THE ANDHRA PRADESH POLICE SUBORDINATE SERVICE RULES

 

PREAMBLE

In exercise of the powers conferred by Sections 8 and 10 of the Madras District Police Act, 1359 (Central Act XXIV of 1859) Sec. 6 of the Hyderabad District Police Act (Hyderabad Act X of 1329 F) and Section 7 of the Hyderabad City Police Act (Hyderabad Act IX of 1348 F.) read with the proviso to Article 309 of the Constitution of India and of all other powers hereunto enabling and in supersession of the Special Rules issued in G.O.Ms.No. 2743, Public Services, dated the 30th September, 1953 and of all other rules in force on the subject, the Governor of Andhra Pradesh hereby makes the following Special Rules for the Andhra Pradesh Police Subordinate Service.

Rule - 1. Constitution.

[1][The service shall consist of the following classes and categories of Officers.

Rule - 2. Method of Appointment and Promotion.

[4][(a) Appointment to the several classes and categories shall be made as indicated in Annexure I.

Notwithstanding anything contained in this rule there shall be direct recruitment to the posts of Women Head Constables (Category 2 Class VII) during the year 1978-79 only and a candidate for such appointment.

(a)      Must have completed 20 years of age and must not have completed 25 years of age;

(b)      Must have passed Pre-University Course or Intermediate or an equivalent examination of a recognised Institution and if the candidate is a member of the Scheduled Castes or the Scheduled Tribes, he must be in possession of the minimum general educational qualifications specified in the Schedule to General Rules for the Andhra Pradesh State and Subordinate Services:

(c)      Must not be less than 5' (152.5 cms.) in height;

(d)      Must not be less than 100 lbs. (45.5 Kgs.) in weight;

(e)      Must be able to read and write one of the languages of Telugu, Urdu, Kannada, Marathi, Tamil and Oriya.

The candidates thus selected will have to undergo the training prescribed in the Police Recruits School for a period of six months.

[5][(b) (i) "Promotion to all non-gazetted posts in this service shall be made in accordance with the seniority -cum fitness, Provided they pass the tests, under go training and fulfil all other conditions prescribed in the rules and in the instruction of the Andhra Pradesh Police Manual.

Note.. The aforesaid provision shall not be applied to a case where

(a)      The Promotion of a number has been withheld as a penelty; or

(b)      in such of the cases, where a measure is given a special promotion in recognition of a onspicuous merit and ability.

[6][(ii) Promotion to the posts of Inspectors of Police, Reserve Inspectors, Inspectors of Police Communications and Police Transport Organisation of Classes I, V and VI shall be made by the appointing authority from a list of candidates approved by the Inspector General of Police. Promotion to the posts of Sub-Inspectors, Reserve Sub-Inspectors, Assistant Reserve Sub-Inspectors and Head Constables of Class I, IV, VI and VII and Radio Supervisors, Radio Technicians, Grade I Operators, Carpenter (Head Constable) and Blacksmith (Head Constable) of Class V shall be made by the appointing authority from a list of candidates prepared by that authority.

[8][(iii) In respect of the Categories of posts specified in column (1) a member of service should have put in a minimum period of service specified in column (3) [in the immediately lower category specified in column (1)] on the 1st day of January of the year in which the selection is made before he is considered eligible for promotion to the next higher category, specified in column (2) thereof.

[12][(c) In the list of Head Constables including women Head Constables fit for promotion as Sub-Inspectors of Police in Class I and Class VII, only persons satisfying the following conditions shall be included:

(1)     Must have a working knowledge of English;

(2)     Must not have completed 48 years of age on the 1st day of July the year in which selection is made.

The Superintendents of Police will submit the list prepared by them to the Deputy Inspector-General of Police, who will, after first holding a written examination and a viva voce examination, including a Drill Test, thereafter for those who are successful at the written examination select the men for the training prescribed in Rule 11.

(d)   All other promotions shall, subject to the provisions of Rule 8 be made in accordance with seniority, unless:

(1)     The promotion of a member has been withheld as a penalty; or

(2)     A member is given special promotion for conspicuous merit and ability.

(e)   No member of the service shall be eligible for promotion from the category in which he was appointed to the service unless he has satisfactorily completed his period of probation in that category.

(f)    The unit of application of this rule shall be the jurisdiction of each of the appointing authorities concerned.

Rule - 2-A. Appointment to selection grade.

[13][(1) The unit for the purpose of promotion and discharge for want of vacancies and reappointment to the selection grade in any class or category shall be the jurisdiction of each of the appointing authorities concerned.

(2)   Promotion to selection grade. Promotion to the selection grade in the categories 7, 3, 8, 4, 3 included in Class I, IV, V, VI and VII respectively shall be made on the ground of seniority unless a member has suffered any penalty other than a censure, during the three years immediately preceeding the date of order of promotion.

Rule - 3.

The General Rules for State and Subordinate Services shall apply to this service also unless a contrary intention is expressed in any rule.

Rule - 4. Order of discharge of probationers and approved probationers.

(a)      Notwithstanding anything contained in Annexure I to these rules, probationers and approved probationers who were recruited direct shall not be discharged for want of vacancies. The order in which other probationers and approved probationers shall be discharged for want of vacancies shall be first, the probationers in order of juniority; and second, the approved probationers in order of juniority.

(b)      The order of discharge laid down in sub-rule (a) may be departed from in cases where such order would involve excessive expenditure on travelling allowance or exceptional administrative inconvenience.

Rule - 5. Order of re-appointment of discharged approved probationers and probationers.

Approved probationers and probationers who have been discharged for want of vacancies shall be re-appointed as vacancies arise. in the inverse of the order laid down in sub-rule (a) of Rule (4);

Provided that the said order may be departed from in cases where such order would involve excessive expenditure on travelling allowance or exceptional administrative inconvenience.

Rule - 6. Members absent from duty.

(a)      The absence of a member of the service from duty, whether on leave, on foreign service or on deputation or for any other reason and whether his lien on a post borne on the cadre of the service is suspended or not, shall not, if he is otherwise fit render him ineligible in his turn

(i)       for re-appointment to a substantive or officiating vacancy in the class, category, grade or post in which he may be a probationer or an approved probationer, or

(ii)      for promotion from a lower to a higher category in the service; or

(iii)     for appointment to any substantive or officiating vacancy in another service for which he may be an approved candidate as the case may be in the same manner as if he had not been absent He shall be entitled to all the privileges in respect of appointment, seniority, probation and confirmation which he would have enjoyed but for his absence subject to his completing satisfactorily the period of probation on his return;

[14][Provided that services rendered by the subordinate Police Officers on deputation in the posts in the organisation mentioned in annexure to G.O.Ms.No. 1721, Home (Police-C) Department, dated 17th December, 1975 or in such other posts or organisations as may be declared by the State Government as equivalent to the service in the State Police from time to time are countable towards the probation of the individuals concerned,

(b)      The absence from duty in another service, of a member of that service who is an approved candidate for appointment by transfer to this service whether such absence be on leave, foreign service or deputation or for any other reason and whether his lien on a post on the cadre of the other service is or has been suspended or not, shall not, if he is otherwise fit, render him ineligible in his turn for appointment to any substantive or officiating vacancy in this service for which he may be an approved candidate in the same manner as if he had not been absent He shall be entitled to all the privileges in respect of appointment, seniority, probation and confirmation, which he would have enjoyed but for his absence, subject to his completing satisfactorily the period of probation in respect of this service:

Provided that a member of the service who is appointed to another service and is a probationer or an approved probationer in the latter service, shall not be appointed under clause (iii) of sub-rule (A) to any other service for which he may be an approved candidate unless he relinquishes his membership in the latter service in which he is a probationer or an approved probationer.

Rule - 7. Commencement of probation of persons appointed temporarily.

If a person appointed temporarily under the provisions of General Rule 10 is subsequently appointed to such class or category in accordance with these rules, he shall commence his probation therein from the date of such subsequent appointment or from such earlier date as may be determined in the case of Hyderabad City Police, by the Commissioner of Police, and in the muffasal by the Inspector-General of Police. He shall be eligible to draw increments in the time-scale of pay applicable to him from the commencement of his probation, but shall not be entitled to arrears of pay unless otherwise ordered by the State Government.

Rule - 8. Special Representation:

The rule of Special Representation (General Rule 22) shall apply to appointment by direct recruitment of [15][Sub-Inspectors of Police, Sub-Inspector of Police (Intelligence) Reserve Sub-Inspectors of Police] and Constables subject to the following modifications, namely

(i)       no appointment shall be reserved for physically handicapped persons; and

(ii)      the number of appointments to be made on the basis of merit shall be eighty two in a unit of one hundred appointments.

In the case of the Sub-Inspectors of Police and the Reserve Sub-Inspectors of Police each Range shall be taken as a separate unit for purpose of appointment and in the case of Constables, the unit for appointment shall be the Jurisdiction of the appointing authority:

[16][Provided that this rule shall not apply to the temporary additional force of 700 constables, sanctioned in G.O.Ms.No. 2025, Home (Police. C) Department, dated 8th November, 1962.

Rule - 9. Special qualifications.

[17][No person shall be eligible for appointment to the class and category specified in column (1) of Annexure II to these rules unless he possesses the special qualifications prescribed in the corresponding entry in Column (2) thereof. The age-limit prescribed in Col. (2) of Annexure II shall be reckoned with reference to the 1st day of July of the year in which the selection is made:

Provided that the members of the Prohibition staff absorbed in the Police Department, consequent on the transfer of enforcement of Prohibition to Police shall be exempted from the age-limitand from possessing the special qualifications prescribed in Col. (2) of the said Annexure:

Provided further that where the qualification prescribed in the last column of Annexure II for appointment is a degree or diploma, holders of such degree or diploma granted by any of the Universities or Institutions recognised by the University Grants Commission shall be eligible for appointment to the posts concerned;

Provided also that persons who have served in the Defence Services of the Indian Union and Territorial Army may be allowed relaxation of age upto 3 years in computing the prescribed upper age limit in addition to the period of service rendered by them in the Defence Service so, however that the deductable period of such service in Defence Service shall be subject to a minimum of 10 years. (Amended by G.O.Ms.No. 565. Home (Pol.C), Dt. 4-6-1973 and G.O.Ms.No. 592, Home (Police.C), Dt. 27-9-1986).

Rule - 10. Probation.

Every person appointed to a class or a category shall from the date on which he joins duty, be on probation as follows.

Appointment by Direct Recruitment or Recruitment by Transfer from any other Service

(1)     Inspectors (Probationary Assistant Prohibition Officers of the Prohibition Department selected for absorption in the Police Department)Continuous period of one year and seven months on duty or a total period of two years on duty.

[18][(a) [19][Sub-Inspectors and Sub-Inspectors of Police (Intelligence) (Category 2 of Class I)]- Continuous period of two years on duty or a total period of three years on duty.

[20][(b) Sub-Inspectors selected from among the Reserve Sub-Inspectors of Armed Reserve and Andhra Pradesh Special Police Battalions by transfer will be on probation from the date of their joining training in Police Training College for a continuous period of one year and six months on duty within a total period of two years.

(2)     Reserve Sub-Inspectors including the Band-Master (Category 4 of Class I) Total period of two years on duty within a continuous period of three years.

(3)     (i) Any other class or categoryTotal period of two years on duty within a continuous period of three years.

(i)       (a) Head Constables (selected for absorption in the Police Department from among Probationery Petty Officers and Prohibition Guards and Drivers and Cleaners of the Prohibition Department)Total period of two years on duty within a continuous period of three years including the training period of three months in the Police Training College or Police Recruits School and practical training for three months in the District for Head Constables only.

(ii)      Retrenched Andhra Pradesh Special Policemen on appointment as Constables in this Service  Total period of one year on duty (including the period of training for three months in the Police Recruits School) within a continuous period of two years.

(iii)     Qualified Andhra Pradesh Special Policemen on appointment by transfer as Constables in this ServiceTotal period of one year on duty (including the period of training for three months in the Police Recruits School) within a continuous period of two years.

(4)     Appointment by promotion.

(a)      Promotion from one category to another involving assumption of duties and responsibility of greater importance than those attached to the former category Total period of one year on duty within a continuous period of two years.

(b)      Assistant Prohibition Officers or Prohibition Sub-Inspectors of the Prohibition Department, who were full members or approved probationers in those ranks and are appointed as Sub-Inspectors of Police will be deemed to be approved probationers in the rank of Sub-Inspectors of Police. Those who were full members or approved probationers in the ranks of Petty Officers and Prohibition Guards will be deemed to be approved probationers in the ranks of Head Constables and Police Constables respectively.

Rule - 11. Probationers who have to undergo training and their pay.

(a)      Probationers shall undergo training and examination as follows, within the period of their probation and course of training and their pay during the training period shall be the basic pay of the post plus usual allowances admissible at the time of training.

,(i) Course of training for 9 months in the Andhra Pradesh Police Academy, Police Training Colleges and examinations in the subjects prescribed for the course.

(ii) Training in weapons and tactics with Andhra Pradesh Special Policeone month.

 

A probationer shall have three chances for passing the examinations one at the end of the course and rest of the two chances within the period of probation.

 

(The deficiency in the period of training of a fresh probationer appointed in the place of first recruit within three months after the opening of the school shall be disregarded.)

 

After the above course, the practical training for one year and two months shall be given as follows.

 

(1) Duties of Police Constable :1 month

 

(2) Duties of Head Constable :1 month

 

(3) Duties of Station Writer :1 month

 

(4) Attachment to District Crime

Bureau :1 week

 

 

(5) Attachment to District Special 

Branch :1 week

 

 

(6) Attachment to Assistant 

Public Prosecutor :2 weeks

 

 

(7) Attachment to Station House 

Officer :1 month

 

 

(8) Independent charge of Police 

Station :9 months

 

 

[22][An oral examination in practice shall be held by the Superintendent of Police in the Districts and by a Deputy Commissioner of Police under the orders of the Commissioner of Police in the City of Hyderabad.

[23][1. (b) Sub-Inspectors of Police (Intelligence) recruited direct or by transfer from any other category of Police Subordinate Services.

(Category 2 of Class-I).

(i) Foundational training in the Andhra Pradesh Police Academy for nine months.

 (ii) Basic Intelligence course in the Andhra Pradesh Police Academy for three months.

(iii) Practical training in Intelligence trade craft (during attachment with regional and zonal Units of the Intelligence Department] for three months

During the period of training in the Police Academy and Intelligence wing pay admissible under the relevant rules.

 

(c) Sub-Inspector (selected from among Reserve Sub-Inspectors of Armed Reserve/ Andhra Pradesh Special Police by transfer).

(1) The course of training for six months in the Police Training College and examination in Law and Investigation subjects prescribed for the course. Number of chances to pass the examination will be the same as for direct recruits. Pass marks in each subject will be 40%.

 

[24][(2) After the above course, one month weapons and tactics training in any A.P. Special Police Battalions followed by one year and six months training including independent charge of a Police Station for nine months.]

2. Reserve Sub-Inspectors (Category 2 of Class I) recruited direct.

1. During the first nine months, a special course of training in one of the A.P.S.P. battalions and for three months in the Traffic Branch of the City Police and the Police Transport Organisation.

 

2. A colloquial test in Hindi held by the Deputy Inspector-General of Police, Southern Range, at the end of the course of training referred to in clause (1), or by the Deputy Inspector-General of Police-concerned thereafter.

3. (a) Assistant Reserve Sub-Inspectors recruited direct.

Course of training for a period of nine months in one of the Special Police battalions and three months in the Police Transport Organisation.

(b) Head Constables (Selected from among Petty Officer officiating as Sub-Inspectors and also Petty Officers.)

(i) Course of training for three months as for Sub-Inspectors in the Police Training College and examination in subjects prescribed for the course.

(ii) After the above course, practical training for 3 months in the District.

4. (i) Constables other than Band-Constables, Reserve Constables, Buglers and Bellow boys (Category 5 of Class I) and (Category 2 of Class IV)

[25][If appointed otherwise by transfer from the Andhra Pradesh Special Police training for a period of not less than six months in a Police Recruit School or in any of the Andhra Pradesh Special Police Battalions.

[26][(ii) Retrenched Special Policemen on appointment as Constables in this Service.

Course of training for a period of three months in Police Recruits' School.

(iii) Qualified Special Policemen on appointment by transfer as Constables in this Service

Course of training for a period of three months in the Police Recruits' School.

(iv) Constables (selected from among Petty Officers. Prohibition Guards, Drivers and Cleaners of the Prohibition Department)

Course of training for three months in Police Recruits' school.

5. Radio Supervisors (Recruited direct)

1. A course of training in the Police Training College for three months.

2. Training in the Central Workshop, Radio Signal School and Control Stations of the Police Radio Headquarters for a period not exceeding six months if considered necessary by the director, Police Communications. After the training the candidates should have attained the standards of qualifications for Grade II Technicians and also Grade I Operators as prescribed in the Scheduled to Annexure II.

6. Radio Technicians (Recruited direct)

(i) A course of training in the Police Training College for three months.

(2) Training in the Central Workshop, Radio Signal School and Control Stations of the Police Radio Headquarters for a period not exceeding six months, if considered necessary, by the Superintendent, Police Communications. After the training the candidates should have attained the standards of qualifications for Grade II Technicians and also Grade I Operators as prescribed in the Schedule to Annexure II.

6-A. Grade II Operators Recruited direct.

1. A Course of training in the Police Recruits; School for three months.

2. A course of training in the Radio Signal School under the Superintendent, Police Communications for a period of not less than six months and not more than nine months as the appointing authority may decide. After completion of training the candidate must qualify himself as a Grade-II Operator by passing Grade-II Operator's standard test as prescribed in item (iii) of Schedule I to Annexure II-. The appointing authority may however at its discretion permit any candidate who has failed in the Grade II Operator's standard test in the first attempt to sit for a subsequent examination.

 

[27][In the same test after undergoing a refresher course for three months the candidate who fails in the second examination shall be discharged from service.

 

[28][3. Ex-Defence personnel who are qualified wireless operators may be exempted or placed on training for a period considered necessary by the Supdt., Police Communications, within the limit of 6 months in the Police Radio Signal School. Three months training in Police Recruits' School compulsory.

7. Blacksmith (Head Constable) (Recruited direct)

Training in Police Recruits' Schools for three months.

8. Carpenter Head Constables (Recruited direct)

Training Police Recruits' School, for three months.

9. Fitter Electricians (P.Cs.) (Recruited Direct)

Training in Police Recruits' School for three months.

Class VI

Police Transport Branch

1. Inspectors (Recruited direct)

Training in the Police Training College for three months.

2. Sub-Inspectors (Recruited direct)

Training in the Police Training College for three months.

3. Police Constables

Training in the Police Recruits' School for three months.

4. Police Constables

Training in the Police Recruits' School for three months.

City Mounted Branch

1. Sub-Inspector

(Recruited direct)

Training in the Police Training College for three months.

2. Police Constables

Training in the Police Recruits' School for three months.

(b)      Other probationers and their pay.Band Constables, shall be paid during the period of probation and all other probationers recruited direct or by transfer from any other service shall be paid during the period of probation the pay of the lowest grade or the minimum pay in the time scale of pay as the case may be to be modified if necessary by application of Fundamental Rules 22 and 31.

(c)      Pay on officiating promotion.A member of the service officiating on promotion in a higher category or grade, whether he is a full member or not in a lower category or grade, shall be entitled to the minimum pay of the time-scale or the pay of the lowest grade of the category or the pay of the grade, as the case may be, only if such promotion has been declared by specific order of the State Government to involve the assumption of duties and responsibilities of greater importance than those attached to the latter category or grade.

(d)      If, within the prescribed period of probation, a probationer fails to complete the training successfully or to pass the examination as required by sub-rule (a) the appointing authority shall forthwith, by order, discharge him unless the period of probation is extended by such authority under General Rule 28.

Any delay in the issue of discharging a probationer under this sub-rule, shall entitle him to be deemed to have satisfactorily completed his probation.

(dd) Permanent Assist ant Prohibition Officers and Prohibition Sub-Inspectors and also approved probationers appointed as Sub-Inspectors and trained in the Police Training College will not be allowed to draw their next increment in the time-scale of pay or to become full members of the service, unless they pass the examination in all the subjects. Probationers, including Probationery Inspector, will not be allowed to complete their probation or draw their increment they pass the examination in all the subjects.

(e)      (i) Head Constables selected for promotion as Sub-Inspectors, Class I and Class VII shall undergo a course of training for six months in the Police Training College, Anantapur. Their pay during the period of training shall be Rs. 100 per mensum or the amount which they would have drawn but for their training whichever is higher.

(ii) A written examination and a Drill Test shall be held for the Head Constables considered fit for promotion as Sub-Inspectors in the sixth month on their training, a week prior to the expiry of the six month. The results of this examination shall be announced three days prior to the completion of the six months' period. After the examination is over the Head Constables under training will continue their training during the last week in all outdoor duties according to schedule.

(iii) Those Head Constables who fall in the examination shall be required to undergo training for a further period of one month and they shall be given a second and final chance to pass the examination. Failure for the second time will entail the removal of their names from the 'C' list of Head Constables fit for promotion to the rank of Sub-Inspectors.

(iv) The seniority of Head Constables, belonging to the same batch in the promotion list for each range, shall be fixed on the basis of the marks obtained By them in the examination.

(f)       Petty officers officiating as Sub-Inspectors in the Prohibition Department, selected as Head Constables, and trained for three months in the Police Training College should pass the examination for promotion as Sub-Inspectors. If they do not pass the examination in the fourth chance, their names shall be removed from the list of Head Constables, fit for promotion as Sub-Inspectors and they shall take their places with other Head Constables.

(g)      (i) A person selected for appointment by transfer to categories 2, 3 and 4 of Class V shall undergo a course of training under the Superintendent, Police Communications for a period of not less than six months and not more than one year as the appointing authority may decide. A person selected for appointment by transfer to Category 5 of Class V shall undergo a course of training under the Superintendent, Police Communications for a period of not less than nine months as the appointing authority may decide. Such a person, during the period of such training, shall be attached to the District or unit strength to which the incumbent belongs and will draw such pay and allowances as will be admissible if he had not deputed for training;

(ii) On completion of the training a member selected for any of the Categories 2 and 3 must acquire qualifications for Grade II Radio Technicians and also Grade I Operator as prescribed in Schedule to Annexure II. A candidate selected for Category 4 must qualify himself as a Grade II Operator by passing Grade II Operator Test as prescribed in the Schedule to Annexure II. If after the training the candidate chosen for any of the Categories 2, 3 and 4 does not acquire their qualifications mentioned above, he will be reverted back to his parent Unit A member selected to Category 5 must qualify himself as a Grade II Operator by passing Grade II Test as prescribed in the schedule to Annexure II. The appointing authority may, however, at its discretion permit a candidate who has failed in Grade II Test in the first attempt to sit for a subsequent examination in the same test after undergoing, a refresher course for three months. The candidate who falls in the second examination shall be reverted to the respective District strength;

(iii) A Grade I Operator who is selected for promotion as Radio Technician should undergo a training for a period of not exceeding six months before he is regularly appointed in the Central Workshop, Radio Signal School and Control Stations of the Police Radio Branch, if in the opinion of the Superintendent, Police Communications such a training is necessary. During such training he will draw pay and allowances as Grade I Operator. After completion of the training he will undergo written and practical tests conducted by the Superintendent, Police Communications and if he passes the test he will be put on the promotion list.

(h)     Every trainee undergoing training prescribed under these rules at Government cost or support should serve the Police Department for a minimum period of five years, after the completion of his training, falling which he shall be liable to repay the pay and allowances or any other remuneration received by him, in addition to the amount spent by the Government on his training. Recovery of expenditure incurred on a trainee by the Government shall be effected also in the following cases;

(i)       If the trainee discontinues the training or discharged from the training course for misconduct or any other reason; and

(ii)      If the trainee seeks employment in another Department for which the training imparted to him is not useful to the State.

He shall execute an agreement bond to that effect before he commences the training;

[29][Provided that this sub-rule shall not apply to candidates recruited as Police Constables.

Rule - 11-A. Probationer's suitability for full membership.

[30][(1) At the end of the prescribed or extended period of probation, as the case may be, the appointing authority shall consider the probationer's suitability for full membership of the class or category for which he was selected.

(2)   The decision whether a probationer is suitable for such membership or his probation be extended shall be taken within three months after the expiry of the prescribed period of probation. The appointing authority shall communicate lapses on the part of the probationer well in advance of the expiry of the prescribed period of probation so that he may rectify such lapses.

Rule - 12. Appointing Authority for Members under Training:

For the purposes of sub-rule (d) of Rule 11 and for purposes of suspension, termination or extension of probation at any time before the expiry of the prescribed period of probation, the powers of the appointing authority, shall in the case of a candidate undergoing training at a College or School or Battalion specified in column (1) of the table below, be exercised by the authority specified in the corresponding entry in column (2).

Rule - 13. Pay of approved probationers:

(a)      An approved probationer on duty shall be granted the pay which would be admissible to him, if he were a full member of the service in the category in which he is holding a post.

(b)      He shall be entitled to count the period of his probation excluding the period, if any, during which he was undergoing the course of training for increments in his time scale of pay, but if he has no substantive appointment he cannot count non-continuous officiating service for such increments.

Rule - 14. Language Test in Telugu:

In respect of the persons recruited direct to the Andhra Pradesh Police Subordinate Service, the provisions of General Rule 13-A shall apply:

[32][Provided that those recruited direct to the Category above the rank of Head Constables prior to 15th November, 1960, shall pass the 3rd class language test in Telugu conducted by the Andhra Pradesh Public Service Commission;

Provided further that those recruited as Police Constables and Head Constables prior to 15th November, 1960 shall pass a test conducted by the appointing authority in Telugu in reading, writing and conversation.

Rule - 15. Seniority.

(a)      The seniority of a person in the class or category or grades shall, unless he has been reduced to lower rank as a punishment be determined by the date of his first appointment to such class or category or grade. If any portion of the service of such persons does not count towards his probation under the general rules his seniority shall be determined by the date of commencement of his service which counts towards probation:

[33][Provided that in the case of Sub-Inspectors, Sub-Inspectors (Intelligence) and Reserve Sub-Inspectors], the seniority inter-se shall be fixed on completion of training in the Police Training College or with the Andhra Pradesh Special Police, as the case may be, instead of at the time of selection in accordance with the list which shall be arranged in order of merit, which shall be determined in accordance with the aggregate of marks obtained by each probationer.

(i)       in respect of his record in the Police Training College or with the Andhra Pradesh Special Police, as the case may be; and

(ii)      at the final examination.

In determining such order of merit, no account shall be taken of marks awarded to a probationer in any subject in which he has failed. But such seniority shall be liable to revision by the Deputy Inspector-General of Police concerned if he considers it necessary, before completion of probation.

This sub-rule shall not affect the seniority of any members of the service which may have been fixed expressly or by implication before the 19th November, 1941 or any orders so as to seniority which may have been passed by competent authority before the 19th November, 1941.

[34]["Provided that in the case of directly recruited Sub-Inspectors of Police (Intelligence), the inter-se-seniority shall be fixed on completion of training in t the he Police Training College/Andhra Pradesh Police Academy, instead of at the time of selection, in accordance with the list which shall be arranged in order of merit, which shall be determined in accordance with the aggregate of marks obtained by each probationer in the tests and examinations prescribed for them in the training modules conducted at these Institutions.

The seniority of the Sub-Inspectors of Police (Intelligence) appointed by transfer from among Sub-Inspectors of Police (Civil) or equivalent ranks of this service carrying the same scale of pay shall not be treated as first appointment but shall be determined with reference to the date of his seniority in the Class or Category from which he was transferred."]

[35]["Provided further that the inter-se-seniority of the Sub-Inspectors selected from among the Reserve Sub-Inspectors of Armed Reserve and Andhra Pradesh Special Police Battalions by transfer shall be fixed in the order of merit for each Range (Zone) separately based on the aggregate marks obtained by them in the final examination conducted at Police Training College at the end of six months training. In determining such order of merit, the marks secured in the failed subjects need not be taken into account; Their past service and seniority in the category from which their seniority shall be reckoned from the date of appointment as Sub-Inspector (Civil) for all purposes".]

(b)      The appointing authority may, at the time of passing an order appointing two or more persons simultaneously to a class or category fix for any reason the order of preference among them; and where such order has been fixed, seniority shall be determined in accordance with it.

(c)      The transfer of a person from one class or category of the service to another class or category carrying the same pay or scale of pay shall not be treated as first appointment to the latter for purposes of seniority and the seniority of person so transferred shall be determined with reference to the date of his first appointment to class or category from which he was transferred. Where any difficulty or doubt arises in applying this sub-rule, seniority shall be determined by the appointing authority.

(d)      Where a member of the service in any class, category or grade is reduced to a lower class, category or grade, he shall be placed at the top of the latter unless the authority ordering such reduction directs that he shall take rank in such lower class, category or grade next below any special member thereof.

(e)      The seniority of qualified Special Policemen appointed by transfer as Constables in this service shall be determined by the date of their first appointment in this service for purposes of confirmation in vacancies in this service.

(f)       The seniority of the Prohibition staff absorbed in this service shall be determined on the basis of their pay fixed with reference to Fundamental Rules 22 and 31, in the service:

Provided that the inter-se-seniority of these at the same stage of the time-scales of pay of the service will be determined by the dates on which they began to draw pay at that stage; and

Provided further that no member of the Excise and Prohibition Department will, on appointment to this service, be senior to any member of the service who has put in the same or more period of service than himself.

In the case of members of such ranks in the Excise and Prohibition Department, the scales of pay which correspond to the scales of pay of the ranks in this service, the date of their first appointment in the Excise and Prohibition Department shall determine their seniority.

Rule - 16. Appointment of full members.

(a)      All appointments of approved probationers as hill members of the service in a class or category shall be made by the appointing authority concerned within his jurisdiction:

Provided that confirmation of all Reserve Inspectors, Reserve Sub-Inspectors and Sub-Inspectors of Class I shall be made on a regional basis separately for Andhra and Telangana area.

(b)      Subject to the provisions of Rule 6 an approved probationer shall be appointed to be a full member in the class or category in which he has completed probation at the earliest possible opportunity in any substantive vacancy which may exist or arise in the permanent cadre of such class or category and if such a vacancy extend from a date previous to the issue of the order of appointment, he may be so appointed with effect from such date or, as the case may be, from such subsequent date from which he was continuously on duty as a member of the service in such class or category or in a higher class or category:

Provided that where more than one approved probationer is available for such appointment as full member, the senior most approved probationer on the date of the vacancy shall be appointed.

(c)      Where appointment to any class or category of the service is both by direct recruitment (including recruitment by transfer) and by promotion vacancies against which persons have been recruited direct and by transfer shall be regarded as a distinct group, while all other vacancies shall be regarded as another distinct group and appointment of full members in accordance with this rule shall be made separately in each of these groups.

Explanation. For purposes of the proviso under sub-rule (b) if there are more persons, than one who have completed their prescribed period of probation, the person who has satisfactorily completed his probation earlier, shall be deemed to be the senior most approved probationer eligible for confirmation, notwithstanding the fact that his probation was not declared provided the delay in declaration was due to administrative reasons.

Rule - 17. Uniform.

The following members of the service shall be entitled to free supply of uniform on such scale as may be prescribed by the State Government from time to time:

Reserve Inspectors;

Reserve Sub-Inspectors including the Bandmaster;

Assistant Reserve Sub-Inspectors;

Head Constables;

Constables.

Police Radio Branch.Radio- Technicians, Grade-I Operators, Grade II Operators, Blacksmith (Head Constable), Carpenter (Head Constable), and Fitter Electricians (Police Constables).

Rule - 18. Uniform Grant.

[36][Members of the service shall be entitled to uniform grant at the rates specified below.The grants shall be admissible to members of the service, including Tester Sub-Inspectors of the Finger-Print Bureau, at intervals of five years. The grant shall not however, be paid to a member of the service, if it becomes payable to him within a period of two years preceding the date on which he is due to retire.

Rule - 19. Quarters.

Members of the service other than Tester Sub-Inspectors of the Finger-Print Bureau shall reside wherever they may be directed. Such members of the service stationed in the City of Hyderabad and all Reserve Inspectors, Reserve Sub-Inspectors including the Bandmaster Sub-Inspectors, Assistant Reserve Sub-Inspectors, Head-Cons tables and Constables stationed outside the City of Hyderabad shall be provided with rent-free quarters. All members of the Police Radio Branch (Class 5) shall be provided with rent-free quarters.

Rule - 20. Postings and Transfers:

[38](a) A member of the service be liable to serve in any part of the State of Andhra Pradesh or, when so ordered by the State Government, in any part of India outside the said State:

Provided that nothing contained in this sub-rule shall affect the operation of the provisions of Chapter XII in part VII of the Fundamental Rules in regard to the transfer of Officers to foreign service;

Provided further that no such member shall be posted or transferred to any post unless he possess such special qualifications and has passed such special tests as may be prescribed for such post in these rules.

Rule - 21. Re-employment of Pensioners).

Nothing in these rules shall be construed to limit or abridge the powers of the Govt., and of subordinate authorities to re-employ in the class or, where a class is divided into categories in the category to which they belonged at the time of retirement of persons who have retired on Civil Pension or gratuity in accordance with the provisions contained in Chapter XXI of the Civil Service Regulations or Hyderabad Civil Service Rules, as the case may be and the delegations made thereunder. The reemployment of such a person shall not be regarded as a first appointment to the service. If the post is divided into grades, the re-appointment shall be to the lowest grade. The person re-appointed shall be given the minimum pay of the post or where the post is divided into grades, the minimum pay of the lowest grade, the difference between such pay and the pay he was drawing at the time of his retirement being made up from his pension. The balance of his pension, if any, shall be held in abeyance during the period of re-employment. If, however, his pay at the time of retirement was more than the total of his pension and of the minimum pay of the post, or of the lowest grade of the post to which he is re-appointed, he shall be given a personnel pay equivalent to the difference.

Note. Retired Head Constables and Constables when re-employed shall be entitled to draw the special pay for unhealthy localities admissible to members of the service under these rules.

Rule - 22. Construction of certain references in Rule 3 in Part-I of General Rules in its application to the Service.

(6) Written Examination. In the Written examination there shall be two papers of degree standard each not exceeding 3 hours duration carrying maximum marks of 100 each.

 

 

Both papers shall be of objective type with selective type of questions/items. There may also be short answer and other supply type of questions/Items.

 

 

(a) Paper -I shall consist of two parts.

 

 

Part-I: Aptitude for Police Service.

 

 

Part II: Mental ability and Comprehension.

 

 

(b) Paper -II: shall consist of questions/Items in General Studies, General Knowledge, Current Affairs, General Science, Geography, History, Constitution, National Freedom Movement, etc.

 

 

Note. Question papers shall be in English, Telugu and Urdu Languages.

 

 

(7) Based on merit (Zonewise) in the written examination candidates shall be required to appear before the State Level Recruitment Board for an Interview carrying 25 marks in the ratio of 1:2 in each group and community of the Zone.

 

 

If there are candidates securing equal marks at the cut-of point of 1:2 ratio in each group and Community all such candidates may also be called for interview.

 

 

(8) Marks obtained in the written examination (200) and Interview (25) shall determine their order of merit for final selection in each group and community of each Zone.

 

 

Explanation. Selection will be strictly Zone-wise on the basis of merit from among the applicants for the Zone under the provision of the Presidential Order;

 

 

(9) Reserve Sub-Inspectors shall be eligible for appointment as Sub-Inspectors (Civil) by transfer, provided they have served in District Armed Reserve/ Special Armed Reserve Central Police Lines/City Armed Reserve by Andhra Pradesh Special Police battalions for not less than 5 years with a clean record of Service and Possess the educational qualification prescribed for Sub-Inspector (Civil) for direct recruitment. The selection for appointment by transfer shall be by the State

 

 

Level Recruitment Board or by any authority that may be specified by the Government from time to time.

Provided further that the age limit of 22 years shall not apply to a candidate for appointment by transfer from District Armed Reserved/Spl. Armed Reserve/City Armed Reserve".

(8) The D.G. & I.G.P. may grant exemption from height and chest measurements in respect of Orphan Children of Police personnel in the State subject to the candidate possessing a minimum height of 162.5 Cms. and Chest measurement of 84 Cms. on full inspiration with a minimum expansion of 4 Cms.

 

 

(9) The Constables of the DAR/ SAR and City Armed Reserve are eligible for transfer to civil Police provided that they have completed the age of 40 years and with good record of service.

 

 

(10) In case of the candidates belonging to the Scheduled Tribes and Aboriginal Tribes in the agency areas of Allahabad, East Godavari, Khammam, Mahaboobnagar, Srikakulam, Warangal, West Godavari, Visakhapatnam and Vizianagaram Districts, where the reserved quota cannot be fully utilised for want of sufficient number of such candidates possessing the requisite qualifications, the physical standards and educational qualifications shall be as specified below.

(11) The Home Guards are eligible for appointment as Police Constables in Civil provided that

 

 

(a) They fulfil the physical standards prescribed for the post of Police Constable

 

 

(Civil) and qualify in Physical Efficiency Test as prescribed for Civil P.Cs.

 

 

(b) They have passed S.S.C. or equivalent examination;

 

 

(c) They have served in the Home Guards Organisation continuously for a minimum period of 2 years out of which atleast 180 days must have been spent actually on duty as Home Guards;

 

 

(d) They must have completed the age of 18 years and must not have completed the age of thirty years; and that;

 

 

(e) For Home Guards, who are Tribals or residents of Tribal area, the qualifications specified in Para-10 shall apply mutatis mutandis.

 

 

(12) Candidates who are meritorious sportsmen are eligible for appointment by direct recruitment as Police Constable (Civil) provided that; they fulfil the Physical standards prescribed for the posts of Police Constables (Civil), they have passed S.S.C. examination and that they have not completed the age of 30 years. For definition of word "Meritorious Sportsmen" Sub-rule 10-A of Rule 3 of A.P. State and Subordinate Service Rules shall be applicable.

(5) Based on merit in National Physical Efficiency Test of III Star Standard as mentioned above, candidates will be required to appear before the selection committee for an interview carrying 25 marks in the ratio of 1:2 in each group and Community of the District/Unit concerned.

(8) The D.G. & I.G.P. may grant exemption from height and chest measurements in respect of Orphan Children of Police Personnel in the State subject to the candidate possessing a minimum height of 162.5 cms. on full inspiration with a minimum expansion of 4 cms.

 

 

(9) The Constables of A.P. Special Armed Police are eligible for transfer to District Armed Reserve, Special Armed Reserve and City Armed Reserve provided that they have completed the age of 40 years with good record of service.

 

 

Provided further that preference shall be given to the candidates possessing higher educational qualifications i.e. pass in Intermediate/Degree.

 

 

(10) In the case of candidates belonging to the Scheduled Tribes and Aboriginal Tribes in the agency areas of Allahabad, East Godavari, Khammam, Mahaboobnagar, Warangal, West Godavari, Srikakulam, Visakhapatnam and Vizianagaram districts where the reserved quota can not be fully utilised for want of sufficient number of such candidates possessing the requisite qualifications, the physical standards and educational qualifications shall be as specified below:

(11) The Home Guards are eligible for appointment as Police Constable DAR/SAR/CAR provided that:

 

 

(a) They fulfil the physical standards prescribed for the posts of Police Constable (Armed Reserve) and qualify in three out of five items of physical efficiency test of one Star Standard.

 

 

(b) They have passed S.S.C. or equivalent examination.

 

 

(c) They have served in the Home Guards Organisation continuously for a minimum period of 2 years, out of which atleast 180 days must have been spent actually on duty as Home Guards.

 

 

(d) They must have completed the age of 18 years and must not have completed the age of thirty years, and that;

 

 

(e) For Home Guards who are Tribals or Residents of Tribal areas, the qualifications specified in para (10) shall apply mutatis mutandis.

 

 

(12) Candidates who are meritorious Sportsmen are eligible for appointment by direct recruitment as Police Constable (DAR/SAR/CAR):

 

 

Provided that they fulfil the Physical Standards prescribed for the posts of Police Constables (Armed Reserve) they have passed S.S.C. examination and that they have not completed the age of 30 years.

Class II

(5) Category 2

Sub-Inspectors of Short Hand Bureau

Must have completed the age of twenty one years and must not have completed the age of twenty five years, if recruited direct.

1. Must have ability to read and write one of the three languages namely Telugu, Urdu and Hindi.

 

 

2. Must have passed S.S.C. or equivalent Examination with Short-hand and Type Higher Grade, preference will be given to graduates and those Higher Grade Shorthand:

 

 

Provided that candidates with lower shorthand should get qualified for higher grade within two years from the date of appointment.

 

 

3. Must pass written examination of objective type (Multiple choice) question carrying 100 marks. Questions will be set on General knowledge, Sciences, Geography, History etc. Such of those candidates who secure minimum as the State Level Selection Board decides will be required to appear before the Board for an interview which carries 70 marks out of which SO marks will be for practical tests and 20 marks for oral test.

Class IV

(6) Category 1 Sub-Inspectors.

Must have completed the age of twenty one years and must not have completed twenty five years of age: Provided that the candidate who has served in any of the Defence service or State Force shall be eligible for appointment if his age after deducting the period of such service is below thirty years.

Must not be less than 165 Cms. in height. Must not be less than 86.3 cms. round the chest on full inspiration with a minimum expansion of 5 cms.

 

 

Must be well conversant with the maintenance of horses and equestrian drill. Must be able to maintain records and accounts.

(7) Category 3

Police Constables

Must have completed the age of eighteen years and must not have completed twenty two years of age or any transfer from Civil, Armed Reserve or Andhra Pradesh Special Police:

1. Must not be less than 165 cms., in height. Must not be less than 86.3 cms. round the chest on full expansion of 5 cms. Must be able to ride a horse.

2. Must have passed VIII Standard.

Provided that a candidate who has served in any of the Defence Services or State Forces shall be eligible for appointment, if his age after deducting the period of such service is below thirty years.

(8) Category 2

(3) Must have ability to read and write one of the three languages namely Telugu, Urdu and Hindi.

 

 

(4) Candidates who fulfil the above conditions will be required to appear for a written examination in Technical subject as prescribed by the Government of India for Grade-I Radio Technicians consisting of two papers carrying 100 marks each.

 

 

(5) Based on merit in the written examination, candidates will be required to appear before the State Level Recruitment Board for an interview carrying 25 marks in the ratio of 1 : 2 in each group and community.

(6) Marks obtained in the written examination (200) and interview (25) Total 225 marks would determine their order of merit for final selection in each group and Community.

ASI Commns. (Men & Women)

 

 

 

Must have completed the age of 19 years, but not 25 years, if recruited direct

(1) (a) Must not be less than 162.00 cms. in height and must not be less than 84 cms. round the chest on full inspiration with a minimum expansion of 4 cms. in respect of men.

 

 

(b) In case of women candidates, must not be less than 152.5 Cms. in height and must not be less than 45.5. Kgs. in weight

(4) Candidates who fulfil the above conditions will be required to appear for a Written Test (Technical) carrying 75 marks.

(5) Must pass a written examination of Diploma Standard carrying 100 marks.

 

 

(6) Based on merit in the written examination candidates will be required to appear before

 

 

the State Level Recruitment Board for an interview carrying 25 marks in the ratio of 1 : 2 in each group and Community. If there are more candidates securing equal marks at the cut-off point of 1 : 2 ratio in each group and Community all such candidates may also be called for interview.

 

 

(7) Marks obtained in the written examination (100) and interview (25) total 125 would determine their order of merit for final selection in each group and community.

(13) Category 4(a) P.C. (Mechanics)

If recruited direct must have completed 18 years of age and must not have completed 22 years of age. Provided that a candidate who has served in any of the Defence services or State services shall be eligible for appointment if his age after deducting the period of service is below 22 years.

(4) All the candidates who fulfil the above conditions will be required to. appear for Practical Test which carries a maximum of 75 marks.

 

 

(5) Candidates declared qualified in the Practical Test will be required to appear before the Selection Committee for an Interview carrying 25 marks in the ratio of 1 : 2 in each group and community.

If recruited direct must have completed 18 years of age and must not have completed 22 years of age provided that a candidate who has served in any of the Defence Services or State Forces shall be eligible for appointment if his age after deducting the period of service is below 22 years.

(1) (a) Must not be less than 162 cms. in height.

 

 

(b) Must have minimum expansion of the chest on full inspiratio(sic) 4 cms. subject to chest measurement of 84 cms. on full inspiration.

Interview (25) Total 100 would determine the order of merit for final selection in each group and community.

(6) Based on merit in the written examination, candidates will be required to appear for an interview carrying 25 marks at the ratio of 1 : 2 in each District/Unit concerned.

 

 

If there are more candidates securing equal marks at the cutoff point of 1 : 2 ratio in each group and community, all such candidates may also be called for interview.

 

 

(7) Marks obtained in the written examination (75) and interview (25) total 100 would determine their order of merit for final selection in each group and community of the District/Unit concerned.

(9) The Director General and Inspector General of Police may nominate the concerned Range Dy.Inpr. Genl. of Police/Addl. Commissioner of Police in respect of Hyd. City as the Chairman of the Selection Committee in addition to above 3 members.

 

 

(10) The Director General and Inspector General of Police, may grant exemption from height measurements in respect of Orphan children of Police personnel in the State, provided they have the following minimum physical standards.

2. Weight... 44 Kgs.

 

 

(11) Candidates who are meritorious sportsmen are eligible for appointment by direct recruitment as Police Constables (Women) provided that; they fulfill the physical standards prescribed for the posts of Police Constables (Women) they have passed S.S.C. Detailed knowledge of operation adjustment and maintenance of the Accessory Apparatus such as Motor Generator Sets Transformers and Rectifiers used in powers Supplies A.C. Metres.

(b)      Must have sufficient knowledge of plant maintenance to be able to.

(i)       Locate simple faults and to undertake minor repairs in Wireless sets.

(ii)      to detect the frequency of an incoming signal.

(iii)     Cut and prepare dipole aerials and transmission lines.

(iv)    Charge batteries from D.C/A.C. Mains and to locate simple faults in power supply systems.

(v)      Grade II Operators .

I. Operation .

Must be able .

(a)      to receive 10 standard messages in 15 minutes with accuracy of 98.5% (with grade of Interference QRM 3).

(A standard message consists of 100 characters with atleast 60 characters of text in plain language or 75 characters with atleast 40 characters of text in Cipher or Code. Figures count as 1-1/2 characters), and

(b)      to send 10 standard messages in 15 minutes with accuracy of 98.5% with no uncorrected errors, the correct errors not exceeding seven.

II. Procedure .

Must have a detailed working knowledge of both C.W. and R.T. Procedure including operating signal registration of message and maintenance of W/T log.

III. Technical knowledge.

(a)      Must have a knowledge of Wireless equipments and accessories :
