In exercise of the powers conferred by sub-clauses 1 and 2 of Clause 24 of the Rules and Regulations of the Memorandum of Association of Mahatma Gandhi Institute for Rural Industrialization (MGIRI), and with the approval of the Central Government, the Executive Council of Mahatma Gandhi Institute for Rural Industrialization hereby makes the following rules regulating the method of recruitment to the Group ‘A’, ‘B’ and ‘C’ posts in the Mahatma Gandhi Institute for Rural Industrialization (MGIRI) as under:-

Rule 1. Short title and commencement :-

(1)     These rules may be called the Mahatma Gandhi Institute for Rural Industrialization Group A, B & C Officers and Staff Recruitment Rules, 2024.

(2)     They shall come into force on the date of their publication in the Official Gazette.

Rule 2. Application :-

These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.

Rule 3. Number of posts, classification and pay band, grade pay or pay scale :-

The number of the said posts, their classification and the pay band, grade pay or pay scale attached thereto shall be as specified in column (2) to (4) of the said Schedule.

Rule 4. Method of recruitment, age limit and other qualifications :-

The method of recruitment to the said posts, age limits and qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

Rule 5. Initial constitutions :-

(1)     Group ‘A’, ‘B’ and ‘C’ Officers and Staff working on regular establishment in MGIRI on the date of commencement of these rules shall be deemed to have been duly appointed to the corresponding posts which they were holding on regular basis on that date.

(2)     The inter-se seniority of officials who are appointed at the initial constitution shall be determined as per the date of their regular appointment to respective grades subject to the condition that their inter-se seniority within their respective grades shall not be disturbed.

(3)     The regular continuous service of officers mentioned in Sub-rule (1) prior to their appointment at the initial constitution under these rules, shall count for the purpose of probation period, the qualifying service for promotion, confirmation and pension.

Rule 6. Disqualification :-

No person, -

(a)      who has entered into or contracted a marriage with a person having a spouse living; or

(b)      who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

Rule 7. Power to relax :-

Where the autonomous body is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, with prior approval of the Central Government relax any provisions of these rules with respect to any class or category of persons.

Rule 8. Savings :-

Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Note 1 : Where juniors who have completed their qualifying or eligib ility service are being considered for promot ion, their senior would also be considered pro vided they are not short of the requisite quali fying or eligi bility service by more than half of such quali fying /eligibility service or two years, whic hever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such quali fying/ eligib ility service.

Note 2 : For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis by an officer prior to the date from which the revised pay structure based on the Central Pay Commission recommendations has been extended, shall be deemed to be service rendered in the corresponding pay/pay scale extended.

In exercise of the powers conferred by sub-clauses 1 and 2 of Clause 24 of the Rules and Regulations of the Memorandum of Association of Mahatma Gandhi Institute for Rural Industrialization (MGIRI), and with the approval of the Central Government, the Executive Council of Mahatma Gandhi Institute for Rural Industrialization hereby makes the following rules regulating the method of recruitment to the Group ‘A’, ‘B’ and ‘C’ posts in the Mahatma Gandhi Institute for Rural Industrialization (MGIRI) as under:-

Rule 1. Short title and commencement :-

(1)     These rules may be called the Mahatma Gandhi Institute for Rural Industrialization Group A, B & C Officers and Staff Recruitment Rules, 2024.

(2)     They shall come into force on the date of their publication in the Official Gazette.

Rule 2. Application :-

These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.

Rule 3. Number of posts, classification and pay band, grade pay or pay scale :-

The number of the said posts, their classification and the pay band, grade pay or pay scale attached thereto shall be as specified in column (2) to (4) of the said Schedule.

Rule 4. Method of recruitment, age limit and other qualifications :-

The method of recruitment to the said posts, age limits and qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said Schedule.

Rule 5. Initial constitutions :-

(1)     Group ‘A’, ‘B’ and ‘C’ Officers and Staff working on regular establishment in MGIRI on the date of commencement of these rules shall be deemed to have been duly appointed to the corresponding posts which they were holding on regular basis on that date.

(2)     The inter-se seniority of officials who are appointed at the initial constitution shall be determined as per the date of their regular appointment to respective grades subject to the condition that their inter-se seniority within their respective grades shall not be disturbed.

(3)     The regular continuous service of officers mentioned in Sub-rule (1) prior to their appointment at the initial constitution under these rules, shall count for the purpose of probation period, the qualifying service for promotion, confirmation and pension.

Rule 6. Disqualification :-

No person, -

(a)      who has entered into or contracted a marriage with a person having a spouse living; or

(b)      who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts:

Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

Rule 7. Power to relax :-

Where the autonomous body is of the opinion that it is necessary or expedient so to do, it may, by order, and for reasons to be recorded in writing, with prior approval of the Central Government relax any provisions of these rules with respect to any class or category of persons.

Rule 8. Savings :-

Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.

Rural Chem ical Indus tries Division – B.Sc. in various disciplines of Che mistry (Organic/ Inorganic/ Bio Chemi stry/ Enviro nmental Che mistry/ Cos metic Sci ence/ Poly mer Scie nce) or Diploma in Chem ical Engin eering and Technology/ Polymer Techn ology with overall good academic records.
