PREAMBLE
Whereas,
the draft of the Karnataka Forest Department Services (Recruitment) (Amendment)
Rules, 2014 was published as required by sub-section (2) of Section 3 of the Karnataka
State Civil Services Act, 1978 (Karnataka Act No. 14 of 1990), in Notification
No. FEE 61 FEG 2013, dated 1-10-2014, in Part IV-A of the Karnataka Gazette,
dated 6-11-2014, inviting objections and suggestions from all the persons
likely to be affected thereby within 15 days from the date of its publication
in the Official Gazette.
And
whereas, the said Gazette was made available to the public on 6-11-2014.
And
whereas the objections and suggestions received within the period specified
above, have been considered by the Government.
Now,
therefore, in exercise of the powers conferred by sub-section (1) of Section 3
read with Section 8 of the Karnataka State Civil Services Act, 1978 (Karnataka
Act No. 14 of 1990), the Government of Karnataka hereby makes the following
rules, namely.--
Rule 1. Title and commencement.
(1)
These
rules may be called the Karnataka Forest Department Services (Recruitment)
(Amendment) Rules, 2014.
(2)
They
shall come into force on the date of their publication in the Official Gazette.
Rule 2. Amendment of Schedule-II.
In
the Karnataka Forest Department Services (Recruitment) Rules, 2003, in Schedule
II.--
(i)
For
the entries relating to the category of post of "Assistant Conservator of
Forest", at Serial No. 8, in column (4), for the heading "promotion
and entries relating thereto the following shall be substituted;
"For
promotion.--
Must
have put in service of not less than eight years in the cadre of Range Forest
Officer (excluding the period for ranger training course):
Provided
that if persons who have put not less than eight years of service as Range
Forest Officers are not available a person who have put in a service of not
less than service of five years may be considered for promotion".
(ii)
In
the entries relating to the category of post of "Forest Guard", at
Sl. No. 14, in column (4), under the heading 'For promotion', for the words
"not less than five years", the words "not less than three
years" shall be substituted;
(iii)
For
the entries relating to the post of Forest Watcher, at Serial No. 53, the
following shall be substituted, namely.--

per cent by promotion from the cadre of Group 'D' carrying lower scale of pay

(1)
The Conservator of Forests (hereinafter referred to as 'Selection Authority')
taking into consideration the number of vacancies in the Circle and the
reservation of posts provided by any law, rule or Government order and the
directions of the Government, if any, shall notify the posts to be filled up
division-wise in the Official Gazette and also in two widely circulated
newspapers having wide circulation in the region invite applications from the
candidates who possess the required qualification and physical standard as
indicated in column (4) requiring them to indicate the circle in which they
prefer to appear for examination.

For
Direct Recruitment.--
Educational
Qualification.--
Must
have passed SSLC Standard.
Age
Limit.--
Every
candidate must have attained the age of eighteen years as on the date of
notification and must not have attained the age of.-
(i)
thirty-three years in the case of persons belonging to any of the Scheduled Castes
or Scheduled Tribes or Category I of Other Backward Classes;
(ii)
thirty-two years in the case of a person belonging to any of the Category
II(a) or II(b) or III(a) or III(b) of Other Backward Classes;
(iii)
in case of others, thirty years on the date of notification:
Provided
that in case of candidate who is an ex-serviceman discharged from the service
by reason of demobilisation, retrenchment or retirement, the age limit be
relaxed by the number of years of Military service rendered by him plus three
years:

(2)
After receipt of the applications from the eligible candidates the Selection
Authority shall scrutinize the applications and shall follow the procedure
specified below for selection of candidates.
The
candidates shall qualify in the following tests.--
I.
'Physical endurance test' as provided in column (3). The candidates who
qualify in the physical endurance test shall be allowed for.
II.
'Physical efficiency test' as provided in column (3). The candidate who
qualify in the physical efficiency test shall be allowed for.
III.
'Physical standard test', as provided in column (4) which includes examining
of height and chest measurements and physical defects.
The
results of 'physical endurance test', 'physical efficiency test' and
'physical standard test' shall be published by the Recruiting Authority on
the same day in the respective test centers as soon as the respective tests
are completed.
The
candidates who qualify in the physical endurance test, physical efficiency
test and physical standards test shall be allowed to appear for the
IV.
'Written test'. A written test of objective type of one hour duration
consisting of basic General Knowledge and Elementary Arithmetic for a total
of 100 marks, shall be held for the candidates who have qualified physically
in the 'physical standard test'.

Provided
further that in case of Forest Motivators of the Forest Department,
forty-three years in respect of persons belonging to the Scheduled Castes or
Scheduled Tribes and Category I of Other Backward Classes, forty-two years in
respect of persons belonging to any of the Categories of II(a) or II(b) or
III(a) or III(b) of Other Backward Classes and forty years for others:
Provided
also that the Forest Motivator to avail the above age relaxation must have
worked as motivator for a minimum of five years with fixed honorarium and
must have continued to serve as such on the date of notification.
I.
Physical endurance test.--
The
candidates are required to complete the following event which constitute
physical endurance test, within the time-limit prescribed:

Physical efficiency test.--
To
test the candidates physical fitness, stamina and courage, shall have the

The
written test shall be held in all the Circles simultaneously on the same day
as determined by the Principal Chief Conservator of Forests (HoFF).
A
circle level Merit List of the candidates shall be prepared on the basis of
the marks secured in the written test. In the event of total marks obtained
by two or more candidates being equal, the older in the age shall be placed
above the younger and accordingly the inter se merit shall be decided.
The
Circle level Merit List shall exclusively be applicable to that Circle only.
A
Circle level Select List, on the basis of the merit equal to the number of
vacancies in each circle shall be prepared, following the reservations in
force.
The
remaining candidates in the merit list equal to ten per cent of the number of
vacancies notified shall be prepared as additional list to fill up the
vacancies arising due to not reporting the candidates in Select List. The
candidates from the Additional list shall be selected for appointment limited
to such extent of unreported vacancies on the basis of the merit and
reservations in force. Once all the notified vacancies are filled, or new
select list is published the Additional list shall automatically cease to
exist.

In
order to qualify in the physical efficiency test the candidates must succeed
in 3 out of 5 items above.

A
Police verification report shall be obtained through the concerned District
Police Authority about the antecedents of the candidates in the Select List
and Additional List.
Candidates
in the Select List cleared in Police report shall be allotted to the Forest
Divisions for appointment as per the notified vacancies based on the merit
and option of the candidates. The list of candidates so allotted to each of
the Divisions against the notified vacancies, shall be published in the
Official Gazette by the Recruiting Authority.
The
candidates allotted to the respective Divisions shall be appointed by the
Appointing Authority after satisfying itself on holding such enquiry as it
may be considered necessary that each of the candidate is suitable in all
respect for appointment.
In
the event of the appointed candidates failing to report for the duty within
the specified date, their appointment shall be cancelled and such vacancy
shall be filled by a candidate belonging to the same category by drawing a
candidate next in merit out of the Additional list-Provided that fifty per
cent of the vacancies arising in the Territorial jurisdiction of each of the
following Wildlife Divisions, namely.--
(a)
Project Tiger, Bandipur;
(b)
Hunsur Wildlife Division, Hunsur;
(c)
Chamarajanagar Wildlife Division, Chamarajanagar;

The
following constitutes physical defects.--
1.

Each
eye must have full field vision, colour blindness, squint or any morbid
condition of the eyes or lids or either eye shall be deemed to be a

The
physical standard tests shall be carried out by the Recruiting Authority,
taking the assistance of the qualified persons wherever necessary.

Shall
be filled up from among the candidates who belong to the respective local
forest dwelling Scheduled Tribes in the Division, namely Jenu Kuruba, Kadu
Kuruba, Hakkipikki, Soliga, Soligaru, Yerava, Gowdlu, Irular, Iruliga,
Koraga, Melakudi, Malaikudi, Maleru, Meda and Thoda who have studied in the
taluks coming partially or fully in the jurisdiction of the above said
wildlife divisions from 1st Standard to VII Standard.

For
Promotion.--
Must
have put in a service of not less than three years in the cadre of Group 'D':
Provided
further that a person from the Group 'D' cadre must have physical standard
prescribed for the post of Watcher and persons having physical fitness may be
posted to field post and persons having lower physical standard may be
appointed to non-field post:
Provided
that a person from the Group 'D' cadre must have minimum educational
qualification of a pass in SSLC Examination".
