In exercise of the powers conferred by proviso to Article-309 of the constitution and in supersession of the existing recruitment rules for the post mentioned herein, the Governor hereby makes the following rules regulating the method of recruitment to the past of Programmer under the Industries & Commerce (Information Technology) Department namely:-

Rule - 1. Short title and commencement

(1)     These rules may be called "Programmer" of Department of Industries & Commerce (Information Technology) Recruitment Rules, 2024.

(2)     They shall come into force on and from the date of their publication in the Official Gazette.

Rule - 2.

The name of the posts shall be as specified in Column-1 of the Schedule enclosed.

Rule - 3. Number, Classification and scale of pay

The number of the said post, its classification and the scale of pay attached thereto shall be specified in rews 2 to 4 of the Schedule enclosed at Annexure-I.

Rule - 4. Method of recruitment, age limit, qualifications, etc

The method of recruitment to the said post, age limits, qualifications and other matters relating to the said post shall be as specified in rows 5 to 13 of the said schedule.

Rule - 5. Disqualification

No person-

(a)      Who has entered into or contracted a marriage with a person having spouse living; or

(b)      Who, having a spouse living has entered into or contracted a marriage with any person shall be eligible for appointment to the said post.

Provided that the State Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

Rule - 6. Power to relax

Where the State Government is of the opinion that it is necessary or expedient to do so, it may, by order, for reasons to be recorded in the writing, and with concurrence of the GA(P&T) Department, relax any of the provisions of these rules with respect to any class or category of persons.

Rule - 7. Repeal

Does not arise.

Rule - 8. Savings

Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for Scheduled Castes, Scheduled Tribes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the State Government from time to time in this regard.

This Notification is issued as per approval of the Council of Ministers vide communication No. F.1(16) - GA (CAB)/2015 dated, 3 January, 2024 issued by the Government in the GA(C&C) Department, Government of Tripura

Method of recruitment whether by direct recruitment or by promotion or transfer on deputation and percentage of the vacancies to be filled by various method

100% By Promotion failing which by transfer on deputation and failing both by direct recruitment. In case of direct recruitment selection will be through TPSC as per provision of State Recruitment Policy dated, 29.10.2020. Syllabus - Enclosed at Annexure-A.

Age limit for direct recruitment

18 to 40 (Forty) years. Upper age limit is relaxable by 5(five) years in case of ST/SC/PH candidates and Govt. servants.

Educational and other qualification required for direct recruitment

Essential Qualification:

i. BE or B. Tech in CSE/IT from any Institution approved by UGC/AICTE or MCA/ M. Sc (Computer Science) from any Institution approved by UGC/AICTE.

And

2(two) years experience in Electronic Data Processing including Computer Programming in any Govt. department/Autonomous body under State or Central Govt/ Govt. Registered Organization.

ii. For direct recruitment selection will be through competitive examinations (Written and Interview) to be conducted by the TPSC.

iii. Interview / viva voce shall be not exceeding 15% of the total Having Permanent Resident Certificate (PRTC) is mandatory as per Notification No. F. 23(8)-GA(P&T)/2023 dated 7th July 2023 of the GA(P&T) Department, Govt. of Tripura.

Having Knowledge of Bengali/Kokborok

In case of recruitment by promotion / transfer on deputation, grade from which promotion/transfer on deputation is to be made.

By Promotion from the post of Senior Computer Assistant (SCA) with 10(ten) years regular service in the grade, failing which by transfer on deputation from the analogous post(s) of the State Government.
