In exercise of the powers conferred by the proviso to
article 309 of the Constitution and in supersession" of the Special
Service Bureau (Mountaineering) Service Rules, 1976 in so far as they relate to
the posts of Assistant Field Officer (Mountaineering), Senior Field Assistant
(Mountaineering), Field Assistant (Mountaineering), except as respects things
done or omitted to be done before such supersession, the President hereby makes
the following rules for regulating the method of recruitment to certain Group
'C' posts in the Sashastra Seema Bal, Mountaineering Service under the Ministry
of Home Affairs, namely

Number of posts, classification and the scale of pay.--
The number of posts, their
classifications and the Pay Band and Grade Pay attached thereto, shall be as
specified in columns (2) to (4) of the Schedule annexed to these rules.
4.
Method of recruitment, age-limit, qualification, etc.--
The method of recruitment to the said
posts, age-limit, qualifications and other matters relating thereto shall be as
specified in columns (5) to (14) of the aforesaid Schedule.
The incumbents of the Group 'C'
Mountaineering posts specified in the said Schedule, who were appointed to the
said posts under the Special Service Bureau (Mountaineering) Service Rules,
1976 shall be deemed to have appointed under the provisions of these rules and
the regular and continuous service of incumbents in the respective grades immediately
before the commencement of these rules, shall be taken into account for the
purposes of probation period, qualifying service for promotion, confirmation
and pension in the service.
(a) who has entered into or contracted
a marriage with a person having a spouse living; or
(b) who, having a spouse living, has
entered into or contracted a marriage with any person, shall be eligible for
appointment to the said post:
Provided that the Central Government
may, if satisfied that such marriage is permissible under the personal law
applicable to such person and the other party to the marriage and that there
are other grounds for so doing, exempt any person from the operation of this
rule.
Where the Central Government is of the
opinion that it is necessary or expedient so to do, it may, by order, for
reasons to be recorded in writing, relax any of the provisions of these rules
with respect to any class or category of persons.
Nothing in these rules shall affect
reservations, relaxation of age-limit and other concessions required to be
provided for Scheduled Castes, the Scheduled Tribes, Other Backward Classes,
Ex-servicemen and other special categories of persons in accordance with the
orders issued by the Central Government from time to time in this regard.

Promotion:
Promotion of Senior Field Assistant (Mountaineering) with five years regular
service in the PB-1 Rs. 5200-20200 with Grade Pay Rs. 2000.
Note 1 : Where
juniors who have completed their qualifying or eligibility service are being
considered for promotion their senior would also be considered provided they
are not short of the requisite qualifying or eligibility service by more than
half of such qualifying or eligibility service or two years, whichever is
less, and have successfully completed their probation period for promotion to
the next higher grade along with their juniors who have already completed
such qualifying or eligibility service.
Note 2 : For the
purpose of computing minimum qualifying service for promotion, the service
rendered on a regular basis by an officer prior to the 1st January, 2006 or
the date from which the revised pay structure based on the 6th Central Pay
Commission recommendations has been extended, shall be deemed to be service
rendered in the corresponding grade pay or pay scale extended based on the
recommendations of the Commission.
By
deputation/absorption: Officers of the Central or State Government, holding
analogous posts on regular basis; or persons eligible for appointment to such
post with total five years regular service in the grade.
The period of
deputation including period of deputation in another ex-cadre post held
immediately preceding this appointment in the same or other Organization or
Department of the Central Government shall ordinarily not exceed three years.
The upper age-limit
for appointment by deputation shall not be exceeding 56 years as on the
closing date of receipt of application.
The departmental
candidates in the feeder category who are in the direct line of promotion
shall not be eligible for consideration for appointment on deputation. Similarly,
deputationist shall not be eligible for consideration for appointment by
promotion.
Re-employment:
Re-employment of ex-servicemen who have held the same or equivalent rank in
Armed Forces.
The Armed Forces
personnel due to retire or who are to be transferred to reserve within a
period of one year and having the requisite experience and qualification
prescribed shall also be considered for deputation. Such person would also be
given deputation term up to the date on which they are due for release from
Armed Forces. Thereafter, they may be continued on re-employment.

Promotion :
Promotion of Field Assistant (Mountaineering) with three years regular
service in the PB-1 Rs. 5200-20200 with Grade Pay Rs. 1900 who have
successfully completed the Mountaineering Cource i.e. Medium Altitude
Training Course and High Altitude Training Course conducted by Frontier
Academy, Sashastra Seema Bal or epuivalent courses, viz. Basic and Advance
Mountaineering Courses conducted by the Himalayan Mountaineering Institute or
National Mountaineering Institute duly approved by the Indian Mountaineering
Federation.
Note 1 : Where

Note : The
post of Field Assistant in any entry level post in Mountineering
(non-Combatised) cadre. As per the present policy prescribed vide GOI, MHA
Order No. II-27012/80/02-PF. III, dated the 26th March, 2003, no recruitment
will be made in the civilian cadres in Sashastra Seema Bal. Posts failing
vacant at entry level will be filled up by equivalent combatised posts, as per
the relevant recruitment rules, depending upon the functional requirement of
the post.
