THE ANDHRA PRADESH POLICE (FINGER PRINT BUREAU) SUBORDINATE SERVICE
RULES
PREAMBLE
In exercise of the powers conferred by Sections 8 and 10 of the Andhra
Pradesh (Andhra Area) District Police Act, 1859 (Act No. XXIV of 1859),
Sections 6 and 10 of the Andhra Pradesh (Telangana Area) District Police Act,
(Act No. X of 1329 F) and Section 5 read with 6, 7 and 12 of the Hyderabad City
Police (Act No. IX of 1348 F) read with the proviso to Article 309 of the
Constitution of India and of all other powers here unto enabling and in super
session of all the previous rules on the subject, the Governor of Andhra
Pradesh hereby makes the following Special Rules for the Andhra Pradesh Police (Finger
Print Bureau) Subordinate Service:
Rule - 1. Short title and commencement.
(1)
These Rules
may be called the Andhra Pradesh Police (Finger Print Bureau) Subordinate
Service Rules.
Rule - 2. Constitution.
The service shall consist of the following classes and categories of
posts.
Class - A: (Finger Print Section)
Category (1) Inspector of Police (Finger Print Bureau)
Category (2) Sub-Inspector of Police (Finger Print Bureau) (formerly
designated as Finger Print Expert).
Category (3) Assistant Sub-Inspector of Police (Finger Print Bureau)
(formerly designated as Finger Print Searcher).
Class-B: (Photography Section)
Category (1) Sub-Inspector of Police (Finger Print Bureau Photography).
Category (2) Assistant Sub-Inspector of Police (Finger Print
Bureau-Photography).
Category (3) Police Constable (Finger Print Bureau-Photography)
(formerly designated as Finger Print Photo Cleaner).
Rule - 3. Method of appointment and appointing authority.
Subject to the other provisions in these rules, the method of
appointment and appointing authority for the several categories of posts shall
be as follows.

(Category-3).
(ii) If no
person is available or eligible for promotion, by transfer of a person in
equivalent or comparable scale of pay, in any other wing of the Police
Department.
(ill) If
no person is available for appointment by methods (i) & (ii) above, by
direct recruitment.

3. Police
Constable (Finger Print Bureau-Photography) (formerly designated as Finger
Print Photo-Cleaner).
|
(i) By
direct recruitment
(ii) If no
qualified or suitable person is available for direct recruitment, by transfer
of a person in equivalent or comparable scale of pay in any other wing of the
Police Department.
|

Finger Print Bureau, or any other Officer of the rank of the Superintendent
of Police holding charge of that post.
|
Rule - 4. Qualification.
No person shall be eligible for appointment to the categories specified
in Column (1) of the Annexure to these rules by the method specified in Column
(2), unless he possesses the qualification specified in the corresponding entry
in column (3) thereof.
Rule - 5. Age.
No person shall be eligible for appointment by direct recruitment to the
posts of Assistant Sub-Inspector of Police (Finger Print Bureau) (Category-3 of
Class-A) and Assistant Sub-Inspector of Police (Finger Print
Bureau-Photography) (Category-2 of Class-B), Police Constable (Finger Print
Bureau-Photography) (Category-3 of Class-B) if he has not completed 18 years of
age and has completed 28 years of age on the first day of July of the year in
which the notification for selection is made.
Rule - 6. Physical Requirements.
A candidate for appointment by direct recruitment to the post of
Assistant Sub-Inspector of Police (Finger Print Bureau) (Category-3 of Class-A)
shall satisfy the following physical requirements.
(1)
(a) Must not
be less than 167.6 cms. in height.
(b) Must not be less than 86.3 cms. round the chest on full inspiration
with a minimum expansion of 5 cms.
Provided that in the case of candidates belonging to Scheduled Tribe and
Aboriginal Tribes where the reserved quota could not be fully utilized for want
of sufficient candidates possessing the requisite physical standards shall be
as specified below.
Must not be less than 164 cms. in height and must not be less than 83.8
cms. round the chest on full inspiration with a minimum expansion of 5 cms.
(2)
A candidate
for direct recruitment to the posts in this service must be certified to
possess the visual standards specified below without glasses.

(iii) Colour blindness, squint or any morbid condition of the eyes or
lids of either eye shall be deemed to be disqualification.
[(3) (a) Physical Efficiency Test of one Star Standard (Men). Applicants
possessing, the requisite Physical standards only will be admitted to the
Physical Test of one Star Standard and they must qualify in three, out of five
items as detailed below.

(c) Method of Selection for ASIS, Finger Print Bureau.
(1)
Candidates
declared qualified in Physical Efficiency Test as above only will be admitted
for written examination consisting of two papers of Degree Standard each not exceeding
three hours duration carrying a maximum 100 marks of each.
(2)
Both Papers
will be objective type with Selection type of question/items. There may also be
short answer and the other subject type of question items. The question papers
will be in English, Telugu and Urdu languages.
(i)
Paper-I. Will
consist of two Parts.
Part-I. Aptitude for Police Service.
Part-2. Mental ability and comprehension.
(ii)
Paper-II. Will
consist of questions/items in General Studies, General Knowledge, Current
Affairs, General Science, Geography, History, Constitution, National Freedom
Movement etc.,
(d) (1) The selection will be State wide and rule of reservation is
applicable as per General Rule 22 of the Andhra Pradesh State and Subordinate
Service Rules.
(2) Based on State wide merit in the written examination, candidates
shall be called to appear before State Level Police Recruitment Board for an
interview carrying 25 marks in the ratio of 1: 2 in each Group.
(3) Marks obtained in the written examination (200) and interview (25)
would determine their order of merit for final selection in each group at State
wide merit."
Rule - 7. Minimum Service.
No person in the Category of Assistant Sub-Inspector of Police (Finger
Print Bureau) and Assistant Sub-Inspector of Police (Finger Print
Bureau-Photography) and Police Constable (Finger Print Bureau Photography)
shall be eligible for appointment by promotion from one category to another
unless he has put in not less than four years of service in the category and is
an approved probationer from which promotion is made as on 1st January of the
year of selection.
Provided that in the case of Sub-Inspector of Police (Finger Print
Bureau), they shall not be eligible for promotion to the post of Inspector of
Police (Finger Print Bureau) unless they have put in minimum service of not
less than six years as on 1st January of the year of selection and are approved
probationers.
Rule - 8. Probation.
Every person appointed by direct recruitment shall be on probation for a
total period of two years on duty within a continuous period of three years;
and every person appointed either by promotion or by transfer shall be on
probation for total period of one year on duty within a continuous period of
two years from the date on which one commences probation.
Rule - 9. Training.
(a)
(1) Every
person appointed by direct recruitment to any category or by transfer from any
other category in other branches of Police Department to the post of Assistant
Sub-Inspector of Police (Finger Print Bureau), shall undergo training as
follows.
(i)
Six months
training in Police Training College followed by six months training in Finger
Print Bureau both in theoretical and practical aspects of Finger Print Science.
They have to appear for an examination at the end of one year training in the
subjects they are taught.
(ii)
A
probationer shall have two chances for passing the examination, one at the end
of the course and the second after six months. Failure to pass the examination
will entail extension or termination of probation.
Provided that the appointing authority for adequate reasons to be
recorded in writing allow a probationer, a third chance to pass the
examination.
(The deficiency in the period of training of a fresh probationer, within
three months after opening of the School, shall be disregarded).
(2) Every person appointed as Police Constable (Finger Print
Bureau-Photography) shall undergo training immediately after appointment for
three months in Police Recruitment School followed by three months in Finger
Print Bureau - Photographic Section in dark room works viz., exposing,
developing, printing, cleaning (washing) and drying (glazing).
(b)
(1) Every
person appointed by recruitment, shall, before the commencement of training,
execute an agreement bond that he shall serve the department for a period of
three years after the completion of training referred to in sub-rule (a).
(2) He will be liable to refund to the Government the pay and allowances
and other remuneration received by him in addition to the amount spent by the
Government on his training:
(i)
if he fails
to serve the department for a period of three years after the completion of his
training for any reason: or
(ii)
if he
discontinues the training or is discharged from the training course for
misconduct or any other reason: or
(iii)
if he
secures any other employment, elsewhere than under the State, Government
(c)
The period
of training shall count for purposes of probation, increment, leave and
pension.
(d)
A direct
recruit who is selected and appointed shall be eligible, during the period of
training, for the initial pay of the post with the usual allowances admissible
at the place of training.
Rule - 10. Tests.
(i)
Every person
appointed by direct recruitment shall pass within the probation period, the
departmental examination/tests, that may be prescribed by the Director, State
Level Recruitment Board in consultation with the Director, Finger Print Bureau
from time to time.
(ii)
The
Assistant Sub-Inspector of Police (Finger Print Bureau) (Category (3) of
Class-A) who is eligible for promotion as Sub-Inspector of Police (Finger Print
Bureau) (Category-2 of Class-A) should have passed the All India Board
Examination of Finger Print Experts conducted by the Central Finger Print
Bureau, N.C.R.B., M.H.A; Government of India, before they are considered for
inclusion in the promotion list in a particular year. The date of appointment
as Assistant Sub-Inspectors of Police (Finger Print Bureau) and seniority in
that rank will be taken into account while fixing their seniority in that rank.
Assistant Sub Inspector who have not passed the examination, as on 1st January
of the year of selection will not be considered for promotion for that panel
even though they are seniors.
(iii)
All the
Assistant Sub-Inspectors, who are approved probationers should be sent to the
Finger Print Bureau training and examination to enable them to get qualified.
The candidate will be allowed for examination only for two chances by the
department at Government expense. Subsequently, they have to appear at their own
cost.
(iv)
Sub-Inspector
of Police (Finger Print Bureau) who have put in not less than six years regular
service as on 1st January of the year of selection with good record of service
will be eligible for promotion as Inspector of Police (Finger Print Bureau).
The promotion will be ordered from a panel approved by the Director General of
Police on the basis of seniority-cum-fitness and over all record of service and
proficiency in their branch work based on the recommendations of the appointing
authority. Seniority as Inspector will be fixed-up accordingly in the order
indicated in the promotion panel.
Rule - 11. Transfers and postings:
All transfers and postings of the personnel of this service working in
Finger Print Bureau, Hyderabad including S.D. Section in the Districts/Hyderabad
City shall be made by the appointing authority.
Rule - 12. Special Provisions.
(i)
Inspectors
of Police (Finger Print Bureau), Sub-Inspectors of Police (Finger Print Bureau)
or (Finger Print Bureau-Photography) and Assistant Sub-Inspector of Police
(Finger Print Bureau) or (Finger Print Bureau - Photography) of Class-A and
Class-B are entitled to uniform grant at the rates prescribed and as per such
conditions laid down by the State Government from time to time.
(ii)
The Police
Constables (Finger Print Bureau-Photography) shall be entitled to free supply
of uniform on such scale as may be prescribed by the State Government from time
to time.
(iii)
Members of
this service are entitled to rent free quarters, if provided by
Government/department, as per such guidelines as may be laid down by the
Director General and Inspector General of Police, from time to time.

Must have passed SSC or its equivalent examination.
(ii) Must
have thorough knowledge and experience in developing, printing, cleaning
(washing) and drying (glazing) both black and transparent and color films.
(iii) Must
produce a certificate of having served a period of not less than one year in
a Photographic firm of repute.
(b) Must
have ability to read and write Telugu.
