PRASAR BHARATI (AUDIENCE RESEARCH POSTS) RECRUITMENT RULES, 2019
PREAMBLE
In exercise of the powers conferred by section 32 read with sub-sections (1) and (2) of section 11 of the Prasar Bharati (Broadcasting Corporation of India) Act, 1990 (25 of 1990) and in supersession of All India Radio (Group 'A' Posts) Recruitment Rules, 1963, in so far as they relate to the posts of Director (Audience Research), Deputy Director (Audience Research), and the Audience Research Officer and All India Radio (Group 'C' Posts) Recruitment Rules, 1964, in so far as they relate to the post of Investigator, except as respects things done or omitted to be done before such supersession, the Central Government, hereby makes the following rules regulating the method of recruitment to the posts of Director (Audience Research), Joint Director (Audience Research), Deputy Director (Audience Research), Audience Research Officer, Assistant Research Officer Grade-I, Assistant Research Officer Grade-II and Investigator in the Prasar Bharati (Broadcasting Corporation of India) under the Ministry of Information and Broadcasting, namely:-
Rule 1 - Short title and commencement
(1) These rules may be called the Prasar Bharati (Audience Research Posts) Recruitment Rules, 2019.
(2) They shall come into force on the date of their publication in the Official Gazette.
Rule 2 - Application
These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.
Rule 3 - Number of posts, classification, pay level in pay matrix
The number of posts, their classification and pay level in the pay matrix relating thereto shall be as specified in columns (2) to (4) of the said Schedule.
Rule 4 - Method of recruitment, age limit, qualifications, etc
The method of recruitment, age limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the aforesaid Schedule.
Rule 5 - Disqualification
No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
Rule 6 - Power to relax
Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
Rule 7 - Savings
Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Promotion: Note-1:-The vacancies arising in a particular year shall be filled up by two categories of employees in the feeder grades, i.e. the Government servants on deemed deputation to the Corporation and the officers and employees of the Corporation, as may be decided by the Corporation. Note-2:-The vacancies, which may remain unfilled by promotion, shall be filled up by deputation as per the recruitment regulations notified by the Corporation, namely, the Prasar Bharati (Broadcasting Corporation of India) (Audience Research Posts) Service Regulations, 2002. |
Joint Director (Audience Research) in level 12 (Rs. 78800-209200) in the pay matrix with five years' regular service in the grade failing which Joint Director (Audience Research) with ten years' combined regular service as Joint Director (Audience Research) and Deputy Director (Audience Research) in level 11 (Rs. 67,700-2,08,700) in the pay matrix, out of which at least three years shall be as Joint Director (Audience Research). Note:-Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered provided they are not short of requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. |

Promotion: Note-1:-The vacancies arising in a particular year shall be filled up by two categories of employees in the feeder grades, i.e. the Government servants on deemed deputation to the Corporation and the officers and employees of the Corporation, as may be decided by the Corporation. Note-2:-The vacancies arising in a particular year shall be filled up in the following manner:- i. Twenty-five percent vacancies shall be filled up by promotion of Government servants on deemed deputation to Prasar Bharati under these rules and by promotion of Prasar Bharati employees under the recruitment regulations notified by the Corporation, namely, the Prasar Bharati (Broadcasting Corporation of India) (Audience Research Posts) Service Regulations, 2002. ii. The vacancies which remain unfilled by promotion shall be filled by deputation under the recruitment regulations notified by the Corporation; iii. Seventy-five percent vacancies shall be filled up by direct recruitment under the recruitment regulations notified by the Corporation, namely, the Prasar Bharati (Broadcasting Corporation of India) (Audience Research Posts) Service Regulations, 2002. |
Promotion from amongst Assistant Research Officer Grade-I in level 8 (Rs. 47,600-1,51,100) in the pay matrix with two years' regular service in the grade or Assistant Research Officer Grade-I with four years of combined regular services as Assistant Research Officer Grade-I and Assistant Research Officer Grade-II in level 7 (Rs. 44,900-1,42,400) in the pay matrix, out of which at least one year shall be as Assistant Research Officer Grade-I. Note:-Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered provided they are not short of requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service. |

Promotion: Note:-The feeder grade post of Statistical Computer has been declared as a dying cadre. Only two Statistical Computers are in position. These rules shall, therefore, be applicable to promotion till the existing incumbents of the post of Statistical Computer are promoted under these rules or cease to be in service as Statistical Computer, whichever is earlier. Subject to this condition, all the vacancies in the post of Investigator shall be filled by direct recruitment under the recruitment regulations notified by the Corporation, namely, the Prasar Bharati (Broadcasting Corporation of India) (Audience Research Posts) Service Regulations, 2002. |
Statistical Computer in level 5 (Rs. 29,200-92,300) in the pay matrix with six years regular service in the grade.
