KERALA LAST GRADE SERVICE (AMENDMENT)
SPECIAL RULES, 2020
PREAMBLE
In exercise of the powers conferred by sub-section (1) of
Section 2 of the Kerala Public Services Act, 1968 (19 of 1968), read with
Section 3 thereof, the Government of Kerala hereby make the following rules
further to amend the Special Rules for the Kerala Last Grade Service issued by
notification under G.O. (P) No. 82/66/Public (Rules) Department dated 8th
March, 1966 and published in Part I of the Kerala Gazette No. 14 dated 5th
April, 1966, namely:
Rule - 1. Short title and commencement.
(1)
These rules may be called the Kerala
Last Grade Service (Amendment) Special Rules, 2020.
(2)
They shall come into force at once.

Amendment of the rules.
In the Special Rules for the Kerala Last Grade Service,
(1) in Rule 1,
(i) in category 1, after item (d), the following item shall
be inserted, namely:
"(dd) Head Gardener in Museums and Zoos
Department.";
(ii) after the existing Category 12, the following
categories shall be added, namely:
"Category 13:
Head Cook in the Technical Education Department
Category 14:
Assistant Cook in the Technical Education Department
Category 15:
Mahout in the Forest and Wildlife Department
Category 16:
Kavadi in the Forest and Wildlife Department
Category. 17:
Camp Followers in the Police Department consisting of the
following posts, namely:
(a) Sweeper-cum-Sanitation Worker.
(b) Dhobi.
(c) Barber.
(d) Water Carrier.
(e) Cook.
(f) Cook-cum-Sweeper.";
(2) in Rule 5,
in Category 1
(i) after clause (a), the following clause shall be
inserted, namely:
"(aa) Head Gardener in the Department of Museums and
Zoos:
By promotion from Gardeners in the Department of Museums
and Zoos."
(ii) in clause (b), after the words "Gallery
Assistant", the following words shall be inserted, namely:
"and Head Gardener";
(iii) after the existing note under Category 12 and before
sub-rule (b), the following shall be inserted, namely:
"Category 13:
By promotion from Category 14
Category 14:
(i) By transfer appointment from part-time Cooks in the
Technical Education Department in the District concerned on the basis of
seniority.
(ii) In the absence of qualified hands under item (i)
above, by transfer appointment from part-time Cooks in the Technical Education
Department in the other Districts on the basis of seniority and willingness.
Category 15:
By promotion from Category 16 Category 16:
By direct recruitment through Kerala Public Service
Commission Category 17:
(i) By direct recruitment through Kerala Public Service
Commission and
(ii) By transfer appointment (20% of the posts shall be
filled from Part-time Contingent employees of the Police department).
Note.(1) Appointment to these posts shall be made according
to their willingness, seniority and qualifications prescribed for these posts.
Note.(2) Additional Director General of Police, Armed
Police Battalion shall prepare and publish a district wise common seniority
list of Part-time Contingent employees below the age of 45 years in the Police
Department in every year.
Note.(3) In the absence of suitable hands under item (ii)
above, the posts shall be filled-up by direct recruitment, through Kerala
Public Service Commission.";
(3) In sub-rule (b) of Rule 8,
In the TABLE,
(i) after serial number 9, below the entries in columns
(1), (2) and (3), the following Note shall be inserted, namely:
"Note. Only female candidates are eligible for
appointment as watch woman.";
(ii) against serial number 16, for the entry against item 2
in column (3), the following entry shall be substituted, namely:
"Should possess experience certificate for not less
than one year as Ayah of Children obtained from a Government Institution or
from any Institution registered under the Societies Registration Act, 1860
(Central Act XXI of 1860) or the Travancore-Cochin Literary Scientific and
Charitable Societies Registration Act, 1955 (XII of 1955) or from any
institution run by the local bodies using Government grant or from any
autonomous grant-in-aid institutions.";
Note. In the case of Scheduled Castes/Scheduled Tribes category,
in the absence of experienced qualified candidates, candidates with basic
educational qualification shall be considered for appointment. They shall be
deputed for training for experience as specified in item 2 above during their
period of probation.
(iii) against serial number 17, for the entry against
sub-item (b) of item 2 in column (3), the following entry shall be substituted,
namely:
"Chest81 cms on expiration with minimum expansion of 5
cms; for Scheduled Castes/Scheduled Tribes76 cms on expiration with minimum
expansion of 5 cms.";
(iv) against serial number 34, for the entries against item
3 in column (3), the following entries shall be substituted, namely:
"Eye sight:
Eye sight, must be certified to possess the visual
standards specified below without glasses.

Each eye must have full field of vision. Colour blindness,
squint or any morbid condition of the eyes or lids of either eye will be deemed
to be a disqualification."
(v) against serial number 38, for the entries against item
3 in column (3), the following entries shall be substituted, namely:
"Eye sight:
Eye sight, must be certified to possess the visual
standards specified below without glasses.

(vi) against serial number 40, for the entry against item 2
in column (3), the following entry shall be substituted, namely:
"Experience of not less than 1 year in cooking Western
and Indian style food from recognised institutions.";
(vii) against serial number 41, for the entry against item
2 in column (3), the following entries shall be substituted, namely:
"Experience of not less than 1 year in slaughtering
goats and other animals. This should be certified by the veterinary surgeon
under whose jurisdiction the slaughter house is situated."
(viii) after serial number 48 in column (1) and the entries
against it in column (2) and (3), the following serial numbers and entries
shall be inserted in columns (1), (2) and (3) respectively, namely:

1. Should have passed Standard VII and should not have acquired
graduation. 2. Five years' service as Assistant Cook in Technical Education
Department. 3. Must be perfectly healthy and free from contagious diseases (to be
proved by a Medical Certificate issued by a Medical Officer not below the
rank of Assistant Surgeon). |

Assistant Cook in the Technical Education Department |
1. Should have passed Standard VII and should not have acquired
graduation. 2. Should possess one year's experience certificate in cooking and
catering (both non-vegetarian and vegetarian diets) from Kerala Tourism
Development Corporation Limited or any canteens run by Government approved
agencies/Kudumbasree. 3. Must be perfectly healthy and free from contagious diseases (to be
proved by a Medical Certificate issued by a Medical Officer not below the
rank of Assistant Surgeon). |

Mahout in the Forest and Wildlife Department |
1. Should have passed Standard VII and should not have acquired
graduation. 2. Minimum three years' service as Kavadi in the Forest and Wildlife
Department. 3. Must possess good health and physique (to be proved by a Medical
Certificate issued by a Medical Officer not below the rank of Assistant
Surgeon). |

1. Should have passed Standard VII and should not have acquired
graduation. 2. Should possess three years' experience certificate as Kavadi/Mahout
from a registered elephant owner having ownership certificate issued by the
Forest and Wildlife Department. 3. Must possess good health and physique (to be proved by a Medical
Certificate issued by a Medical Officer not below the rank of Assistant
Surgeon). |

Should have passed Standard VII and should not have acquired
graduation. |

54 |
Camp followers in Police Department - Sweeper-cum-Sanitation Worker,
Dhobi, Barber, Water Carrier, Cook, Cook-cum-Sweeper. |
(a) Essential Qualifications: 1. Must have passed Standard VII and should not have acquired
graduation. 2. Must be able to read and write Malayalam language. 3. Should possess one year experience in the respective field. The
experience certificate obtained from other than Government/Government
approved institution shall be authenticated by the Local Self Government
Authority/Labour Officer concerned. Note.Preference shall be given to those who possess certificates from
Government/Government approved institutions. |

(b) Physical Qualifications: |

|
|
(i) |
Must be perfectly healthy and physically fit to execute strenuous
works. |
|
|
|
(ii) |
Must be free from contagious diseases/physical improprieties (to be
proved by a Medical Officer not below the rank of Assistant Surgeon). |

(iii) |
Must be certified to possess the visual standards without spectacles as
specified below: |

Each eye must have full field of vision. Colour blindness, squint or
any morbid condition of the eyes or lids of either eye will be deemed to be a
disqualification. (iv) Height 160 cms (Minimum) For Scheduled Castes/Scheduled Tribes - 155 cms (Minimum) Note.The fitness certificate on the above standard shall be
obtained from a Medical Officer not below the rank of an Assistant Surgeon. |
