Municipal Administrative Service (1St Amendment) Rules, 2022

In
exercise of the powers conferred by the Section 48 and Section 208 of the
Manipur Municipalities Act, 1994, the Governor of Manipur hereby makes the
following Rules further to amend the existing MMAS Rules, 2016 namely:
Rule - 1. Short title and commencement.
(a)
These rules may
be called the Manipur Municipal Administrative Service (1st Amendment), Rules,
2022.
(b)
These Rules shall
come into force with effect from the date of publication in the Official
Gazette of Manipur.
Rule - 2. Amendment of rule 16(2) of the mmas rules, 2016.
The
Existing Rule 16(2) of the MMAS Rules, 2016 shall be substituted by the
following namely:
"16(2) The members of the service eligible for
being considered for promotion to various grades of the service shall be as
specified below:
(i)
A member of the
service in Grade-III shall be eligible for promotion to Grade-II after he/she
has put in a minimum period of 5 (five) years of regular service in Grade-III.
(ii)
A member of the
service in Grade-II shall be eligible for promotion to Grade-I after he/she has
put in a minimum period of 5 (five) years of regular service in Grade-II.
(iii)
A member of the
service in Grade I shall be eligible for promotion to Selection Grade after
he/she has put in a minimum period of 7(seven) years of regular service in
Grade I.
(iv)
A member of the
service in Selection Grade shall be eligible for promotion to Super-time Scale
after he/she has put in a minimum period of 6 (six) years of regular service in
Selection Grade."
Rule - 3. Amendment of schedule-i of the mmas rules, 2016.
The
Existing SCHEDULE-I of the MMAS Rules, 2016 shall be substituted by the
following namely:

Rule - 4. Amendment of rule 2 (k) of the mmas rules, 2016.
The Existing Rule 2 (k) of the MMAS
Rules, 2016 shall be substituted by the following namely:
2(k) Year
means Calendar Year.
Rule - 5. Amendment of rule 5(1)(ii) of the mmas rules, 2016.
The Existing Rule 5 (1)(ii)(a) and
5(1)(ii)(b) of the MMAS Rules, 2016 shall be substituted by the following
namely:
5(1)(ii)
100% of the post in Grade II shall be made by promotion in the manner specified
in Rule 16 from amongst the members of the Service from Grade III.
