Officer (Group B, Non -Ministerial And Non-Gazetted) Recruitment Rules, 2023

In
exercise of the powers conferred by the proviso to article 309 of the
Constitution and in suppression of the Tourist Organization ( Non-Ministerial
and Non-Gazetted) Information Staff Rules, 2000, except as respect things done
or omitted to be done before such supersession, the President hereby makes the
following rules regulating the method of recruitment to the post of Tourist
Information Officer, under Ministry of Tourism, namely:-
Rule - 1. Short title and commencement
(1)
These
rules may be called the Ministry of Tourism, Tourist Information Officer (Group
B, Non -Ministerial and Non-Gazetted) Recruitment Rules, 2023.
(2)
They
shall come into force on the date of their publication in the official Gazette.
Rule - 2. Number of post classification and pay level in pay Matrix
The
number of said post, its classification, pay level in the pay matrix attached
thereto shall be as specified in columns (2) to (4) of the Schedule annexed to
these rules.
Rule - 3. Method of recruitment, age limit, qualification, etc
The
method of recruitment, age limit, educational qualifications and other matters
relating thereto shall be as specified in columns (5) to (13) of the aforesaid
Schedule.
Rule - 4. Disqualification
No
person, -
(a)
who,
has entered into or contracted a marriage with a person having a spouse living;
or
(b)
who,
having a spouse living, has entered into or contracted a marriage with any
person, Shall be eligible for the appointment to the said post:
Provided
that the Central Government may, if satisfied that such marriage is permissible
under the personal law applicable to such person and other party to the
marriage and that there are other grounds for so doing, exempt any person from
the operation of this rule.
Rule - 5. Power to relax
Where
the Central Governmental is of opinion that it is necessary or expedient so to
do, it may by order, for reasons to be recorded in writing, relax any of the
provisions of these rules with respect of any class or category of persons.
Rule - 6. Saving
Nothing
in these rules shall affect reservations, relaxation of age limit and other
concessions required to be provided for the Scheduled Castes, the Scheduled
Tribes, the Ex-servicemen and other special categories of persons in accordance
with the orders issued by the Central Government from time to time in this
regard.

Bachelor degree in any discipline from recognised university or Institute
and;
(ii)Diploma
(minimum one-year duration) in tourism or Hospitality or Travel Management or
Hotel Administration or Hotel Management from a recognised university or
institute.

Bachelor degree in tourism or Hospitality or Travel Management or Hotel
Administration or Hotel Management from a recognised university or institute.

Promotion:
Upper Division Clerk (UDC) and Junior Stenographer in level 4 (Rs.
25,500-81,100) in the pay matrix with ten years regular service in the Pay
Matrix or Film Project Operator in level 5 (Rs. 29,200-92,300) in the pay
matrix with Six years regular service and have Successfully completed four
weeks training in the relevant field from Indian Institute of Tourism &
Travel Management (IITTM) or Institute specified by Ministry of Tourism.
Note:1 The
vacancies by the method of promotion shall be filled among the feeder cadres,
namely Upper Division Clerk (UDC), Junior Stenographer and Film Project
operator in the ratio of 15:3:2 respectively.
Note:2
Where juniors who have completed their qualifying service are considered for
promotion, their seniors would also be considered provided they are not short
of requisite qualifying service for more than half of such qualifying service
or two years, whichever is less, and have successfully Completed their
probation period for promotion to next grade along with their Junior who have
already completed the qualifying service.
Deputation
(Including short term contract): Officers under the Central Government or
State Government or Union territories or public sector undertaking or
Statutory or Autonomous Organisation or recognised university or research
institutions:
(a)(i)
holding analogous post on regular basis in the parent cadre or department; or
(ii) with
six years regular service in the pay level 5 (Rs. 29,200-92,300) in the pay
matrix or equivalent in the parent cadre or Department; or
(iii) with
ten years regular service in the pay level 4 (Rs.25500-81100) in the pay
matrix or equivalent in the parent cadre or Department; and
(b)
possessing the education qualification prescribed for direct recruits in
column (7).
Note 1:
The period of deputation (including short term Contract) including the period
of deputation in another ex-cadre post held immediately preceding this
appointment in same or some other organization or department of the Central
Government, shall ordinarily not to exceed three years.
Note 2: -
The maximum age limit for appointment by deputation (including short term
Contract) shall not be exceeding Fifty Six years as on the closing date of
receipt of applications.

Departmental Promotion committee(for considering promotion) consisting of:-
1. Joint
Secretary or Equivalent Officer in charge Administration, Ministry of Tourism
-- Chairman;
2. An
officer of the level of Under Secretary from another Ministry or Department
Govt. of India -- Member;
3.
Director or Deputy Secretary (Administration), Ministry of Tourism - Member.
Group B
Departmental promotion committee (for considering confirmation) consisting of
:-
1. Joint
Secretary or Equivalent Officer in charge Administration, Ministry of Tourism
-- Chairman;
2. Another
Director or Deputy Secretary in the Ministry of Tourism - Member;
3.
Director or Deputy Secretary (Administration), Ministry of Tourism - Member.

with Union Public Service Commission (UPSC) is not necessary.
