PREAMBLE
In exercise of the powers conferred by the proviso to article 309 of the Constitution, and in supersession of the Ministry of Home Affairs, Narcotics Control Bureau Sepoy Recruitment Rules, 2010, the President hereby makes the following rules regulating the method of recruitment to the post of Sepoy, Narcotics Control Bureau under the Ministry of Home Affairs, namely:-
Rule 1 - Short title and commencement
(1) These rules may be called the Ministry of Home Affairs, Narcotics Control Bureau (Sepoy) Recruitment Rules, 2018.
(2) They shall come into force on the date of their publication in the Official Gazette.
Rule 2 - Number of posts, classification and level in the pay matrix
The number of posts, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
Rule 3 - Method of recruitment, age limit and other qualifications, etc
The method of recruitment, age limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the aforesaid Schedule.
Rule 4 - Disqualification
No person,-
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.
Rule 5 - Power to relax
Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
Rule 6 - Saving
Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Essential:
Matriculation or equivalent pass from a recognised board.
Physical Standard:
Height:
For Male-170 centimeters;
For Female-157 centimeters;
Chest: for male-
Unexpanded-80 centimeters;
Expanded-Minimum expansion 5 centimeters;
Note:- There shall be no minimum requirement of chest in case of female candidate.
Weight: For males and females candidates: Proportionate to height and age as per medical standards.
Medical Standard:
(1) Eye Sight: The minimum distant vision should be 6/6 and 6/9 of two eyes without correction, i.e. without wearing of glasses.
(2) The candidate must not have knock knee, flat foot, bow legs, varicose vein, squint in eyes, any loss of part of body and they should possess high colour vision.
(3) They must be in good mental and bodily health and free from any physical defect likely to interfere with the efficient performance of the duties.
The Physical Efficiency Test:
Male Candidates:-
(a) Five kilometers race to be completed within 24 minutes;

(a) 1.6 kilometer race to be completed within 8.3 minutes;

Relaxation:
(i) Minimum height for men belonging to hill areas of Garhwal, Kumaon, Himachal Pradesh, Gorkhas, Dogras, Marathas, Sikkimies, Leh and Ladakh, Kashmir Valley and North Eastern States shall be 165 centimeters.
For female, the minimum height shall be 155 centimeters.
The minimum height for candidates belonging to Scheduled Tribes shall be 162.5 centimeters for males and 150 centimeters for females.
(ii) Chest-Relaxation in chest is applicable to only the Scheduled Tribes and hill people. The minimum chest for this category of personnel is as under:-
(i) Men belonging to hill areas specified as above 78 to 83 centimeters.
(ii) Scheduled Tribes of all States and union territories administrations: 76 to 81 centimeters.
The power to relax any of the eligibility criteria as mentioned above will rest with the Director General of the Narcotics Control Bureau.
Note: The medical and physical standards are as per the instructions of the Government of India prescribed for direct recruitment of constables in Central Para Military Forces. |

Re-mustering: From amongst the Group ?C? staff of the Narcotics Control Bureau in level-1 in the pay matrix Rs. 18000-56900 and minimum three years of service.
Deputation: Personnel of Central Government or State Government having three years of regular service in the grade ;
Or
Ex-servicemen within one year of retirement.
Absorption:
The following basic minimum qualifications are necessary for absorption in the Narcotics Control Bureau:?
(a) pass in matriculation or equivalent from a recognised board;
(b) no major punishment in his parent cadre or during his deputation in the Narcotics Control Bureau has been awarded;
(c) no objection certificate from the parent organization or department; and
(d) a minimum experience of serving in the Narcotics Control Bureau for two years.
Note 1: Period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or department of the Central Government shall ordinarily not to exceed three years.
Note 2: The maximum age limit for deputation shall not exceed fifty six years as on the closing date of receipt of application. |
