ASSISTANT (CYBER FORENSIC) FORENSIC SCIENCE LABORATORY RECRUITMENT RULES, 2022
PREAMBLE
In exercise of the powers conferred by the proviso
to article 309 of the Constitution of India read with the Government of India,
Ministry of Home Affairs, Notification No. F-27/59-him (i) dated the 13th July,
1959, the Lt. Governor of National Capital Territory of Delhi hereby makes the
following rules regulating the method of recruitment to the post Scientific
Assistant (Cyber Forensic) in Forensic Science Laboratory, Government of
National Capital Territory of Delhi, namely:-
Rule - 1. Short title and commencement.
(i) These rules may be called the Scientific Assistant (Cyber Forensic)
Forensic Science Laboratory Recruitment Rules, 2022.
(ii) They shall come into force on the date of their publication in Delhi
Gazette.
Rule - 2. Number of posts, classification and Pay Level in Pay Matrix.
The number of the said post, its classification and
pay level in pay matrix attached thereto shall be as specified in columns (2) to
(4) of the Schedule annexed to these rules.
Rule - 3. Method of recruitment, age limit, qualification etc.
The method of recruitment to the said post, age
limit, qualifications and other matters connected therewith, shall be as
specified in columns (5) to (13) of the said Schedule.
Rule - 4. Disqualification.
No person,
(a) Who has entered into or contracted a marriage with a person having a
spouse living; or
(b) Who having a spouse living, has entered into or contracted a marriage
with a person, shall be eligible for appointment to the said post.
Provided that the Government may, if satisfied that
such marriage is permissible under the personal law applicable to such person
and the other party to the marriage and that there are other grounds for so
doing, exempt any person from the operation of this rule.
Rule - 5. Power to relax.
Where the Government is of the opinion that it is
necessary or expedient so to do, it may, by order and for reasons to be
recorded in writing, relax any of the provisions of these rules with respect to
any class or category of persons.
Rule - 6. Saving.
Nothing in these rules shall affect reservations,
relaxation of age limit and other concessions, required to be provided for the
Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex-Servicemen and
other special categories of persons in accordance with the orders issued by the
Govt. of India from time to time in this regard.

Competition, it would be between 18 years and 27 years. (The
upper age-limit is relaxable for departmental candidate upto 40 years in
accordance with the instructions or orders issued by the Central Government) Note: The
crucial date of determining the age limit shall be as advertised by
DSSSB/Competent Authority. |
Essential: (i)
Master degree in Computer Science/Computer Application/Information
Technology/Physics with specialization in Electronics/Cyber Security from a
recognized university/institute; OR B. E/B.
Tech. in Computer Engineering/Information Technology/Electronics & Communication
Engineering/Electronics & Electricals Engineering from a recognized
university/institute. Desirable: (i) Work
experience of analytical methods/research in the field of analysis of Digital
Data from Central/State Govts./UTs/Public Sector Undertakings/Semi-Govt./Autonomous
Organizations/Govt. recognized Universities/Institutions. (ii)
Ph.D. in concerned discipline from a recognized university/institution. Note-1:
Qualifications are relaxable at the discretion of the Competent Authority for
reasons to be recorded in writings, in case of candidates otherwise well
qualified. |

under the Central/State Government/Union Territories/Recognized Research Institutions/Public
Sector Undertakings/Semi government/Autonomous organizations; (i).
Holding analogous posts on regular basis OR (ii).
With five years' service rendered after appointment to the post on a regular
basis in the level 4 (25,500-81,100)-or equivalent in the parent
cadre/department and possessing the educational qualifications prescribed for
direct recruits under Column No. 7 and 5 Years' work experience in the field
of analytical methods/research in the field of analysis of Digital Data from
Central/State Govts./UTs//Public Sector Undertakings/Semi-Govt./Autonomous
organizations/Govt. recognized Universities/Institutions. (The Departmental
officers in the feeder category who are in the direct line of promotion shall
not be eligible for consideration for appointment on deputation. Similarly,
deputationists shall not be eligible for consideration for appointment by
promotion). (The
period of deputation/contract including period of deputation/contract in
another ex-cadre post held immediately preceding this appointment in the same
or some other organization/department of the Central Govt. shall ordinarily
not to exceed 03 years. The maximum age limit for appointment by transfer on
deputation including short-term contract shall be not exceeding 56 years as
on the closing date of receipt of applications. Note:- Where
juniors who have completed their qualifying/eligibility service are being
considered for promotion, their seniors would also be considered provided
they are not short of the requisite qualifying/eligibility service by more than
half of such qualifying/eligibility service or two years, whichever is less,
and have successfully completed probation period for promotion to the next
higher grade along with juniors who have already completed such
qualifying/eligibility service. |
