MAHARASHTRA ACCOUNTS AND FINANCE
SERVICE, ASSISTANT ACCOUNTS OFFICER, GROUP-B (GAZETTED) (RECRUITMENT) RULES,
2018
PREAMBLE
In exercise of the
powers conferred by the proviso to article 309 of the Constitution of India,
and in supersession of all the existing rules, orders or instruments issued in
this behalf, the Governor of Maharashtra is hereby pleased to make the
following rules regulating recruitment to the post of Assistant Accounts
Officer, Group-B (Gazetted), Maharashtra Accounts and Finance Service, in the
offices under the Directorate of Accounts and Treasuries under the Finance
Department of the Government of Maharashtra, namely:--
Rule - 1.
(1)
These rules may be called the
Maharashtra Accounts and Finance Service, Assistant Accounts Officer, Group-B
(Gazetted) (Recruitment) Rules, 2018.
(2)
These rules shall be deemed to
have come into force with effect from the 6th January 2017.
Rule - 2.
In these rules,
unless the context requires otherwise,--
(a)
"Assistant Accounts
Officer, Group-B (Gazetted)" means the posts of the Assistant Accounts
Officer, the Sub-Treasury Officer, the Assistant Audit Officer and includes
such other posts equivalent thereto in the Maharashtra Accounts and Finance
Service;
(b)
"Commission" means
the Maharashtra Public Service Commission;
(c)
"Degree" means Degree
of a statutory University;
(d)
"Departmental
Examination" means the examination conducted by the Maharashtra Public
Service Commission for the post of the Assistant Accounts Officer, Group-B
(Gazetted) appointed by nomination or by promotion;
(e)
"Directorate" means
the Directorate of Accounts and Treasuries, Maharashtra State;
(f)
"Finance Department"
means the Finance Department of the Government of Maharashtra;
(g)
"Government" means
the Government of Maharashtra in the Finance Department;
(h)
"Maharashtra Finance and
Accounts Service" means the service which includes the posts of the
Directors, the Joint Directors, the Deputy Directors, the Assistant Directors,
the Accounts Officers and the Assistant Accounts Officers and all other posts
equivalent thereto included therein.
Rule - 3.
Appointment to the
post of the Assistant Accounts Officer, Group-B (Gazetted) in the Maharashtra
Accounts and Finance Service shall be made either,--
(a)
by promotion of suitable person
on the basis of seniority subject to eligibility from amongst the persons
holding the following posts in the Maharashtra Finance and Accounts Service for
a period of three years of regular service on that post, namely:--
(i)
Assistant Superintendent in the
office of the Directorate of Accounts and Treasuries or the offices under the
Regional Joint Directors, Accounts and Treasuries in the State;
(ii)
Senior Auditor in the office of
the Directorate of Local Fund or the offices under the Regional Joint
Directors, Local Fund, in the State;
(iii)
Selection Grade Clerk in the
Pay And Accounts Office, Mumbai; or
(iv)
Deputy Accountant in the
offices under the Regional Joint Directors, Accounts and Treasuries and the
offices of the District Treasuries in the State;
(b)
by nomination from amongst the
candidates who,--
(i)
are not more than 38 years of
age, for the candidates belonging to General Category and not more than 43
years of age, for the candidates belonging to the Backward Class Category; and
(ii)
possess any of the following
qualifications, namely:--
(a)
a degree with at least
fifty-five per cent marks in Commerce faculty; or
(b)
a degree with at least
fifty-five per cent marks in arts with statistics or mathematics or economics
as main subject; or
(c)
a degree with at least
fifty-five per cent marks in science faculty with statistics or mathematics as
main subject; or
(d)
have passed the final
examination of Cost Accounting conducted by the Institute of Cost and Works
Accountants of India; or
(e)
a degree in the Business
Administration/Financial Management with Specialization in Finance; or
(f)
have passed Professional
Competence Examination conducted by the Institute of Chartered Accountants of
India.
Rule - 4.
Appointment to the
posts of Assistant Accounts Officer, Group-B (Gazetted) by promotion and by
nomination shall be in the ratio of 50:50:
Provided that, if
suitable candidates are not available, the Appointing Authority may relax the
ratio for appointment by promotion and by nomination with the prior approval of
the Government:
Provided also
that, the ratio mentioned in this rule shall be made applicable after the
appointment of all the candidates who have passed the Maharashtra Finance and
Accounts Service Examination, Class III (Part I and Part II) conducted by the
Commission.
Rule - 5.
The person
appointed by nomination to the post of the Assistant Accounts Officer, Group-B
(Gazetted) shall be on probation for a period of two years and will have to
pass the Departmental Examination within the prescribed period:
Provided if a
person does not complete the probation period successfully or does not pass the
departmental examination within the prescribed period, Probation period can be
extended maximum upto one year:
Provided if a
probationary Assistant Accounts Officer, Group-B (Gazetted) does not pass the
departmental examination within prescribed period or does not complete the
probation period successfully, then he shall be liable for termination from the
service.
Rule - 6.
The person
appointed to the post of the Assistant Accounts Officer, Group-B (Gazetted) shall
be required to pass the examinations in Hindi and Marathi language according to
the rules made in that behalf, unless they have already passed or have been
exempted from passing those examinations.
Rule - 7.
The person
appointed to the post of the Assistant Accounts Officer, Group-B (Gazetted)
shall possess a Certificate in Computer Operations prescribed by the
Directorate of Information and Technology, Government of Maharashtra, from time
to time.
Rule - 8.
The person
appointed to the post of Assistant Accounts Officer, Group-B (Gazetted) shall
be liable for appointment or transfer anywhere in the State of Maharashtra.
