In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the posts of Director and Deputy Director, Indian Cyber Crime Coordination Centre (I4C) under the Ministry of Home Affairs, namely:-

Rule - 1. Short title and commencement

(1)     These rules may be called the Ministry of Home Affairs, Indian Cyber Crime Coordination Centre (I4C), Group A Ex-cadre Posts Recruitment Rules, 2023.

(2)     They shall come into force on the date of their publication in the Official Gazette.

Rule - 2. Application


These rules shall apply to the posts specified in Column (1) of the Schedule annexed to these rules.

Rule - 3. Number of posts, classification and level in the pay matrix


The number of posts, their classification and level in the pay matrix attached thereto shall be as specified in Columns (2) to (4) of the aforesaid Schedule.

Rule - 4. Method of recruitment, age-limit, qualifications, etc


The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in Columns (5) to (13) of the said Schedule.

Rule - 5. Disqualifications


No person,-

(a)      who has entered into or contracted a marriage with a person having a spouse living; or

(b)      who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the Personal Law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

Rule - 6. Power to relax


Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

Rule - 7. Saving


Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Deputation (including short-term contract): Officers of the Central Government or State Government or Union territories or autonomous or statutory organisation or public sector undertakings or university or recognised research institution,-

 

(a)(i) holding analogous posts on regular basis in parent cadre or department; or

 

(ii) with five years service rendered after appointment thereto in level-12 (`78800 209200/-) in the pay matrix or equivalent on a regular basis in the parent cadre or department; and

 

(b) possessing the following educational qualification and experience, namely:-

 

Essential educational qualification: Degree in any stream or Degree in Law from a recognised University or institute;

 

Experience: Ten years experience in establishment or administration or procurement or finance or vigilance or legal matters including minimum four years experience in Cybercrime or Cyber threat analysis or Internal Security or egovernance or public policy or Information and Communication Technology or Cybercrime Investigation or Investigation or Cybercrime Forensics or Forensics or Training in the field of Cybercrime or Internal Security or Research and Development or Cyber research or Information and Communication Technology or e-Governance and allied field.

 

Desirable Qualification: Master s Degree in Computer Applications or M.Sc. (Computer Science or Information Technology) or B.E. or B. Tech. (Electronics or Electronics and Communication Engineering or Electronics and Telecommunication Engineering or Computer Science and Engineering or Computer Science or Computer Technology or Information Technology) from a recognised University or institute.

 

Note: The requirement of educational qualifications (essential or desirable qualifications) and precise experience shall be specified at the time of recruitment.

(b) possessing the following educational qualification and experience, namely:-
