Superintendent And Scholar Assistant Group-B (Non-Gazetted) And Senior Clerk, Library Assistant And Editorial Assistant Group-C In The Maharashtra State Board Of Production Of Marathi Vishwakosh Under Administrative Control Of The Marathi Language Department (Recruitment) Rules, 2023

In exercise of the powers conferred by the proviso to article 309 of the Constitution of India and in supersession of all existing rules, orders or instruments issued in this behalf, the Governor of Maharashtra is hereby pleased to make the following rules regulating the recruitment to the posts of "Superintendent" and "Scholar Assistant" Group-B (Non-gazetted) and "Senior Clerk", "Library Assistant" and "Editorial Assistant" Group-C in the Maharashtra State Board of Production of Marathi Vishwakosh under administrative control of the Marathi Language Department of the Government of Maharashtra, namely :-

Rule - 1.


These rules may be called the Superintendent and Scholar Assistant Group-B (Non-gazetted) and Senior Clerk, Library Assistant and Editorial Assistant Group-C in the Maharashtra State Board of Production of Marathi Vishwakosh under administrative control of the Marathi Language Department (Recruitment) Rules, 2023.

Rule - 2.


In these rules, unless the context requires otherwise,-

(a)      "Appointing Authority" means the Secretary, Maharashtra State Board of Production of Marathi Vishwakosh;

(b)      "Board" means the Maharashtra State Board of Production of Marathi Vishwakosh under administrative control of the Marathi Language Department of the Government;

(c)      "Department" means the Marathi Language Department of Government;

(d)      "Degree" means a degree of a statutory university or any other qualification declared by the Government of India or State Government to be equivalent thereto;

(e)      "Directorate of Libraries" means the Directorate of Libraries under the administrative control of Higher and Technical Education Department of the Government;

(f)       "Eligibility for promotion" means the eligibility for promotion in accordance with the terms and conditions prescribed for promotion in rules, resolution or orders issued by the General Administration Department of the Government, from time to time;

(g)      "Government" means Government of Maharashtra;

(h)     "Higher Secondary School Certificate Examination" means the Higher Secondary School Certificate Examination conducted by a Divisional Board established under the Maharashtra Secondary and Higher Secondary Education Boards Act, 1965 (Mah. XLI of 1965) and includes any other examination declared by the Government to be equivalent thereto;

(i)       "Post Graduation degree" means a Post Graduation degree of a Statutory University or any other qualification declared by the Government of India or the State Government to be equivalent thereto;

(j)       "Selection Committee" means a Committee constituted, from time to time, by the Government for the purpose of selection of candidates for direct recruitment to the posts mentioned in these rules.

Rule - 3.


Appointment to the post of "Superintendent, Group-B (non-gazetted)" in the Board shall be made either,-

(a)      by promotion of a suitable person having eligibility for promotion and having not less than three years regular service on the post of Senior Clerk in the Board, on the basis of common seniority, from amongst the persons holding the said posts; or

(b)      by deputation of a suitable person holding equivalent post and having not less than three years of experience in administrative work, if eligible candidate is not available for appointment by promotion :

Provided that, all the terms and conditions of the deputation policy of the General Administration Department shall be applicable for deputation.

Rule - 4.


Appointment to the post of "Scholar Assistant, Group-B (non-gazetted)" in the Board shall be made either,-

(a)      by promotion of a suitable person having eligibility for promotion and having not less than three years regular service on the post of Editorial Assistant in the Board, on the basis of common seniority, from amongst the persons holding the said post; or

(b)      by nomination from amongst the candidates recommended by the Selection Committee on the basis of result of the Competitive Examination conducted therefor, who fulfills the following criteria, namely :-

(i)       Age Limit.-

(A)     Lower Age Limit.- Eighteen years of age completed as on the last date of receipt of application as per the advertisement for recruitment to the post.

(B)     Upper Age Limit.- Thirty-eight years of age completed for the persons not belonging to reserved categories and Forty-three years of age completed for the persons belonging to reserved categories as on the last date of receipt of application as per the advertisement for recruitment to the post.

(ii)      Minimum Educational Qualification.-

(A)     A degree in Marathi subject with at least sixty per cent marks; and

(B)     A Post Graduation degree in Marathi subject with at least fifty per cent marks.

(iii)     Experience.- Minimum three years of practical experience of editorial or research work in Marathi.

Rule - 5.


Appointment to the post of "Senior Clerk, Group-C" in the Board shall be made by promotion of a suitable person having eligibility for promotion and having not less than three years regular service on the post of Clerk-cum-Typist in the Board on the basis of common seniority, from amongst the persons holding the said posts.

Rule - 6.


Appointment to the post of "Library Assistant, Group-C" in the Board shall be made by nomination through Selection Committee on the basis of the result of the Competitive Examination, from amongst the candidates fulfilling following criteria, namely :-

(i)       Age Limit.-

(A)     Lower Age Limit.- Eighteen years of age completed as on the last date of receipt of application as per the advertisement for recruitment to the post.

(B)     Upper Age Limit.- Thirty-eight years of age completed for the persons not belonging to reserved categories and Forty-three years age completed for the persons belonging to reserved categories as on the last date of receipt of application as per the advertisement for recruitment to the post.

(ii)      Minimum Educational Qualification.-

(A)     Passed the Higher Secondary School Certificate Examination;

(B)     Possesses a degree in Library Science; and

(C)     Possesses a certificate in Librarianship from Directorate of Libraries.

Rule - 7.


Appointment to the post of "Editorial Assistant, Group-C" in the Board shall be made by nomination through Selection Committee, on the basis of the result of the Competitive Examination, from amongst the candidates fulfilling following criteria, namely :-

(i)       Age Limit.-

(A)     Lower Age Limit.- Eighteen years of age completed as on the last date of receipt of application as per the advertisement for recruitment to the post.

(B)     Upper Age Limit.- Thirty-eight years of age completed for the persons not belonging to reserved categories and Forty-three years of age completed for the persons belonging to reserved categories as on the last date of receipt of application as per the advertisement for recruitment to the post.

(ii)      Minimum Educational Qualification.- Possesses a degree in Marathi subject with at least second class;

(iii)     Experience.- Minimum one year of practical experience of editorial or research work in Marathi.

Rule - 8.


Appointment to the post mentioned in rule 4 shall be made by nomination and promotion, in the ratio of 50:50

Rule - 9.


The person appointed to the post under rules 3, 4, 5, 6, and 7 is required to complete the training prescribed by the Appointing Authority or the Government, from time to time.

Rule - 10.

(1)     A person to be appointed to the post mentioned in rule 3, 4 or 5 by promotion shall pass the Marathi and Hindi languages examinations as per the rules made in that behalf by the Government, from time to time, unless he has already passed or has been exempted from passing those examinations, before getting promoted to the said post.

(2)     A person appointed to the post mentioned in rule 4, 6 or 7 by nomination shall pass the Marathi and Hindi languages examinations as per the rules made in that behalf by the Government, from time to time, within the prescribed time limit after appointment, unless he has already passed or has been exempted from passing those examinations. He shall not be eligible for annual increment or promotion to the next promotional post until he passes those examinations.

Rule - 11.

(1)     A person to be appointed to the post mentioned in rules 3, 4 or 5 by promotion, shall possess a certificate of Computer Operations prescribed by rules or orders issued in that behalf by the Government, from time to time, unless he already possesses such certificate or has been exempted therefrom, before getting promoted to the said post.

(2)     A person appointed to the post mentioned in rules 4, 6 or 7 by nomination shall possess a Certificate of Computer Operations prescribed by the Government, from time to time, within the prescribed time limit after appointment, unless he already possesses or has been exempted from possessing such Certificate of Computer Operations, otherwise he shall not be eligible for annual increment or promotion to the next promotional post until he possess the same.

Rule - 12.

(1)     A person recommended for appointment by nomination to the post mentioned in rules 4, 6 or 7 shall submit a declaration of Small Family as per the provisions of the Maharashtra Civil Services (Small Family Declaration) Rules, 2005 or any other rules, orders or any instruments issued in this behalf by the Government, from time to time.

(2)     A person having more than two children on the date of submission of Declaration of Small Family shall be disqualified for the appointment in Government Service.

(3)     After appointment of a person in the Government service, if it is proved that he has more than two children at the time of appointment or thereafter, then he shall be disqualified for continuing on the said post in Government service.

Rule - 13.


The seniority list of the persons who are appointed to the post mentioned in rules 3, 4, 5, 6 and 7 shall be maintained at the Board level. Therefore, such person shall be liable for transfer anywhere in the State of Maharashtra at Board level.

Rule - 14.


The terms and conditions specified by the Government, subsequent to the appointment of any Government Servant in any rules, orders or resolutions issued by the Government, from time to time, shall also be applicable to the Government Servant.
