PREAMBLE
In exercise of the powers conferred by the proviso to article 309of the Constitution and in supersession of the National Gallery of Modern Art (Group A and Group B posts) Recruitment Rules, 1973 in sofaras it relates to the posts of Keeper, Deputy Keeper (Publication), Dy. Keeper (Art Collection), Deputy Keeper (Education), Deputy Keeper (Exhibition), Guide Lecturer, Administrative Officer and Librarian in National Gallery of Modern Art except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules namely:-
Rule 1 - Short title and commencement
(1) These rules may be called the Ministry of Culture, National Gallery of Modern Art, New Delhi, Group A and Group B Posts Recruitment Rules, 2014.
(2) They shall come into force on the date of their publication in the Official Gazette.
Rule 2 - Number of Post, classification and Pay Band and Grade Pay or Pay Scale
The number of the said post their classification and the Pay Band and Grade Pay or Pay Scale attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
Rule 3 - Method of recruitment, age limit and other qualifications, etc
The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule.
Rule 4 - Disqualification
No person,
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of these rules.
Rule 5 - Power to relax
Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing relax any of the provisions of these rules with respect to any class or category of persons.
Rule 6 - Savings
Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Ex-servicemen, the Other Backward Classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Essential:
(i) Master?s degree in Fine Arts or History of Arts & Criticism or Museology from a recognised University.
(ii) 5 years? curatorial experience in a large Museum/Gallery.
Desirable:
(i) Master?s degree in Business Administration (MBA)/Master?s Degree in Public Administration from a recognised University.
(ii) Administrative experience in Establishment and Accounts matters in a large Museum/Gallery.
Note 1: Qualifications are relaxable at the discretion of the U.P.S.C., for reasons to be recorded in writing, in case of candidates otherwise well qualified.
Note 2: The qualification regarding experience is relaxable at the discretion of the U.P.S.C., for reasons to be recorded in writing, in case of candidates belonging to Scheduled Castes or Scheduled Tribes, if at any stage of selection, the U.P.S.C. is of the opinion that sufficient number of candidates from these communities possessing the requisite experience are not likely to be available to fill up the posts reserved for them.

Promotion:
Deputy Curator in the Pay Band-3, Rs. 15600-39100 plus Grade Pay of Rs. 5400 with 5 years regular service in the grade.
Note: Existing incumbent of the posts of Deputy Keeper (Education) with requisite qualifying service will also be considered for promotion with the existing qualification. The posts of Deputy Keeper (Art Collection) and Deputy Keeper (Publication) are vacant at present.
Note: Where juniors who have completed their qualifying/eligibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying or eligibility service by more than half of such qualifying/eligibility service or two years, whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying/eligibility service.
Note: For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis by an officer prior to 1.1.2006/the date from which the revised pay structure based on the Sixth Central Pay Commission recommendations has been extended, shall be deemed to be service rendered in the corresponding grade pay/pay scale extended based on the recommendations of the pay commission. Deputation (including short-term contract): Officers under the Central/State Governments/UTs/Recognised Research Institutions/Semi-Government or Statutory or Autonomous organisations including Professor/Associate Professor/Assistant Professor or equivalent of universities:
(a) (i) holding analogous posts on regular basis in the parent cadre or Department; or
(ii) with five years? service in the grade rendered after appointment thereto on a regular basis in posts in the Pay Band-3, Rs. 15600-39100 with grade pay of Rs. 5400 or equivalent in the parent cadre/department;
(iii) with six years? service in the grade rendered after appointment thereto on a regular basis in posts in the Pay Band-2, Rs. 9300-34800/- with grade pay of Rs. 4800 or equivalent in the parent cadre/department; and
(b) Possessing the educational qualifications and experience prescribed for Direct Recruits under Col. 7
The department officers in the feeder category who are in the direct line of promotion will not be eligible for consideration for appointment on deputation/absorption. Similarly, deputationists shall not be eligible for consideration for appointment by promotion.
(Period of deputation (ISTC) including the period of deputation (ISTC) in another ex-cadre post held immediately preceding this appointment in the same or some other organization/department of the Central Government shall ordinarily not to exceed four years. The maximum age limit for appointment by deputation (ISTC) shall not be exceeding 56 years as on the closing date of receipt of applications).
Note: For the purpose of appointment on deputation basis, the service rendered on a regular basis by an officers prior to 1.1.2006/the date from which the revised pay structure based on the 6th Central Pay Commission recommendation has been extended, shall be deemed to be service rendered in the corresponding grade pay/pay scale extended based on the recommendations of the Pay Commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common Grade Pay/Pay scale and where this benefit will extend only for the post(s) for which that Grade Pay/Pay Scale is the normal replacement grade without any upgradation.

(i) Degree/Diploma/Certificate in any Foreign Language other than English from a Recognized University/Institution.
(ii) Research experience supported by published works in the field of Art & Culture.

Technical Assistants, Guide Lecturers, Publication Assistant & Assistant Curators in the Pay Band-2, Rs. 9300-34800 plus Grade Pay of 4200 with 8 years regular service in the grade.
Note: Existing incumbent of the post of Publication Assistant with requisite qualifying service will also be considered for promotion with the existing qualification.
Note: The eligibility list for promotion shall be prepared with reference to the date of completion by the officers of the prescribed qualifying service in the respective grade/post.
