In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Defence, Defence Research and Development Organisation, Stores Group 'A' and 'B' posts, Recruitment Rules, 2012, in so far as they relate to the posts of Senior Stores Officer Grade II, Stores Officer and Senior Store Assistant, except as respects things done or omitted to be done before such supersession, the president hereby makes the following rules regulating the method of recruitment to the posts of Senior Store Officer Grade II, Store Officer and Senior Store Assistant, in the Defence Research and Development Organisation, Ministry of Defence, namely:-

Rule - 1. Short title and commencement

(1)     These rules may be called the Ministry of Defence, Defence Research and Development Organisation, Senior Store Officer Grade II, StoreOfficer and Senior Store Assistant (Group A and B Posts) Recruitment Rules, 2023.

(2)     They shall come into force on the date of their publication in the Official Gazette.

Rule - 2. Application

These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these rules.

Rule - 3. Number of posts, classification and level in pay matrix

The number of the said posts, their classifications and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule.

Rule - 4. Method of recruitment, age-limit, qualifications

The method of recruitment, age-limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule.

Rule - 5. Disqualification

No person, -

(a)      who has entered into or contracted a marriage with a person having a spouse living; or

(b)      who, having a spouse living has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

Rule - 6. Power to relax

Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons.

Rule - 7. Saving

Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

1. Senior Store Officer Grade II.

(Relaxable for the Government servants upto the age of five years in accordance with the instructions or order issued by the Central Government).

 

Note: The crucial date for determining the age-limit shall be as advertised by the Union Public Service Commission.

 

Essential:

 

(i) Masters Degree with Economics or Commerce or Statistics or Business Studies or Public Administration from a recognised University or institute, and

 

(ii) Two years experience in store keeping and maintaining stores accounts in the Central Government or State Government or statutory or autonomous organisation or public sector undertaking or University or any recognised instituton or Banks or in a private sector organisation listed on the Stock Exchanges of India; or

 

(iii) Bachelors Degree in Economics or Commerce or Statistics or Business Studies or Public Administration as a subject from a recognised University or institute;

 

(iv) Diploma in Materials Management or Warehousing Management or Purchasing or Logistics or public procurement from recognised University or institute.

 

(v) Four years experience in store keeping and maintaining stores accounts in the Central Government or State Governments or statutory or autonomous organisation or public sector undertaking or University or any recognised institution or Banks or in a private sector organisation listed on the Stock Exchanges of India.

 

Note 1: Qualifications are relaxable at the discretion of the Union Public Service Commission for reasons to be recorded in writing in the case of candidates otherwise well qualified.

 

Note 2: The qualifications regarding experience are relaxable at the discretion of the Union Public Service Commission, for reasons to be recorded in writing in the case of candidates belonging to the Scheduled Castes and the Scheduled Tribes, if at any stage of selection the Union Public Service Commission is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the vacancies reserved for them.

Note: There shall be a mandatory induction training of at least two weeks duration for successful completion of probation as prescribed by the Central Government.

 

(i) seventy-five per cent. by promotion.

 

(iii) twenty-five per cent. by direct recruitment.

 

Promotion: Stores Officer in level-7 in the pay matrix (Rs.44900-142400) with five years service in the grade rendered after appointment thereto on regular basis, and having successfully completed two to four weeks mandatory training in the relevant area from Centre for Personnel Talent and Management or any other recognised training institute.

 

Note 1: The eligibility service shall continue to be three years for persons holding the post of Stores Officer in level-7 in the pay matrix (Rs. 49900- 142400) on regular basis on the date of notification of these rules.

 

Note 2: Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite or qualifying service by more than half of such qualifying or eligibility service or two years, whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service.

Promotion: Senior Store Assistant in level-6 in the pay matrix (Rs. 35400-112400) with five years service in the grade rendered after appointment thereto on a regular basis, and having successfully completed training of two to four weeks in the relevant area from Centre for Personnel Talent and Management or any other recognised training institute.

 

Note : Where juniors who have completed their qualifying or eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying or eligibility service or two years, whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying or eligibility service.

 

Deputation (including short-term contract):

 

Officers of the Central Government or State Governments or Union territory Administrations or public sector undertaking or Universities or recognised research institutions or autonomous bodies or statutory organisations.

 

(a) (i) holding analogous posts on regular basis in the parent cadre or department ; or

 

(ii) with five years service in the grade rendered after appointment thereto on a regular basis in level-6 in the pay matrix (Rs. 35400- 112400) or equivalent in the parent cadre or department ; and

 

(b) possessing the following educational qualifications and experience,-

 

(i) Bachelor degree from a recognised University;

 

(ii) Three years experience in store keeping and maintaining stores accounts in the Central Government or State Governments or statutory or autonomous organisation or public sector undertaking or University or any recognised institution or Banks or in a private sector organisation listed on the Stock Exchanges of India.

 

Note 1: The departmental officers in the feeder category who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputationists shall not be eligible for consideration for appointment by promotion.

 

Note 2: The period of deputation (including short-term contract) including the period of deputation (including short-term contract) in another ex-cadre post held immediately preceding this appointment in same or some other organisation or department of the Central Government shall ordinarily not exceed three years.

 

Note 3: The maximum age-limit for appointment by deputation (including short-term contract) shall not exceed fifty-six years as on the last date of receipt of applications.

Selection.

 

Not exceeding thirty years of age.

 

(Relaxable for the Government servants upto the age of five years in accordance with the instructions or orders issued by the Central Government).

 

Note: The crucial date for determining the agelimit shall be as advertised by the Staff Selection Commission.

 

Essential qualifications:

 

(i) Masters Degree with Economics or Commerce or Statistics or Business Studies or Public Administration from a recognised University or institute; and

 

(ii) One year experience in store keeping and maintaining stores accounts in the Central Government or State Governments or statutory or autonomous organisation or public sector undertaking or University or any recognised institute or Banks or in a private sector organisation listed on the Stock Exchanges of India; or

Deputation (including short-term comtract):

 

Officers under the Central Government or State Governments or Union territory Administration or autonomous or statutory organisation or public sector undertaking or recognised University or research institution,-

 

(a) (i) holding analogous posts on regular basis in the parent cadre of department; or

 

(ii) with six years service in the grade rendered after appointment thereto on a regular basis in posts in level-5 in the pay matrix (Rs. 29200-92300) or equivalent in the parent cadre or department; or

 

(iii) with ten years service in the grade rendered after appointment thereto on a regular basis in posts in level-4 in the pay matrix (Rs. 25500-81100) or equivalent in the parent cadre or department; and

 

(b) possessing the qualifications and experience prescribed for direct recruits under column (7).

2. Two officers not below the rank of Senior Administrative Officer Grade II or Senior Store Officer Grade II or equivalent Officer from any of the participating Laboratories or Establishments Member;

 

3. An officer not below the rank of Senior Administrative Officer Grade I or Scientist C who does not belong to any of the constituent Establishment or Laboratory or Officer of equivalent level from Defence Research and Development Organisation Headquarter Member.

 

Group B Departmental Confirmation Committee (for considering confirmation) consisting of:-

 

1. Director of Defence Research and Development Laboratories, Defence Research and Development Organisation Chairman;

 

2. Two officer not below the rank of Senior Administrative Officer Grade II or Senior Store Officer Grade II or equivalent Officer from any of the participating Laboratories or Establishments Member;

 

3. An officer not below the rank of Senior Administrative Officer Grade I or Scientist C who does not belong to any of the constituent Establishment or Laboratory or Officer of equivalent level from Defence Research Development Organisation headquarters - Member.
