Seventy-five per cent by promotion from the cadre of Range Forest Officer and twenty-five per cent by direct recruitment. From out of the twenty-five per cent direct recruitment quota, fifty per cent shall be filled by the holders of Bachelor of Science in Forestry and remaining fifty per cent shall be filled by the holders of Bachelor degree in Science and Bachelor degree in Engineering [as specified in column (4) under the heading "For direct recruitment" in item (2)]

For Promotion. -Must have put in a service of not less than eight years in the cadre of Range Forest Officer. On promotion as Assistant Conservator of Forests they have to undergo promotion linked training for 6 weeks within one year of service, failing which they will not be confirmed as Assistant Conservator of Forests. However this is subject to nomination to such course.

Method of Direct Recruitment - The State Government shall notify to Karnataka Public Service Commission about the number of ACFs to be recruited in each occasion. The KPSC shall function as the Recruiting Authority.

For direct recruitment.-

(1) For B.Sc. Forestry Graduates.-Must be holder of a degree in Bachelor of Science in Forestry from a recognized University.

(a) The Method of recruitment shall be as follows.-

There shall be a common preliminary examination conducted by the Karnataka Public Service Commission consisting of the following papers:

(i) General Knowledge-100 marks

(ii) Aptitude Test-100 marks

(2) For Science and Engineering Graduates. -Must be holder of Bachelor of Science degree in Agriculture or Horticulture or Veterinary Science or Bachelor of Science degree with two or more of the following subjects namely, Mathematics, Physics, Chemistry, Zoology, Botany, Bio-Chemistry, Micro-Biology/Bio-Technology or a holder of Bachelor of Engineering degree in any recognized University.

Candidates qualified in the preliminary examination in the ratio of 1:10 (Vacancy: Qualified candidates from preliminary exam), based on the merit and reservation shall have to appear for the main examination consisting of the following papers.

(3) The minimum marks obtained in these degree courses shall not be less than fifty per cent of the maximum marks.

Compulsory Papers:

(i) Kannada-100 Marks (Qualifying, with minimum 35%)

(4) Notwithstanding anything contained in Rule 6 of the Karnataka Civil Services (General Recruitment) Rules, 1977, candidates must have attained the age of eighteen years on the date of notification and must not have attained the age of.-

(ii) English-100 Marks (Qualifying, with minimum 35%)

(i) Thirty-five years in the case of persons belonging to the Scheduled Castes or Scheduled Tribes or Category-I of Other Backward Classes;

Provided that in the case of a candidate who is an ex-servicemen, by three years plus the number of years of service rendered by him in the Armed Forces of the union.

Option to select Forestry Paper I and II is restricted to B.Sc. (Forestry) graduates only.

(5) Physical standards.-

The syllabus for preliminary and main examination shall be as prescribed by

(a) Must possess the following physical standards, namely. -

Distant vision

The KPSC shall prepare two separate main list of qualified candidate in the ratio of 1:5 (vacancy: Qualified) in the order of merit based on the marks obtained in the written main examination subject to the orders in force relating to reservation of posts under various categories earmarked by the Government in this behalf. If the marks obtained by two or more candidates is equal, the order of merit shall be fixed on the basis of their age, the older in age being placed above the younger. One list shall be of candidates with B.Sc. Forestry and the other list shall be in respect of candidates other than B.Sc. Forestry.

The qualified candidates shall be called for an interview separately by the KPSC. There shall be twenty marks for the interview.

Near vision

Physical Endurance and Medical Fitness Test:

Each eye must have full field vision. Colour blindness, squint or any morbid conditions of the eyes or lids or either eye shall be deemed to be disqualification.

All the candidates who have qualified for the interview shall also be subjected to Physical Endurance Test and medical fitness examination at the time of the interview.

Hearing:

Test: (1) Rinner's Test

(2) Webber's Test

(3) Tests for Vertigo

Any defects observed during the tests (mentioned above) shall be a disqualification.

Out of the above list those candidates who qualify in the physical endurance and medical test will be finally selected based on the marks obtained in the qualifying examination and interview, separately under 50% quota for B.Sc. (Forestry) graduates, subject to the orders in force relating to reservation of posts under various categories earmarked by the Government in this behalf. If the marks obtained by two or more candidates is equal, the order of merit shall be fixed on the basis of their age, the older in age being placed above the younger. This list will be called as 1st list. The candidates who are other than B.Sc. Forestry graduates shall be included in the 2nd list of candidates in the order of merit shall be prepared subject to the orders in force relating to reservation of posts under various categories earmarked by the Government in this behalf. If the marks obtained by two or more candidates is equal, the order of merit shall be fixed on the basis of their age, the older in age being placed above the younger. This list will be called as 2nd list.

(c) The following shall be physical disqualifications, namely.-

Flatfeet

Varicose Veins

(6) Candidates must pass a physical endurance test consisting of a walk of 25 kms in case of male and 16 kms in case of female, to be completed in four hours.

A final select list equivalent to the number of vacancies notified posts shall be prepared based on the rank obtained from list 1 and 2 and every second vacancy in direct recruitment being filled from the 2nd list.

The selected candidates shall be appointed as ACF by Government on probation for three years and they shall be deputed for two years Diploma Course in Forestry in any of the SFS Training Colleges or any other Forest Training College recognized by the Government of India after executing a indemnity bond with two sureties to the satisfaction of the Appointing Authority that he shall serve the Department for a period of not less than 5 years failing which the cost of training course shall be reimbursed to Government. During the training period the candidates are eligible to draw the pay scale applicable to the post.

On successful completion of the Diploma Course in Forestry they shall be put on the Job Training for 12 months.

Notwithstanding anything contained under Rule 19 of the Karnataka Civil Services (General Recruitment) Rules, 1977 their period of probation shall be for a period of 3 years:

Provided that if he fail to complete the Forestry Diploma Training Course or probationary period satisfactorily, they shall be discharged from service duly recovering the training cost".

Out of the direct recruitment quota, seventy-five per cent shall be filled by the holders of degree in Bachelor of Science in Forestry and the remaining twenty-five per cent shall be filled by the holders of Bachelor degree in Science and Bachelor degree in Engineering [as specified in column (4) under the heading "For direct recruitment" in item (2)].

For promotion.-

Must have put in a service of not less than eight years in the cadre of Deputy Range Forest Officer.

For direct recruitment.-

(1) For B.Sc. Forestry Graduates: Must be holder of a Bachelor of Science in Forestry.

(2) For Science Graduates and Engineering Graduates: Must be holder of Bachelor of Science degree in Forestry, Agriculture or Horticulture or Veterinary Science or a holder of Bachelor of a Science degree with two or more of the following subjects namely, Mathematics, Physics, Chemistry, Zoology, Botany, Bio-Chemistry, Micro-Biology, Bio-Technology or a holder of Bachelor of Engineering degree in any recognized University.

(3) The minimum marks obtained in these degree courses shall not be less than fifty per cent of the maximum marks.

The Principal Chief Conservator of Forests (PCCF) (Head of Forest Force) (hereinafter referred to as "Appointing Authority and Recruiting Authority") shall call for application in such form as may be notified by him from candidates who possesses the required qualification and the Physical standard as indicated in column (4) in the Official Gazette and more than one newspaper including one in the regional language having wide circulation taking into consideration the number of vacancies in the Department and as directed by the Government and the Government orders relating to reservation in force and duly notifying the number of vacancies to be filled separately from holders of the Bachelor of Science Degree in Forestry and the holders of Science Degree other than B.Sc. (Forestry).

(4) Notwithstanding anything contained in Rule 6 of the Karnataka Civil Services (General Recruitment) Rules, 1977, candidates must have attained the age of eighteen years on the date of notification and must not have attained the age of.-

(i) Thirty-two years in the case of persons belonging to the Scheduled Castes or Scheduled Tribes or Category-I of Other Backward Classes;

(ii) Thirty years in the case of a persons belonging to the Category-II(a) or II(b) or III(a) or III(b) of Other Backward Classes.

(iii) Twenty-seven years in case of others on the date of notification: Provided that in the case of a candidate who is an ex-servicemen, by three years plus the number of years of service rendered by him in the Armed Forces of the union

The Recruiting Authority shall prepare list of qualified candidate in the ratio of 1:2 (vacancy: qualified) in the order of merit separately from among the holders of the Bachelor of Science Degree in Forestry and the holders of Science Degree other than Forestry based on the marks obtained in the written main examination and also the marks obtained in General Knowledge and aptitude papers of the preliminary examination, subject to the orders in force relating to reservation of posts under various categories earmarked by the Government in this behalf. If the marks obtained by two or more candidates is equal, the order of merit shall be fixed on the basis of their age, the older in age being placed above the younger. These qualified candidates in the ratio of 1:2 as above will be subjected to physical endurance Test and medical fitness examination.

Any defects observed during the tests (mentioned above) shall be a disqualification.

The following shall be physical disqualifications;

(6) Candidates must pass a physical endurance test consisting of a walk of 25 kms in case of a male and 16 kms in case of a female, to be completed in four hours.

Out of the above two separate list those candidates who qualify in the physical endurance and medical test will be finally selected based on the marks obtained in the qualifying examination, separately under 75% quota for B.Sc. (Forestry) graduates, subject to the orders in force relating to reservation of posts under various categories earmarked by the Government in this behalf. If the marks obtained by two or more candidates is equal, the order of merit shall be fixed on the basis of their age, the older in age being placed above the younger. This list will be called as 1st list.

A further list of candidates in order of merit under 25% quota from the separate list of candidates other than B.Sc., Forestry candidates shall be prepared subject to the orders in force relating to reservation of posts under various categories earmarked by the Government in this behalf. If the marks obtained by two or more candidates is equal, the order of merit shall be fixed on the basis of their age, the older in age being placed above the younger. This list will be called as 2nd list

A final select list equivalent to the number of vacancies notified shall be prepared based on the rank obtained from list 1 and 2 and every third vacancy in direct recruitment being filled from the 2nd list.

The selected candidates shall be appointed as Range Forest Officer (RFO) on probation for three years by the Appointing Authority and they shall be deputed for Rangers Training Course in a Rangers Training College or Forestry College recognized by the Government of India, after executing a indemnity bond with two sureties to the satisfaction of Appointing Authority that he shall serve the Department for a period of not less than 5 years failing which the cost of training course shall be reimbursed to Government.

On successful completion of the said Rangers Training Course, they shall be put on the job training for 6 months. In the remaining part of 1 year probationary period they shall serve as RFO independently. If they fail to complete the training course or probationary period satisfactorily, they shall be discharged from service by recovering the training cost from them as per the indemnity bond executed by them before deputing for training. During the period of training they shall be eligible for the salary applicable to the post.

Notwithstanding anything contained under Rule 19 of the Karnataka Civil Services (General Recruitment) Rules, 1977, their period of Probation shall be for a period of 3 years."

Fifty per cent by direct recruitment and fifty per cent by promotion from the cadre of Forest Guards. From out of the fifty per cent direct recruitment quota fifty per cent of the post shall be filled by the holders of Bachelor of Science in Forestry and the remaining fifty per cent shall be filled by the holders of Bachelor degree in Science other than B.Sc., Forestry Degree [as detailed in column (4) under the heading "For direct recruitment" in item (2)].

For Promotion. -(1) Must have put in a service of not less than eight years in the cadre of Forest Guard:

Provided that if the persons who have put in not less than eight years of service as Forest Guards are not available a person who has put in a service of not less than five years may be considered for promotion.

Method of Direct Recruitment.-The Principal Chief Conservator of Forests (Head of Forests Force) (hereinafter referred to as the "Recruiting Authority") taking into consideration the number of vacancies in the Circle and as directed by the State Government and the orders relating to reservation in force, shall notify the number of vacancies to be filled up in the circle under 50% quota from Science degree in B.Sc., Forestry candidates and 50% quota from the Science Degree holders other than Forestry as specified in column (4). He shall call for applications in such form as may be notified by him from candidates who possess the required qualification and the physical standard as indicated in the column (4) in the Official Gazette and in more than one newspaper including one in the regional language having wide circulation. After the receipt of the applications from the eligible candidates the Recruiting Authority shall invite the candidates for physical endurance test in the ratio of 1:20 (Vacancy: Candidate) purely on the basis of the merit separately among the candidates possessing Science Degree in B.Sc., Forestry and those other than B.Sc., Forestry as specified in column (4) prepared on the basis of the marks obtained in the qualifying examination and reservation. Thereafter measure the physical standards and shall conduct physical endurance test. A separate list of candidates who are successful in Physical endurance test list and Physical Standard shall be prepared in respect of candidates belonging to Degree in B.Sc., Forestry and those other than B.Sc., Forestry as prescribed.

(2) Must have passed SSLC or possess equivalent qualification:

Provided that this shall not be applicable to Forest Guards who were recruited prior to 1977.

For direct recruitment

(1) For B.Sc., Forestry Graduates: Must be holder of a Bachelor of Science in Forestry from a recognized University.

(2) For Science Graduates: Must be a holder of Bachelor of Science degree with two or more of the following subjects Physics, Chemistry, Mathematics, Botany, Zoology, Geology, Micro-Biology, Bio-Technology, Bio-Chemistry.

(3) Notwithstanding anything contained in Rule 6 of the Karnataka Civil Services (General Recruitment) Rules, 1977, candidates must have attained the age of eighteen years and must have not attained the age of.-

(i) thirty years in the case of Scheduled Castes or Scheduled Tribes or Category-I of Other Backward Classes;

(ii) twenty-eight in the case of persons belonging to any of the Categories of-II(a) or 11(b) or III(a) or III(b) of Other Backward Classes.

(iii) twenty-five years in the case of others on the date of notification:

The Written Aptitude Test (objective type) of the standard of Bachelor of Science degree including B.Sc. (Forestry) shall be conducted separately for the list of candidates belonging to Science Degree in Forestry and the Science Degree other than B.Sc., Forestry by the Recruiting Authority. Further, the Recruiting Authority shall prepare separate list of eligible candidates in the order of merit determined on the basis of marks obtained in B.Sc., (Forestry) and in the Science degree candidates other than B.Sc., Forestry and the marks secured in the Aptitude Test and also the orders in force relating to reservation of posts under various categories earmarked by Government in this behalf. Provided that in the case of Forest Motivators of the Department, forty-three years in respect of persons belonging to Scheduled Castes, Scheduled Tribes and Category-I of Other Backward Classes, forty-one years in respect of persons belong to Other Backward Classes by Category-II(a) or II(b) or III(a) or III(b) of Other Backward Classes and thirty-eight years for others:

by two or more candidates are equal, the order of merit shall be fixed on the basis of their age, the older in age being placed above the younger. From the above two list a select list shall be published equal to the number of vacancies notified in each circle from the list of candidates selected under Degree in B.Sc. Forestry and those Science Degree candidates other than B.Sc., Forestry and every third vacancy in direct recruitment being filled from the candidates other than B.Sc., Forestry. The list so prepared shall be published in the Official Gazette by the Recruiting Authority.

Provided further that the Forest Motivators must have worked for a minimum of five years with fixed honorarium and must continue to serve as such on the date of notification:

Provided that in the case of a candidate who is an ex-servicemen, by three years plus the number of years of service rendered by him in the Armed Forces of the union.

(4) Must possess the following physical standards namely.-

The candidates whose names are included in the list prepared and published by the Recruiting Authority, shall be appointed by the Chief Conservator of Forests/Conservator of Forests of the concerned circle herein referred to as Appointing Authority on probation for a period of two years after satisfying the suitability for appointment in all respects.

Near vision 

Each eye must have full field vision. Colour blindness, squint or any morbid conditions of the eyes or lids or either eye shall be deemed to be disqualification.

Hearing Test:

On appointment as Deputy Range Forest Officer every candidate shall execute an indemnity bond with two sureties to the satisfaction of the Appointing Authority that he shall serve the department for a period of not less than five years, tailing which the cost of twelve months Deputy Range Forest Officer training course shall be reimbursed to the Government. The candidates shall be sent for twelve months Foresters Training Course. If the candidate fails to complete the training course within the period specified he shall be given one more chance to complete the training/examinations, at the cost of the candidate. If he is unable to complete the training/examinations in second chance he shall be liable to be discharged from service and the training cost shall be recovered from him as per the bond so executed. If the candidate fails to complete the probationary period satisfactorily he shall be discharged from the service by recovering training cost from him as per the indemnity bond so executed. Notwithstanding anything contained in Rule 5 of the Karnataka Government Servant (Seniority) Rules, 1957, the inter se seniority among the candidates selected in the above selection shall be determined on the basis of marks obtained in the selection examination and the marks obtained in the training in the ratio of 75:25 respectively."

Method of Direct Recruitment.-

The Principal Chief Conservator of Forests (Head of Forests Force) (hereinafter referred to as "Recruiting Authority") shall, after taking into consideration the number of vacancies in the Circle and as directed by the State Government and the orders relating to reservation in force, notify the number of vacancies to be filled up division wise. He shall call for applications in such form as may be notified by him from candidates who possess the required qualifications and the physical standard as indicated in the column (4), in the Official Gazette and in more than one newspaper in the regional language having wide circulation. After the receipt of the applications from the eligible candidates, the Recruiting Authority shall invite the candidates for physical endurance test in the ratio of 1:20 (Vacancy: Candidate) purely on the merit basis of the marks obtained in the qualifying examination i.e., II PUC pass and reservation. Thereafter measure the physical standards and shall conduct physical endurance test. A list of candidates who are successful in Physical Endurance Test and Physical Standards shall be prepared and they shall be called for Written Aptitude Test.

For direct recruitment.-

(1) Must have passed II PUC or possess equivalent qualification on the date of notification.

(2) Notwithstanding anything contained in Rule 6 of the Karnataka Civil Services (General Recruitment) Rules, 1977, every candidates must have attained the age of eighteen years and must not have attained the age of.-

(i) thirty-two years in the case of persons belonging to any of the Scheduled Castes or Scheduled Tribes or Category-I of the Other Backward Classes;

(ii) thirty years in the case of persons belonging to any of the Categories of-II(a) or II(b) or III(a) or III(b) of the Other Backward Classes.

(iii) twenty-seven years in case of others on the date of notification:

Provided that in case of Forest Motivators of the Department, forty-three years in respect of persons belonging to Scheduled Castes, Scheduled Tribes and Category-I of the Other Backward Classes, forty-one years in respect of persons belong to Other Backward Classes by Category-II(a) or II(b) or III(a) or III(b) of Other Backward Classes and thirty-eight years for others:

Provided further that the Forest Motivators must have worked for a minimum of five years with fixed honorarium and must continue to serve as such on the date of notification:

The Written Aptitude Test (objective type) of the standard of II PUC shall be conducted by the Recruiting Authority. Further, the Recruiting Authority shall prepare a list of eligible candidates in the order of merit by providing equal weightage to the marks secured in the II PUC and the marks secured in the Aptitude Test and also the orders in force relating to reservation of posts in various categories earmarked by the State Government in this behalf. If the percentage of total marks obtained by two or more candidates is equal, the order of merit shall be fixed on the basis of their age, the older in age being placed above the younger. The list so prepared shall be equivalent to the number of notified vacancies in the Circle. Further, allotment of the candidates to the Divisions shall be based on the number of notified vacancies in the Divisions under different categories. The list so prepared shall be published in the Official Gazette by the Recruiting

Provided also that in case of daily wage employees engaged between the period after 1-7-1984 and before 29-1-1990 and continued as such in Muster Rolls (M.R.), 43 years in respect of persons belonging to Scheduled Castes, Scheduled Tribes and Category-I of Other Backward Classes, 41 years in respect of persons belong to Other Backward Classes by Category-II(a) or II(b) or III(a) or III(b) of Other Backward Classes and thirty-eight years for others:

Provided that in the case of a candidate who is an ex-servicemen, by three years plus the number of years of service rendered by him in the Armed Forces of the union. I. Physical endurance test:

The candidates are required to complete the following event which constitute physical endurance test, within the time limit prescribed:

The candidates whose names are included in the list prepared and published by the Recruiting Authority in the manner indicated above will be allotted to the respective Divisions as per the vacancies notified. The Deputy Conservator of Forests concerned hereinafter referred to as Appointing Authority shall appoint the candidates on probation for a period of two years after satisfying the suitability for appointment in all respects.

II. Physical efficiency test

To test the candidates' physical fitness, stamina and courage, shall have the following items, which constitutes the physical efficiency test:

In order to qualify in the physical efficiency test the candidates must succeed in 3 out of 5 items above.

On appointment as Forest Guard and after executing an indemnity bond with two sureties to the satisfaction of the Appointing Authority that the candidate will serve the department for a period of not less than five years, failing which the cost of six months training course shall be reimbursed to the Government. The Forest Guard shall be sent for six months Forest Guards Training Course. If the candidate fails to complete the training course within the period specified he shall be given one more chance to complete the training/examinations at the cost of the candidate. If he is unable to complete the training/examinations in second chance he shall be liable to be discharged from service by recovering the training cost as per the bond so executed.

III. Physical Standards:

The following constitutes physical defects:

1. knock-knee

2. bowlegs

3. flatfeet

4. varicose veins

5. impediment in speech and hearing

6. hydrocele in men

7. vision/colour blindness/night blindness

Notwithstanding anything contained in Rule 5 of the Karnataka Government Servant (Seniority) Rules, 1957, the inter sc seniority among the candidates selected in the above selection shall be determined on the basis of marks obtained in the selection examination and the marks obtained in the training in the ratio of 75:25 respectively.

Explanatory note for vision:

Must have the following standard of distant and near vision with or without glasses:

Distant vision

Near vision

Each eye must have full field vision. Colour blindness, squint or any morbid condition of the eyes or lids of either eye shall be deemed to be a disqualification.

Hearing Test:

(1) Rinner's Test

(2) Webber's Test

(3) Tests for Vertigo

Candidates with any defects observed during the tests (mentioned above) shall be disqualified.

The physical standard tests shall be carried out by the Recruiting Authority, taking the assistance of the qualified persons wherever necessary.

For promotion.-(1) Must have put in a service of not less than five years as Forest Watcher carrying pay scale of Rs. 10400-16400."
