Rule - 1. Constitution.
This service shall consist of the following Commissioned,
Non-Commissioned and other officers of the Andhra Pradesh Special Police Force,
namely.

Non-Commissioned Officers:

Rule - 2. Appointment.

(b)
(i)
Promotion to the under mentioned posts shall be made on grounds of merit and
ability, seniority being considered only where merit and ability are
approximately equal.
Reserve Inspectors and Reserve Sub-Inspectors.
(ii) Promotion to the rank of Reserve Inspectors shall be made in
consultation with the Inspector-General of Police. Promotions to the posts of
Reserve Inspectors and Reserve Sub-Inspectors shall be made from combined list
of qualified candidates suitable for promotion in the Andhra Pradesh Special
Police Units. Where candidates in such list are arranged in the order of
preference, promotion shall be made in such order :
"Provided
that appointment to the category of Reserve Inspectors from Reserve
Sub-Inspectors shall be on region wise basis upto 12th July, 1978".
(c)
All other
promotions shall be made within each Battalion with due regard to seniority,
efficiency and suitability. Where other qualifications are equal the senior
shall be selected for promotion :
Provided that the members in the said categories shall pass the
promotional tests as prescribed in the A.P.S.P. standing orders.
Rule - 3. Appointing Authority.
The appointing authority for Reserve Inspectors and Reserve
Sub-Inspectors shall be the Deputy Inspector General of Police concerned and
for others and the Commandant of the Force.
Rule - 4. Other Qualifications.
(a)

from the actual age, shall not exceed twenty five years or twenty two years,
as the case may be).
(2) Must
not be less than 167.6 cms in height The chest measurement shall not be less
than 86.3 cms round the chest with a minimum expansion not less than 5 cms on
full inspiration. Provided that in the case of Gurkhas and Gharwalies the
minimum height shall be 155 cms. Provided in the case of candidates belonging
to Scheduled Tribes or Aboriginal Tribes in agency areas where the reserved
quota cannot be fully utilised for want of sufficient number of such
candidates

possessing
the requisite qualifications, the physical standards shall be as specified
below:

be less than 164 cms in height, must not be less than 83.00 cms round the
chest on full inspiration with a minimum expansion of 5 cms:

further that in the case of appointment of candidates in Agency areas
preference shall be given to candidates belonging to any of the Aboriginal
Tribes mentioned in Schedule-I to Part-I of the Andhra Pradesh State and
Subordinate Services rules who possess the prescribed qualifications.
(3) Must
satisfy the requirements laid down in Annexure-I to these rules with regard
to his general physical fitness and eye sight.
(4) Must
have completed probation in any category from which promotion is to be made.
(5) Must
have ability to read and write one of the three languages namely Telugu, Urdu
and Hindi.
(6) If
recruited, direct must hold a degree of any University in India, established
or incorporated by or under Central Act, Provincial Act or State Act or any
Institution recognised by the University Grants Commission or any other
equivalent qualification or if the candidate is a member of the Scheduled
Caste or Scheduled Tribes, he must have passed the Intermediate Examination
conducted by the competent authority in the State or such other
qualification, as may be considered equivalent by the State Government
(7) Must
qualify in 3 out of 5 items of Physical Efficiency Test of one star standard
as detailed below:

(5) Based
on merit in National Physical Efficiency Test III Star Standard as mentioned
above, candidates will be required to appear before the selection committee for
an Interview carrying 25 marks in the ratio of 1 : 2 in each group and
community.
If there
are more candidates securing equal marks at the cut-off point of 1 : 2 ratio
in each group and community all such candidates may also be called for
Interview.
(6) Marks
obtained in the National Physical Efficiency Test of III Star Standard (75)
marks and Interview (25) total 100 marks would determine their order of merit
for final selection in each group and community.
(7) The
Selection Committee for the posts of Police Constables (A.P. Spl. Armed
Police) will consist of 3 members as detailed below :
1.
Commandant of concerned
APSP
Battalions. Chairman.
2.
Additional Superintendent of Police of the concerned District. Member.
3.
Additional Commandant of any other APSP Battalion/ Commandant Home Guards.
Member.
(To be
nominated by the Director General and Inspector General of Police or
Chairman, SLRB, as the case may be).
(8) The
Director General and Inspector General of Police may nominate the Deputy
Inspector General of Police Battalions as Chairman of the Selection Committee
in addition to the above 3 members under special circumstances.
(9) The
Director General and Inspector General of Police, may grant exemption from
height and chest measurements in respect of Orphan Children of Police
personnel in the State, subject to the candidate possessing a minimum height
of 162.5 cms and a chest measurement of 84 cms on full inspiration with a
minimum expansion of 4 cms.
(10) In
the case of candidates belonging to the Scheduled Tribes and Aboriginal
Tribes in the Agency areas of Adilabad, East Godavari, Khammam,
Mahaboobnagar, Warangal, West Godavari, Srikakulam, Viasakhapatnam and
Vizianagaram Districts where the reserved quota cannot be fully utilised for
want of sufficient number of such candidadtes possessing the requisite
qualifications, the physical standards and educational qualifications shall
be as specified below:
Must not
be less than 160 cms in height.
Must not
be less than 80 cms round the chest on full inspiration with a minimum
expansion of 3 cms.
Must have
studied upto V Class :
Provided
that preference shall be given to the candidates belonging to any of the
Aboriginal Tribes and Scheduled Tribes mentioned in Schedule I of Part I and
Schedule II, Part B of the Andhra Pradesh State and Subordinate Services
Rules, who possess the prescribed qualifications.
(11) The
Home Guards are eligible for appointment of Police Constables in A.P. Special
Armed Police provided that.
(a) they
fulfill the physical standards prescribed for the post of Police Constables
(APSP).
(b) they
have passed S.S.C or equivalent examination.
(c) they
have served in the Homeguards Organisation continuously for a minimum period
of 2 years out of which atleast 180 days must have been spent actually on
duty as Homeguards.
(d) they
must have completed the age of eighteen years and must not have completed the
age of thirty years and that:
(e) for
Homeguards who are tribals or residents of tribal areas qualifications
specified in para 10 shall apply mutatis mutandis.
(12)
Candidates who are meritorious sportsmen are eligible for appointment by
direct recruitment as Police Constable (APSP) provided that they fulfill the
physical standards prescribed for the posts of Police Constables (APSP), that
they have passed S.S.C examination and that they have not completed the age
of 30 years.

|
Explanation
.For definition of the word "Meritorious Sportsmen" sub-rule (10-A)
of Rule 3 of Andhra
Pradesh State and Subordinate Services Rules shall be applicable.
|
|
|
|
|
|
|
|
|
Note. Wherever
age occurs shall be reckoned as 1st July of the year in which selection is
made.
(b)
All
candidates for appointment to any category lower than that of Reserve
Inspectors [xxxx]
and Reserve Sub-Inspectors must be inspected and passed by the Commandant.
(c)
In the case
of a candidate who has rendered war service, the period of his war service
shall be excluded in computing his age for appointment. Such person shall, if
invalidated from service, be entitled to deduct from his age the period from
the time when he was invalidated upto 1st April, 1946.
Rule - 5. Securities.
Reserve Inspectors [xxx]
who are entrusted with Government money of the Special Armed Police Units,
shall furnish security for Rs. 500 in the shape of Fidelity Insurance Policy
besides execution of a bond for Rs. 2,000 :
Provided when a member who has furnished security takes leave other than
casual leave or is deputed on other duty, the person who is appointed for him
shall be required to furnish the security as stated above :
Rule - 6. Probation.
Every person appointed to a Category shall, from the date on which he
joins duty, be on probation for a total period of two years on duty within a
continuous period of three years, if recruited direct and for a total period of
one year on duty within a continuous period of two years if recruited by
promotion or by transfer.
Rule - 7. Training.
(1)
A
probationer appointed otherwise than by promotion shall, within the prescribed
period of his probation, undergo training in the Police Recruits School for a
period of not less than six months and there after advanced training for a
period of not less than four months in the Andhra Pradesh Special Police
Battalion, to the satisfaction of the Commandant.
(2)
A
probationer who has not had the opportunity to undergo or complete the said
training within the prescribed period of probation shall not be deemed to have
satisfactorily completed his probation until he has undergone the said training
to the satisfaction of the Commandant.
(3)
(i) A person
selected for appointment by transfer as Naik R/T operator, shall undergo a
course of training under the Superintendent, Police Communications, for a
period of not less than six months and not more than one year as the appointing
authority may decide. A person selected for appointment as Police Constable
Radio-Operator shall undergo a course of training under the Superintendent,
Police Communications for a period of not less than six months and not more
than nine months as the Superintendent, Police Communications may decide. Such
a person during the period of such training, shall be attached to the Battalion
to which the incumbent belongs and will draw such pay and allowances as will be
admissible if he had not been deputed for training.
(ii) A candidate selected as Naik R/T Operator must qualify himself as a
Grade-I Operator by passing Grade-I Operator's Test as prescribed in the
Schedule attached, if, after the training, the candidate does not acquire the
qualification mentioned above, he will be reverted back to his original post. A
member selected as Police Constable R/T Operator must qualify himself as a
Grade-II Operator by passing Grade-II Operator's Test as prescribed in the
schedule attached. The appointing authority may, however, as its discretion
permit candidate who has failed in Grade-II Operator's test in the first
chance, to sit for a subsequent examination in the same test after undergoing a
refresher course for three months.
The candidate who fails in the test in the second chance shall be
reverted back to his original post.
(4)
Every
trainee receiving training at Government cost or support should serve the
Department for a period of not less than five years, failing which he shall be
liable to repay the pay and allowances, or any other remuneration received by
him in addition to the amount spent by the Government on his training. Recovery
of expenditure incurred by the Government shall also be made in the following
cases namely :
(i)
If the
trainee discontinues the training or is discharged from the training for
misconduct or any other reason ; and
(ii)
If the
trainee seeks employment in any other Department of the Government for which
the training imparted to him is not useful.
He shall also execute a bond in the form prescribed by the Government:
Provided that the sub-rule shall not apply (i) to routine courses such
as refresher courses and for such other courses of training as are of short
duration and do not involve much expenditure, (it) to the candidates recruited
as Police Constables.
Rule - 7-A. Language Tests in Telugu.
Notwithstanding anything in Rule 13-A of the Andhra Pradesh State
Subordinate Service Rules, the personnel of the Andhra Pradesh Special Armed
Police Service in service on 15-11-1960 and members of the Andhra Pradesh Special
Police Battalions deputed for duty ex-State shall be exempted from passing the
language test in Telugu.
Rule - 8. Pay of probationers and approved probationers
There shall be paid a probationer or an approved probationer on duty the
pay which would be admissible to him if he were a full member of the service,
in the category in which he is holding a post, as modified by the operation of
Fundamental Rules 22 and 31 :
Provided that a Reserve Sub-Inspector appointed by direct recruitment
shall, during the period of training be paid Rs. 100 per mensum.
Rule - 9. Discharge and re-appointment of probationers and approved probationers.
(a)
(i)
Probationers and approved probationers shall be discharged for want of
vacancies in the following order .
First, the probationers and approved probationers who have been promoted
from lower categories in the order of juniority;
Second, the probationers and approved probationers who have been
recruited direct in the order of Juniority.
(ii) The order of discharge laid down in clause (i) may be departed from
in cases where such order would involve excessive expenditure on Travelling
Allowance or exceptional administrative inconvenience.
(b)
(i) Approved
probationers and probationers who have been discharged for want of vacancies
shall be reappointed as vacancies occur in the inverse of the order laid down
in clause (i) of sub-rule (a). But the said order may be departed from in cases
where such order would involve excessive expenditure on travelling allowance or
exceptional administrative inconvenience.
(ii) A vacancy in any category of the service not being a vacancy which
should be filled by direct recruitment, shall not be filled by the appointment
of a person who has not commenced his probation in such class or category when
an approved probationer or a probationer therein is available for such
appointment.
Rule - 10. Pay.
There shall be paid to a full member of the service while holding a post
in the category mentioned in column (1) of the table below a monthly pay calculated
at the rate prescribed in the corresponding entry in column (2) thereof:

Provided that nothing contained in this rule shall affect the operation
of the provisions of Article 526 of the Civil Service Regulation relating to
the fixation of pay of a member of service who is in receipt of military
pension.
Rule - 11. Special Pay
In addition to the pay mentioned in Rule 10 there shall be paid to the
members of the service special pay and allowance calculated at the rates and in
the circumstances specified in Annexure-II to these rules.
Rule - 12. Travelling allowance concession.
(1)
Every
Non-Commissioned Officer and Constable whose home is more than 50 miles from
his headquarters shall, when proceeding on leave other than casual or
compensation leave, be entitled to the travelling allowance specified below
namely:
(a)
Actual third
class railway fare to home and back once a year provided that not more than 50
per cent of the sanctioned strength shall be granted this concession in any
year.

(i) to
bring his family to headquarters
|
Actual
third class railway fare for family from his home headquarters.
|
|
(ii) to
take his family to home and back
|
Actual
third class railway fare provided that this concession shall be granted to
him only once in four years.
|
(2)
Every member
of the service shall, on transfer be entitled to travelling allowance on the
scale and at the rate admissible under the Andhra Pradesh Travelling Allowance
Rules to a member of the Andhra Pradesh Police Subordinate service drawing the
same pay.
(3)
Every
Non-Commissioned Officer and Constable shall, on discharge, resignation or
dismissal be eligible for third class fare to his home for himself and his
family.
Rule - 13. Batta.
There shall be admissible to members of the service while serving away
from headquarters, daily allowance at the rates prescribed in the Andhra
Pradesh Travelling Allowance Rules for members of the Andhra Pradesh Police
Subordinate service drawing the same pay. If any additions to the rates
prescribed in the Andhra Pradesh Traveling Allowance Rules have been sanctioned
for particular localities such additions may also be drawn. Mileage shall not
be admissible for marches of over 20 miles but free transport shall be provided
for members of the service and their baggage. Traveling allowance for marches
of twenty miles and less shall be governed by Rule 24(a) and 26(b) of the
Andhra Pradesh Travelling Allowance Rules but no allowance shall be drawn for
Journeys involving absence from headquarters for periods not exceeding six
hours in each case. Subject to these provisions the Andhra Pradesh Traveling
Allowance Rules shall apply to members of the service.
When rations are supplied the members of the service shall be required
to contribute towards the cost up to the amount of their dally allowances.
Rule - 14. Quarters
Members of the service shall be entitled to rent free quarters.
Rule - 15. Leave.
(a)
The
Fundamental Rules relating to leave and Subsidiary Rules made thereunder by the
Government and the Andhra Pradesh Leave Rules as amended from time to time
shall apply to all members of the staff. Such of the members of the service who
were in the service of the erstwhile Government of Hyderabad will continue to
be governed by the leave rules to which they were eligible immediately before
the 1st November, 1956 if they have opted for them.
(b)
No leave
except leave on medical certificate, hospital leave and special disability
leave shall be granted to any member of the service unless he can be spared.
Rule - 16. Military Service.
Subject to the provisions of Article 356 of the Civil Service
Regulations service rendered in the Indian Army shall count for pension and
gratuity in the case of any member of the service.
(i)
Who is
invalidated at any stage; or
(ii)
Who is
entitled to a pension for service in the Force; or
(iii)
Who, after
transfer to the ordinary police, retires therefrom.
Rule - 17.
[Superseded by G.O.Ms.No. 288, Home, dated 6-5-86]
Rule - 18. Transfers of full members and approved probationers on less pay.
A full member or an approved probationer of the service shall not be
transferred to another service, class or category carrying less than his
relative position in the cadre of the service or category to which he belongs
would Justify except as a punishment or except with his consent, express or
implied.
Rule - 19. Uniform.
Every member of the service shall be given a free supply of uniform as
specified in Annexure III to these rules. A Reserve Inspector [xxx] Sub-Inspector
may also be paid such money advance as the State Government may consider
necessary repayable in six regular monthly instalments.
Rule - 20. Pension and gratuity.
Subject to the provisions of Rule-21 the grant of pension and gratuity
to the members of the service shall be regulated as follows, namely.
(a)
Pensions and
gratuities shall be granted only for approved service;
(b)
Service
qualifying for pension or gratuity shall be reckoned in accordance with the
rules in the Civil Service Regulations;
(c)
No gratuity
or pension shall be paid to members of service who resigns the service;
(d)
Members of
the service shall be eligible for invalid gratuity retiring and invalid
pensions at the rates and on the conditions laid down in the Civil Service
Regulations:
Provided that:
(i)
Retirement
without medical certificate shall be permissible, in the case of all ranks on
completion of 25 years of qualifying service and they shall be eligible for
pension of 30/60 of average emoluments.
(ii)
All service
rendered after attaining the age of 18 years shall count in the case of all
ranks for invalid pension and gratuity and retiring pensions and superannuation
pension.
(e)
The grant of
pensions and gratuities on account of wounds, injuries and illness, caused by
field service and pension for families of members who are killed or who die of
wounds, or disease on service shall be regulated by the provisions of the Civil
Service Regulations.
(f)
In all
matters not specifically provided for this rule the pension rules in the Civil
Service Regulations shall apply.
(g)
All the
Special Police personnel who were enlisted on or after the 1st April, 1950
should join the Contributory Provident Pension fund scheme and those enlisted
prior do the 1st April, 1950 may join the said scheme, if they so desire.
Rule - 21. Condonation of service and other conditions.
No member of the service shall be entitled to any condonation of service
under Article 423 of the Civil Service Regulations:
Provided that the State Government may on the recommendation of the
Inspector General of Police, grant to any member of the service any concessions
to which he is not entitled under these rules.
Rule - 22. Resignation.
(a)
A member of
the service may resign the Force at any time provided that:
(i)
the
battalion is not on active service, and
(ii)
the
acceptance of the resignation will not reduce the sanctioned strength of the
service by more than 10 per cent.
(b)
A member of
the service shall, if he resigns his appointment forfeit not only the service
rendered by him in the particular post held by him at the time of resignation
but all his previous service under the Central or State Government.
The re-appointment of such person to the service shall be treated in the
same way as a first appointment to the service by direct recruitment and all
rules governing such appointment shall apply, and on such reappointment he
shall not be entitled to count any portion of his previous service for any
benefit or concession admissible under any rule or order:
Provided that nothing contained in this rule shall affect operation of
clause (b) of Article 418 or of Article 422 of the Civil Service Regulations.
Rule - 23.
Omitted by G.O.Ms.No. 1870, Home (Police-C) Dept., dated 11-12-1970).
Provided that nothing contained in this rule shall affect the operation
of the provisions of Chapter XII in Part VII of the Fundamental Rules in regard
to the transfer of officers to foreign service.
Rule - 24. Transfer from one Battalion to another.
Transfer from one Special Police Battalion to another shall be made by
the Deputy Inspector General of Police [xxx] A.P.S.P. Batns.
Provided that the transfers of R/T personnel between the A.P.S.P. and
Police Radio Branch will be ordered by the Superintendent, Police
Communications in consultations with the Commandants concerned.
Rule - 25. Application of General Rules
The General Rules for the State and Subordinate Services shall apply to
this Service also unless a contrary intention is expressed in any rule.
Rule - 26. Savings.
(a)
Nothing in
these rules shall adversely affect any person who was a member of the service
on the date of issue of these rules;
(b)
Where these
rules would adversely affect in respect of any matter, person who was a member
of the service in a post before the issue of these rules he shall in respect of
such matters be governed by the rules or orders, if any, which were applicable
to him immediately prior to such date.
Rule - 27. Age-limit applicable to candidates belonging to Scheduled Castes, etc.
The upper age-limit prescribed for recruitment to the posts in
categories 1 to 6 shall be raised uniformly by five years in the case of a
candidate recruited during the period between the 25th February, 1957 and the
6th July, 1960 (both days inclusive) and belonging to any of the Scheduled
Castes, Scheduled Tribes, Backward Classes or the Aboriginal tribes in the Agency
areas, specified in Scheduled 1 to Part I of the State and Subordinate Services
Rules:
Provided that this concession shall not be allowed in respect of posts
for which the age-limit is forty years or over.

Directions
for Using the "Test Dot Card"
(1)
Place the recruit with his back to the light,
and hold the test card perfectly upright in front of him at a measured distance
of exactly 10 feet. The light should fully on the card.
(2)
Examine each eye separately. The eye not
under trial be shaded by the hand of an assistant, who will take care not to
press on the eye ball.
(3)
Expose some of the "dots" not more
than seven or eight at a time and desire the recruit to name their number and
positions, vary the groups frequently to provide against deception.

I. Operation:

II. Procedure:
Must have a detailed working knowledge
of both C. W. and R.T. Procedure including operating signal registration of
message and maintenance of W.T/Log.
III. Technical Knowledge:
(a)
Must have a knowledge of Wireless equipment
and accessories.
General knowledge of Wave Motion and
its analogy with sound Conductors and Insulators, Condensers, Ohm's law, Series
and Parallel, Connection, Magnetism, Electromagnets, Primary and Secondary
Cells, Electromagnetic Induction, Dynamo and Motor.
Detailed knowledge of operation,
adjustment and maintenance of W./T and R./T transmitters and receivers.
Detailed knowledge of operation,
adjustment and maintenance of the Accessory Apparatus such as Motor Generator
Sets, Transformers and Rectifiers used in Power Supplies A.C. Meters.
(b)
Must have sufficient knowledge of plant
maintenance. To be able to
(i)
locate simple faults and to undertake minor
in Wireless sets;
(ii)
to detect the frequency of an incoming
signal;
(iii)
Cut and prepare dipole Aerials and
transmission lines :
(iv)
Charge batteries from C.C/A.C Mains and to
locate simple faults in Power Supply Systems.
Grade II
Operators
I. Operation :
Must be able:
(a)
to receive 10 standard messages in 15 minutes
with accuracy of 98.5% (with grade of Interference Q.R.M. 3.)
(A standard message consists of 100
characters with at least 60 characters of text in plain language of 75
characters with at least 40 characters of text in Cipher or Code. Figures count
as 1-1/2 characters): and
(b)
to send 10 standard messages in 15 minutes with
accuracy of 98.5% with no uncorrected errors, the corrected errors not
exceeding 7.
II. Procedure:
Must have a detailed working knowledge

Cells, Motor Generator.
(b)
Must have sufficient knowledge of Plant
Maintenance to be able to
(i)
locate external faults in wireless sets ;
(ii)
connect up and set the frequency of a Transmitter
and receiver ;
(iii)
erect 35 ft. mast and supervision ;
(iv)
test the voltage and specific gravity of
storage cells and to charge batteries from charging engines.
