PREAMBLE

In exercise of the powers conferred under Rule 3(ii) of the Bye-Laws of the Regional Institute of Medical Sciences, Imphal, Manipur and in pursuance of the approval of the Ministry of Health & Family Welfare conveyed vide letter No. U-12015/57/2022-NE-Part (3) dated 06-10-2023, the Chairman, Executive Council, Society of Regional Institute of Medical Sciences, Imphal hereby makes the following rules regulating the method of recruitment to the post of Senior CSSD Technician in Regional Institute of Medical Sciences, Imphal.

Rule 1. Short title and commencement.

(i)       These rules may be called the Regional Institute of Medical Sciences, Imphal, Senior CSSD Technician (Group C post) Recruitment Rules, 2023.

(ii)      They shall come into force on the date of their publication in the Official Gazette.

Rule 2. Number of post, classification, level in pay matrix.

The number of the said post, its classification and level in pay matrix, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Rule 3. Method of recruitment, age Limit, qualifications, etc.

The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.

Rule 4. Disqualification.

No Person,-

(a)      who has entered into or contracted a marriage with a person having a spouse living; or

(b)      who, having a spouse living, has entered into or contracted a marriage with any person; shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

Rule 5. Power to relax.

where the central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

Rule 6. Saving.

Nothing in these rules shall affect reservation, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen or any other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Essential:

B.Sc. Microbiology or Pharmacology or Medical Technology (Microbiology) with 2 years’ experience in CSSD of a Hospital or Pharmaceutical or Operation Theatre in a Hospital.

OR

i. Nursing Officer with 2 years’ experience in Operation Theatre/ CSSD.

ii. Should be registered with the Indian Nursing Council/ State Nursing Council.

OR

Theatre Assistant Course/ CSDD Diploma Course with 3 years’ experience in CSSD/Operation Theatre in a Hospital.

Promotion: CSSD Assistant Grade- I in Level 4 of the Pay Matrix with 5 years’ service in the Grade.

1. Director, RIMS, Imphal – Chairman (except for hospital staff)

2. Medical Superintendent, RIMS Hospital, Imphal – Chairman (for hospital staff)

3. One member of the Executive Council, Society of RIMS, Imphal or a nominee of the beneficiary states not below the rank of Deputy Secretary/ Joint Director (by rotation) – Member

4. Medical Superintendent, RIMS Hospital, Imphal (except for Hospital Staff) - Member

5. Deputy Director (Admn), RIMS, Imphal – Member Secretary

Promotion:

1. Director, RIMS, Imphal – Chairman

2. Director (Health), Government of Manipur or its nominee not below the rank of Joint Director - Member

3. Medical Superintendent, RIMS Hospital, Imphal - Member

4. Subject Expert in the concerned area – Member

5. Deputy Director (Admn), RIMS, Imphal – Member Secretary
