OFFICER, LIBRARIAN AND LIBRARY ATTENDANT RECRUITMENT RULES, 2019
PREAMBLE
In exercise of the powers conferred by the
proviso to article 309 of the Constitution of India, read with the Government
of India, Ministry of Home Affairs Notification number G.S.R. 840, dated the
13th July, 1959, the Lt. Governor of the National Capital Territory of Delhi is
pleased to make the following rules regarding the method of recruitment to the
posts of Law Officer, Librarian, and Library Attendant in the Office of the
Chief Electoral Officer, Delhi, namely:
Rule - 1. Short title and commencement.
(1)
These
rules may be called the Law officer, Librarian and Library Attendant
Recruitment Rules, 2019.
(2)
They
shall come into force on the date of their publication in the Delhi Gazette.
Rule - 2. Number of posts, classification and level in the pay matrix.
The number of said posts, their
classification and level in the pay matrix attached thereto shall be as
specified in columns 2 to 4 of the Schedule annexed to these rules.
Rule - 3. Method of recruitment, age-limit, qualifications, etc.
The method of recruitment, age-limits,
qualifications and other matters relating to the said posts shall be as
specified in column 5 to 13 of the said schedule.
Rule - 4. Disqualifications.
No person-
(a)
Who
has entered into or contracted a marriage with a person having a spouse living:
or
(b)
Who,
having a spouse living has entered into or contracted a marriage with any
person shall be eligible for appointment to any of said posts in the Tribunals:
Provided that the Government may, if
satisfied that such marriage is permissible under the personal law applicable
to such persons and the other party to the marriage and that there are other
grounds for so doing exempt any person from the operation of this rule.
Rule - 5. Power to relax.
Where the Government is of the opinion that
it is necessary or expedient so to do, it may, by order for reasons to be
recorded in writing, relax any of the provisions of these rules in respect of
any class or category of persons.
Rule - 6. Saving.
Nothing in these rules shall affect
reservation, relaxation of age-limit and other concessions required to be
provided for the Scheduled Castes, the Scheduled Tribes, Ex-servicemen and
other special categories of persons in accordance with orders issued by the
Central Government from time to time in this regard.

Deputation (including short term
contract) : Officer from the Central/State Government/Union Territories: 1. (i) Holding analogous post on
regular basis in parent cadre/department. (ii) Degree in Law of a recognized
university (iii) With at least five years
experience in legal work in a Government Department or Semi Government
Organization or Public Sector Autonomous Bodies or as a Legal Practitioner. OR 2 (i) L.L.M. from a recognized
university (ii) At least three years experience
in legal work in a Government Department or Semi Government Organization or
Public Sector Autonomous Bodies. Note : 1 Period of Deputation including period
of deputation in another ex-cadre post held immediately preceding this
appointment in the same or some other organization/department of the Central
Government shall ordinarily not to exceed 3 years. Note : 2 The maximum age limit for appointment
by deputation (including short term contract)/absorption shall be, not
exceeding 56 years, as on the closing date of receipt of applications. |
Deputation : Officer from the
Central/State Government/Union Territories: (a) (i). Holding analogous post on
regular basis in parent cadre/department. OR (ii) Five years service rendered on
regular basis in the pay level 6 (35400 - 112400) of Pay Matrix (Pre-revised
- PB2, 9300-34800 + GP Rs. 4200/-), or equivalent in parent cadre/department. |
OR (iii) with Eleven years service
rendered on regular basis in the pay level 5 (29200 - 92300) of Pay Matrix
(Pre-revised - PB1, 5200-20200 + GP Rs. 2800/-), or equivalent in parent
cadre/department. Possessing the following educational
qualifications and experience: (i) Bachelor's Degree in Library
Science from a recognized university and two years professional experience in
Library of Standing. Note : 1 Period of Deputation including period
of deputation in another ex-cadre post held immediately preceding this
appointment in the same or some other organization/department of the Central
Government shall ordinarily not to exceed 3 years. Note : 2 The maximum age limit for appointment
by deputation (including short term contract)/absorption shall be, not
exceeding 56 years, as on the closing date of receipt of applications. |
Deputation : Officer from the
Central/State Government/Union Territories: (a) (i) Holding analogous post on regular
basis for two years in parent cadre/department. Possessing the following educational
qualification and experience: (i) XIIth by any Board/Institute
recognized by the Government. Note : 1 Period of Deputation including period
of deputation in another ex-cadre post held immediately preceding this
appointment in the same or some other organization/department of the Central
Government shall ordinarily not to exceed 3 years. Note : 2 The maximum age limit for appointment
by deputation (including short term contract)/absorption shall be, not
exceeding 56 years, as on the closing date of receipt of applications. |
