PUDUCHERRY FREE SUPPLY OF 10 KILOGRAM OF RICE AND 5 KILOGRAM OF WHEAT EVERY MONTH TO ALL RATION CARD-HOLDERS RULES, 2015

 

PREAMBLE

The Lieutenant-Governor of Puducherry is pleased to approve "the scheme for free supply of 10 kilogram of rice and 5 kilogram of wheat every month to all ration card-holders" of Union territory of Puducherry and for the said purpose hereby makes the 'Puducherry free supply of 10 kilogram of rice and 5 kilogram of wheat every month to all ration card-holders Rules, 2015 as appended to this order.

2. This issues with the concurrence of the Finance Department, vide their U.O. No. 1271/F4/2015, dated 22-5-2015.

Rule - 1. Short title and commencement.

(i)       These rules may be called as "The Puducherry free supply of 10 kilogram of rice and 5 kilogram of wheat every month to all ration card-holders Rules, 2015".

(ii)      They shall extend to the whole of the Union territory of Puducherry.

(iii)     They shall come into force from May 2015.

Rule - 2. Object of the scheme.

The object of the scheme is to provide 10 kilogram of rice and 5 kilogram of wheat at free of cost every month to all ration card-holders in all the regions of Union territory of Puducherry in order to supplement their daily requirement of food.

Rule - 3. Definitions.

In these rules, unless the context otherwise requires,

(i)       "Director" means the Director of the Civil Supplies and Consumer Affairs, Puducherry.

(ii)      "Department" means the Department of Civil Supplies and Consumer Affairs.

(iii)     "Family" includes the spouse and the dependent children of the ration card-holder.

(iv)    "Government" means the Administrator of the Union territory of Puducherry appointed by the President under Article 239 of the Constitution.

(v)      "Ration card-holder" means the head of the family, who has been issued with the Family Ration Card by the Directorate of Civil Supplies and Consumer Affairs, Government of Puducherry.

(vi)    "Rice" means the rice procured by the implementing agency.

(vii)   "Wheat" means the wheat procured by the implementing agency.

(viii)  "Implementing agency" means the Puducherry Agro Products Food and Civil Supplies Corporation Limited (PAPSCO) for Puducherry, Karaikal and Mahe regions and the Yanam Co-operative Society Limited for Yanam region.

Rule - 4. Eligibility.

Free supply of rice and wheat shall be granted under this scheme to all families in the Union territory of Puducherry who have been issued with Family Ration Card by the Directorate of Civil Supplies and Consumer Affairs, Government of Puducherry.

Rule - 5. Nature of assistance.

Each family under the scheme shall be supplied with 10 kilogram of rice and 5 kilogram of wheat at free of cost every month per ration card.

Rule - 6. Mode of disbursement.

The distribution of free rice and wheat to the beneficiaries under this scheme shall be made through the Fair Price Shops by the implementing agencies as per the official instructions, between the 10th and 20th of every English calendar month or on such date as may be notified by the Government.

Rule - 7. Inspection.

The officers of the Department of Civil Supplies and Consumer Affairs, Puducherry/Karaikal/Mahe/Yanam shall carry out frequent inspection of the Fair Price Shops in their respective regions to ensure proper implementation of this scheme.

Rule - 8. Report to Government.

(1)     A register in Form-I shall be maintained in the concerned Fair Price Shops/implementing agencies. A monthly report on free distribution of rice and wheat along with the acknowledgment obtained from the beneficiaries shall be submitted to the Director, Department of Civil Supplies and Consumer Affairs, Puducherry by the implementing agency on or before the 5th day of every succeeding month after the distribution.

(2)     A certificate in Form-II shall be submitted by M/s. PAPSCO, Puducherry/M/s. Yanam Co-operative Stores, Yanam to the Director, Department of Civil Supplies and Consumer Affairs, while submitting the bills for settlement.

Rule - 9. Interpretations and clarification.

In the implementation of the scheme, if any doubt arises in regard to the interpretation of any of the provisions of these rules or if any point requires clarification, the matter shall be referred to the Government and the decision of the Government shall be final.
