Border Police Force, Head Constable (Cook, Washerman, Barber, Water Carrier And
Safai Karamchari) Group C Posts Recruitment Rules, 2023

In
exercise of the powers conferred by clause (b) of sub-section (2) of section
156 of the Indo-Tibetan Border Police Force Act, 1992 (35 of 1992), the Central
Government hereby makes the following rules regulating the method of
recruitment to the post of Head Constable (Cook, Washerman, Barber, Water
Carrier and Safai Karamchari) Group 'C' posts in the Indo-Tibetan Border Police
Force, under the Ministry of Home Affairs, namely :-
Rule - 1. Short title and commencement
(1)
These
rules may be called the Ministry of Home Affairs, Indo-Tibetan Border Police
Force, Head Constable (Cook, Washerman, Barber, Water Carrier and Safai
Karamchari) Group C posts Recruitment Rules, 2023.
(2)
They
shall come into force on the date of their publication in the Official Gazette.
Rule - 2. Number of posts, classification and level in the pay matrix
The number of posts, their classification and the level in the pay matrix
attached thereto shall be as specified in columns (2) to (4) of the Schedule
annexed to these rules.
Rule - 3. Method of recruitment, age limit and other qualifications, etc.
The method of recruitment, age limit, qualifications and other matters relating
thereto, shall be as specified in columns (5) to (13) of the aforesaid
Schedule.
Rule - 4. Disqualification
No person,-
(a)
who
has entered into or contracted a marriage with a person having a spouse living;
or
(b)
who,
having a spouse living, has entered into or contracted a marriage with any
person, shall be eligible for appointment to the said posts:
Provided
that the Central Government may, if satisfied that such marriage is permissible
under the personal law applicable to such person and the other party to the
marriage and that there are other grounds for so doing, exempt any person from
the operation of this rule.
Rule - 5. Medical Fitness
Notwithstanding anything contained in these rules, only those persons who are
in medical category SHAPE-I, as specified in Health Care System in Central
Armed Police Forces, shall be eligible for appointment and promotion including
appointment by deputation or re-employment under the provisions of these rules.
Rule - 6. Ineligibility of non-citizens of India
No person who is not a citizen of India shall, except with the prior permission
of the Central Government in writing, be appointed under these rules:
Provided
that nothing contained in this rule shall debar the appointment or employment
of a subject of Nepal or Bhutan in the Force.
Rule - 7. Superannuation
(1)
Every
person appointed under these rules shall retire from service on the afternoon
of the last day of the month in which he or she attains the age of sixty years
or as prescribed by the Central Government from time to time:
Provided
that a person whose date of birth is the first day of a month shall retire from
service on the afternoon of the last day of the preceding month on attaining
the age of superannuation.
(2)
No
person shall be granted extension in service beyond the prescribed age of
retirement on superannuation.
Rule - 8. Power to relax
Where the Central Government is of the opinion that it is necessary or
expedient so to do, it may, by order and for reasons to be recorded in writing,
relax any of the provisions of these rules with respect to any class or
category of persons.
Rule - 9. Saving
Nothing in these rules shall affect reservation, relaxation of age limit and
other concessions required to be provided for the Scheduled Castes, Scheduled
Tribes, other backward classes, Ex-servicemen and other special categories of
persons, in accordance with the orders issued by the Central Government from
time to time in this regard.
Rule - 10. Interpretation
If any question relating to the interpretation of these rules arises, it shall
be referred to the Central Government who shall decide the same.

period for promotion to the next higher grade along with their juniors who
have already completed such qualifying or eligibility service.
