PREAMBLE
In exercise of the
powers conferred by the proviso to Article 309 of the Constitution of India and
of all other powers hereunto enabling and in supersession of the Special Rules
Issued in G.O.Ms.No. 729. Forest and Rural Development (AH.I) Department,
Dated: 24-09-1977 and as amended from time to time and all the Adhoc Rules
issued from time to time governing the various posts in Andhra Pradesh Animal
Husbandry Services, the Governor of Andhra Pradesh hereby make the following
special rules for the Andhra Pradesh Animal Husbandry Service.
Rule - 1. Short Title.
These rules may be called The Andhra Pradesh State
Animal Husbandry Service Rules 1996.
Rule - 2. Constitution.
The service shall consist of the following classes

Rule - 3. Method of Appointment and Appointing Authority.

(b)
Promotion to all Classes and Categories shall be made on grounds of
merit and ability, seniority being considered only where merit and ability are
approximately equal.
(c)
All the clear vacancies in the categories of Assistant Directors of
Animal Husbandry shall be filled by promotion from among the Veterinary Assistant
Surgeon.
Rule - 4. Reservation of Appointment.
(a)
The rule of special representation (General Rule-22) shall apply to
appointment by direct recruitment to the posts of Veterinary Assistant
Surgeons. The rule of special representation in so far as it relates to
physically handicapped persons shall apply only to orthopadically handicapped
persons. I
(b)
In the matter of Direct Recruitment to the post of Veterinary Assistant
Surgeons, women shall be selected to an extent of atleast 33 1/3% of posts in
each Category of other Castes, Backward Class-A, Backward Class-B, Backward
Class-C, Backward Class-D, Scheduled Tribes and Physically Handicapped persons.
Provided that if sufficient number of women candidates are not available such
vacancies maybe filled by men candidates.
Rule - 5. Age.
No person shall be eligible for appointment by
direct recruitment if he/she has completed thirty years of age on the first day
of July of the year in which the notification for selection is made or the age
limit fixed for such purpose by Government from time to time.
Rule - 6. Qualifications.
(a)
No person shall be eligible for appointment to the posts mentioned in
Column (2) of the following table by the method specified in Column (3) unless
he/she possesses the qualifications and requirements mentioned in corresponding
entry in Column (4) thereof.

Rule - 7. Probation.
(a)
Every person appointed by direct recruitment to the post of Veterinary
Assistant Surgeon shall from the date on which he/she commences probation, be
on probation for a total period of two years duty within a continuous period of
three years.
(b)
Every person appointed to any of the posts either by promotion or by
transfer shall from the date on which he commences probation, be on probation
for a total period of one year on duty within a continuous period of two years.
Rule - 8. Training.
(a)
Every person appointed by direct recruitment to the post of Veterinary
Assistant Surgeon shall undergo immediately after appointment, training as
prescribed by the Director of Animal Husbandry.
(b)
Every person appointed by direct recruitment to the post of Veterinary
Assistant Surgeon shall before the commencement of training, execute an
agreement bond that he shall serve the Department for a period of three years
after the completion of training referred to in sub-rule (a). He will be liable
to refund to the Government the pay and allowances and any other remuneration
received by him in addition to the amount spent by the Government on his
training.
(i)
If he falls to serve the Department for a period of three years after
the completion of his training for any reason; or
(ii)
If he discontinues the training or is discharged from training course
for misconduct or any other reason: or (iii) If he secure any other employment
elsewhere than under the State Government
(c)
The period of training shall count for purpose of probation, Increments,
leave and pension.
(d)
A direct recuit shall be eligible during the period of training for the
initial pay of the post with usual allowances admisible at the place of
training.
Rule - 9. Tests.
Every person appointed by direct recruitment to the
post of Veterinary Assistant Surgeons shall pass the following tests within the
period of probation :-
(i)
Accounts Test for Executive Officers.
(ii)
Animal Husbandry Department Test
Rule - 10. Transfers and Postings.
The Director of Animal Husbandry shall be the
competent authority to post and transfer Assistant Directors and Veterinary
Assistant Surgeons. The Joint Directors incharge of a District shall be
competent to transfer Veterinary Assistant Surgeons within their respective
districts. Government shall be the competent authority to make postings and
transfers In respect of all other Categories of posts in the service. The
Director shall be competent to post Veterinary Assistant Surgeons to his office
and to the State Level Offices.
Rule - 11. Unit of Appointment.
For purposes of recruitment appointment, discharge
for want of vacancy, re-appointment, seniority promotion, transfer and posting
and appointment as full member to the post specified in Col. (2) of the Table
below, the unit of appointment shall be as specified below as per the Six point
formula.

Provided that the posts of Veterinary Assistant Surgeons
in the Office of the Director of Animal Husbandry and the State Level Offices
(Notified under the Presidential Order) shall be filled by transfer on tenure
of persons holding equivalent posts in the various zonal units, equitable with
reference to the basic cadre strength of the respective posts in each of the
Zones.
Rule - 12. Private Practice.
Members of the service shall not be entitled to
engage in private professional practice as of right, but may ordinarily do so,
subject to such conditions as may be laid down by the State Government from
time to time. The State Government may at any time, prohibit any member of the
service from engaging in private professional practice If, in their opinion,
such private professional practice would interfere with the effecient discharge
of his official duties.
