Plant Quarantine (Regulation of Import Into India) (Fifth Amendment) Order, 2025

PREAMBLE

In exercise of the powers conferred by sub-section (1) of section 3 of the Destructive Insects and Pests Act, 1914 (2 of 1914), the Central Government hereby makes the following Order further to amend the Plant Quarantine (Regulation of Import into India) Order, 2003, namely:-

Order 1. Short title and Commencement.

 

(1)     This Order may be called the Plant Quarantine (Regulation of Import into India) (Fifth Amendment) Order, 2025.

(2)     It shall come into force on the date of its publication in the Official Gazette.

Order 2. Amendment of Schedule VI.

(A)     Against S.No. 81 in column 1, pertaining to entries, (i) Citrus spp. (Lemon, lime, orange, grapefruit, mandarins, etc. and other Rutaceous) in column 2 and pertaining to entries, Fresh fruits for consumption in column 3, the following entries in column 4, 5 & 6 shall be omitted namely:-

Additional declarations required to be incorporated into Phytosanitary Certificate

Special conditions of import

(xiv) Spain

Free from:

(a) Ceratitis capitata (Mediterranean fruit fly)

Pest free area status for Ceratitis capitata (Mediterranean fruit fly) as per international standards

or

Pre-shipment cold treatment at 00C or below for 10 days; 0.550C or below for 11 days; 1.10C or below for 12 days plus in-transit refrigeration against Mediterranean fruit fly.

or

Methyl bromide fumigation @ 32 g/m3 for 2 hrs at 210C or above at NAP or equivalent thereof against Mediterranean fruit fly

(B)     Against S.No. 81 in column 1, pertaining to entries, (iv) Citrus sinensis (Orange) in column 2 and pertaining to entries, Fresh fruits for consumption in column 3, the following entries in column 4, 5 & 6 shall be inserted namely:-

Additional declarations required to be incorporated into Phytosanitary Certificate

Special conditions of import

(ii) Spain

Free from:

(a) Ceratitis capitata (Mediterranean fruit fly)

Pest free area status for Ceratitis capitata (Mediterranean fruit fly) as per international standards

or

Pre-shipment/ in-transit cold treatment at 20C or below for 16 continuous days; 30C or below for 20 continuous days against Mediterranean fruit fly as per international standards.

or

Methyl bromide fumigation @ 32 g/m3 for 2 hrs at 210C or above at NAP or equivalent thereof against Mediterranean fruit fly

The treatment should be endorsed on Phytosanitary certificate at the country of origin/re-export.
