The Recruitment Rules for the Kerala State Co-operative Coir Marketing Federation (COIRFED) is approved and hereby published.

Rule 1. Short title and commencement.

(i)       These rules may be called the Recruitment Rules for the Kerala State Co-operative Coir Marketing Federation Ltd., 2013.

(ii)      They shall come into force with effect from 1-10-2013. However these rules will in no way adversely affect the employees' appointed before 1-10-2013 and continue in the service of The Kerala State Co-operative Coir Marketing Federation Ltd. No. 679.

Rule 2. Constitution.

(2) Must possess Motor Driving License of at least 3 years standing with endorsement of driving HDV (Heavy goods Vehicle and heavy Passenger Vehicles) and Driver's badge. The driving license should be current on the date of application/!' Practical Test/Interview.

(3) Proficiency in Driving HDV to be proved at the practical test conducted by PSC.

(4) Medical Fitness

Ear: Hearing should be perfect Distant Vision: 6/6 Snellen. Near Vision: 0.5 Snellen Color Vision: "Normal Night Blindness: Nil Muscles and Joints: No paralysis and all joints with free movements. Nervous System: Perfectly Normal. Free from any infectious diseases.

Note: All appointments by direct recruitment specified in Rule II (constitution) shall be made on State vide basis through the Kerala Public Service Commission. Regular employees promoted/regularised in the service strictly on the basis of the required qualifications mentioned in this rules are hereby ratified. Sales Asst. Gr. II appointed by direct recruitment through Public Service Commission will have to work outside Kerala Showrooms. However the Salesman who are promoted to the post of Sales Assistant Gr. II will be posted inside Kerala Showrooms only. Shifting of approved posts from one Office/Showroom/Unit to another place for the convenience of Promotes will not be permitted. Peon/Watchman who has 5 year service will be deputed for JDC course. The employees who attained the age of 50 years and above at present will be exempted from obtaining JDC course for promotion to LDC.

 

Rule 4. Appointing Authority.

The Appointing Authority in respect of the category I (Managing Director) shall be the Government and in respect of all other categories shall be the Board of Directors of the Federation.

Rule 5. Reservation of Appointments.

The rules regarding reservation of Appointments contained in Rules 14 to 17 of Part II of the Kerala State and subordinate Service Rules 1958, shall apply to appointment by Direct Recruitment.

Rule 6. Age Limit for Direct Recruitment.

Except in the case of those posts for which separate age limits are prescribed, the age limits shall be between 18-37 years.

No person shall be eligible for appointment by direct recruitment to any of the categories of posts if he/she has not completed 18 years of age and has completed 37 years on the 1st day of January of the year in which applications for appointment are invited subject to usual relaxation in the case of SC/ST and OBC. For categories of Managing Director, General Manager (Administration) and General Manager (Projects) where direct recruitment is prescribed, the upper age limit shall be 45 years. In no case the maximum age limit shall exceed 50 years.

Rule 7. Probation (As per Rule 184 of KCS).

Every person appointed to any of the categories shall from the date on which he/she joins duty be on probation.

(1)     If appointed by direct recruitment or by transfer for a period of one year on duty within a continuous period of two years.

(2)     If appointed by promotion for a total period of One year on duty within a continuous period of two years.

Rule 8. Scheme for Time bound Grade Promotion.

(i)       The first higher Grade on completion of 8 years of service in the entry post.

(ii)      The second higher grade on completion of 16 years of service in the entry post and the first promotion post/time bound higher grade, taken together.

(iii)     The third higher grade on completion of 23 years of total service in the entry post, the first regularized promotion post/time bound higher grade and the 2nd regular promotion post/time bound higher grade, taken together.

(iv)    A fourth time bound higher grade will be allowed to Class IV employees on Completion of 28 years of total service as Class IV employee.

Note: Existing next higher scale in Coirfed will be allowed for Time Bound Higher Grade Promotion.

Rule 9. Seniority for Promotion.

(1)     Appointment by Promotion/transfer shall be made from select lists prepared from among eligible officers on the basis of merit and ability, seniority being considered only where merit and ability are approximately equal. Persons included in the select list shall be ranked in the order of their seniority.

(2)     Recruitment Rules Applicable to the Employees of Member Societies affiliated to Coirfed for the selection of 50 % of the vacancies reserved to them as per rule 187 of Kerala Co-op. Societies Rules, 1969.

(3)     As per Rule 187 of KCS Rules 1969, in appointment to Apex Societies or Central Societies, 50% of the vacancies shall be reserved to the employees of the Member Societies, of the respective Apex Society or Central Society as the case may be having minimum regular service of 3 years in any of the cadre and having the required qualification for the notified post in the Apex Society or Central Society.

(4)     The Provision contained in the Rule 187 of the KCS Rule 1969 will be applicable for recruitment against 50% vacancies set apart for the employees of the Member Societies affiliated to Coirfed subject to the following conditions:

(i)       Educational qualifications will be that for direct recruitment to various posts.

(ii)      Must have 3 years regular service in any cadre in the Member Society affiliated to Coirfed. Candidate selected under this category should be in the Service of the Member Society not only on the date of application but also on the date of Appointment.

(iii)     Separate Ranked List will be prepared for General Open Market Candidates and from the Employees of Member Societies affiliated to Coirfed. Candidates and the Ranked List of Employees of affiliated Member Societies with the first position going to the General Open Market Candidates. If there is shortage of Candidates in the Ranked List of Employees of Member Societies affiliated, those vacancies will be filled up from the Rank List of General Open Market Candidates. Such passed over vacancies will not be compensated later.

(iv)    As both the Ranked List are for direct recruitment, the Rules of reservation as laid down in the General" Rules 14 to 17 of the KS & SSR 1958 will be followed.

(v)      Should have completed 18 years of age and should not have completed 50 years of age.

(5)     All appointments including the provisional ones will be made in accordance with the provisions contained in the KS & SSR 14 to 17.

(6)     Part II of the General Conditions of notification inviting applications for various posts issued by the Commission is applicable to Coirfed. However, Sub Paras 5, 8, 9, 10, 11, 12 & 13 in Para 2 & Para 7 of General Conditions will not be applicable to the selections in Coirfed.

(7)     The relaxation of age will be allowed to all provisional employees of the 29 (Twenty nine) Co-operative institutions mentioned in GO. (P) No. 41/98 dated 9-3-1998 (whether they continue in service or relieved from service) who have been appointed through employment exchange to the extent of their provisional service provided they possess minimum service of one year in the provisional appointment, the maximum period of relaxation allowed to such person will be 5 years. Once they get appointment on regular basis the concession will not be available to further appointment to any post. The candidates who are entitled to the above concession shall note the details thereof in the respective column of the application and obtain a Certificate (Original) from the Head of Office or Head of Department or appointing authority of the Co-operative Institution concerned and submit as and when required by the commission. The Certificate should contain all the relevant particulars such as the post in which the applicant has/had provisional service, the scale of pay name of Co-operative Institution in which he/she worked, the date of commencement of provisional service and the date of termination of the provisional service. It should also be noted in the certificate that the applicant is not holding regular appointment under the Co-operative Institution The Original Certificate thus produced will not be returned to the candidate. The above stipulation is included in the general conditions.
