SENIOR
RADIOTHERAPY TECHNICIAN RECRUITMENT RULES, 2023
PREAMBLE
In
exercise of the powers conferred by the proviso to article 309 of the
Constitution, read with Government of India, Ministry of Home Affairs, GSR No.
840 Dated 13th July 1959 published in Part-II section 3 (i) of Gazette dated
13th July, 1959 of India the Hon'ble Lt. Governor of the National Capitol
Territory of Delhi, is pleased to make the following rules regulating the
method of recruitment to the post of Senior Radiotherapy Technician in the
Department of Health and Family Welfare, namely:-
Rule - 1. Short title and commencement.
(i) These rules may be
called the Senior Radiotherapy Technician Recruitment Rules, 2023.
(ii) They shall come into
force on the date of their publication in the Official Gazette.
Rule - 2. Number of post, classification, Pay Level in the Pay Matrix.
The
number of the said post, their classification and the level in pay matrix
attached thereto, shall be specified in column (1) to (4) of the Schedule
annexed to these rules.
Rule - 3. Method of recruitment, age limit, qualification etc..
The
method of recruitment, age limit, qualifications and other matters relating
thereto shall be as specified in columns (5) to (13) of the said schedule.
Rule - 4. Disqualifications.
No person-
(a) Who has entered into
or contracted a marriage with a person having a spouse living; or
(b) Who, having a spouse
living, has entered into or contracted a marriage with any person,
Shall
be eligible for appointment to the said posts;
Provided
that the Government may, if satisfied that such marriage is permissible under
the personal law applicable to such person and the other party to the marriage
and that there are other grounds for so doing, exempt any person from the
operation of this rule.
Rule - 5. Power to relax.
Where the
Government is of the opinion that it is necessary or expedient so to do, it
may, by order, for reasons to be recorded in writing, and in consultation with
Government, relax any of the provisions of these rules with respect to any
class or category of persons.
Rule - 6. Saving.
Nothing
in these rules shall affect reservations, relaxation of age limit and other
concessions required to be provided for the Scheduled Castes, the Scheduled
Tribes, ex-servicemen and other special categories on persons in accordance
with the order issued by the Government of National Capital Territory of Delhi
from time to time.

Promotion
From Junior Radiotherapy Technician with 05 years regular service in
Level-4 in the pay matrix (Rs. 25,500-81100/-) as per 7th CPC.
Note : "Where juniors who have completed their
qualifying/eligibility service are being considered for promotion, their seniors
would also be considered provided they are not short of requisite
qualifying/eligibility service by more than half of such
qualifying/eligibility service or two years, whichever is less, and have
successfully completed probation period for promotion to the next higher
grade along with their juniors who have already completed such
qualifying/eligibility service.
Deputation
Officers of the Central/State Govt. and Union Territories:-
(a) (i) Holding analogous posts on a regular basis in the parent cadre
or department; or
(ii) With 05 years of service rendered after appointment to the post on
a regular basis in the scale of Level 4 of Pay matrix as per 7th CPC or
equivalent in the parent cadre or department; and
(b) Possessing the following educational qualifications:
(i) 10+2 or equivalent with Science as a subject from a recognized
Board and
(ii) Two years' radiation therapy technologists' or equivalent based on
the minimum course content prescribed by the competent authority (AERB), from
a recognized institution with infield training in radiotherapy; or
Diploma in Radiotherapy Technician; or
Post Graduate Diploma in Radiotherapy Technician; or
M.Sc.(Radiotherapy Technology); or
Diploma in Medical Radiotherapy Technology; or
B.Sc. Medical Technology (Radiotherapy); or
B.Sc. Radiotherapy; or
Advance Diploma in Radiotherapy Technology.
*Where it is necessary to extend the field of selection for deputation
to posts below the analogous level.
Note : The departmental Junior Radiotherapy Technician in the level 4,
Rs. 25,500-81,100/- in the pay matrix as per 7th CPC with 05 years of regular
service in the grade and having the educational qualifications and experience
prescribed for considering appointment on deputation basis is considered
along with outsiders. If the departmental candidate is selected for
appointment to the post; it shall be treated as having been filled by
promotion.
(Period of deputation including period of deputation in another
ex-cadre post held immediately preceding this appointment in the same
organization/department of the central govt. shall ordinarily not exceed 3
years. The maximum age limit for appointment by transfer on deputation shall
not be exceeding 56 years, as on the closing date of receipt of
applications.)

Member Note: Senior most member of the Departmental Promotion Committee
shall act as a chairman in case the notified chairman of the Departmental
Promotion Committee happens to be junior to another member of the
Departmental Promotion Committee.
