PREAMBLE

In exercise of the powers confirmed by provision of Article 309 of the Constitution and in accordance with DoPT O.M. No. AB-14017/6/2009 Estt. (RR) dated 30th April, 2010 and in supersession of all previous recruitment rules issued time to time for the post of Group "C' (erstwhile group D) the Department of Planning, Government of National Capital Territory of Delhi the LG, National Capital Territory of Delhi hereby makes rule regulating the method of recruitment to the post of Multi Tasking staff (MTS), Planning Department Government of National Capital Territory of Delhi namely:-

Rule 1. Short title and Commencement.

These rules may be called the Planning Department Government of National Capital Territory of Delhi MTS Recruitment Rules, 2020.

Rule 2. Number of Posts, its classification and Pay level in the Pay matrix.

The number of said posts, it's classification and Pay level in Pay matrix attached shall be as specified in columns 2 to 4 of the Schedule annexed to these rules.

Rule 3. Method of recruitment, age limit Qualification etc.

The method or recruitment, age-limit, qualifications and other matters relating to the said post shall be specified in columns 5 to 13 of the said schedule.

Rule 4. Disqualification.

No person.

(a)      Who has entered into or contracted a marriage with a person having a Spouse living

Or

(b)      Who having a spouse living has entered in or contracted a marriage with any persons:

shall be eligible for the appointment to the said post:

Provided that the Government may if satisfied that such marriage is permissible under personal law applicable to the such person and other party to the marriage and that there are other grounds for so doing exempt any person from the operation of this rule.

Rule 5. Power to relax.

Where the Government is of the opinion that if necessary or expedient so to do, it may be order for reasons to be recorded in writing may relax any of the provision of these rules with respect to any class or category of persons.

Rule 6. Saving.

Nothing in these rules shall affect reservations, relaxations of age-limit and other concessions required to be provided for the Schedule Castes, the Schedules Tribes, Ex-Servicemen, Other Backward Classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard

Note:- The crucial date for determining the age-limit shall be the closing date for receipt of applications from candidates except for the closing date prescribed for those in Assam, Meghalaya, Arunachal Pradesh, Mizoram, Manipur, Nagaland, Tripura, Sikkim, Ladakh Division of Jammu & Kashmir State, Lahaul & Spiti district and Pangi Sub-Division of Chamba District of Himachal Pradesh, Andaman & Nicobar Islands & Lakshadweep.

In case of recruitment made through the Employment Exchange, the crucial date for determining the age-limit shall be the last date up to which the employment exchange is asked to submit the names.

Matriculation or equivalent pass from recognized Board/Institute
