PREAMBLE

In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India and of all other powers hereunto enabling the Governor of Andhra Pradesh hereby the makes the following special rules for the Andhra Pradesh Treasury Accounts Subordinate Service.

Rule - 1. Short title and Commencement.

(1)     These rules may be called the Andhra Pradesh Treasury Accounts Subordinate Service Rules.

(2)     They shall be deemed to have come into force and on with effect from the 1st April, 1958.

Rule - 2. Constitution.

This service shall consist of the following branches and categories of posts in the departments under the control of the Director of Treasuries and Accounts.

Branch I

Subordinate Staff working in the Directorate of Treasuries and Accounts.

Categories :

Rule - 4. Reservation of Appointments:

The Rule of Reservation of appointments (General Rule 22) shall apply to direct recruits only. Provided that the reservation for physically handicapped persons shall be restricted to the or thopaedically handicapped persons only.

"Provided further that preference shall be given to women for appointment by direct recruitment to the posts of Junior Accountants and Senior Accountants to an extent of 30% of posts in each category of O.C., B.C., S.C., and S.T., quota in accordance with the provisions of General Rule 22A (2)".

Rule - 5. Age, qualifications:

No candidate shall be eligible for appointment by direct recruitment if he completes or has completed 28 years of age on the first day of July of the year in which the selection is made.

Rule - 6. Special qualifications:

No person shall be eligible for appointment to the category specified in column 2 of the Annexure to these rules, by the method specified in the corresponding entry in column 3 thereof unless he possesses the qualifications specified in the corresponding entry in column 4 thereof.

"Provided that a person who possess any degree of any University in India, established or incorporated by or under a Central Act, Provincial Act or State Act or an Institution recognised by the University Grants Commission shall be eligible for appointment by direct recruitment, on and from the 25th June, 1979 to the posts of Senior Accountant and Junior Accountant in the Office of the Director of Treasuries and Accounts of this Service".

[1][Provided that all members of the Treasuries and Accounts Services who were in service as on 14-12-88 including to those who were appointed by transfer shall be exempted from passing the Treasuries and Accouts Service Examinations, Part-I and Part -II for promotion or appointment by transfer to the category of posts to which the said Test is prescribed.

Rule - 7. Probation:

Every person appointed to any post shall from the date on which he Joins duty, be on probation for a period of two years on duty within a continuous period of two years if recruited by transfer or promotion; and for a total period of two years on duty within a continuous period of three years if recruited direct.

Rule - 8. Training.

All persons appointed by direct recruitment to the post of Senior Accountant shall undergo training in Accounts in the Accounts Training College for a period of 4 months and the period of such training shall count for duty for all purposes like probation, pension, leave, increment etc., subject to the restriction that unless such a person completes the training and passes the prescribed tests, if any, during or after the training he shall not be eligible for the first increment

Rule - 9. Tests.

The following tests are prescribed for directly recruited members of service:

Rule - 10.

An approved probationer in the category of typists and steno typists belonging to the Ministerial Service working in the Treasuries and Accounts Department shall be eligible

(i)       for transfer as Junior Accountant or Lower Division Auditor provided he is declared eligible by the Public Service Commission for such appointment, and he has undergone the training prescribed for direct recruits to the said posts; and

(ii)      for appointment by transfer as Senior Accountant or Upper Division Auditor provided he has been declared eligible by the Public Service Commission for appointment as Junior Accountant or Lower Division Auditor and has put in a service of not less than five years as typists or Steno-typists and also passed the requisite tests prescribed for appointment to the posts of Senior Accountant or Upper Division Auditor. Shroffs, Attenders, Cashiers and other employees of the Treasuries and Accounts Department belonging to the General Subordinate Service and employees of the Andhra Pradesh Last Grade Service of the Treasuries and Accounts Department shall be eligible for appointment by transfer as Junior Accountant or Lower Division Authority provided (i) they have put in a service of not less than five years in any category referred to above, (ii) possess the minimum General Educational Qualification or have passed the S.S.L.C. Standard Examination conducted by the Public Service Commission and (iii) have undergone the training prescribed for direct recruits to the posts of Junior Accountant-Lower Division Auditor.

Note: Typists, Steno-Typists who have put in service of not less than five years and passed Accounts Test for Subordinate Officers, Parts I and II are exempted from undergoing the training for the purpose of conversion as Junior Accountants/Lower Division Auditors:

"Provided that a Typist or a Steno-typist who is a graduate of a University in India, shall not be required to be declared eligible by the Public Service Commission for appointment as Lower Division Auditors Junior Accountants, or for promotion as Upper Division Auditors/Senior Accountants".

Rule - 11.

Unit of recruitment, discharge, seniority, probation, etc.:

(i)       for the purposes of recruitment, seniority, probation, discharge for want of vacancies and reappointment of probationers and appointment of full members, each branch of the Treasury and Accounts Subordinate Service shall be the unit.

(ii)      For Branch II, for the purposes aforesaid a district shall be the unit in respect of the categories of the posts in this branch except those under categories (1) and (2):

Provided that a person appointed as Assistant Treasury Officer between the 2nd December, 1960 and 11th October, 1961 must not have completed 50 years of age, at the time of such appointment.

Note: For purposes of recruitment, appointment, discharge for want of vacancy, seniority, promotion, transfer and appointment as full member, the unit of appointment shall be as specified in the table below:

(iii)     The Directorate, including each Account Office of the Heads of the Departments concerned shall be the unit for purposes of recruitment, seniority, promotions, etc., upto the category of Junior Accountants only. The Directorate including all the Account Offices of the Heads of Departments shall be the unit for purpose of promotion to the posts of Senior Accountants and Superintendents.

(iv)    For branch V for purposes of recruitment, appointment, discharge for want of vacancy, seniority, promotion, transfer and appointment as full members, the unit of appointment shall be as specified in the table below:

Each District is a separate unit of appointment, besides the following officers shall be separate units of appointments.

(a)      Office of the Audit Officer, Tirumala-Tirupathi Devasthanams, Tirupathi.

(b)      Office of the Audit Officer, (E.B) Tirumala-Tirupathi Devasthanams, Tirupathi.

(c)      Office of the Andhra Pradesh University, Waltair.

Rule - 12. Postings and Transfers:

All postings and transfers shall be made by the appointing authority:

Provided further that the District Treasury Officer shall be competent to order transfer and postings of Second Accountant and Huzur Treasurers and Senior Accountant within their jurisdiction.

Rule - 13. Security:

(a)      Where the Government by General or Special order direct that the holder or holders of any specified post or category of posts shall deposit a security for the due and faithful performance of his duties, appointment to such post or posts shall be made from the list of candidates drawn by the appointing authority. These lists shall contain the names of candidates who are not only eligible for inclusion in the lists but are also able and willing to deposit security of such an amount as may be specified in such general or special order. The names shall be arranged in the lists in order of preference.

 

(b)      Where appointment to a post of the description referred to in sub-rule (a) has to be made by the promotion of a member of the service such promotion shall be made subject to the condition that the member promoted is able and willing to deposit the security required.

 

(c)      In the case of appointment (including promotion) under sub-rules (a) and (b) above, the appointing authority shall issue the appointment orders only after the candidates concerned deposit the required amount as security.

 

(d)      When a member who has furnished security takes leave other than casual leave or is deputed to other duty, the person who is to be appointed to officiate for him shall be required to furnish the full amount of the security prescribed for the post, before the issue of the appointment order unless the member who has already deposited the security agrees that his security shall hold good for the officiating person also upto a maximum period of six months.

Rule - 14. Special Provisions:

(1)     Appointment of a person in one branch to equivalent or to higher post in the next above category in any other branch in the service may be made if the person is suitable and qualified for such appointment.

(2)     Appointment of a person in Branch I (x x x) by transfer from any other service may be made if the person is suitable and qualified for such appointment

Note: The special provisions in this rule to effect inter local cadre transfers shall be exercised by the Government.

(a)      Where no qualified or suitable persons are available in a local cadre; or

(b)      Where such transfers are considered necessary in the public interest

(3)     A person who has opted to the service from the Revenue Department within the prescribed dates, and appointed to the same or equal post in the service or promoted to the next higher post in the service, by the competent authority, shall be required to pass the Accounts Examinations prescribed for such post within a period of two years of the next examination immediately held after 29th July, 1961, the date of G.O.Ms.No. 306, Finance, dated 29th July. 1961, in which it was ordered that the new set of examinations contemplated in G.O.Ms.No. 414, Finance, dated 1st April, 1958 need not be introduced and that the Account Test for subordinate officers, Parts I and II should be extended to the entire Treasury and Accounts Service. If such a person is promoted within the period of two years from 29th July, 1961 he shall be reverted from the higher post to which he is promoted if he fails to pass the prescribed examination within the above stipulated period.

Note 1:The special provision (3) above shall apply to a person appointed on transfer to equal post or to higher in the service, from any other service.

Note 2:The special provision (3) shall apply to the persons of all categories in "Branch I", namely subordinate staff working in the Directorate of Treasuries and Accounts including the Subordinate staff attached to the Accounts Officers of the Heads of Departments from the date of issuing the order by the Heads of Departments concerned transferring the administrative control of the Accounts Branches to the Director of Treasuries and Accounts.

(4)     (Deleted). (G.O.Ms.No. 331, Fin., Dt. 20-7-1972).

(5)     In the case of recruitment to the posts of Senior Accountants in all branches (except Branch V) by direct recruitment and by promotion, the first vacancy in each unit of ten vacancies shall be filled by direct recruitment and the rest by promotion.

(6)     In the case of recruitment to the posts of Sub-Treasury Officers in Branch II by direct recruitment and by promotion and transfer, the first vacancy in each unit of five vacancies shall be filled by direct recruitment and the rest by promotion and transfer. At any time there shall not be more than four Senior Assistants of the Finance Department of the Secretariat and Sub-Treasury Officers and further recruitment from among such Senior Assistants shall be made only if a vacancy arises in the four posts held by such Senior Assistants.

(7)     In the case of appointment to posts of Senior Auditors and District Inspectors in Branch V, the substantive vacancy in each unit of five substantive vacancies shall be filled by direct recruitment and the rest by promotion.

(8)     All posts above the category of Junior Accountants and Junior Auditors shall be treated as selection categories to which promotion shall be made on grounds of merit and ability, seniority being considered only where merit and ability are approximately equal.

(9)     Only women shall be appointed to posts in categories 6, 7 and 8 of Branch VI:

Provided that a women so appointed shall not acquire by reason only of such appointment any right in the matter of seniority of full membership in the category until she gets her due turn.

(10)   District Inspectors of Local Fund Accounts by direct recruitment:

(i)       A candidate who is appointed by direct recruitment to the post shall undergo training for a period of three years in all the branches of work pertaining to the department; the period of training and the period of probation shall run concurrently. The period of training will also count for probation.

(ii)      The trainee who has satisfactorily completed his three years training and has passed the Subordinate Accounts Service Examination shall be eligible to be appointed as a full member of the service.

(iii)     A trainee shall, during the period of his training pass the Subordinate Accounts Service Examination conducted by the Andhra Pradesh Public Service Commission and failure to pass the examination accordingly shall entail termination of his service with effect from the date of publication of the results of the last examination covered by the period of training.

(iv)    Every such candidate appointed by direct recruitment to the post shall before undergoing the training, execute an agreement in the proper form with two sureties binding himself:

(a)      to undergo training for a period of three years as provided in clause (i):

 

(b)      to serve in the Local Fund Audit Department as District Inspector for a minimum period of three years on duty from the date of his first appointment as an Inspector after passing the Subordinate Accounts Examinations;

 

(c)      to serve in the Local Fund Audit Department as an Senior Auditor for a minimum period of 3 years on duty if he fails to pass the Subordinate Accounts Service Examination completely within the prescribed period, and if he is offered the post of a Senior Audi' rain the Local Fund Audit Department; and

 

(d)      to refund to the State Government the total amount drawn by him as pay and allowance, excluding travelling allowance, while undergoing training in case he fails to fulfill any of the aforesaid conditions.

(11)   Head Clerk In Branch V: (Repealed by G.O.Ms.No. 315. Fin. & PL, Dt. 7-10-1979).

(12)   Minimum Service: A minimum period of five years service in the post from which a person is promoted shall be prescribed for promotion to the next higher post

"Exception (i):For promotion to the category of Sub-Treasury Officers in Branch II, the total service as Senior Accountant and Second Accountant or Huzur Treasurer shall be counted for the purpose of minimum period of 5 years.

Exception (ii):In the case of promotion to the category of District Inspector in Branch V from the category of Head Clerk, the service as Senior Auditor and Head Clerk put together shall be counted for the purpose of minimum period of 5 years".

Note: When fully qualified persons with a service of 5 years are not available, approved probationers who are fully qualified for promotion to the next higher post shall be eligible for promotion to such posts.

Rule - 15. Repeal and Savings:

The Cadre and recruitment Rules of the Hyderabad Accounts Service published in the erstwhile Hyderabad Government Notification No. 22-G.A.D. 19-SRC-52, dated the 18th April, 1956 and the Special Rules relating to the Local Fund Audit Subordinate Service contained in Volume III of the Madras Service Manuals are hereby repealed.

The Ministerial Service Rules, 1953 issued by the Government of Madras in their Order No. 2738, Public (Ser.), dated 30th September, 1953 and contained in Volume III of the Madras Service Manual, in so far as they relate to the following posts are also hereby superseded to the extent provided for in these rules.

Superintendents in Directorate of Treasuries and Accounts and in the Accounts Branches of the Heads of Departments.

Huzur Head Accounts

Taluk Serishtadars

Head Accountants in the Taluk Offices

Second Accountants

Treasurers

Clerks, Upper Division doing accounts work (i.e., Senior Accountants) and Junior Accountants in District Treasury or Sub-Treasury:

Provided that nothing in these rules shall affect the regular appointment already made under the Ministerial Service rules 1953, and the Local Fund Audit Subordinate Service Rules:

Provided further that notwithstanding anything contained in these rules, appointments made to the posts of A.T.O's. during the period from 1st April. 1958 to 31st October, 1961 as per list issued by the Government shall be treated as regular appointments.

Provided that the candidates possessing degree qualification are not available those who possess the minimum general educational qualification and/or otherwise lit shall be eligible for appointment.

II. Subordinate staff working in Treasuries & Sub-treasuries.

1. Assistant Treasury Officers

(i) Direct recruitment

Must hold a degree in Commerce or Economics or Mathematics of any University recognised by the University Grants Commission.

Must have undergone Sub-Treasury Officer's Training for a period of 8 weeks.

 

 

(iii) Recruitment by transfer

Must have passed

(i) Accounts Test for subordinate officer Part-I and II; or

(ii) Accounts Officers Examination or the Accountants Examination of the Government of Hyderabad or any other Examination of the Government of Hyderabad declared as equivalent thereto; or

(iii) S.A.S. Examination (only persons who have been specifically declared as S.A.S. by the Government of Hyderabad);

(iv) And must have undergone Sub-Treasury Officer's training for a period of 4 months.

 

3. Treasurers and Second Accountants.
