SASHASTRA SEEMA BAL, ASSISTANT SUB-INSPECTOR (STENOGRAPHER) AND HEAD CONSTABLE (MINISTERIAL) RECRUITMENT RULES, 2013
PREAMBLE
In exercise of the powers conferred by clauses (a) and (c) of sub-section (2) of section 155 of the Sashastra Seema Bal Act, 2007 (53 of 2007) and in supersession of the Sashastra Seema Bal Combatised Ministerial and Stenographers (Non-Gazetted) Group 'B' and 'C' Posts Recruitment Rules, 2011, in so far as they relate to the post of Assistant Sub-Inspector (Stenographer) and Head Constable (Ministerial), except as respects things done or omitted to be done before such supersession, the Central Government hereby makes the following rules regulating the method of recruitment to the post of Assistant Sub-Inspector (Stenographer) and Head Constable (Ministerial) in the Sashastra Seema Bal, in the Ministry of Home Affairs, namely : -
Rule 1 - Short title and commencement
(1) These rules may be called the Sashastra Seema Bal, Assistant Sub-Inspector (Stenographer) and Head Constable (Ministerial) Recruitment Rules, 2013.
(2) They shall come into force on the date of their publication in the Official Gazette.
Rule 2 - Number of posts, classification and pay band and grade pay or pay scale
The number of the said posts, their classification and the pay band and grade pay or pay scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
Rule 3 - Method of recruitment, age limit, qualification, etc
The method of recruitment age limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.
Rule 4 - Disqualification
No person, -
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment under these rules:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other grounds for so doing, exempt any person from the operation of this rule.
Rule 5 - Medical Fitness
Notwithstanding anything contained in these rules, only those persons who are in medical category SHAPE-I, shall be eligible for appointment under the provisions of these rules.
Explanation.- For the purpose of this rule, "SHAPE-I" shall mean -
(i) the Medical classification done by Medical Officer after assessing fitness of the officer under given factors indicated by the code letters SHAPE, which represent the following function, namely :-
S - Psychological
H - Hearing
A - Appendages
P - Physical Capacity
E - Eyesight
Rule 6 - Ineligibility of non-resident of India
No person who is not a citizen of India shall, except with the prior permission of the Central Government in writing, be appointed under these rules:
Provided that nothing contained in this rule shall apply for the appointment or employment of a subject of Nepal or Bhutan in the Force.
Rule 7 - Superannuation
(1) Every person appointment under these rules shall retire from service on the afternoon of the last day of month in which he or she attains the age of fifty seven years or as specified by the Central Government from time to time.
Provided that the person whose date of birth is the first of a month shall retire from service on the afternoon of the last day of the preceding month on attaining the age of superannuation.
(2) No person shall be granted extension in service beyond the specified age of retirement on superannuation.
Rule 8 - Power to relax
Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
Rule 9 - Liability of service
Any person appointed to the said posts under these rules shall be liable to serve anywhere in India or abroad and perform any work and duty assigned to him there-so.
Rule 10 - Saving
Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the order issued by the Central Government from time to time in this regard.

Also relaxable for Government servants and Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time. For Departmental Candidates, upper age limit shall be 40 years for General and Other Backward Classes candidates and 45 years for Scheduled Castes or Scheduled Tribes candidates. The crucial date for determination of age limit shall be as per the Office Memorandum of the Department of Personnel and Training No. AB. 14017/70/87-Estt. (RR) dated the 14th July, 1988, that is the first day of January of the year in which examination is held if the competitive or written examination is conducted in the first half of the year and first day of August of the year if the competitive or written examination is conducted in the second half of the year. |
