PREAMBLE

In exercise of the powers conferred by the proviso to article 309 of the Constitution of India read with the Government of India, Ministry of Home Affairs, Notification No. F-27/59-him (i) dated the 13th July, 1959,and in supersession of this Govt's Notification no. F19/56/96/Home-III Deptt./303-313 dated 21st April, 2007 except as respects things done or omitted to be done before such supersession, the Lt. Governor of National Capital Territory of Delhi hereby makes the following rules regulating the method of recruitment to the post Junior Scientific Assistant (Chemistry) in Forensic Science Laboratory, Government of National Capital Territory of Delhi, namely:-

Rule 1. Short title and commencement.

 

(i)       These rules may be called the Junior Scientific Assistant (Chemistry) Forensic Science Laboratory Recruitment Rules, 2025.

(ii)      They shall come into force on the date of their publication in Delhi Gazette.

Rule 2. Number of posts, classification and Pay Level in Pay Matrix.

 

The number of the said post, its classification and pay level in pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.

Rule 3. Method of recruitment, age limit, qualification etc.

 

The method of recruitment to the said post, age limit, qualifications and other matters connected therewith, shall be as specified in columns (5) to (13) of the said Schedule.

Rule 4. Disqualification.

No person,-

(a)      Who has entered into or contracted a marriage with a person having a spouse living; or

(b)      Who having a spouse living, has entered into or contracted a marriage with a person, shall be eligible for appointment to the said post.

Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

Rule 5. Power to relax.

 

Where the Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.

Rule 6. Saving.

Nothing in these rules shall affect reservations, relaxation of age limit and other concessions, required to be provided for the Schedule Castes, Schedule Tribes, Other Backward Classes, Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Govt. of India from time to time in this regard.

Note: The crucial date for determining the age limit shall be as advertised by Competent Authority.

*In case of post being filled up by all-India Open Competition, the age limit would be between 18 year and 27 years.

Essential:

Masters degree in Chemistry or Toxicology or Biochemistry or Forensic Science with Chemistry as one of the subjects or papers during all the three years of Bachelor of Science level from a recognized University.

Note: Qualifications are relaxable at the discretion of the Competent Authority for reasons to be recorded in writings, in case of candidates otherwise well qualified.

Note: Direct recruits would be requ ired to success fully complete a manda tory induc tion Training of at least two weeks dura tion as pres cribed by the compe tent autho rity for comple tion of probation.

Note: Vaca ncies caused by the incum bent being away on depu tation or long illne ss or study leave or under other circum stances for a duration of one year or more may be filled on deputa tion basis from Officers of Cen tral Govern ment:-

(a)(i) holding analo gous posts on regular basis in the parent cadre or depart ment; or

(ii) with five years service in the grade ren dered after appoint ment thereto on regular basis in level-4 (Rs. 25500 - 81100) in the pay matrix or equiv alent in the parent cadre or depart ment; and

(b) possessing the educa tional qualifi cations prescri bed for direct recruits under column (7).

The maximum age for appoint ment by deputa tion shall not be excee ding 56 years as on the closing date of receipt of applica tions.

Note: The exi sting incum bents to the post of Labora tory Assistant (Chemi stry) will be consi dered for prom otion after comp letion of 5 years of regular service in the grade to the post of JSA (Chemistry). Thereafter, the method of recruit ment for the post under conside ration will be 100% by Direct Recruit ment.

Note: Senior most member of the Depart mental Confir mation Commi ttee shall act as Chairperson in case the notified Chair person of the Depart mental Confir mation Committee happens to be junior to another me mber of the Depart mental Prom otion Commi ttee.
