PREAMBLE

In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Directorate of Training (except Women Occupational Training),Directorate General of Employment and Training , Training Officer (Group 'B' Posts) Recruitment Rules, 2003 and the Directorate of Training (except Women Occupational Training), Directorate General of Employment and Training (Group 'B' posts of Training Officer) Recruitment Rules, 2014 , except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules to regulate the method of recruitment to the post of Training Officer in the Directorate General of Training Ministry of Skill Development and Entrepreneurship, namely:

Rule 1. Short title and commencement.

(1)     These rules may be called the Ministry of Skill Development and Entrepreneurship, Directorate General of Training, Technical (except Women Training), Group B Post, Recruitment Rules, 2025.

(2)     They shall come into force on the date of their publication in the Official Gazette.

Rule 2. Number of post, classification and level in pay matrix.

The number of said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Rule 3. Method of recruitment, age-limit, qualifications, etc.

The method of recruitment, age-limit, qualifications and other matters relating to the said post, shall be as specified in columns (5) to (13) of the said Schedule.

Rule 4. Disqualification.

No person,

(a)      who has entered into or contracted a marriage with a person having a spouse living; or

(b)      who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

Rule 5. Power to relax.

Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

Rule 6. Saving.

Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, other backward classes, ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

(Relaxable for the Government servants upto five years in accordance with the instructions or orders issued by the Central Government).

Note: The crucial date for determining the age-limit shall be as advertised by the Union Public Service Commission.

1. Welder:

(i) bachelor degree in Vocation or Mechanical or Production Engineering from a recognised university or institute approved by the University Grants Commission or All India Council for Technical Education with two years’ experience in welding or fabrication field; or

(ii) three years’ diploma in Mechanical or Production Engineering or Advanced diploma (Vocational) from a recognised university or institute approved by the Technical Board of Education or All India Council for Technical Education or National Council for Vocational Education and Training with five years’ experience in welding or fabrication field; or

(iii) National Trade Certificate or National Apprenticeship Certificate in the trade of Welder awarded by the National Council for Vocational Training with seven years’ experience in welding or fabrication field.

2. Workshop Calculation and Science :

(i) bachelor degree in Vocation or Engineering from a recognised university or institute approved by the University Grants Commission or All India Council of Technical Education with two years’ experience in workshop calculation and science teaching; or

(ii) three years’ diploma in Engineering or Advanced diploma (Vocational) from recognised university or institute approved by the Technical Board of Education or All India Council of Technical Education or National Council for Vocationa Education and Training with five years’ experience in workshop calculation and science teaching ; or

(iii) National Trade Certificate or National Apprenticeship Certificate in any engineering trade awarded by the National Council for Vocational Training with seven years’ experience in workshop calculation and science teaching.

3. Turner:

(i) bachelor degree in Vocation or Mechanical Engineering from a recognised university or institute approved by the University Grants Commission or All India Council of Technical Education with two years’ experience in turning or machining field; or

(ii) three years’ diploma in Mechanical Engineering from a recognised university or institute approved by the Board of Technical Education or All India Council of Technical Education with five years’ experience in turning or machining field; or

(iii) National Trade Certificate or National Apprenticeship Certificate in the trade of Turner awarded by the National Council for Vocational Training with seven years’ experience in turning or machining field.

4. Draughtsman (Mechanical):

(i) bachelor degree in Vocation or Mechanical or Production Engineering from a recognised university or institute approved by the University Grants Commission or All India Council of Technical Education with two years’ experience in drawing office or draughtsman (mechanical) field; or

(ii) three years’ diploma in Mechanical or Production Engineering from a recognised university or institute approved by the Board of Technical Education or All India Council of Technical Education with five years’ experience in drawing office or draughtsman (mechanical) field; or

(iii) National Trade Certificate or National Apprenticeship Certificate in the trade of Draughtsman awarded by the National Council for Vocational Training with seven years’ experience in drawing office or draughtsman (mechanical) field.

5. Electrician or Wiremen:

(i) bachelor degree in Vocation or Electrical or Electrical and Electronics Engineering from a recognised university or institute approved by the University Grants Commission or All India Council of Technical Education with two years’ experience in electrical engineering or electrician field; or

(ii) three years’ diploma in Electrical or Electrical and Electronics Engineering or Advanced diploma (Vocational) from a recognised university or institute approved by the Board of Technical Education or All India Council of Technical Education or National Council for Vocational Education and Training with five years’ experience in electrical engineering or electrician field; or

(iii) National Trade Certificate or National Apprenticeship Certificate in the trade of Electrician or Wiremen awarded by the National Council for Vocational Training with seven years’ experience in electrical engineering or electrician field.

6. Fitter:

(i) bachelor degree in Vocation or Mechanical or Production Engineering from a recognised university or institute approved by the University Grants Commission or All India Council of Technical Education with two years’ experience in fitting or assembling field; or

(ii) three years’ diploma in Mechanical or Production Engineering from a recognised university or institute approved by the Board of Technical Education or All India Council of Technical Education with five years’ experience in fitting or assembling field; or

(iii) National Trade Certificate or National Apprenticeship Certificate in the trade of Fitter awarded by the National Council for Vocational Training with seven years’ experience in fitting or assembling field.

7. Machinist or Operator Automatic Machine Tool or Grinder:

(i) bachelor degree in Vocation or Mechanical or Production Engineering from a recognised university or institute approved by the University Grants Commission or All India Council of Technical Education with two years’ experience in machining and automatic machine tool field; or

(ii) three years’ diploma in Mechanical or Production Engineering from a recognised university or institute approved by the Technical Board of Education or All India Council of Technical Education with five years’ experience in machining and automatic machine tool field; or

(iii) National Trade Certificate or National Apprenticeship Certificate in the trade of Machinist or Operator Automatic Machine Tool awarded by the National Council for Vocational Training with seven years’ experience in machining and automatic machine tool field.

8. Instrument Mechanic:

(i) bachelor degree in Vocation or appropriate branch of Engineering from a recognised university or institute approved by the University Grants Commission or All India Council of Technical Education with two years’ experience in instrumentation field; or

(ii) three years’ diploma in appropriate branch of Engineering or Advanced diploma (Vocational) from a recognised university or institute approved by the Technical Board of Education or All India Council of Technical Education or National Council for Vocational Education and Training with five years’ experience in instrumentation field; or

(iii) National Trade Certificate or National Apprenticeship Certificate in the trade of Instrument Mechanic awarded by the National Council for Vocational Training with seven years’ experience in instrumentation field

9. Computer Hardware and Networking Maintenance :

(i) bachelor degree in Vocation or Computer Science or Information Technology or Electronics and Communication from a recognised university or institute approved by the University Grants Commission or All India Council of Technical Education with two years’ experience in computer hardware and network maintenance field; or

(ii) three years’ diploma in Computer Science or Information Technology or Electronics and Communication or ‘A’ level diploma or Advanced diploma (Vocational) from a recognised university or institute approved by the Technical Board of Education or All India Council of Technical Education or National Council for Vocational Education and Training with five years’ experience in computer hardware and network maintenance field; or

(iii) National Trade Certificate or National Apprenticeship Certificate in the trade of Computer Hardware and Networking Maintenance awarded by the National Council for Vocational Training with seven years’ experience in computer hardware and network maintenance field.

10. Mechanic Diesel:

(i) bachelor degree in Vocation or Automobile or Mechanical Engineering from a recognised university or institute approved by the University Grants Commission or All India Council of Technical Education with two years’ experience in automotive field; or

(ii) three years’ diploma in Automobile or Mechanical or Advanced diploma (Vocational) from a recognised university or institute approved by the Technical Board of Education or All India Council of Technical Education or National Council for Vocational Education and Training with five years’ experience in automotive field; or

(iii) National Trade Certificate or National Apprenticeship Certificate in the trade of Mechanic Diesel awarded by the National Council for Vocational Training with seven years’ of experience in automotive field.

11. Foundryman or Moulder:

(i) bachelor degree in Vocation or Mechanical or Production Engineering from a recognised university or institute approved by the University Grants Commission or All India Council of Technical Education with two years’ experience in moulding or foundry field; or

(ii) three years’ diploma in Mechanical or Production Engineering from a recognised university or institute approved by the Technical Board of Education or All India Council of Technical Education with five years’ experience in moulding or foundry field; or

(iii) National Trade Certificate or National Apprenticeship Certificate in the trade of Foundryman awarded by the National Council for Vocational Training with seven years’ experience in moulding or foundry field.

12. Mechanic Motor Vehicle:

(i) bachelor degree in Vocation or Automobile or Mechanical Engineering from a recognised university or institute approved by the University Grants Commission or All India Council of Technical Education with two years’ experience in automotive field; or

(ii) three years’ diploma in Automobile or Mechanical or Advanced diploma (Vocational) from a recognised university or institute approved by the Technical Board of Education or All India Council of Technical Education or National Council for Vocational Education and Training with five years’ experience in automotive field; or

(iii) National Trade Certificate or National Apprenticeship Certificate in the trade of Mechanic Motor Vehicle awarded by the National Council for Vocational Training with seven years of experience in automotive field.

13. Sewing Technology:

(i) bachelor degree in Vocation or Costume Designing and Dress Making or Fashion Designing or Fashion Technology or Apparel Technology or Garment Fabrication Technology from a recognised university or institute approved by the University Grants Commission or All India Council of Technical Education with two years’ experience in cutting and tailoring or dress making or garment making field; or

(ii) minimum two years’ diploma in Costume Designing and Dress Making or Fashion Designing or Fashion Technology or Apparel Technology or Garment Fabrication Technology from a recognised university or institute approved by the Technical Board of Education or All India Council of Technical Education with five years’ experience in cutting and tailoring or dress making or garment making field; or

(iii) National Trade Certificate or National Apprenticeship Certificate in the trade of Sewing Technology awarded by the National Council for Vocational Training with seven years’ experience in cutting and tailoring or dress making or garment making field.

14. Tool and Die Making:

(i) bachelor degree in Vocation or Mechanical or Production Engineering from a recognised university or institute approved by the University Grants Commission or All India Council of Technical Education with two years’ experience in tool engineering or tool and die making field; or

(ii) three years’ diploma in Mechanical or Production Engineering from a recognised university or institute approved by the Technical Board of Education or All India Council of Technical Education with five years’ experience in tool engineering or tool and die making field; or

(iii) National Trade Certificate or National Apprenticeship Certificate in the trade of Tool and Die Making awarded by the National Council for Vocational Training with seven years’ experience in tool engineering or tool and die making field.

15. Mechanic Machine Tool Maintenance:

(i) bachelor degree in Vocation or Mechanical Engineering from a recognised university or institute approved by the University Grants Commission or All India Council of Technical Education with two years’ experience in machine tool maintenance field; or

(ii) three years’ diploma in Mechanical Engineering from a recognised university or institute approved by the Technical Board of Education or All India Council of Technical Education with five years’ experience in machine tool maintenance field; or

(iii) National Trade Certificate or National Apprenticeship Certificate in the trade of Mechanic Machine Tool Maintenance awarded by the National Council for Vocational Training with seven years’ experience in machine tool maintenance field.

16. Carpenter:

(i) bachelor degree in Vocation or Mechanical or Production or Industrial Engineering from a recognised university or institute approved by the University Grants Commission or All India Council of Technical Education with two years’ experience in wood work field; or

(ii) three years’ diploma in Mechanical or Production or Industrial Engineering from a recognised university or institute approved by the Technical Board of Education or All India Council of Technical Education with five years’ experience in wood work field; or

(iii) National Trade Certificate or National Apprenticeship Certificate in the trade of Carpenter awarded by the National Council for Vocational Training with seven years’ experience in wood work field.

17. Sheet Metal Worker:

(i) bachelor degree in Vocation or Mechanical or Production or Metallurgy or Mechatronics Engineering from a recognised university or institute approved by the University Grants Commission or All India Council of Technical Education with two years’ experience in sheet metal or fabrication field; or

(ii) three years’ diploma in Mechanical or Production or Metallurgy or Mechatronics Engineering from a recognised university or institute approved by the Technical Board of Education or All India Council of Technical Education with five years’ experience in sheet metal or fabrication field; or

(iii) National Trade Certificate or National Apprenticeship Certificate in the trade of Sheet Metal Worker awarded by the National Council for Vocational Training with seven years’ experience in the sheet metal or fabrication field.

18. Mechanic Refrigeration and Air Conditioning:

(i) bachelor degree in Vocation or Mechanical Engineering from a recognised university or institute approved by the University Grants Commission or All India Council of Technical Education with two years’ experience in refrigeration and air conditioning field; or

(ii) three years’ diploma in Mechanical Engineering from a recognised university or institute approved by the Technical Board of Education or All India Council of Technical Education with five years’ experience in refrigeration and air conditioning field; or

(iii) National Trade Certificate or National Apprenticeship Certificate in the trade of Mechanic Refrigeration and Air Conditioning awarded by the National Council for Vocational Training with seven years’ experience in refrigeration and air conditioning field.

19. Draughtsman (Civil):

(i) bachelor degree in Vocation or Civil Engineering from a recognised university or institute approved by the University Grants Commission or All India Council of Technical Education with two years’ experience in drawing office or draughtsman (civil) field; or

(ii) three years’ diploma in Civil Engineering from a recognised university or institute approved by the Technical Board of Education or All India Council of Technical Education with five years’ experience in drawing office or draughtsman (civil) field; or

(iii) National Trade Certificate or National Apprenticeship Certificate in the trade of Draughtsman (Civil) awarded by the National Council for Vocational Training with seven years’ experience in drawing office or draughtsman (civil) field.

20. Computer Software Application:

(i) bachelor degree in Vocation or Computer Science or Information Technology from a recognised university or institute approved by the University Grants Commission or All India Council of Technical Education with two years’ experience in software application field; or

(ii) three years’ diploma in Computer Science or Information Technology or ‘A’ level diploma or Advanced diploma (Vocational) from a recognised university or institute approved by the Technical Board of Education or All India Council of Technical Education or National Council for Vocational Education and Training with five years’ experience in software application field; or

(iii) National Trade Certificate or National Apprenticeship Certificate in the trade of Computer Operator and Programming Assistant awarded by the National Council for Vocational Training with seven years’ experience in software application field.

21. Dress Making:

(i) bachelor degree in Vocation or Costume Designing and Dress Making or Fashion Designing or Fashion Technology or Apparel Technology or Garment Fabrication Technology from a recognised university or institute approved by the University Grants Commission or All India Council of Technical Education with two years’ experience in cutting and tailoring or dress making or garment making field; or

(ii) minimum two years’ diploma in Costume Designing and Dress Making or Fashion Designing or Fashion Technology or Apparel Technology or Garment Fabrication Technology from a recognised university or institute approved by the Technical Board of Education or All India Council of Technical Education with five years’ experience in cutting and tailoring or dress making or garment making field; or

(iii) National Trade Certificate or National Apprenticeship Certificate in the trade of Dress Making awarded by the National Council for Vocational Training with seven years’ experience in cutting and tailoring or dress making or garment making field.

22. Electronics Mechanic:

(i) bachelor degree in Vocation or Electronics Engineering from a recognised university or institute approved by the University Grants Commission or All India Council of Technical Education with two years’ experience in electronics field; or

(ii) three years’ diploma in Electronics Engineering or Advanced diploma (Vocational) from a recognised university or institute approved by the Technical Board of Education or All India Council of Technical Education or National Council for Vocational Education and Training in Electronics with five years’ experience in electronics field; or

(iii) National Trade Certificate or National Apprenticeship Certificate in the trade of Electronics Mechanic awarded by the National Council for Vocational Training with seven years’ experience in electronics field.

23. Mechanic Tractor:

(i) bachelor degree in Vocation or Agricultural or Mechanical or Production Engineering from a recognised university or institute approved by the University Grants Commission or All India Council of Technical Education with two years’ experience in automotive field; or

(ii) three Years’ diploma in Agricultural or Mechanical or Production Engineering or Advanced diploma (Vocational) from a recognised university or institute approved by the Technical Board of Education or All India Council of Technical Education or National Council for Vocational Education and Training with five years’ experience in automotive field; or

(iii) National Trade Certificate or National Apprenticeship Certificate in the trade of Mechanic Tractor with seven years’ experience in automotive field.

24. Plumber:

(i) bachelor degree in Vocation or Mechanical or Civil Engineering from a recognised university or institute approved by the University Grants Commission or All India Council of Technical Education with two years’ experience in plumber work; or

(ii) three years’ diploma in Mechanical or Civil Engineering from a recognised university or institute approved by the Technical Board of Education or All India Council of Technical Education with five years’ experience in plumber work; or

(iii) National Trade Certificate or National Apprenticeship Certificate in the trade of Plumber awarded by the National Council for Vocational Training with seven years’ experience in plumber work.

25. Engineering Drawing or Reading of Drawing and Arithmetic :

(i) bachelor degree in Vocation or any branch of Engineering from a recognised university or institute approved by the University Grants Commission or All India Council of Technical Education with two years’ experience in engineering drawing field; or

(ii) three years’ diploma in any branch of Engineering from a recognised university or institute approved by the Technical Board of Education or All India Council of Technical Education with five years’ experience in the engineering drawing field; or

(iii) National Trade Certificate or National Apprenticeship Certificate in the trade of Draughtsman Mechanical or Draughtsman Civil awarded by the National Council for Vocational Training with seven years’ experience in engineering drawing field.

26. Principles of Teaching or Training Methodology:

(i) bachelor degree in Vocation or any branch of Engineering from a recognised university or institute approved by the University Grants Commission or All India Council of Technical Education with two years’ experience in the relevant field; or

(ii) three years’ diploma in any branch of Engineering from a recognised university or institute approved by the Technical Board of Education or All India Council of Technical Education with five years’ experience in the relevant field; or

(iii) National Trade Certificate or National Apprenticeship Certificate in any trade awarded by the National Council for Vocational Training with seven years’ experience in the relevant field.

Note 1: The candidate eligible for Training officer will also be eligible for Principles of Teaching.

Note 2: Maximum ten per cent. weightage in marks will be awarded to candidates having National Craft Instructor Certificate or Craftsmen Instructor Training Scheme qualification after acquiring degree or diploma or Craftsmen Training Scheme qualification in the concerned trade.

Note 3: Qualification are relaxable at the discretion of Union Public Service Commission or Competent Authority for reason to be recorded in writing in the case of candidates otherwise well qualified.

Note 4: The qualifications regarding experience are relaxable at the discretion of the Union Public Service Commission or competent authority, in the case of candidates belonging to the Scheduled Castes or the Scheduled Tribes if at any stage of selection, the Union Public Service Commission or competent authority is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the vacancy reserved for them.

 

Whether age and educational qualifications prescribed for direct recruits will apply in the case of promotees.

Period of Probation, if any.

Method of recruitment whether by direct recruitment or by promotion or by deputation/absorption and percentage of the vacancies to be filled by various methods.

Two years.

Note: There shall be a mandatory induction training of at least two weeks duration for successful completion of the probation as prescribed by the competent authority.

(i) sixty-seven per cent. by direct recruitment; and

(ii) thirty-three per cent. by promotion, failing which by deputation.

 

In case of recruitment by promotion or by deputation/absorption, grades from which promotion or deputation/absorption to be made.

Promotion:

Vocational Instructor or Junior Technical Assistant or Maintenance Electrician or Maintenance Electronics or Store Keeper in level-6 in the pay matrix (Rs. 35400 – 112400) with five years of regular service in the grade and having successfully completed two to four weeks training duration in the area of computer operations in MicroSoft Office (Word, Excel, Power Point, Internet etc.) from any Government or Government recognised institute to fulfil the trade requirement.

Note1: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors shall also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less, and have successfully completed their probation period for promotion to the next higher grade along with their juniors, who have already completed such qualifying or eligibility service.

Note 2: The eligibility list for promotion shall be prepared with reference to the date of completion by the officers of the prescribed qualifying service in the respective grade or post.

Deputation:

Officers of the Central Government or State Governments or Union territory Administrations;

(a) (i) holding analogous posts on regular basis in the parent cadre or department; or

(ii) with five years’ service rendered after appointment to the post on a regular basis in level-6 in the pay matrix (Rs.35400 – 112400) or equivalent in the parent cadre or department; and

(b) possessing the educational qualifications and experience prescribed for direct recruits under column (7).

Note 1: The departmental officers in the feeder category who are in direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion.

Note 2: The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not exceed three years.

Group ‘B’ Departmental Promotion Committee (for considering promotion) consisting of:-

1. Director General of Training (Directorate General Training) -Chairperson;

2. Deputy Director General of Training -Member;

3. Deputy Secretary or Director (Administration), Directorate General of Training - Member.
