In exercise of the powers
conferred by sub-section (1) of Section 10 read with clause (c) of sub-section
(2) of Section 32 of the National Council for Teacher Education Act, 1993 and
in supersession of National Council for Teacher Education (Recruitment)
Regulations, 2003; and NCTE, Stenographer Grade ‘C’ Recruitment Rule, 2008
except as respects things done or omitted to be done before such supersession,
with the approval of the Central Government, the National Council for Teacher
Education hereby makes the following regulations, namely:
Regulation - 1. Short title and commencement.
(1) These Regulations may be
called the National Council for
Teacher Education (Recruitment) Regulations, 2020.
(2) They shall come into force
on the date of their publication in the Official Gazette.
Regulation - 2. Number of posts, classification, level in the pay matrix.
The number of posts, their
classification and Level in the Pay Matrix shall be as specified in columns (2)
to (4) of the Schedule annexed to these regulations.
Regulation - 3. Method of recruitment, age-limit and other qualifications etc.
The method of recruitment,
age-limit, qualifications and other matters relating to the said posts shall be
as specified in columns 5 to 13 of the said Schedule.
Regulation - 4. Disqualification.
(i) No person, who has entered
into or contracted a marriage with a person having a spouse living;
or
(ii) who, having a spouse
living, has entered into or contracted marriage with any person, shall be
eligible for appointment to the said posts:
Provided that the National
Council for Teacher Education may, if satisfied that such marriage is
permissible under the personal law applicable to such person and the other
party to the marriage and there are other grounds for so doing, exempt any
person from the operation of this regulation.
Regulation - 5. Powers to relax.
When the National Council
for Teacher Education upon a recommendation made by the Chairperson of the
Council to that effect, is of the opinion that it is necessary or expedient to
do so, it may, for reasons to be recorded in writing, relax any of the
provisions of these regulations with respect to any class or category of posts
or persons.
Regulation - 6. Saving.
Nothing in these
regulations shall affect reservation, relaxation in age-limit and other
concessions for the Scheduled Castes, Scheduled Tribes, other backward classes,
Persons with Disability, Ex-servicemen and other special categories of persons
in accordance with the orders issued by the Government of India from time to
time in this regard.
Regulation - 7. Interpretations.
Decision of the
Chairperson, National Council for Teacher Education shall be final in relation
to interpretation of these regulations.
Note: In case of any
ambiguity or confusion in translation of Hindi version, the English version
shall be final.
