened room after he or she has been there for 20 to 30 minutes. Candidates own statements should not always be relied upon, but they should be given due consideration.

Note 6. Ocular conditions other than visual acuity:-

(a)      Any organic disease or a progressive refractive error which is likely to result in lowering the visual acuity should be considered as a disqualification.

(b)      Trachoma. Trachoma unless complicated shall not ordinarily be a ground for disqualification.

(c)      Squint. Squint, even if the visual acuity is of the prescribed standard, should be considered as a disqualification.

 

Branch II

[40][Armed Police Inspectors

Direct

Recruitment from among eminent Sportsmen

Educational. Pass in Pre-degree Course or its equivalent qualification.

Age. Must have completed 18 years of age and must not have completed 30 years of age on the first day of January of the year in which applications for appointment are invited.

Physical and visual standards. Must possess the following minimum physical standards:-

(a) (i) Height-165.10cm.160.2cm in the case of Scheduled Castes and Scheduled Tribes.

(ii) Chest. - 81.28 cm. on full expiration with a minimum expansion of 5.08 cm.

(b) Eye sight. Must be certified to possess the visual standards specified below with or without glasses.

1. (a) Graduation in Telecommunication/Radio Engineering or Technology or equivalent qualifications,

M.Sc. (Physics or Applied Physics) with Wireless/ Electronic as special subject.

(b) 5 years' practical and administrative experience in a major Radio Organization acquired after the acquisition of the academic qualification under item I above.

2. Age. Must not have completed 40 years of age on the 1st day of January of the year in which applications for appointment are invited, subject to relaxation as per rules.]

1A. Deputy Supdated of Police, Telecommunication

Appointment - from Radio Inspectors of Police

 

Direct Recruitment

8 years' service in the Police Radio Unit (including the radio branches of S.A.P. and M.S .P.) in the rank of Sub Inspector or above of which atleast 2 years' must be as Inspector.

[42][(a) B.Sc.(Engineering) Degree in Tele-communication and Radio Engineering or equivalent qualifications.

(b) Three years' experience in a major Radio Organization, acquired after the acquisition of the academic qualification in item (a) above.

(c) Must not have completed or must not complete 38 years on the first day of July of the year in which applications for appointment are invited.]

in the rank of Havildars/Head Constables or above of which at least two years must be as Sub Inspectors.

(a) Diploma in Telecommunication/Radio Engineering or equivalent.

(b) Two years' experience in a Major Radio Organization.

Note. In respect of Defense service personnel 3 years' experience in Signal Corps (Supervisory) with total service of 5 years will be reckoned as equivalent qualification for direct recruitment.

(c) Must be certified to possess the visual standard shown below:

(i) Right eye Left eye

(f) Must not have completed 30 years on the 1st day of July of the year in which applications for appointment are invited subject to the relaxation as per the general rules and orders relating to relaxation of age limit]

[46][3. [47][Inspector of Police (Explosives)]

By transfer

(1) Must be a graduate graduate of a recognized University;

(2) Must have a minimum of 5 years' experience in dealing with top secret matters of security importance;

 

 

(3) Must have experience in dealing with subjects connected with administration of the Indian. Explosives Act, 1884 and the Explosive Substances Act, 1908 and allied matters.]

[48][7. Motor Transport Inspector

Recruitment by transfer

(a) A Diploma in Automobile or Mechanical Engineering of the Government of Kerala or any Diploma declared equivalent thereto; and

(b) Not less than 5 years' experience in the cadre of Reserve Sub Inspector/Armed Police Sub Inspector in the Motor Transport Unit of the Police Department.

 

By direct recruitment

(a) A Degree in Automobile Engineering or Mechanical Engineering of the Kerala University or of any other University recognized by the Government of Kerala.

(b) Experience for a period of not less than five years in a responsible post (after acquiring the Degree) in a Motor Workshop having not less than 50 employees. The experience should be in Automobile Engineering/Mechanical Engineering, of which not less than 3 years should be as an Assistant Engineer (re-designated as Assistant Executive Engineer or equivalent) or an equivalent post.

(c) Must have completed the age of 25 years and must not have completed the age of 40 years on the first day of January of the year in which applications for appointment are invited.

Note. The upper age limit shall be relaxed upto 43 years for Other Backward Community and upto 45 years for Scheduled Caste/ Scheduled Tribe.]
