Madhya Pradesh Nursing Education Institution Admission Rules, 2024

[24th December 2024]

PREAMBLE

In exercise of the powers conferred by sub-section (1) of section 33 read with section 24 of the Madhya Pradesh Upcharika, Prasavikar Sahai Upcharika-Prasavika Swasthya Paridarshak Registration Adhiniyam, 1972 (No. 46 of 1973), the State Government, hereby, makes the following rules for admission in the Madhya Pradesh Nursing Educational Institutions, namely.

Rule 1. Short title and commencement.

(1)     These rules may be called the Madhya Pradesh Nursing Education Institution Admission Rules, 2024.

(2)     They shall come into force from the date of their publication in the Madhya Pradesh Gazette.

Rule 2. Definitions.

(1)     In these rules, unless the context otherwise requires,-

(a)      "Act" means the Madhya Pradesh Upcharika, Prasavika, Sahai Upcharika-Prasavika Swasthya Paridarshak Registration Adhiniyam, 1972 (No. 46 of 1973);

(b)      "ASHA candidate" means a recognized social health worker appointed by the Government or a local woman (married in the same village) identified by the community at the village level through Gram Sabha, who works to connect the community with health services and programs;

(c)      "Candidate of freedom fighter class" means the son or daughter, grandson or granddaughter of a registered freedom fighter maintained by any District Collector of Mahya Pradesh;

(d)      "Category" means Scheduled Castes, Scheduled Tribes, Other Backward Classes, Economically Weaker Section and unreserved category;

(e)      "Class" means women, freedom fighters, soldiers, differently abled and ASHA workers;

(f)       "Council" means the Madhya Pradesh Nurses Registration Council;

(g)      "Counselling" means the process of allocating courses, subjects and colleges for admission against vacancies in Nursing courses;

(h)     "Counselling Committee" means the Counselling Committee constituted by the Director, from time to time, as mentioned in rule 9;

(i)       "Director" means the Director, Nursing and Paramedical, Public Health and Medical Education Department, Ex-officio Chairman, Madhya Pradesh Nurses Registration Council;

(j)       "Economically Weaker Section" means a citizen of economically weaker section as specified by the General Administration Departments Circular No. F-07- 1 l/2019/xxx./one dated 2nd July, 2019 and Circular No. F-07-11/2019/xxx/ one dated 18th duly, 2019 and any other orders issued in this behalf, from time to time;

(k)      "Educational Institution" means all Government, Autonomous and Private Institutions/Schools/Colleges recognized by the Madhya Pradesh Nurses Registration Council;

(l)       "Eligibility for Entrance Examination" means the eligibility criteria as mentioned in Schedule-I;

(m)    "Entrance examination" means Pre Nursing Selection Test PNST, GNMTST, ANMTST, PBBsc Nursing and M.Sc. Nursing Selection Test;

(n)     "Government" means the Government of Madhya Pradesh;

(o)      "Governor" means the Governor of Madhya Pradesh;

(p)      "Other Backward Classes" means the Other Backward Classes of citizens as specified by the State Government vide Notification F-8-5-XXV-4-84, dated 26th December, 1984, as amended from time to time;

(q)      "Person with Disability" means eligible candidates as per the disability as defined by Indian Nursing Council from time to time;

(r)      "Portal" means dme.mponline.gov.in;

(s)      "Required Documents" means the required documents as mentioned in Schedule-III;

(t)       "Sainik" class candidate means the son or daughter of a serving or retired soldier in any army of India, it also includes the son or daughter of a soldier who died during service;

(u)     "Schedule" means the Schedules appended to these rules;

(v)      "Scheduled Castes" means a member of any caste, race or part of or group within a caste, race specified as Scheduled Castes with respect to the State of Madhya Pradesh under article 341 of the Constitution of India;

(w)     "Scheduled Tribes" means a member of any tribe or tribal community or part of or group within such tribe or tribal community specified as Scheduled Tribes with respect to the State of Madhya Pradesh under article 342 of the Constitution of India:

(x)      "State" means the State of Madhya Pradesh;

(y)      "University" means the Madhya Pradesh Medical University, Jabalpur or any university within the State Government, Autonomous and Private Universities offering established Nursing Education courses;

(z)      "Vacancies" means the vacancies against the seats sanctioned in the college for the course by the Madhya Pradesh Nurses Registration Council which includes all the vacancies arising till the completion of the admission process.

(2)     Words and expressions used but not defined in these rules shall have the same meaning as assigned to them in the Act.

Rule 3. Admission Calendar.

The Director shall publish a calendar for admission to the course every year in which the timelines for various rounds of admission shall be specified.

Rule 4. Reservation.

(1)     Category-wise reservation:-

(i)       category-wise reservation shall be as per Section-A of Schedule-II;

(ii)      under the guidelines of the State Government, candidates of Other Backward Classes category falling under the ambit of creamy layer shall not be given the benefit of reservation;

(iii)     in case qualified registered candidates of reserved category are not available in the allotment of final stage of counselling, the allotment for admission shall be done in the following order, namely:-

(a)      to Scheduled Castes candidates against the vacancies of Scheduled Tribes;

(b)      to Scheduled Tribes candidates against the vacancies of Scheduled Castes;

(c)      to Other Backward Classes candidates against the vacancies of Scheduled Tribes and Scheduled

(d)      in case, reserved candidates of the above three categories are not available, the admission shall be given to candidates of unreserved category against the vacancies;

(e)      in case qualified registered candidates of a particular reserved category are not available in the final stage of counselling, candidates of unreserved category shall be admitted against the vacancies of such category.

(2)     Class wise reservation:-

(i)       class-wise Reservation shall be as per Section-B of Schedule-II;

(ii)      in case qualified registered candidates of a particular class are not available in the final stage of counselling, the vacancies of the particular class shall automatically be limited to the number of available qualified registered candidates of the respective class for allotment;

(iii)     the category wise reservation, not being class-wise, shall be applicable as a whole in relation to the total vacancy.

Rule 5. Publication of vacancies.

Subject, category and course wise vacancies in the educational institution shall be published on the portal. Objections can be registered on the portal within the specified time limit regarding the displayed information, which shall be resolved before the counselling process starts.

Rule 6. Registration.

The candidate who has passed the selection test shall have to register within the specified time limit by giving the necessary information on the portal. The candidate must provide all the information required for registration on the portal, in the registration form. Registration shall not be possible in case the information is incomplete. After locking the registration, changes, amendments or additional information given in the online registration form cannot be provided or accepted. During the registration period, the candidate shall be able to amend the necessary information. After the registration period ends, no amendment of any kind shall be accepted.

Rule 7. Publication of merit list.

The merit list of candidates registered in various categories and class shall be displayed on the portal.

Rule 8. Registration of options by registered candidates.

After publication of merit list under rule 7, the registered candidates shall register their options against the available vacancies on the portal giving their options in order of preference and shall lock the choice, otherwise the final option list shall be accepted.

Rule 9. Counselling Committee.

The Committee shall be constituted by the Director with the approval of the Commissioner, Public Health and Medical Education Department, which shall consist of minimum of 5 members.

Rule 10. Process of counselling.

(1)     Allotment for admission in the first round of counselling- Allotment order shall be issued to the registered candidates in order of preference by matching the vacancies and the options of the registered candidates through computerised process on the portal, specifying the course, subject and Educational Institution, namely:-

(i)       the process of admission in Educational Institution against the allotment order issued under sub-rule (1) of rule 10 shall be as follows, namely:-

(a)      to complete the admission process in each Educational Institution, a minimum three-member Admission Committee shall be constituted every year under the chairmanship of the Principal of the Educational Institution, in which 2 members shall be teachers. The help of other nursing teachers and staff of the Educational Institution may be taken by the Admission Committee to complete the admission process;

(b)      such registered candidate who have not opted for upgrade shall have to appear before the Admission Committee of the Educational Institution with the copy of the allotment order issued for admission under sub-rule (1) of rule 10 and the required documents;.

(c)      the Admission Committee of the Educational Institution shall examine the registration information done for the selection test of the eligible candidate and after examination of the documents mentioned in Schedule-III, the admission order of eligible candidate shall be issued online through the portal. After final admission, the candidates shall have to deposit the fee in the admitted Institution;

(d)      before the issue of online allotment order in the first round, there shall be a provision for the candidates to choose a better option (upgrade) for the final round. It shall be mandatory for these candidates to do choice filling and locking in the final round;

(ii)      candidates dissatisfied with the decision of the Educational Institutions Admission Committee may represent their case before the Counselling Committee within two days from the date of issuance of such decision.

(2)     Allotment for admission in the final round of counselling-

The procedure for allotment for admission in the final round of counselling shall be as follows, namely: -

(i)       after completion of admission process under clause (i) of sub-rule (1) of rule 10 in reference of allotment order issued under sub-rule (1) of rule 10, available vacancies including virtual vacancies generated due to selection of better option under sub-clause (d) of clause (i) of sub-rule (1) of rule 10 shall be published on the portal;

(ii)      eligible candidates may register their options on the portal in order of preference;

(iii)     allotment order shall be issued to the candidates in the order of preference after matching the options, of registered candidates with the vacancies through computerised process on the portal;

(iv)    on issue of allotment order under clause (iii) above, the admission taken by a candidate in the first round of counselling shall automatically stand cancelled;

(v)      the candidates who opted for upgrade in the first round of counselling after allotment shall have to appear in person at the concerned Educational Institution for admission after allotment and submit original documents, photocopies of documents and deposit the admission fee in the concerned Educational Institution.

(3)     Process for admission after the final round of counselling-

(i)       in this round, candidates who have been allotted seats in any round earlier shall not be eligible for this round. After completing the admission process of the last round of counselling, if any vacancy remains vacant in any Educational Institution, then the course wise and Educational Institution wise vacancy shall be published on the portal;

(ii)      in this round, registration shall be open again for the candidates and after registration, the list of eligible candidates shall be displayed on the portal. Candidates registered against the available vacancies shall enter their options in the order of preference on the portal and lock their choices;

(iii)     by matching the vacancies and options of registered candidates through computerized process on the portal, allotment order shall be issued to the registered candidates in order of priority, specifying the course, subject and Educational Institution;

(iv)    after the final round, if required, after the approval of Commissioner, Government of Madhya Pradesh, Public Health and Medical Education, the process of counselling on the remaining seats shall be done again in one round as per sub-rule (3) of rule 10, which shall be final.

Rule 11. ASHA candidates.

(1)     ASHA candidates who have minimum 5 years of work experience shall be eligible for reservation.

(2)     At the time of admission in the institution, it shall be necessary to submit a no objection certificate/permission letter from the concerned employer.

Rule 12. Resignation from admission.

(1)     A student admitted in the first round of counselling may give their resignation online, at the institution level, 2 days before the start of the final round. Candidates of the final round shall not get the facility to resign.

(2)     In case of resignation from admission, the amount of tuition fee and other fees deposited shall be returned to the candidate by the concerned institution after specified deductions.

Rule 13. Cancellation of admission.

The Director, Nursing and Allied Health, Public Health and Medical Education Department, Ex-officio Chairman, may cancel the admission of a candidate under the following circumstance, namely: -

(1)     If the information regarding the candidates qualification, eligibility, category, native place, etc. is found to be false for admission in the course, the admission may be cancelled by the Director, Nursing and Allied Health, Public Health and Medical Education Department, Ex-officio Chairman, Madhya Pradesh Nurses Registration Council.

(2)     Before taking a decision to cancel the admission, the concerned student shall be given an opportunity of being heard by issuing a show cause notice of 3 days.

(3)     Such candidates, whose admission has been cancelled under sub-rule (1), shall automatically become ineligible for any examination conducted by the Director, Nursing and Allied Health, Public Health and Medical Education Department, Ex-officio Chairman, Madhya Pradesh Nurses Registration Council, as mentioned in clause (d) of sub-rule (1) of rule 2.

(4)     The order of the Director, Nursing and Allied Health, Public Health and Medical Education Department, shall be binding for Educational Institutions, in case of any violation, the Director, Nursing and Allied Health, Public Health and Medical Education Department, Ex-officio Chairman, Madhya Pradesh Nurses Registration Council, Medical" Education may take appropriate action against the management and principal of the Educational Institution.

Rule 14. Bond.

In case of violation of the condition of any bond mentioned in Schedule-Ill, the amount of the bond shall be recovered from the violator.

Rule 15. Interpretation.

If any question arises relating to the interpretation of these rules, it shall be referred to the Director whose decision thereon shall be final:

Provided that in case of any dispute related to the interpretation of these rules, the decision of the Director, Nursing and Go-medical, Public Health and Medical Education Department, Ex-officio Chairman, Madhya Pradesh Nurses Registration Council shall be final and binding on all concerned.

Rule 16. Removal of difficulties.

In case of any difficulty arising in connection with these rules, the difficulty may be removed by the order of the Director.

(iii) must be within the age limit i.e. candidates minimum age must be 17 years as on 31st December in the examination Year.

 

 

 

(2) Must be a local resident (native) of Madhya Pradesh.

 

 

 

(3) Candidate should be medically fit.

(1) After completing the course in autonomous/Government Educational Institute, the candidate shall be bound to serve in the Institute for 1 year in a Government hospital. If the candidate does not serve, it shall be compulsory to deposit an amount of Rs. 2 lakh in the autonomous Institute.

 

(2) In case the student does not complete the course from Government nursing colleges/training institute, it shall be compulsory to deposit an amount of Rs. 2 lakh in the Government treasury.

 

(3) In case the course is not completed from private nursing college/training Institute, it shall be compulsory to deposit the remaining amount of training fee of the course in the concerned Institute.

13.

Original copy of certificate issued by the Commandant of his unit in respect of a serving soldier and by the Sainik Welfare Board of his District in respect of a retired or original soldier to avail the benefit of Sainik category.

14.

Certificate issued by the concerned District Magistrate to the candidate to avail the benefit of freedom fighter category.

15.

Certificate of continuous work of 5 years issued by the concerned Chief Medical and Health Officer for ASHA candidates.
