PREAMBLE

In pursuance of the provisions of the Rules and Regulations of the Hindi, Urdu, Punjabi, Sindhi, Sanskrit and Maithili-Bhojpuri Academy, the Hon'ble Lt. Governor of the National Capital Territory of Delhi, is pleased to make the Recruitment Rules in the scheduled annexed hereto regarding the method of recruitment and qualifications necessary for appointment in the post of Secretary-Hindi, Urdu, Punjabi. Sindhi, Sanskrit and Maithili-Bhojpuri Academies functioning under the Department of Art, Culture and Language, Government of National Capital Territory of Delhi, namely:

Rule 1. Short title and commencement.

(1)     These Rules may be called the Secretary-Hindi, Urdu, Punjabi, Sindhi, Sanskrit and Maithili-Bhojpuri Academies Recruitment Rules, 2009.

(2)     They shall come into force on the date of their publication in the Delhi Gazette.

Rule 2. Number of posts, classification and scale of pay.

The number of the said post, its classification and the scale of pay attached thereto shall be as specified in Columns (2) to (4) of the Schedule annexed to these rule.

Rule 3. Method of recruitment, age-limit, qualifications, etc.

The method of recruitment to the said posts, age limit, qualifications and other matters connected therewith, shall be specified in columns (5) to (14) of the said Schedule.

Rule 4. Disqualification.

No person,

(a)      who has entered into or contracted a marriage with a person having a spouse living; or

(b)      who, having a spouse living has entered into or contracted a marriage with a person, shall be eligible for appointment to the said post:

Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

Rule 5. Power to relax.

Where the Government is of the opinion that it is necessary or expedient so to do it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to ay class or category of persons.

Rule 6. Saving.

Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes and Scheduled Tribes and other special categories of persons in accordance with orders issued by the Central Government from time to time, in this regard.

Deputation:

Officers under the Central/State Govts./UTs/Autonomous Organizations.

(i) Holding analogous posts on a regular basis or

(ii) With 5 years regular service in the scale of Rs. 8,000-13,500 (revised).

(iii) With 8 years regular service in the scale of Rs. 6,500-10,500.

(iv) And possessing educational qualification as under:

Essential:

(a) MA in respective Language from any recognised University.

(b) At least 10 years experience in administrative and financial matters.

Desirable:

(a) Ph.D in respective Literature/Language:

(v) Period of deputation including period of deputation in another Ex-cadre post held immediately preceding this appointment in the same or some other organisation/department of Central government shall ordinarily not to exceed 3 years and in any case shall not exceed 5 years. The maximum age limit for appointment by deputation shall not exceed 56 years as on the closing date of receipt of applications. The age of retirement for Secretary will be 60 years.
