PREAMBLE
In exercise of the
powers conferred by the proviso to Article 309 of the Constitution of India and
in supersession of the earlier orders on the subject, the Governor of Andhra
Pradesh hereby makes the following special rules for all the Gazetted post in
the Department of Public Libraries.
Rule - 1. Short Title.
These rules may be called the Andhra Pradesh Public
Libraries Service Rules, 2003.
Rule - 2. Constitution.
The Service shall consist of the following
categories of Posts in the Andhra Pradesh Public Libraries Service.
Category-1. Director of Public Libraries.
Category-2. Deputy director of Public Libraries
including Chief Librarian of State Central Library and Principal, State
Institute of Library Education Research and Training.
Category-3. Assistant Director of Public
Libraries/Gazetted Librarians and Lecturer, SILERT/District Central Librarian
and Ex-Officio Secretary of Zilla GrandhalayaSamshtha/City Central Librarian
and Ex-Officio Secretary City GrandhalayaSamstha, working under Zilla
GrandhalayaSamsthas/City GrandhalayaSamstha, Hyderabad. Method of Appointment
and Appointing Authority.
Rule - 3. Method of Appointment and Appointing Authority.
Subject to the other provisions in these rules,
appointment to the categories of posts mentioned in column (1) of the Table
below shall be; by the method specified in the corresponding entry in column
(2) thereof

GrandhalayaSamstha, Hyderabad. |
Assistant Director of Public Libraries, by Superintendents/Auditors in
the Office of the Director of Public Libraries. |

(ii) In case of Gazetted Librarian/Lecturer, SILERT, by Assistant
Librarian Grade-I and Superintendent (Technical) in the A.P. Public Libraries
Subordinate Service Rules. |

|
|
(iii) By appointment by transfer from the category of Librarian Gr. 1
/Deputy Librarian under Zilla GrandhalayaSamsthas/City GrandhalayaSamstha,
Hyderabad. |

Note. In the matter of appointment to the posts mentioned under category - by
promotion from feeder category 3 mentioned above, the following cycle shall be
followed.
First vacancy. By promotion from the category of
Assistant Director of Public Libraries.
Second Vacancy. By appointment by transfer from the
category of District Central Librarian and Ex-Officio Secretary of Zilla
GrandhalayaSamstha/ City Central Librarian, Hyderabad and Ex-Officio Secretary
of City GrandhalayaSamstha.
Third Vacancy. By appointment by transfer of
Gazetted Librarian/ Lecturer; SILERT.
Rule - 4. Tests.
No person shall be eligible for appointment by
promotion/ transfer unless he possesses the minimum qualification and has
passed the tests prescribed in the Annexure to this order. However, two years
time from the date of issue of this order may be allowed for appointment by
promotion/ transfer from passing the Departmental tests prescribed in the
Annexure to this order.
Rule - 5. Qualifications.
No person shall be eligible for appointment to the
category as specified in column (1) of the Annexure to these rules by the
method specified in column (2) thereof unless he posseses the qualifications
specified in the corresponding entry in column (3) thereof.
Rule - 6. Minimum Service.
No member of the service shall be eligible for
promotion or appointment by transfer to the next higher category of post unless
he is an approved probationer and has put in not less than three years of
service, in the category from which such promotion or appointment by transfer
is made.
Rule - 7. Probation.
Every person appointed by transfer or Promotion to
any post shall, from the date on which he commences probation, be on probation,
for a period of one year on duty within a continuous period of two years.
Rule - 8. Transfers and Postings.
The appointing authority specified in Rule-3 shall
be competent to effect the inter transfers of persons and postings of persons
in category 2 and 3 as per suitability and in the exigencies of service.

(i) Must have passed B.A., B.Sc, B. Com., degree or any other
equivalent qualification of a University in India established or incorporated
by of under Central Act/Provincial Act/or an Institution recognized by the
University Grants Commission. |

(ii) Must possess a degree in Library Science from recognized
University and |
|
|
|
(iii) Must have passed Accountant Test for Exec'lutive Officers or the
Accounts Test for Subordinate Officers Part-I and Part-II. The special
Language Test for the Officers of the Education Department, Higher Standard
in Telugu and Lower Standard in Hindi or Urdu. |
