KERALA
FISHERIES SUBORDINATE SERVICE SPECIAL RULES, 2020
PREAMBLE
In exercise of the powers conferred by sub-section (1) of Section 2 of
the Kerala Public Services Act, 1968 (19 of 1968), and in supersession of the
notification issued under G.O. (P)225/PD dated 19th July, 1967 and published in
the Kerala Gazette No. 30 dated, 1st August, 1967 and all other existing rules
and orders on the subject the Government of Kerala hereby make the following
Special Rules for the Kerala Fisheries Subordinate Service, namely:
Rule - 1. Short title and Commencement.
(1) These rules may be
called the Kerala Fisheries Subordinate Service Special Rules, 2020.
(2) They shall come into
force at once.
Rule - 2. Constitution.
The service shall
consist of the following categories of officers, namely:

Rule - 3. Method of Appointment.
Appointment to the
various categories of posts mentioned in column (2) of the Table below, shall
be made by the method of appointment specified against each in column (3)
thereof, namely:

Note (i)

By transfer shall be in the ratio of
4:5:1 (Ratio 4: from Assistant Fisheries Extension Officer/Fisheries Officer,
Ratio 5: from Head Clerk/Senior Clerk, Ratio 1: from Senior Grade
Typist/Confidential Assistant)
|
|
(ii)
|
Appointment by transfer from Sr Grade
Typist/Confidential Assistant Grade I or II shall be in the ratio 5:1
|
|
(iii)
|
By transfer appointment shall be done
on the basis of exercising option from the qualified hands from the
respective feeder categories. If any vacancy arises due to the non-exercise
of option by the officer under the categories 2 and 3 (Assistant Fisheries
Extension Officer and Fisheries Officer), such vacancy shall be filled up
with the remaining categories of officers in the ratio allotted to them vide
Note (i) & (ii) above, by maintaining inter se seniority of the persons
in the same category.

Assistant Fisheries Extension Officer
|
By promotion from the category of
Fisheries Officer.
|

3
|
Fisheries Officer
|
(i) By direct recruitment
|
|
(ii) By transfer from the Lower
Division Clerk and Lower Division Typists/Confidential Assistants Grade II
employed in the department of Fisheries.
|
|
Note.(1) Appointment by transfer from
Lower Division Clerk and Lower Division Typist/Confidential Assistant Grade
II shall be in the ratio 5:1. However Lower Division Clerk shall not be
superseded, by a Lower Division Typist/Confidential Assistant Grade II having
lesser service.

|
(2) Appointment by transfer from
Lower Division Typist and Confidential Assistant Grade II shall be in the
ratio 5:1.
|
|
(iii) By promotion from the category
of Fisheries Assistant.
|
|
Note.Appointment by Direct
recruitment, appointment by transfer and by promotion shall be in the ratio
6:2:2. Number of posts for direct recruitment to the category shall be
calculated on the basis of sanctioned strength. In the absence of qualified
persons for appointment by transfer/by promotion, the vacancies shall be
filled up by direct recruitment.

Fisheries Assistant
|
(i) By transfer from the members of
the Kerala Last Grade Service employed in the Department of Fisheries. (ii)
By direct recruitment.
Note.Appointment by direct
recruitment and by transfer shall be in the ratio 1:1. Number of posts for
direct recruitment to the category shall be calculated on the basis of
sanctioned strength. In the absence of qualified persons for appointment by
transfer/by promotion, the vacancies shall be filled up by direct
recruitment.

Rule - 4. Qualifications.
No person shall be
eligible for appointment to the categories specified in column (1) of the table
below by the method of appointment specified in column (2) unless 'he/she'
possesses the qualifications specified in the corresponding entry in column (3)
thereof.

Certificate Course in Fish Processing Technology/Aquaculture/Fishing Craft
and Gear Technology or equivalent from an institution recognized by the State
of Kerala.
OR
A pass in Secondary School Leaving
Certificate/CBSE/ICSE and five years service in Fisheries Department.

3. Fisheries Officer
|
(i) By Transfer
|
A Bachelor's Degree in Fisheries
Science/BFSC (Nautical Science) or equivalent.
OR A Master's Degree in Fisheries
Science/Industrial Fisheries/Mariculture/Marine Biology/Coastal
Aquaculture/Aquatic Biology and Fisheries/Aquaculture/Aqua-culture and
Fishery Microbiology/Capture and Culture Fisheries/Aquaculture and Fishery
Biology/Applied Fisheries and Aquaculture/Fish Processing Technology and
Aquaculture/Aquaculture Engineering/Zoology from a recognized university.
OR
A Bachelor's degree in Science with
Physics/Maths/Chemistry/Botony/Zoology as Main subjects from a recognized
University.
OR
A pass in Vocational Higher Secondary
Certificate Course in Fish Processing technology/Aquaculture/Fishing Craft
and Gear Technology or equivalent from an institution recognized by the State
of Kerala. OR A pass in Secondary School leaving Certificate/CBSE/ICSE and
three years service in Fisheries Department.

4. Fisheries Assistant
|
(i) By Transfer
|
A pass in Vocational Higher Secondary
Certificate Course in Fish Processing Technology/Aquaculture/Fishing Craft
and Gear Technology or equivalent from an institution recognized by the State
of Kerala.
OR
A pass in Secondary School Leaving
Certificate/CBSE/ICSE with three years service in Fisheries Department.

(ii) By Direct Recruitment
|
A pass in Vocational Higher Secondary
Certificate Course in Fish processing Technology/Aquaculture or Fishing Craft
and Gear Technology from an Institution recognized by the State of Kerala.
|
Note 1.The employees
who are working in the Fisheries Department as on the date of notification of
these rules shall exercise option within 3 months to get appointment to the
categories of post as per these Special Rules subject to their seniority in the
respective feeder categories and qualification. The option once exercised shall
be final.
The following
officers in erstwhile special rules namely:
1.
Fishery
Development Officer/Senior Co-operative Inspector
2.
Research
Assistant/curator/Assistant extension officer/Inspector of Fisheries/Technical
Assistant/Fish Culture Officer/Fish farm Manager
3.
Sub-Inspector
of Fisheries;
4.
LD
Investigator/Nursery Keeper;
shall get appointment
to Fisheries Co-operative Inspector (Category 1), Assistant Fisheries Extension
Officer (Category 2), Fisheries Officer (Category 3) and Fisheries Assistant
(Category 4) respectively in these Special Rules.
Rule - 5. Qualification regarding age.
No person shall be
eligible for appointment to the service by direct recruitment, if he/she has
not completed 18 years of age or if he/she has completed 36 years of age on the
first day of January of the Calender year in which application for appointment
are invited, with usual relaxation in upper age limit as provided in the Kerala
State and Subordinate Service Rules, 1958 allowed to candidates belonging to Scheduled
Caste/Scheduled Tribe and other Backward Classes subject to the condition that
maximum age limit shall be in no case exceed 50 (fifty) years.
Rule - 6. Appointing Authority.
The Appointing
Authority of all the categories shall be the Director of Fisheries.
Rule - 7. Probation.
Every person
appointed to any of the categories shall, from the date on which he joins duty,
be on probation,
(i) if appointed by
direct recruitment or by transfer (where direct recruitment is resorted to) for
a total period of two years on duty within a continuous period of three years;
and
(ii) if appointed by
promotion or by transfer (where direct recruitment is not resorted to) for a
total period of six months on duty within a continuous period of two years.
Rule - 8. Reservation of Appointment.
The rules relating to
reservation of appointments provided in Rules 14 to 17 of part II of the Kerala
State and Subordinate Service Rules, 1958 shall apply to appointment to the
service by direct recruitment.
Rule - 9. Test.
Every probationer
appointed to the category of Fisheries Officer shall within the period of
probation, pass the Account Test (Lower or Higher) if he has not already
passed. For category of Fisheries Officer a pass in the Staff Training Course
conducted by the Director of Fisheries shall be necessary.
