THE ANDHRA PRADESH SMALL SAVINGS SUBORDINATE SERVICE RULES
PREAMBLE
In exercise of the powers conferred by the proviso to Article 309 of the
Constitution of India, the Governor of Andhra Pradesh hereby makes the
following Special Rules for the Andhra Pradesh Small Savings Subordinate
Service namely:
RULES
Rule - 1. Short title.
These rules may be called the Andhra Pradesh Small Savings Subordinate
Service Rules.
Rule - 2. Constitution.
The service shall consist of the following categories of posts .
Category (1):Regional Officer (Publicity)
Category (2):Cine Operator.
Rule - 3. Method of appointment and appointing authority.
Subject to the other provisions in these rules, the method of
appointment and the appointing authority for the said categories of posts in
this service shall be as specified in the Table below:

Service in Small Savings Department. |

Divisional Public Relations Officer of Information and Public Relations
Department on tenure basis. |

2. Cine Operator |
(i) By
appointment by transfer of a member of the Last Grade Service working in the
Small Savings Department. |

(ii) If no
qualified person is available for appointment by method (i) above by transfer
of a Cine Operator of Information and Public Relations Department on tenure
basis. |

(iii) If
no persons are available for appointment by method of (i) and (ii) above by
direct recruitment. |
Rule - 4. Reservation of appointment.
The rule of special representation (General Rules 22) except in so far
as It relates to Physically Handicapped persons, shall apply to appointments by
direct recruitment to Cine Operator In this service.
Rule - 5. Qualifications.
(1)
No Senior
Assistant in the Small Savings Department, shall be eligible for appointment by
transfer as Regional Officer (Publicity) unless he possesses the Diploma In
Public Relations awarded by a recognised Institution or Its equivalent
qualification.
(2)
(a) For Cine
Operator post either by transfer from Information and Public Relations
Department or by direct recruitment, the minimum qualification is Intermediate
or its equivalent qualification, and should possess a certificate in Cinema
Operation.
(b) By transfer of member of Andhra Pradesh Last Grade Service, one must
have passed Intermediate or its equivalent qualification and possess a
certificate in Cinema Operation.
Provided that those appointed prior to 29-10-1987 may be considered for
appointment by transfer to the post of Cine Operator if they possess Minimum
General Education Qualification (SSC) and put in not less than 5 years of
regular service.
Rule - 6. Age.
No person shall be eligible for appointment by direct recruitment, if he
has completed the age of 28 years on the first day of July of the year in which
the vacancy, is notified for selection.
Rule - 7. Minimum Service.
No person shall be eligible for appointment by transfer as Regional
Officer (Publicity) or Cine Operator unless he is an approved probationer and
has put In 3 years of service in the category from which appointment by
transfer Is made.
Rule - 8. Probation.
(1)
Every person
appointed to any category by transfer, shall, from the date on which he
commences probation, be on probation, for a total period of one year on duty,
within a continuous period of two years.
(2)
Every person
appointed to the post of Cine Operator by direct recruitment shall, from the
date of commencement of probation, be on probation for a total period of two
years on duty, within a continuous period of three years.
